Stewardship & Oversight 23 USC 106 establishes Federal & State oversight and monitoring responsibilities for NHS & Non-NHS projects For select NHS (dependent upon project cost and complexity of project) and all Non-NHS route projects utilizing federal funds, New Jersey Department of Transportation has delegated authority to administer the projects on behalf of Federal Highway Administration FHWA & NJDOT have entered into a Stewardship Agreement 23 U.S.C. Section 106 do not preclude FHWA from reviewing any Federalaid highway project under State responsibility

23 Local Safety Program Launched in 2004 with 2 projects per MPO. Each MPO conducts its own selection process. Quick fix, construction ready safety improvements. Funds only the construction phase of work. Costs incurred for planning, design and right-of-way acquisition are the responsibility of the applicant. Projects must have minimal or no environmental and cultural resource impacts.
24 High Risk Rural Roads Established in 2005 with the SAFETEA-LU bill. Sub-program of the Highway Safety Improvement Program (HSIP) $90 M nationally. $1.7 M in NJ Roads functionally classified as a rural major or minor collectors or as a rural local road. Crash rate for fatalities and incapacitating injuries exceeding the statewide average for those functional classes of roadways.

27 Eligible Projects Installation of a skid-resistant surface treatment at intersections. Pedestrian or bicycle safety improvements such as textured pavement crosswalks, crosswalk striping and ADA compliant curb ramps. Intersection improvements including traffic signal upgrades, modified signal operations, left-turn bays, striping and pedestrian countdown signal heads. Improvements to highway signage and pavement markings including reflective pavement markings. Installation or upgrade of traffic control or other warning devices to improve a documented safety hazard including traffic signals, overweight vehicle detectors and signage
28 Project Selection NJTPA conducts a competitive application process Project screening through a committee that includes: Bureau of Environmental Resources NJTPA NJDOT Division of Local Aid NJDOT Bureau of Safety Programs SJTPO conducts Safety Management System analysis for the Counties in their region. DVRPC conducts road safety Audits and Congestion and Crash Site Analysis
29 The Federal Aid Process NEPA Compliance PS&E package Project authorization Advertisement, bid and award of contract Construction supervision and project reporting DBE Compliance ADA Compliance Buy America compliance Project close out
30 Starting a Federal Project Kick off meeting. Meeting is attended by key stakeholders. NJDOT Local Aid NJDOT Environmental Bureau Sub-recipient representatives. Sub-recipient submits Detailed Project Description. Include project need and detailed proposed improvements. NJDOT explains the environmental requirement. Project preliminary plans. NJDOT will explain the next steps required to push the project forward.
31 Project Authorization Approved NEPA document (Environmental evaluation of the project) Engineer s certification of design. Recent estimate(within 30 days of the request for authorization submittal). ROW and utility certification. Final PS&E(plans specs and estimate), must be submitted by August 1. Projects must be authorized by September 30.
32 Project Bid and Award Project must be advertised for bid within 60 days of the Authorization Date. NJDOT must be notified of the award in writing. Award concurrence by the Department must be obtained prior to start work. Bid evaluation and analysis is required by the sub-recipient. Bids need to be balanced. Solicitation and award of professional services have to follow the Brooks Act of 1972 (Qualifications Based Selection).
33 Inspection and Supervision Prepare project schedule with start and end dates. Project must have a full time resident engineer with adequate staffing -23CFR Daily reports of the project activities must be maintained. Source documents of material on site must be maintained. Construction changes must be preapproved by the Department prior to commencement of work. Change orders are required for time extensions. DBE/ESBE participation must meet the goals set forth for the project or documented good faith effort by the contractor.
34 Payment Reimbursement Payment for federally funded projects are done on reimbursement basis. Payment s are required to be submitted monthly or at least quarterly. Payment vouchers must be supported by source documentation. Additional funding may be available if needed. A change order must be processed for additional funding request.
35 Project Closeout NJDOT Local Aid s project manager must be notified of the substantial completion of the project. Project will be inspected by FHWA and NJDOT Local Aid to determine satisfactory completion. Sub-recipient s engineer will issue a final project certificate of completion. Sub-recipient s engineer will issue a final change order to determine final as-built quantities. Sub-recipient to Submit final payment voucher to the department with back up documentation. Post audits may be conducted by the Department or FHWA.
36 Maximizing Your Dollars Address issues such as ADA compliance, NEPA and permits in the planning and design stages. Timely authorization of your project. Clear project and up to date project schedule. Completing your project on time. General compliance of federal and state specs and regulations.
37 Additional Federal Programs for Local Projects Local Lead design and construction - $100 M Capital projects for counties and sub-regions Transportation Enhancement Program - $10 M Non traditional transportation related projects that include pedestrian and bike safety projects. Safe Routes to School Program - $5 M Pedestrian and bike safety projects that target areas within 2 miles of K-8 schools. To encourage school children K-8 to walk and bike to school.
