1 Small Business Inclusion (SBI) Strategic Plan FY UAB Enterprise-Wide Submitted by: Demetria P. Scott & Tamika Reynolds

2 UAB Mission To be a research university and academic health center that discovers, teaches and applies knowledge for the intellectual, cultural, social and economic benefit of Birmingham, the state and beyond. Five Overarching Mission Pillars: I. Education II. Research III. Patient Care IV. Community Service IV. Economic Development Foster and stimulate innovation and entrepreneurship that contributes to the economic development and prosperity of the city of Birmingham, the state of Alabama and beyond. The Mission Statement Where We Are It is the mission of the Department of Small Business Inclusion, as a unit within the Facilities Division, to assist in UAB s efforts to increase participation of Diverse Business Enterprises (DBEs) in the procurement, construction and professional services process through education, advocacy, mentoring, relationship building and other data driven initiatives. The Vision Statement Where We Want to Be The vision of the Department of Small Business Inclusion is to become a world-class leader in business diversity efforts at the local, state and national levels. Moreover, the department seeks to assist Diverse Business Enterprises (DBEs) in meeting the standards for building business relationships with UAB. The Objectives How to Get There I. Participation Promote the utilization of minority and women-owned businesses campus wide. II. III. IV. Training & Education Train and educate UAB procurement personnel facilities staff, business officers, financial officers and requisitioners on how to be proactive in assisting M/WBEs. Increase capabilities of minority and women business enterprises by providing access to educational seminars. Reporting/Tracking Develop and implement an Oracle database for reporting and tracking M/WBE departmental participation on a quarterly basis. Advocacy & Economic Value Creation Maintain high visibility enterprise-wide and in the community to advocate and coordinate diverse business development efforts.

3 I. Participation Our objective is to promote the utilization of diverse businesses enterprise-wide to achieve a desired result of inclusion into the economic mainstream. Our Strategies are: 1. Improve effectiveness through round table discussions and networking events with department representatives. 2. Utilize the Department of Small Business Inclusion as the clearinghouse for the identification of diverse business contract opportunities. 3. Promote the utilization of diverse businesses enterprise-wide with professional services via tradeshows and other data driven initiatives. Our Goals are: a. Expand business opportunities for DBEs in professional services by facilitating office visits or meetings with the appropriate UAB contact person. b. Maintain an up-to-date online diverse business Directory on the Small Business Inclusion website. c. Promote the Department of Small Business Inclusion as the Resource Center for education and information on Business Diversity. d. Conduct, participate or facilitate mini-trade fairs each year by industry group including professional services. e. Promote the utilization of diverse businesses in architectural, geotechnical and other professional services.

Training & Education Our objectives are to train and educate UAB procurement personnel, facilities staff, business officers, financial officers and requisitioners on how to be proactive in assisting diverse businesses. Increase capabilities of diverse business enterprises by providing access to educational seminars. Conduct semi-annual meetings with Executive level personnel. Our Strategies are: a. Train all personnel associated with the procurement process b. Provide educational seminars for diverse business owners c. Communicate to Executive level management the departmental data, comparative analysis information and the accomplishments of diverse businesses enterprise-wide. d. Attend purchasing and facilities bid openings and encourage DBE participation. e. Seek ways to engage more diverse businesses in Small Public Work construction projects that are $50,000 or less. Our Goals are: a. Develop and implement two (2) procurement training workshops. b. Conduct two (2) construction events. a. Women in Construction b. Construction Connection Event c. Sponsor or co-sponsor The Basics of Doing Business with UAB seminars to introduce diverse businesses on the policies and procedures of doing business at UAB. d. Host various tradeshows for internal and external constituents. e. Meet quarterly with UAB Advocates enterprise-wide. f. Produce an annual report on the accomplishments of the department. g. Meet weekly with diverse business owners; including follow-up meetings. h. Continue to improve on ways and means of measuring educational program results.

5 II. Training & Education (con t) i. Present at UAB Facilities Division Welcome orientation sessions as determined. j. Attend purchasing and facilities bid openings and promote the utilization of DBEs in the procurement process. k. Develop and implement a video to be used during UAB and Hospital employee orientation sessions as a way of introducing new employees to the Department of Small Business Inclusion. l. Attend at least three (3) external training and development sessions annually. Attend at least three (3) internal training sessions annually.

6 III. Reporting & Tracking Our objective is to maintain an Oracle database reporting and tracking system on departmental participation and distribute to management on a quarterly basis. Our Strategies are: Our Goals are: 1. Publish diverse business participation reports 2. Report and track Small Public Work Projects that are $50,000 or less and report to management monthly, quarterly and annually. 3. Determine data collection sources and online database tools 4. Retain all data for a five-year period 5. Maintain an accurate up-to-date online database of CASE suppliers (Construction, Architects, Suppliers and Engineers) a. Distribute diverse business reports reflecting overall participation to department executives on a quarterly basis. b. Develop a variety of data gathering methods to receive regular and accurate data reporting from procurement and second tier vendors. c. Maintain current and historical data related to diverse owned business participation for comparative analyses purposes. d. Monitor and track Small Public Work Projects that are $50,000 or less by contractor, vendor number, trade, DBE classification, number of Bid opportunities, number of projects awarded, success percentage, dollars contracted and percentage amount. e. Maintain an accurate and up-to-date online database on CASE suppliers by firm, trade, address, , phone, etc.

7 IV. Advocacy & Economic Value Creation Our objective is to maintain high visibility on campus and in the community to advocate and coordinate diverse business development efforts. Our Strategies are: 1. Emphasize economic benefits to departments when developing diverse owned businesses. 2. Encourage departments to offer more business opportunities to diverse owned businesses 3. Strengthen relations with other organizations where mutual best interests can be served. 4. Establish the Academic Small Business Alliance (ASBA) Project with various UAB Schools. Our Goals are: a. Review active list of diverse business suppliers and develop new strategies to assist in growing their business. b. Utilize Facilities Division Communications for local general media including community based media to carry stories on UAB, diverse business programs and ASBA activities. c. Strengthen relations with procurement, facilities and department liaison(s) to establish the Small Business Inclusion Department as their resource center for diverse businesses. d. Develop and implement a 2 nd Tier program to assist procurement, department requisitioners and facilities in establishing contract opportunities with diverse businesses. e. Maintain active and functional partnerships in organizations in the community like the Southern Region Minority Business Council (SRMBC), Birmingham African American Chamber of Commerce, Hispanic Chamber of Commerce, Birmingham Construction Industry Authority (BCIA), Women Business Network Council, BBJ, African American Chamber of Commerce and other similar programs. f. Be an active participant in and support the National Minority Supplier Development Council (NMSDC), Minority Business Enterprise Week and serve on various committees where mutual best interests can be served. g. Meet with UAB s executive leadership (University & Hospital) to discuss the ASBA Program and recruit more participation from other Schools. h. Recruit three additional Schools to participate in the ASBA program: College of Arts and Sciences, School of Medicine and School of Dentistry along with Collat School of Business, School of Engineering and School of Health Professions.

8 i. Host an annual ASBA semester Kickoff Event at the beginning of each new semester (excluding summer), with pictures of individual students and DBE participants, candid shots, group pictures. j. Solicit grant and foundation funding resources for the ASBA program from various entities. k. Produce annual reports in December of every year on the accomplishments of the ASBA program for distribution to the executive team. l. Work with ASBA community partners to recruit, train, connect, communicate and collaborate to achieve the desired results of excellence. m. Produce annual report in December on the accomplishments of the Department of Small Business Inclusion for distribution to the Facilities Division. n. Determine training needs for staff based on annual plan of work with enrollment in appropriate courses, programs, conferences, etc. o.
