7 Preface The Policies, Procedures and By-laws of Gymnastics Ontario are the final authority for the Federation and govern the actions of all members, committees, sub-committees and working groups. The rules contained in the current edition of Roberts Rules of Order will govern the Federation in all cases where they apply and where they do not conflict with specific By-laws or Rules of Order adapted by the Federation. This manual contains Professional and Operational Guidelines, which govern the actions and behaviours of all Gymnastics Ontario Women s Artistic Judges. 1

8 Gymnastics Ontario Women s Judging Sub-Committee This subcommittee of 9 volunteers (chair and 8 Members-at-large) reports directly to the Women s Program Committee. The committee members are elected for a 2-year term at the annual Women s Judging Assembly. The terms are staggered so that one half of the committee is elected annually. The Judging Sub-Committee appoints several working groups to assist with specific projects. The major responsibility of the Judging Sub-Committee is the education program required to train, develop, and upgrade judges to service the Ontario Competitive Program. The Education Program includes yearly clinics, Beginner Judges Courses, Mentoring and Assessments. The Chair and a Member-at-large are active, voting members of the Women s Program Committee and provide input to major decisions of the Ontario Competitive Program. 10 A-PROFESSIONALISM AND EXPECTATIONS A judge shall demonstrate professionalism and responsibility to the sport and shall demonstrate respect for all members of Gymnastics Ontario. The Professional Guidelines outlined in this document are intended to provide direction and to assist judges with decision-making. It is not possible or practical to outline guidelines for each and every situation which may occur. In cases where a specific rule does not exist, the judge(s) is/are expected to exercise common sense, practice courtesy and show respect in all decisions. Any such situation should be noted in the Competition Chief Judge Competition Report and will be forwarded to the Judging Sub-Committee for a discussion if necessary. Judges play a critical role in establishing the environment at all competitions. This environment should be safe, fair, positive, relaxed and friendly. The following guidelines will assist in establishing and maintaining the appropriate environment. Judges are expected: To respect the needs of each club, coach, gymnast and other judges. To arrive at the judge s meetings on time in their judging uniform. To be knowledgeable and to understand the rules and regulations governing competitions. To be prepared for each specific judging assignment. To be certain that both coaches and gymnasts are present before the warm-up begins. To greet gymnasts on arrival at each event. To acknowledge gymnasts with eye contact at the beginning and end of each routine. To work quickly and accurately to produce a score, and to be prepared to justify that score with reference to current documentation. To be a cooperative member of the judging panel. To be unbiased, fair and impartial in scoring. All registered Gymnastics Ontario Judges are required to sign the Gymnastics Ontario Code of Conduct for Judges each competitive season to acknowledge their understanding and adherence to the Gymnastics Ontario Professional and Operational Guidelines for Women s Artistic Judges. 11 B SPECIFIC PROFESSIONAL GUIDELINES Dress Code Attire for all gymnastics competitions Attire for Physical Testing Attire for Videotaping A dark blue suit jacket with matching dress pants or skirt. The dark blue must be a solid colour. The skirt should be approximately knee length. A white top (midriff tops, halter tops and spaghetti strap tops are not acceptable). Solid coloured hosiery. Shoes are to be dark in colour. No *sandals, boots or running shoes are to be worn. Judges may remove jackets when judging as temperature permits. Male judges are required to wear a tie. Acceptable Attire: i. Modest professional dress ii. Appropriate sweat suit or uniform iii. Athletic jacket or sweat top and sport pants or slacks Sport shirts, t-shirts, tank tops, tennis and gym shorts iv. v. Gymnastic or athletic footwear Non acceptable Attire: Blue jeans Ripped clothing Hats (i.e. baseball caps) Street shoes Insufficient clothing (i.e. midriff tops, halter tops and spaghetti strap tops) Judges who volunteer to videotape at Qualifiers, Tour Selection, Provincial Championships are required to wear appropriate attire, white top and dark pants (no jeans or sweats) Attire for Hot Weather (for invitational meets held during the months of May and June only) *sandals (no flip-flops) with or without (nylons) hosiery a white, short-sleeved or sleeveless blouse type top a navy blue skirt, pants or dress capris no jacket or tie required No tank tops, spaghetti strap, midriff or low-cut top No short shorts or denim The judging uniform has been adapted from the GCG Women s Program Manual and will be enforced by Gymnastics Ontario for all Qualifying and Invitational Meets. The Dress Code will be strictly monitored. All incidents involving violation of these guidelines will be documented in the Competition Chief Judge report. All judges not complying with the dress code will be sent a warning letter; a second incident will result in sanctioning. B-1

12 Cell phones, computers, babies Cell Phones Judges MUST turn cell phones off prior to the beginning of the competition. To ensure a professional and safe environment, cell phone usage including text messaging is not permitted on the competition floor at any time. If a judge wishes to use a cell phone during the active competition she/he must receive permission from CCJ to leave the floor. The CCJ will record any incidents of improper cell phone usage in the Competition report. Computers and Similar Devices Judges are allowed to use laptop computers (or similar devices) for the purpose of accessing gymnastics information ONLY at the judges tables at all GO sanctioned gymnastics meets. Judges are not permitted to access host clubs wi-fi. No internet use is allowed on the competition floor; all documents must be downloaded to the computer before coming to the competition. Judges may not request extension cords from the host club; extension cords will not be allowed on the floor for use with the computer. Any judge using a computer for purposes other than accessing pertinent gymnastics information will not be allowed to use a computer for the remainder of the competition. The judge must then have all current paper documents in effect for the remainder of the competition. The CCJ will record such incidents in the Competition Report. DVD Players Children/Babies at Clinics and Competitions Not allowed on the judges table and cannot be in use during the competition. Children of judges are not allowed on the floor at clinics, competitions and/or training camps, unless accredited to perform a specific task and in the official uniform. If a judge is breastfeeding, she should notify the Women s Program Manager and the Women s Program Assistant-Judge, prior to coming to the event. If a judge is breastfeeding she may bring the baby to the event, however the baby must be left, and attended to, in another room As a courtesy to all attending the event, the judge should go to another room to breastfeed the baby. It is the sole responsibility of a judge to arrange alternate childcare while attending a clinic, competition and/or training camp. If the judge comes to the event with an unattended child, the judge will be asked to leave. B-2

13 Late Arrivals A judge must arrive at the competition site on time for the judges meeting or, if not specified, 30 minutes prior to the start of the competition. Assignments begin at the published time of the judges meeting or 30 minutes before the start of the competition and conclude 15 minutes after the last competitor has performed. Failure to arrive on time requires a written explanation to the CCJ. The written explanation will include: name, competition event and date, arrival time, explanation and signature of the judge and CCJ. The CCJ will attach this information to the meet report. Every possible attempt should be made to notify the host club and/or Competition Chief Judge if the judge anticipates a late arrival or a delay en route to a competition. Unable to fulfill Judging Assignments: Invitational Meet: Once you have signed up for a meet you are committed to judge that meet. If for any reason you cannot judge that meet, it is your responsibility to find a replacement. 1 st - Contact the CCJ, they may have some additional names that you could contact. 2 nd - Check the publishable list and send s to appropriate level judges. Your replacement must be the same or higher level than yourself. Once you have a replacement you must contact the CCJ and the Meet Director to let them know the name and address of your replacement. Qualifiers: Contact the Women s Program Assistant. The WPA will assign a replacement. B-3

14 C JEX Excellence in judging is a goal shared by all officials. The mandate of JEX (the Judging Excellence Working Group) is to promote the professional behaviour of all judges and to improve relations and communications between judges and between judges and coaches. Composition of JEX GO Technical Director Three members appointed by the Judging Sub-Committee as follows: 1. One member must be a current member of the Ontario Women s Artistic Judging Sub- Committee 2. One member must be an active National Level 3 or higher judge and preferably not a member of the Ontario Women s Artistic Judging Sub-Committee 3. One member should be a past but currently not active member of the gymnastics community Terms of Reference Terms of appointment must reflect a rotation so that all three members are not replaced at the same time Appointments are for a two-year term The appointment of members is reviewed every two years and is not restricted to a specific number of terms The Chair will be appointed by the Judging Sub-Committee Chair The Working Group reports directly to the Chair of the Judging Sub-Committee through the Working Group Chair Mandate The JEX Working Group may be called upon to address any of the following: To formally recognize judges who have demonstrated excellence in carrying out their responsibilities To identify opportunities for improving professionalism in judging To generate suggestions for enhancing the working relationships between judges and between judges and coaches Format for Referrals to JEX In all cases both the Judging Sub-Committee Chair and the Women s Program Manager will forward referrals to the JEX Chair. In situations which occur outside the confines of a competition, concerns must be first expressed in writing to the Women s Program Manager and/or the Judging Sub-Committee Chair. Concerns can be submitted in two ways, either verbally or in writing and if written should be signed by the complainant. C-1

15 Informal Process Where possible in the first instance, presentation of a concern should be made via the verbal or informal route; the concerns could be presented to the Competition Chief Judge at the time they happen at the competition. It is hoped that many concerns/issues can be solved verbally at the time that they occur, through intervention by the Competition Chief Judge. A serious concern, where deemed necessary by the complainant, may be registered directly through the formal written process. Formal Process A request for consideration of a concern/issue should be submitted in writing to the Judging Sub-Committee Chair and the Women s Program Manager. The submission should contain a description of the concern/issue and any salient and relevant information. Suggestions for possible solutions could be included in the correspondence. A timeline for resolution may be suggested by the originator. Written requests must be submitted within three (3) weeks of the meet. In both situations, the decision to refer concerns to JEX will be the joint responsibility of the Judging Sub- Committee Chair and the Women s Program Manager. Situations which are not referred to JEX but require follow-up, may be forwarded to the Judging Sub-Committee or handled by the Judging Sub-Committee Chair and/or Women s Program Manager. Process for Referrals to JEX All referrals to JEX must be submitted in writing by both the Women s Program Manager and Judging Sub-Committee Chair Any judge and/or coach named in the referral must receive written notice of the referral within two weeks of the referral All individuals involved must be given the opportunity to respond to the situation in writing The JEX Working Group must meet within one month of receiving the referral to review the concern(s) and to reach a decision. JEX may seek input from others as to the validity of the concern(s) Sanctions Upon completion of the investigation, a written copy of the decision of JEX will be forwarded to the Women s Program Manager, Judging Sub-Committee Chair, and the individual(s) involved. If it is felt that the sanction is not appropriate, a review by JEX may be requested. A written summary of the referral and decision will be filed at the GO office. The range of recommended sanctions includes but is not limited to a verbal warning, written warning, remedial sanction, reprimand, sanction with attached conditions, suspension and expulsion Communication with the parties involved will be dependent on the severity of the sanction(s); severe sanctions will be forwarded to the WPC for approval by the Judging Sub-Committee Chair All recommendations for any type of suspension or expulsion must be: 1. First approved by the Judging Sub-Committee 2. Subsequently approved by the Women s Program Committee 3. If approval is received by both committees, the request for suspension must be presented to the Board of Directors by the GO Technical Director C-2

20 Judging Requirements - Provincial Level 5 JETS (2 year program) JETS Entry GO member in good standing (including no JEX referrals in 4 years prior to date of application) Requirements Minimum 3 years experience judging in OCP into the JETS Apply for and become an active member of JSC Working Group Program D Panel Judge (minimum D2 Level) Acceptance Must be accepted as a D panel judge (min Level 5-7) Requirements Completed all yearly requirements for the past 3 years including achieving: 85% on practical and written 3-4 or 4-5 Upgrading exams Complete and submit Yearly Leadership grid by May 31 st 15 Development Hours Complete IAP and records by May 31st NCCP 3 Technical or Modified Level 3 Year One Year Two Clinic Fall Provincial D Panel Yearly Clinic Requirements Assigned D2 position at OCP Qualifier, Level 5 Bi- Annual Assessment Fall Provincial D Panel Yearly Clinic Assigned a D1 Position at Provincial Championships, Level 5 Complete a National assessment at a D clinic with a goal to achieve 75% Bi- Annual Assessment Meet Eligible to judge GO Open Qualifiers (OCP 1-9), Requirements High School and National Gymnasts Judge a minimum of 6 OCP Qualifiers (strongly recommend that these be L7-9 where possible) Available to judge a minimum of 2 days at Ontario Championships 15 Development hours Eligible to judge GO Open Qualifiers (OCP 1-9), High School and National Gymnasts Judge a minimum of 6 OCP Qualifiers (strongly recommend that these be L7-9 where possible) Shadow judge in an E position at an Ontario National Level met Serve as an E2 judge at an Ontario National Level competition and be evaluated on performance by the D1 and/or D2 Available to judge a minimum of 2 days at Ontario Championships 15 Development hours Additional Active member JSC Working Group Requirements Remain as GO member in good standing including no JEX referrals Complete a DVD Practical Assessment of National gymnasts on one event (10 routines) and achieve 80% or greater (format to follow that of the GCG National Practical assessment Program) In a D2 judging capacity, complete an evaluation with a member of the JETS Working Group, as available, to identity personal strengths and areas for growth Achieve 85% on written/practical FIG exam - open book/closed environment NCCP L2 Modified Technical or full NCCP L2 Report to the JSC chair Maintain membership in JSC Working Group Remain as GO member in good standing including no JEX referrals In a D2 judging capacity, complete an evaluation with a member of the JETS Working Group, as available, to identity personal strengths and areas for growth Complete NCCP Level 3 Modified Technical Complete and submit National Eligible Application form by deadline Report to the JSC chair Mobility Upon successful completion of Year One requirements, judges will move to Year 2 of the program Upon successful completion of the Year Two, P5 JETS National Eligible requirements, judges will move to Provincial L5 National Eligible E-3

21 NATIONAL LEVEL SPECIFIC REQUIREMENTS The Gymnastics Canada Operational Guidelines govern the minimum eligibility and requirements for National Eligible and higher-level judges. Please refer to the current GCG Rules and Regulations for this information. National judges who have not received an assessment and/or submitted their completed judging records to the Ontario Judging Sub-Committee by the May 31 st deadline in two consecutive years will be dropped one level. Judges dropped from National 1 will be moved to Provincial 5, as the National Eligible level is an entry category for upgrading judges. In both cases, if deemed appropriate, the JSC will assist the judge in making up the missed components of the clinic. The judge will be responsible for any and all costs of the clinic. Any additional specific clinic requirements as determined by the JSC must be completed by a prescribed date. Bi- Annual Assessment; judges will be required to independently write and successfully pass an open book assessment every two years The deadline to apply in writing to JSC for a Leave of Absence is September 15th. A maximum of 1 leave/every 4 years will be granted. 25 F: REIMBURSEMENTS: Honorarium, Meetings and Breaks, Mileage (Auto, Air, Bus, Train) and Meals Honorarium Guidelines Half-Day Honorarium: A 1/2-day honorarium will be paid for meets that do not exceed 4 hours and 15 minutes. If a meet exceeds this time a full day honorarium will be paid. Full Day Honorarium: A full day honorarium will be paid for meets that are longer than 4 hours and 15 minutes but do not exceed 8 hours and 15 minutes Day and a Half Honorarium: A 1 ½ day honorarium will be paid for any meet that is longer than 8 hours and 15 minutes All panels for GO qualifying meets will include a projected honorarium reflective of the schedule. Invitational meets may or may not distribute a published panel with a projected honorarium reflective of their schedule. For various reasons, schedules may change on the date of the competition. If is the CCJ s responsibility to ensure the appropriate honorarium is paid. At invitational meets ONLY; clubs have the option of exceeding the honorarium guidelines. CCJ s are expected to support clubs that wish to do so. Due to the unique nature of panel assignments of Tour Selection and Provincial Championship, the honorarium may be modified to reflect a combination of number of sessions and/or hours judged. The competition ending is measured from the time when the last athlete completes her routine. Meetings and Breaks (competitions) begin no earlier than 8:30 am) A 30-minute judges meeting (no earlier than 8 am) will be scheduled for GO-sanctioned competitions. The maximum number of gymnasts in each group is 12 and the maximum number of rotations is 5. Full Day meets will have breaks between each session; one break of minimum 30 minutes is mandatory. Judges are required to remain on the competition floor at their event 15 minutes after the conclusion of the competition (final gymnast on all four events has competed). This time is not included in the calculation of the honorarium. Mileage (there is no minimum number of kilometers needed before reimbursement is made) $0.30/km when traveling alone $0.35/km when traveling with passenger(s). The $0.30/km rate applies to the distance traveled prior to picking up passenger(s); the $0.35/km rate does NOT apply for portion of trip when driver is alone. For distances less than 50 km one way: judges who are capable of traveling together and who choose not to, will receive gas reimbursement only, upon submission of original receipts For distances more than 50 km one way: judges who are capable of traveling together and who choose not to, will only be entitled to a portion of the reimbursement (judges must inform the WPA in advance if they choose not to carpool) Coaches who are also assigned as judges to a competition are not entitled to mileage F-1

26 Flights and Related Expenses For GO selection meets and Ontario Championships, air travel arrangements must be approved by the Women s Program Manager Mileage to and from the airport will be paid by the host club according to the current rate of reimbursement, up to a maximum of $30.00, including parking Bus or Train Fare The host club will pay travel expenses for bus, subway or train to and from the competition site. Only this fare will be paid. Reimbursement will occur upon submission of original receipts Taxis Meals Taxi expenses will be reimbursed by the host club only if the host club does not provide transportation for a judge from an airport, bus terminal or train station to the hotel or competition site or from the hotel to the competition site Reimbursement will occur upon submission of original receipts A continental breakfast will be provided to all judges regardless of the number of sessions Lunch will be provided for full day meet (4-8 hours) For a single session no meal is provided. For meets held in the evening, judges will be provided with a meal before the competition begins For a 2-session competition judges are entitled to receive one meal between the 2 sessions judged For a 3+ session competition judges are entitled to receive continental breakfast, lunch and dinner Judges in a side-judging role are not eligible for any meals Coaches who are also assigned as judges to a competition are not entitled to meals. Financial Assistance for Judges at GO/GCG-sanctioned Ontario Invitational Competitions: The host clubs are eligible to apply annually to the JSC for financial assistance to aid with the expenses incurred for judges. The club must have National level gymnasts from Canada and at least one other country. F-2

27 REIMBURSEMENTS: ACCOMMODATION Host club is responsible for arranging accommodations The acceptable number of judges/room is two (2) with one bed/judge. An additional judge may be added (with the approval of the Women s Program Manager and the two individuals involved) when an odd number of judges require accommodation.
