11 SIM workshop - Precursor of a SIM peer reviewers school Ini*al proposal 1. Have a mee*ng of no more than five days (perhaps less), akended by each WG chair and two of the most experienced peer reviewers in their WG, i.e. three people per quan*ty. 2. Gabriela will organize several presenta*ons, to base discussions, about the process of peer review in the SIM QSTF, requirements from SIM, CIPM/ MRA and BIPM/CIPM, proposals for peer review reports and updates of the standards 17025, 17034, On the other hand, there could be presenta*ons of the revision process of CMCs carried out by each one of the WGs Gabriela De la Guardia <gdelaguardia@cenamep.org.pa>
12 SIM workshop - Precursor of a SIM peer reviewers school 4. Expected results: a. Consensus document per quan*ty on what, expects and requires from each peer evaluator to review in each INM / ID during the assessment, so that it serves for its technical review of the WG and streamlines the process (i.e. CMC spreadsheet and scope, par*cipa*on in comparisons, review of results and correc*ve or improvement ac*ons taken in this regard, about the personnel involved, uncertainty budget, valida*on of methods), even discussing proposals with respect to the new JCRB considera*ons with about broad scope to review within each RMO and which one for intraregional evalua*ons, the CC list of services, etc. b. These documents could be guides for peer reviewers and assessments that also might serve for QSTF delegates when assessing quality systems based on these assessments as well as for each NMI when implemen*ng its quality systems. c. Likewise, these documents could be the basis for training within each WGs and for the development of, many requests, to con*nuously train peer evaluators in our region. The SIM council has indicated to Gabriela that is possible to allocate a budget for this mee*ng at the beginning of next year.

21 M4SET - Project Proposals Project Proposals (May not exceed $35K and will cover travel, perdiem, etc) Those seeking support through this project should demonstrate a well- developed understanding of the challenges or capabili*es they are seeking to overcome or improve. Proposals should also explain how the project will be organized, how financial support will be u*lized, the expected outcomes and how the ac*vity will strengthen exis*ng or develop new essen*al measurement services. The implementa*on of proposed ac*vi*es should be coordinated with NIST and OAS, the laker will pay the costs related to the ac*vi*es. Funds will not be transferred to the proposers. Joint proposals, or proposals that bring together mul*ple beneficiaries, will be priori*zed. Project organizers hope to encourage poten*al applicants in the Na*onal Metrology Ins*tutes (NMI) to engage with their na*onal counterparts in the ministries of energy, environment, normaliza*on and accredita*on bodies in ways that broaden the project s impact at the country level. Similarly, applicants are encouraged to work with other SIM colleagues. Partners should discuss the roles and responsibili*es of each Ins*tute and detail these within the applica*on (pg. 2 3).
22 M4SET - Applica*on Guidance Applica*ons will be received and reviewed on a rolling- basis. Once received, project organizers will review the proposal to ensure the objec*ves of the ac*vity align with the project s goals. Following this review, an evalua*on will be completed by technical experts and project managers to determine if the project is feasible based on resource requirements. Project organizers may ask that applicants clarify components of the proposal before a final determina*on is made. If deemed appropriate and resources are available, project leaders will contact the applica*on representa*ves to discuss arrangements and begin coordina*ng with the applica*on representa*ves. 24 INTI / Argen*na Quería consultarte acerca de la posibilidad de planear y realizar un workshop en energías renovables, en el marco SIM. La semana pasada estuvimos reunidos con el Dr. Héctor Laiz, en donde me comentó la existencia de fondos de financiación disponibles, para poder realizar una reunión y capacitación en relación a los obje*vos actuales del SIM. Una posible temá*ca a abordar, podrían ser las técnicas de medición del ruido de los aerogeneradores, siguiendo recomendaciones o lineamientos norma*vos. Nos interesa saber tu opinión al respecto y por supuesto, podemos explorar otras ac*vidades que tengas en mente. Además, si se organizara el workshop, podríamos aprovechar la oportunidad para realizar la reunión del MWG- 9 (en alguna fecha inmediatamente posterior) para poder planear temá*cas de trabajo conjunto y/o rela*vas al MRA. 25 LACOMET / Costa Rica We are in a stage of development of these magnitudes, currently we only have the capacity to calibrate sound meters, acous*c calibrators and we are very interested in being able to make a comparison to start the CMC presenta*on process. Within our plan is to start next year with the development of accelerometers so a technical visit to INMETRO, CENAM or NIST would be much support in our planning of the necessary infrastructure and equipment. For the above we are very interested in par*cipa*ng in the ac*vi*es and mee*ngs of the SIM MWG9 and any training ac*vity or workshop in the field of acous*cs. Adrián
26 NIST / USA I am very much looking forward to a SIM mee*ng. Op*mally, I would like to meet at INMETRO or at CENAM so that I could have an opportunity to visit those laboratories. However, since I am hos*ng the ISO TC108 here at NIST in September then it might be convenient to hold our SIM mee*ng at NIST too. But one possible conflict with that is that the CCAUV mee*ng in Paris follows the week azer the ISO mee*ng and so this could result in extended *me for us having to travel to 3 consecu*ve mee*ngs. I think that presenta*ons and discussions about improving our CMCs on accelera*on calibra*ons would be an excellent topic. I m also interested in discussing future needs or ac*vi*es in acous*cs calibra*ons. I believe that NIST/ SIM has funds to support such ac*vi*es. 28 NRC / Canada We fully support your mee*ng proposal and to have a mee*ng in October. We feel that the review of results of interlaboratory comparisons may be of interest to SIM MWG- 9 members. Currently, we are using Alan Steele's analysis method (Pair- difference chi- squared sta*s*cs for Key Comparisons, Metrologia 43 (2006), 89-97) to determine what ac*ons are required. We are interested in knowing what other are doing. This is related to CMC reviews as all NMIs use comparisons to support their CMC claims. We are interested in knowing what other are doing. Lixue Wu
29 INTI / Argen*na All the topics proposed are interes*ng for our lab and we agree to realize a SIM MWG- 9 mee*ng on next October. We are very interested in learn, improve and develop techniques for measurement of: ultrasound, sound power, low frequency vibra*ons and free field microphone calibra*on, as proposed. Besides, we prompted the topic "standardized measurements of wind turbine noise", due to its increasing use in the rural ci*es and as a subject in which we believe SIM could use its funds (renewable energy).
