2 3. Operations Manual An Operations Manual has been prepared to define tools, proceedings, responsibilities as well key interrelationships for an effective project management. The manual details how the procurement will be carried out in line with the World Bank Guidelines and the GoM Decree number 54/2005 of December 13 th. The Operational Manual was prepared in accordance with the Project Appraisal Document and the Financial Agreement. 4.
