We will review Regional Planning funding needs as of December 31, 2016, and evaluate options for use of any remaining funds to ensure full utilization of grant funds by the end of the grant period. 2 Background Information: The USDOL awarded Illinois DCEO funds for the Sector Partnership NEG Project. The Sector Partnership NEG grant includes funds for WIOA regional planning activities. Since eligible SP NEG grantees were limited to LWIAs, DCEO solicited and accepted grant proposals from statewide LWIBs in LWIA 25 (Man-Tra-Con) was recently awarded the Regional Planning component grant for dispersal to support planning projects statewide. Project Scope: The Sector Partnership (SP) National Emergency Grant (NEG) was designed to provide funding to implement new or expanded local and regional job-driven partnerships that increase the workforce investment system s capacity to provide critical training and reemployment services to Dislocated Workers, aligning skills to the everchanging needs of businesses and industries. SP NEG activities include regional planning and sector strategies that will align resources to address skills and other needs of indemand industries. This project has been designed to allow LWIBs to launch regional planning and sector partnership development activities within their respective economic and workforce development regions. Regional planning and sector strategies support dislocated workers by assessing the regional economic landscape to identify new or growing employment opportunities in the region. They also help ensure that partnerships and regional assets from the workforce investment system, industry, community colleges, labor unions, nonprofits and other stakeholders are aligned and integrated under strategies that can be used to respond to economic shocks, such as plant closings, natural disasters, and longterm unemployment within the regional workforce. To carry out SP NEG regional planning and sector strategies grant activities, Man-Tra-Con worked with DCEO to develop the SP NEG Project Plan consistent with SP NEG and DCEO goals and requirements, supplementing regional planning and sector strategies activities conducted throughout the State and addressing regional needs and priorities. Furthermore, this project has been designed to insure that employers and their industry representatives play major roles as suggested in the SP NEG which includes: Serving on the project s leadership team Helping implement program strategies and goals Identifying and mapping necessary skills and competencies Assisting with curriculum development and designing the program and Where appropriate, assisting in the design of an assessment that will address industry skill needs. The project will utilize WIOA planning resources that identify in-demand occupations at the State and regional levels in all Illinois Pathways sectors. Regional planning funds will be provided to eligible applicants to support regional sector partnership development to

3 address targeted in-demand occupations in key sectors within their regions. Identified Sectors: The three primary sectors identified by this project include: 1. Manufacturing 2. Healthcare 3. TDL Please Note: Other sectors may be approved with prior consent from Man-Tra-Con/ DCEO. Proposed Use of Funds: LWIA 25 (Man-Tra-Con) will provide technical assistance to LWIBs in support of regional planning and implementation activities which may include: Implementing the strategies in WIOA regional and local plans Integrating cross-program service delivery in the Illinois worknet Center one-stops. * Funding is not for participant serving activities. Addressing planning and implementation innovation concepts and issues of concern identified by the Interagency Work Group (IWG) in its review of regional and local plans and MOUs. Examples of Fundable Activities: Talent Pipeline Management Orientation/Training 1. Development of employer collaboratives 2. Demand planning for critical jobs in key sectors 3. Communication of competency and credentialing requirements 4. Development of employer- centric metrics and dashboards 5. Talent flow analysis for critical jobs in key sectors (Back mapping where businesses source their talent) 6. Align public and private incentives Regional Innovation Networks 1. Encourage grass roots innovation through setting up a system that allows peer-to-peer networking across WIOA partners Assistance with implementing strategies included in WIOA regional plans Enhancement projects (to expand existing partnerships; career pathway development and related educational/training asset mapping; etc.) Sector Strategies Implementation Supporting partner integration in one-stop operations (e.g using LMI; braiding resources; assessment of the Illinois worknet Center organization and service delivery; case manager training; business services training, etc.) Pre-Award Phase: LWIA 25 worked with the Illinois Workforce Partnership to identify issues of concern from the regional and local perspective. Based on information gleaned from the IWG, IWP, LWIA 25 worked with DCEO to develop a streamlined application and review process for technical assistance project plans that will address issues identified by the IWG and also by regional/local partners. A plan was created to allow multi-phase projects that can be completed by current

4 funding expiration date of June 30, 2017; and subsequent activities that could be completed by the proposed extension expiration date. Please Note: An extension to the project timeline is not guaranteed. An extension will push the project end date to December 31, A hybrid approach to provide standardized support for common issues and specializes for issues unique to a region will be developed. All requests for technical assistance will be addressed in some manner from a variety of funding sources that have been identified. Award Phase: Application guidelines and streamlined application are created and disseminated. Review criteria is established Grant proposals are accepted Grant proposals are scored Sub-Grantees and funding amounts are identified Sub-Awards letters will be generated Projects are implemented Funds are spent before project end date LWIA 25 (Man-Tra-Con) will handle oversight of all projects and sub-award projects. Updates will be provided to IWP and IWG, as well as to DCEO. INSTRUCTIONS Section 1: Applicant Information- Instructions 1.0 Provide the legal name of the applicant organization. Provide the address, city, state, and zip of the organization. 1.1 Provide the name and official title of the Signatory Authority of the applicant organization. Include all contact information (e.g. telephone, fax, address). 1.2 Provide the name, title and contact information for the Project Contact person. If the Signatory is the contact person, please type in Same as Indicate if the proposal is being submitted by a LWIA or a Collaborative Entity Representing a LWIA or LWIAs. 1.4 Provide the applicant organization s Federal Employee Identification Number (FEIN) and DUNS number. The FEIN is used to identify businesses and organizations, while the DUNS is a unique nine-digit number which is the universal standard for identifying and keeping track of business/organizations worldwide. 1.5 Please indicate the EDR(s) or LWIA(s) served with the project. 1.6 Include the Project s Title 1.7 Please indicate if any of the applicants or partners participating in this application have a Sector Partnership NEG Grant DCEO # XXX. 1.8 Please include the Total Amount of Funds being requested Section 2: Purpose and Scope- Instructions 2.0 Briefly describe the project using 500 words or less. Please include: 1. Need; 2.

General Return on Investment 2.1 Identify the sector or sectors this project will address, if applicable. 2.2 Indicate whether the proposed project can be implemented and completed on or before June 30, A request to DOL for an extension may be considered for this project. If granted, this extension will offer the opportunity to extend the project period to December 31, If applicable, indicate whether remaining phases of the described project could be implemented and completed by December 31, 2017, if an extension is granted. 2.4 Check whether or not the project addresses required revisions the IWG identified in the review of regional and local plans and MOUs. Please briefly explain the response chosen. 2.5 Briefly discuss the Statement of Work, Associated Activities and Timeline. Section 3: Addressing State, Regional and/or Local Needs 3.0 Indicate, by checking yes or no, whether or not this project addresses an issue that has been identified in the regional/local plan as being incomplete, in Progress, and/or needing additional planning and/or implementation before complete. Briefly describe the issue or issues that have been identified. 3.1 Simply indicate whether the project s focus is targeted on activities that strengthen regional and/or local partnerships. 3.2 Please indicate if this proposal has been developed and submitted on behalf of a regional, multi-agency planning committee. If the answer is yes, then identify the multiagency partners. If the answer is no, please indicate why multi-agency partners were not involved.
