2 1. WORKSHOP OVERVIEW 2. PARTNER GROUP INFORMATION SHEET 3. CENTRAL YAVAPAI METROPOLITAN PLANNING ORGANIZATION (CYMPO) PRESENTATION Agenda Outcomes: Promote regional coordination: strategies for mutual support Learn about the benefits of joining CYMPO what is in it for the tribe? Funding, technical assistance, etc. Obtain a general overview of the type of funding that is offered through CYMPO Establish and build relationships Yavapai Prescott Indian Tribe See Attached CYMPO See Attached CYMPO: Chris Bridges, CYMPO Administrator, reviewed the purpose of the CYMPO and what resources it provides to the local member agencies. CYMPO provides a unified voice for construction projects in the Central Yavapai County Region. The Regional Transportation Improvement Program must include all proposed projects for approval. CYMPO activities are overseen through an Executive Board, Multimodal Technical Advisory Committee and Transit Technical Advisory Committee. There are four CYMPO staff members including a full time Administrator, a full time Program Coordinator, a part time Program Manager and a part time Administrative Assistant. CYMPO receives funds from Federal Programs, City of Prescott and Yavapai County. Good leadership has secured the funds for NACOG projects and the CYMPO is looking to do the same. Prescott growth is faster than Flagstaff growth, due to available land in the Prescott and the fact that Flagstaff is land locked. 2

FUNDING GUIDANCE & QUESTIONS DISCUSSION HIGHLIGHTS: Peter Bourgois, Tribal Planner for the Yavapai Prescott Indian Tribe, mentioned that the Tribe will soon be selecting a consultant to conduct its long range transportation plan. For Indian Reservation Roads (IRR) funds State and County routes can be included in the Tribal road inventory. However to use IRR funds on these routes there is the need to create an IGA or MOU for the Tribe to work with the Yavapai County or ADOT. If the Tribe were to draw federal funding it needs to better understand the funding process for a project to be accepted, the process for completion of documentation needed, and the criteria qualifications to be met for the funding. The Tribe has interest in reviewing the short term economic development project impacts to the city or area and would need to look at the CYMPO planning maps for a better understanding. The Tribal Technical Assistance Program (TTAP) provides technical assistance and training. The director is Ron Hall and he should be contacted for further information ( ). Don Sneed of ADOT-MPD suggested that the Tribe consider the ADOT Planning Assistance for Rural Areas (PARA) Program as a source of funding for planning studies that may be recommended through the Tribe s long range transportation plan after it is completed. Funding guidance from FHWA is also available through the Arizona Division Office, contact Georgi Ann Jasenovec. The Tribe can also use the COGs and MPOs as a resource for technical assistance - they can walk Tribal staff through the various planning and funding program processes. Generally there are a number of resources that the Tribe can access to learn processes for completing paperwork when applying for grant funding sources. Real estate in the area needs to attract business and long-range planning will affect economic development in the region. What are the traffic volume rates? (Traffic volume data are available from ADOT or through CYMPO). 3

4 4. FUNDING GUIDANCE & QUESTIONS (continued) There are 21 traffic signals on SR 69 and if you travel on Fain Road there are only four traffic signals and reduced travel time. This is a good reason to put in roundabouts instead. Steps: who to contact to proceed with plans/suggestions: 1. CYMPO - Chris Bridges 2. ADOT - Greg Gentsch, Misty Dayzie, Don Sneed 3. FHWA - Georgi Ann Jasenovec Bob Maxwell: BIA roads that will be maintained as public roads can be added to the Tribe s IRR road inventory. These routes need to be identified and supported in the Tribe s long range transportation plan. It is critical that the City/County/State provide Certification of Roads Maintenance letters to the Tribe and BIA. Tribal Goal: Move people, good and services. Also look at transit and trails. Questions: How to get funds? What hoops will the Tribe need to jump through? There are no strings attached; just requirements to fulfill. Helpful to pursue MOU and IGA between ADOT and the Tribe. Keep in mind sovereignty of the Tribe and the need for tribal consent. No matching funds are required from the Tribe for the PARA Program as it is fully administered by ADOT MPD. 4

5 5. REGIONAL COORDINATION & PLANNING UPDATES 6. RESOURCES: WEBSITE LINKS & SHOTS Tribe s membership in CYMPO: STEPS 1. CYMPO to send a letter to the Tribe with an invitation to join as a member entity. 2. Tribe to adopt a resolution approving membership. 3. CYMPO amends regional membership and develops an intergovernmental agreement (IGA) to include the Tribe based on the resolution adopted by Tribe. 4. CYMPO to send a copy of the resolution and IGA for review, update and approval to the Executive Board and Tribe. 5. CYMPO to invite the Tribe to the quarterly meetings or as needed Meetings held the 3 rd Wednesday of each month at 6:00 pm in the County Administration Building on 3 rd Fair Street. 6. CYMPO to send a benefits packet to the Tribe and addressed to Jim Noe. 7. CYMPO to send sample documents to the Tribe. What suggestions do you have for follow up? Stop when the job is completed. Face to face meetings among staff updates for keeping us in the loop Since this relationship is in its infancy, a follow up meeting sooner than later is suggested More focus on regional economic planning & development Ensure that the tribe is notified and informed on opportunities available to it. 4. What other comments do you wish to offer? Job well done. A tribal transit system could act as a major regional connector and job generator Good introduction Very positive beginning/first step.
