This year, the conference theme is Forward Together. It reflects a collective optimism that North Dakota s brightest days are still ahead and that it is only through teamwork that we will be successful. There are challenges and opportunities that face our communities and state today and into the future, but the housing industry has an amazing potential to help drive our continued economic expansion. Many North Dakota communities still have low unemployment and are continuing to experience growth. Therefore, in addition to exploring current housing topics, we ll discuss the impact of affordable housing, workforce needs, interstate migration, and housing preservation. We look forward to hosting you! 4 Kevin Brown Featured Speakers Kevin Brown s unconventional path to business and personal success has taught him that winning in business and in life requires anything but conventional thinking. He is passionate about helping people expand their vision, develop their potential and grow their results. And, as the father of an autistic child, Brown knows firsthand how the principles of true success reach beyond the boardroom and into the lives of real people facing the challenges of everyday life. Brown entertains, inspires and challenges people to show up every day and make a positive difference at work and in life! Sam Schulhofer-Wohl Sam Schulhofer-Wohl is senior vice president and director of research at the Federal Reserve Bank of Minneapolis. He oversees the Bank s Research Division, leads its economists in advising the Bank s president on monetary policy, and regularly attends meetings of the Federal Open Market Committee. Schulhofer-Wohl also serves on the Bank s Management Committee. Currently, Schulhofer-Wohl s economic research focuses on risk sharing and migration. His work has appeared in the Journal of Political Economy, Review of Economic Dynamics, Quantitative Economics, Demography, the Journal of Development Economics, and other journals. He is an affiliate of the Bureau for Research and Economic Analysis of Development. Schulhofer-Wohl received MA and PhD degrees in economics from the University of Chicago and a BA in physics from Swarthmore College. Nancy Hodur Nancy Hodur has over 25 years of professional experience in applied outreach, public policy and extension education. An assistant research professor in the Department of Agribusiness and Applied Economics at North Dakota State University, Hodur s primary research areas include socio-economic impact assessment, community and economic development, and natural resource management. Hodur s recent efforts have focused on issues related to the rapid expansion of North Dakota s oil and gas industry, including population and school enrollment projections, and the assessment of the characteristics, perceptions and intentions of the oil and gas industry workforce. Hodur received her BA in Business Administration from Jamestown College and MS and PhD in Natural Resources Management from North Dakota State University. Mark Shelburne joined Novogradac & Company LLP s consulting practice in He is based in Raleigh, N.C., but works nationally. Previously, Shelburne was in-house counsel for the North Carolina Housing Finance Agency where he coordinated the Qualified Allocation Plan, initiated award-winning programs, testified before Congress, worked with many housing finance agencies, and wrote a book on Low Income Housing Tax Credits. Shelburne s expertise includes supportive housing, allocation policy, IRS compliance, program innovation, and Fair Housing. He consults with state agencies, local governments, equity providers, lenders, attorneys, and developers on these and other topics. Shelburne has degrees in law, and city and regional planning from UNC-Chapel Hill. Mark Shelburne
5 General Information Lodging The Ramkota Hotel, located at 800 South 3rd Street in Bismarck, is the conference headquarters. NDHFA has secured rooms at the facility at the special rate of $80.10 for a single and $ for a double. Call (701) to make reservations, requesting the North Dakota Housing Finance Agency block. The hotel will honor these rates until Feb. 5, 2016, or until the block is full. Vacancy information on alternate hotels can be found on the Bismarck-Mandan Convention and Visitors Center website, Transportation For conference attendees arriving by air, Bismarck has one major airport, the Bismarck Airport, The Ramkota Hotel provides complimentary airport shuttle service. To request a pick-up, use the dedicated phone line in the airport s baggage claim area. Avis, (701) ; Enterprise, (701) ; and Hertz, (701) all offer rental car services at the Bismarck Airport. Conference Attire and Climate Your normal work attire is appropriate for all conference activities. Average daytime temperatures in Bismarck in mid February are typically in the low 20s. We recommend that you dress in layers to be comfortable during the conference as the temperature may fluctuate throughout the hotel. A national thought leader on affordable housing policy will help property managers, local government officials, lenders, and housing program administrators understand the theory behind these two aspects of the law and review best practices to prevent liability. 10:00 11:30 a.m....plenary Session The Hero Effect: Being Your Best When it Matters the Most!, Kevin Brown Heroes see the world differently. Lunch and Plenary Session Workforce Characteristics Study, Nancy Hodur, North Dakota State University As the workforce has expanded to meet the demands of the oil and gas industry in North Dakota, who these new workers are and what their intentions and perceptions may be have become prevalent questions for state and community leaders trying to plan for growth. The Workforce Characteristics Study is an in-depth look into those questions. 2:00 3:15 p.m....concurrent Sessions I 1A) Understanding FICO Scores FICO or credit scores represent the likelihood that a person will pay their debts. Lenders, such as banks and credit card companies, use these scores to evaluate the potential risk posed by lending money to consumers. Our panelists will discuss how the scores are determined, how they are used and how to dispute misinformation. 1B) Impact of Affordable Housing As housing practitioners, we know that stable and affordable housing has a positive impact on families and communities. During this session, Enterprise Community Partners Knowledge, Impact and Strategy team will share defensible points that are backed by solid supporting evidence regarding the many impacts of affordable housing - points that you can use to win over the public and community leaders. 1C) Documentation of Resident Violations Learn the proper methods of documenting resident files for any type of violation. We will discuss types of infractions, the documentation needed and the proper language to use. You will learn what documentation really makes a difference to a judge; especially, if you are ever faced with a court appearance and/or evicting a resident. 3:45 5:00 p.m....concurrent Sessions II 2A) Selling in a Purchase Market Can your sales team deliver a concise and compelling reason that a real estate agent should do business with your company? Can they convey the successful traits that set them apart from their competition? In this interactive session, your team works through a series of activities that will develop an opening statement or pitch as to why a referral partner should work with you. Set yourself apart and open those doors to future business! 2B) Renovating and Rejuvenating Multifamily Housing What options are available to keep existing affordable housing stock in play? How do you manage a rehab? What challenges might you encounter along the way? Development team members will discuss the key elements of successful multifamily housing preservation. 2C) Managing Reasonable Accommodations including Assistive Animals Following an overview of HUD s Joint Statement of Reasonable Accommodation and FHEO s Housing Notice , we ll discuss the best way to respond to requests for assistance particularly as it relates to assistive animals. You ll learn how to avoid Fair Housing inconsistencies and receive practical communication guidelines that ensure compliance with federal regulations. 5:00 7:00 p.m... Networking Reception and Exhibit Viewing The reception is a one of a kind gathering, offering the best local opportunity of the year for government leaders and housing industry professionals to interact, discuss challenges and share solutions.
7 Conference Agenda Wednesday, February 17, :00 a.m. 12:30 p.m...conference Registration and Check-in 7:30 9:15 a.m...breakfast and Plenary Session Understanding the Long-Run Decline in Interstate Migration, Sam Schulhofer-Wohl, Federal Reserve Bank of Minneapolis Compared with their counterparts in most other countries, American workers have long been unusually mobile, freely migrating around the country to wherever they can find good jobs. Many researchers view that high level of mobility as an important strength for the U.S. labor market. Migration allows the economy to respond flexibly to local shocks, such as the recent oil boom in North Dakota, and suggests that workers will go wherever they are most productive. But the rate of migration among states has been falling steadily for decades and is now about half of what it was in the early 1990s. Is the labor market losing its flexibility? 9:30 10:45 a.m....concurrent Sessions III 3A) Self-Employed Borrowers and Beyond, part 1 of 2 Learn about income, potential Add Backs and required deductions for self-employed borrowers. Income will be analyzed and calculated from 1040s, 1065s, 1120Ss and 1120s. 3B) What Do Lenders Look for When Financing Affordable Housing Learn what s needed for an affordable housing project to be a successful loan applicant. Understanding that each project has its own unique hurdles, what are typical stumbling blocks and how can you successfully overcome them to get the financing your project needs? 3C) Ending Veteran Homelessness North Dakota has a proud tradition of service to country. This session will focus on two programs that provided assistance to veterans and their families including helping them find and keep affordable rental housing. Property managers and owners will learn about the Supportive Services for Veteran Families and HUD-VASH programs and how they can be part of the solution to end veteran homelessness. 11:15 a.m. 12:30 p.m....concurrent Sessions IV 4A) Self-Employed Borrowers and Beyond, part 2 of 2 Learn about income, potential Add Backs and required deductions for self-employed borrowers. Income will be analyzed and calculated from 1040s, 1065s, 1120Ss and 1120s. 4B) Financing Resources Overview The infusion of soft forms of capital into a new development project is the key to enabling below-market rents. In this session, you will learn about the soft loans, grants and other development subsidies available to help minimize debt service and maximize rental affordability. 4C) Safe Properties, Safe Tenants Property owners and managers will benefit from this conversation with local law enforcement personnel who will offer advice and answer questions to ensure you are employing best practices that will keep both your rental property and tenants safe. 12:30 2:00 p.m....lunch and Champion of Affordable Housing Awards The Champion of Affordable Housing Awards recognize and honor exceptional affordable housing contributions made in North Dakota. Post Conference Event 2:00 4:00 p.m... Strong Communities Fund Auxiliary Activity Presented by Federal Home Loan Bank of Des Moines Through its Strong Communities Fund, the Federal Home Loan Bank of Des Moines (FHLB Des Moines) provides subsidies to members and housing providers to assist with the purchase, construction or rehabilitation of affordable housing for low- to moderate-income families and individuals. During this auxiliary session, FHLB Des Moines staff will discuss the: Competitive Affordable Housing Program, which is one of the largest sources of private sector grants for housing and community development in the nation. This competitive grant program allows organizations to work with member financial insitutions to apply for up to $500,000 for the purchase, construction or rehabilitation of owner-occupied or rental housing units. FHLB Des Moines Down Payment Assistance Programs (Home$tart, Home$tart Plus, and the Native American Homeownership Initiative), which assist owner-occupant homebuyers in rural and urban areas. These programs provide funds to FHLB Des Moines Member Banks to assist households, at or below 80 percent area median income, with a home purchase.
