4 Purpose The purpose of this plan is to describe the Agency for Health Care Administration s (AHCA) strategy for ensuring diversity in its purchasing and contracting process. For ease of review, the plan is divided into eight (8) sections as follows: I. Mission, Vision and Statement of Commitment The mission of AHCA is better health care for all Floridians. This mission is accomplished by: Developing and carrying out policies related to the Florida Medicaid program. Providing activities related to licensure and regulation oversight of hospitals, health care facilities and health maintenance organizations. Investigating complaints against health care facilities. AHCA has two (2) primary functions: The Florida Medicaid program and Health Quality Assurance. Florida Medicaid is the state and federal partnership that provides health coverage for selected categories of low-income individuals. Health Quality Assurance is responsible for the licensure, regulation oversight, and evaluation of Florida s health care facilities, as well as having regulatory authority over both commercial and Medicaid HMOs. Additionally, AHCA houses the Florida Center for Health Information and Transparency, commonly referred to as the Florida Center, which is included in the Division of Health Quality Assurance. The Florida Center is a source for health care data and consumer information. AHCA s Commitment to Diversity AHCA is committed to promoting fair and open competition through sourcing opportunities that afford all vendors an equal opportunity to compete and reflect the full diversity of Florida s vendor population. AHCA is committed to working with the Department of Management Services (DMS) Office of Supplier Diversity to create supplier diversity opportunities, remove any barriers for qualified businesses to participate in sourcing opportunities, and to welcome businesses that are small, minority-owned, woman-owned, service-disabled veteran-owned business enterprises (SMWVBE). II. Officials Responsible for Monitoring and Implementing Plan The Bureau of Support Services, Procurement Office, is responsible for the development, management, and implementation of AHCA s Business Participation Plan. The Purchasing Administrator is responsible for the day to day management, reporting, and monitoring of AHCA s plan. Program Development The Agency intends to increase participation from Florida certified small, minority-owned, woman-owned, service-disabled veteran-owned businesses through continuing the following initiatives: Educating AHCA purchasing liaisons and contract managers about supplier diversity, through: o o Incorporating information about small, minority-owned, woman-owned, servicedisabled veteran-owned businesses into the AHCA Purchasing 101 training and associated materials. Providing updated information to AHCA purchasing liaisons and senior officials on business spending levels. Ensuring that supplier diversity information is included on the AHCA web portal page. IV. Outreach Activities AHCA plans to continue its existing small and minority owned business enterprise education efforts through the following: Continuing to participate in monthly Office of Supplier Diversity (OSD) Workgroup meetings. Pro-actively looking for ways to include certified minority businesses into sourcing opportunities, by encouraging requesters to select at least one SMWVBE vendor to be solicited for all non-state term contract and state term contract purchases in MFMP, when applicable. Participating in Tallahassee area business exchange events sponsored by the Office of Supplier Diversity. Updating competitive procurement opportunities on the AHCA website. Ensuring that AHCA is represented at small business functions sponsored by the Office of Supplier Diversity in the Tallahassee area to network with small business owners. Ensuring that all upcoming procurements in excess of $35, are advertised on the Department of Management Services Vendor Bid System (VBS). Initiating follow-up contacts with vendors after attending business exchange functions sponsored by the Office of Supplier Diversity. V. Vendor Education In addition to the activities outlined in Section IV. of this plan, AHCA plans to: Publish this plan on both the AHCA website and internal portal page. [2]

6 Update and publish the vendor education brochure titled, Doing Business with AHCA on the AHCA website. Assist interested vendors with the OSD certification and recertification process, as needed. VII. New Initiatives The Procurement office will continue to annually review and update the contract administration and purchasing policies and standard operating procedures to ensure that they reflect AHCA s commitment to diversity. The Procurement office will encourage requesters to select at least one small, minority-owned, woman-owned, service-disabled veteran-owned business to be solicited through MFMP equote for all non-state term contract and state term contract purchases, when applicable. Guidance regarding this requirement will be submitted to all Agency Purchasing Liaisons. [3]

7 The Procurement office will send out a bi-annual communication to all MFMP vendors regarding the opportunities available through the Office of Supplier Diversity and information regarding the state certification process. [4]
