2 GOALS In an effort to prepare the next generation of local government managers and provide them with the skills necessary to effectively lead and manage, the Municipal Management Associations of Northern and Southern California (MMANC and MMASC) have developed a credential program for emerging leaders. A principal purpose of the program is to strategically guide members in pursuing their professional development through mentorship and training. This leadership development program will provide foundational tools, experiences and connections designed to develop participants knowledge, self-awareness, and both hard and soft skills. A convergence of structural and current events the looming retirement wave of Baby Boomers, ethical scandals among cities and the constant pressure of the Great Recession and state budget troubles has made the development of a program specifically designed to groom mid-management professionals even more important. In an effort to build a well-rounded and useful program, MMANC and MMASC have developed relationships with both ICMA and Cal- ICMA, and have entered into an agreement with Peckham & McKenney to serve as the Program s Administrator. ELIGIBILITY The program is designed to build the management and leadership skills of people currently in positions of mid-management or higher and who have at least three years experience in a government organization. Employees who currently report to a Division Manager or Department Head (or its equivalent) are strong candidates. CONTENT Securing a credential is contingent upon the completion of eight (8) workshops, seminars, and other pre-approved training opportunities all five of the core areas and at least three electives. Workshops will be offered at either organization s annual conference or regional events and similar events sponsored by MMANC, MMASC, ICMA, and other recognized local government professional organizations like the California Society of Municipal Finance Officers (CSMFO) and the California Public Employees Labor Relations Association (CALPELRA). Both MMANC and MMASC have entered into affiliation agreements in order to ensure quality content is available to those engaged in the credential program. Sessions will be pre-identified as eligible for credit toward the credential for ease of tracking. Based on surveys conducted of the MMANC membership and the League of California Cities City Manager s Department, the following skill areas have been identified: Core Skill Areas Creating a Culture of Success Effective Communication: Written and Verbal Objective Thinking Managing Resources: Financial and Human Project Management Credentialed Government Leader Program Application 1

The applicant will have three years to complete the certification requirements.
