6 Consolidated Plan Non-Housing Priorities Public Services Strengthen Communities Delivery of quality public services with emphasis on youth, the elderly and people with disabilities Support programs that provide economic opportunities specifically programs that encourage redevelopment and economic opportunities Types of Programs include employment, crime prevention, child care, health, drug abuse education, fair housing, energy conservation, welfare or recreational activities Must be a new service or an increased level of an existing services Limited to 15% of CDBG grant amount in aggregate 6

8 Meeting National Objectives Each activity must meet one of the THREE NATIONAL OBJECTIVES 1. Benefit low- and moderate-income persons (at least 70% of grant amount) 2. Prevent or eliminate blight (not more than 30% of grant amount) 3. Meet urgent needs when health and welfare are threatened

19 CDBG Proposal Committee Evaluation Criteria Area to be served is an identified priority area Directly Benefit Lower Income Persons or Households (whose income is at or below 80% AMI) Adequately show project leverage and partnership with other agencies Project/program solvent with positive service history and adequate capacity Sustainability is the project able to sustain services without future years funding Project completion within one year Past Performance expenditures and compliance Project impact is measurable and significant
20 NCC Emergency Solutions Grant Program FY 2016Allocation Rapid re-housing housing relocation and stabilization services; and/or Rapid re-housing tenant based rental assistance Shelter Operations (no more than $100,000 will be available)
21 ESG Population Eligibility Rapid Rehousing Programs Meet the definition of literally homeless (Category 1, 4 under the Homeless Definition Final Rule) Initial evaluations required for all households Must be a household below 30% AMI at annual re-evaluation No more than 24 months of assistance can be provided
22 Eligible Criteria for Rapid Re-housing Programs Persons defined as homeless under the following categories will be eligible for rapid re-housing assistance: Category 1 - Literally Homeless; or Category 4 - Fleeing or attempting to flee domestic violence and live in an emergency shelter or other place described in Category 1 * See previous slide for full definition

35 Additional Proposal Application Information If a proposal is accepted, it is possible that the approved funding level will be different from that requested. Be prepared to adjust your beneficiaries projection to align with your approved funding level. In accordance with 24 C.F.R. Part 58.22, if proposal is accepted, agencies must refrain from undertaking any physical activities or choice limiting actions until New Castle County has approved the project s environmental review.
