4 Hue Reynolds is the Executive Director for the Office of Supplier Diversity (OSD), the statewide office within the Florida Department of Management Services responsible for helping improve business opportunities for Florida-based woman-, veteran- and minority-owned small businesses. Prior to joining DMS, Hue worked in Communications for several state agencies, including the Departments of Agriculture and Consumer Services, Education, Health and the Agency for Persons with Disabilities. She also managed IT projects for the Department of Children and Families and developed and designed websites for various professional trade associations representing physicians, CPAs and the banking industry. Eric Olson is the City Administrator responsible for the daily operations of the City of Pensacola through the overall management of available human, financial, and material resources. He directs the activities of departments such as Police, Fire, Public Works and Facilities, Sanitation, Housing and Parks and Recreation to ensure the effective and efficient delivery of municipal services and the implementation of adopted policies and ordinances. The City Administrator represents the Mayor at City Council meetings and acts as an information resource for citizens regarding city services and improvements. Mayor Hayward appointed Eric Olson as City Administrator in April Eric is a distinguished graduate of the U.S. Naval Academy and has a Master s in International Public Policy from Johns Hopkins University. Angelena Wheat is the Interim Executive Director of the Gulf Coast African American Chamber of Commerce (GCAACC), a non-profit organization serving the minority business community. Her resume includes more than 30 years of experience and extensive background working with the Gulf Coast community. She is also the owner of The Herbert Group, a community driven communication and program design firm focused on helping companies, institutions and non-profit organizations define, launch, stage and extend their brands in the communities they serve. Cheryl Gonzalez is the Director of the Office of Equal Opportunity and Diversity, Title IX Administrator, and Chief Diversity Officer at the University of North Florida (UNF). As chair of the Florida Advisory Council on Small and Minority Business Development, she leads efforts to promote and advance small and minority businesses with leading edge policy proposals designed for a business inclusion model. Among numerous achievements, Cheryl was nominated for the 2014 Susan B. Anthony Award for significant contributions to enhance gender equality at UNF, a recipient of the FSU/College of Business Entrepreneurship Advocacy Award, Leadership Jacksonville 2012, and Jacksonville Business Journal Diversity Award Hosea Goodwyn is the Assistant Purchasing Manager for the City of Pensacola. In this capacity, he is responsible for the Minority and Women Business Enterprise (MWBE) program that is intended to assist certified minority- and women-owned businesses with identifying and participating in City of Pensacola procurement and construction opportunities. Jane Dowgwillo is the Statewide Manager for the Florida Small Business Development Center Network s Procurement Technical Assistance Center (PTAC). Jane has been in this position for more than five years, and manages a team of Consultants around the State in providing assistance to small business in all aspects of federal, state and local government contracting. She started her career in the corporate finance sector before working for a number of federal agencies in the Australian Federal Government. Jane worked for the Australian Department of Defense for more than 15 years in a variety of positions, including financial management, national logistics, infrastructure planning and estate development, personnel management and military capital equipment acquisition planning.
5 Laura Subel has been the Procurement Specialist for the University of West Florida SBDC Procurement Technical Assistance Center since She provides free counseling on government procurement, plans and conducts workshops and assists with bids/proposals to any type/size of business in Northwest Florida. Laura was formerly the Deputy for Small Business and Civilian Head of Contracting for Fleet Industrial Supply Center in Pensacola and was responsible for unlimited dollar contracting for Navy agencies in Florida, Mississippi, Alabama and Louisiana. As an Adjunct Professor for Pensacola State College for three years, Laura taught procurement courses for contract specialists which were also accepted as mandatory training and college credit by the Navy, Air Force and Army. Claudia Simmons is the Chief of the Office of Purchasing for the Board of County Commissioners, Escambia County. She holds degrees in Foreign Languages and Accounting from the University of West Florida and a Certificate of Management Accounting from the Institute of Management Accounting. Claudia was employed at Monsanto Co./Solutia for more than 26 years and held positions in several administrative departments at the Pensacola and Foley, Alabama plants. Nathaniel Hooks is currently the purchasing agent (Buyer) for the Okaloosa County Board of County Commissioners Purchasing Department. While working with Greg Kisela, the Purchasing Director, Nathaniel oversees the daily operation of the purchasing Department, along with the process of requisitions and contracts for goods and services. Nathaniel began his career with Okaloosa County Board of County Commissioners in For the past 10 years, Nathaniel s career has centered on the procurement and Supply management aspect of Okaloosa County. Sheila Faries currently serves as the Contract Administrator for the Bay County Purchasing Office. Sheila received her Bachelors in Business Administration from Oklahoma State University and has more than 25 years of experience in purchasing. The first 17 years of her career were spent in the private sector (Trane) where Sheila obtained her CPM (Certified Purchasing Manager) status. Sheila joined Bay County in 2005 in the Budget Office and was later transferred to Purchasing where she served as Interim Purchasing Director. Sheila s current job allows her to be involved with all purchasing aspects for the Bay County Board of County Commissioners. Stacey Marshall is the Purchasing Agent for the Escambia County School District. She has purchased on behalf of the District for almost three years. The commodities Stacey purchases include transportation, furniture, band uniforms and instruments, warehouse supplies, office supplies, classroom supplies, instructional supplies and more. Stacey graduated from the University of West Florida with a Bachelor s in Marine Archeology and minors in both Business and Anthropology. She then returned to University of West Florida and obtained a Master s degree in Acquisition and Administration of Contracts with a non-profit certificate. Angie Jones is the Director of Procurement and Contracts for the University of West Florida. She received her BS in Management from Florida State University and has nearly 25 years of public procurement experience, including Pensacola State College and several state agencies while living in Tallahassee. She and her staff of four oversee all aspects of procurement, including the PCard Program and Supplier Diversity program, for UWF which has a student population of more than 13,000. She is currently the President of the National Association of Educational Procurement for the Florida Region (NAEP) and President of the Inter-Institutional Committee on Procurement (ICOP) which is comprised of the 12 Florida State Universities.
6 Joel Moye is the Sourcing Supervisor at Gulf Power Company. In this role, he is responsible for the overall leadership, direction and over site for the sourcing of contract labor and materials for Gulf Power Company. He is the Small Business Liaison Official (SBLO) for Gulf Power and represents Gulf Power on the Southern Company Diversity Council which includes establishing procedures, facilitating the development of SB spend goals and accurately reporting Gulf s spend. Joel earned an A.S. in Electronic Engineering Technology, Pensacola Junior College and a BAS in Resource Management (Graduated Summa Cum Laude) from Troy University. Pete Wilkinson has been the Purchasing and Stores Manager for the Emerald Coast Utilities Authority for the past 20 years. His duties include directing and supervising the work of ECUA s Purchasing Team. Pete provides technical guidance and establishes operating parameters for his team while providing purchasing and inventory policy guidance to department and divisional personnel. Pete also maintains a Small Business Enterprise Directory which is available on the ECUA website: ECUA purchasing personnel in conjunction with UWF s Small Business Development Center make quarterly presentations to small business owners on How to Do Business with ECUA. Pete received his MBA from Michigan State University. He is a retired Navy Supply Corps Officer and former Adjunct Business Instructor for Troy University. Todd Thomson is the Vice President for Public Affairs at the Greater Pensacola Chamber of Commerce. In this capacity, Todd oversees all of the Chamber s government advocacy efforts to help create the a positive business environment in Escambia County. Todd has 22 years of government experience at the state and local levels. Erick Isaac is the Vice President of Other Regions at Prospera (Formerly HBIF), an economic development, nonprofit organization that for 25 years has specialized in providing bilingual assistance to Hispanic entrepreneurs who want to establish or expand their business. In the last five years alone, Erick and his team has provided consultancy to many Florida business and has been part of facilitating entrepreneurs with more than $11 million in loans, invested more than $800,000 in grants for professional services, trained more than 20,000 entrepreneurs, and helped clients create or retain more than 6,600 jobs. Erick operates across Florida s central, south, west, and north coast regions, as well as all efforts for the organization s ongoing national expansion. Rachael Favors is the Northern Certification and Corporate Services Manager for the Florida State Minority Supplier Development Council (FSMSDC). She is continuing the mission of FSMSDC by linking corporations and government agencies with nationally certified Minority Business Enterprises to foster business development and expansion in Northern Florida. Alfred Henderson currently serves as the executive vice-president of Access Florida Finance. He has three years of community, economic and workforce development experience. Alfred is currently continuing his education with the University of Alabama with a focus in finance. He recently served as a committee member for the Minority Enterprise Development Week in Tallahassee, FL. He is a mentor in his local community and actively involved in various economic development projects throughout the state. Prior to his current role, Alfred served as a risk manager while overseeing and developing client portfolios at State Farm.
7 Terry Watson is the State DBE Program Coordinator in the Florida Department of Transportation s Equal Opportunity Office. The Equal Opportunity Office was created to administer the Department s Disadvantaged Business Enterprise (DBE) and Small Business Development Programs and Civil Rights Programs [Title VI Program (Nondiscrimination in State and Federal Programs and Activities) and Internal and External Equal Employment Opportunity/Affirmative Action Program (Title VII)]. Thomas Quinn is vice president of Construction Estimating Institute (CEI). Through his career at CEI, Tom has taught thousands of students the skills of construction project management, construction cost estimating, construction negotiating, construction business management, construction bonding, construction laws, construction safety, accounting and financial management. Tom began teaching with CEI in 2006, after a 25-year career in the construction industry. He was an effective small business owner with many years of experience in construction, and has successfully founded and sold several small businesses. Tom directly oversees all DBE Supportive Services Programs at CEI. Thomas Huggins III, currently serves as Project Director for the Florida Department of Transportation Disadvantaged Business Enterprise (DBE) Specialized Development Program, which is administered through a partnership between the Florida State Minority Supplier Development Council and Ariel Business Group, Inc., and specifically focused on assisting prime contractors with maximizing DBE participation on the State of Florida Department of Transportation s Priority Projects. Currently, the Specialized Development Program has been assigned more than 45 projects totaling more than 8.5 billion dollars. Thomas is also President of the ARIEL BUSINESS GROUP, INC., (ABG) a management consulting firm that provides consulting services in Public Policy, Small Business Enterprise and Minority Business Enterprise Program Services, Contract Compliance and Monitoring, Training, Community Engagement, Outreach and Public Involvement. Tyler Brown is a MyFloridaMarketPlace (MFMP) Business Analyst with the Florida Department of Management Services. Tyler joined the team in July 2016 and is the subject matter expert for the MFMP Vendor Bid System (VBS) and Vendor Information Portal (VIP) applications. He was previously with the Department of Health, Central Purchasing Office and served as a Purchasing Analyst, where he used MFMP for assisting with the e-procurement process. He also worked for several other State of Florida agencies in addition to the Department of Health including the Florida Department of Law Enforcement and the Department of Juvenile Justice.
