20 Workgroup membership 24 members of the TTPCC 1 member from each region should be assigned to each workgroup, look at the strengths of your regional members and decide Elect Chair and Vice-Chair for each group

21 Initial Assignment Establish Ground Rules Brainstorm a list of issues within your area that you believe should be addressed. From the list determine the deliverable and timeframe for each item. Next, determine both the priorities as well as what can easily and quickly be accomplished (low bearing fruit) Now as a workgroup, decide how to attack each of the items you have selected. Together as a workgroup; or Smaller subgroups with team leaders. Assemble a Work plan for the group that will be presented back to the entire PCC. Show the items, deliverables and timeframes. 21

22 What does this provide Indian Country? Recommendations at the workgroup level provides: Tribes in each region assurance that every Indian Tribal Government has representation in both workgroups when issue definition, SOW and analysis is in formative stage TTPCC organization, documentation and exposure also provides consistency with real expectations TTPCC Websites / Transportation/ttpcc/index 22

23 What does this provide Indian Country? Timeframes with Deliverables TTPCC workgroup organization structure provides expedited issue review process with performance standards that reassures Indian Country as well as the Secretaries that accomplishments are expected. TTPCC is required to submit bi-annual reports to AS-IA & Assoc Admin for FHWA

24 Support FHWA and BIA can assist with meetings, teleconferences, as well as technical advisors. It could lead to additional workgroup meetings in lieu of entire team, which is easier to get approved. Entire team would convene possibly two or three times/year. Washington, D.C. meeting would likely be TTPCC leadership, workgroup leaders, and team leaders (if allowed).

29 23 USC 202(a)(9) Authorizes State Transfer of Title 23 funds to Tribal Governments 202(a)(9) Provides authority to Transfer Title 23 funds that were provided to a state, county, or local government to make available to Tribes through an Agreement with BIA or FHWA (Sovereignty Issue). 1. State must request that funds be transferred to a Tribe for a project or activity 2. FHWA has finalized the specific language for its TTP Funding Agreements and will individually work with a tribe and state to complete the Agreement. Language has been made available to BIA and Tribes as well. 3. Funds must be tracked separately but the project is carried out like a TTP project.

30 TTPCC FY2017 Work Plan Request for Tribal Input The Committee is in the process of developing the Committee s work plan for FY17. In order to identify the TTP issues the TTPCC is seeking Tribal input on the issues that are impacting your transportation program. Please identify your issues and them to your Regional representatives as soon as possible, so that they may be included in the work plan.

31 Next Meeting The TTPCC will meet the week of October 31, 2016 in Washington, D.C. The biannual meeting will be with: Lawrence Roberts, Acting AS-IA and Timothy Hess, - FHWA / FLHO Assoc. Admin. Tentative Public TTPCC meetings proposed in January, April, June, & September

32 IN MEMORIAM Julianne Baltar took her walk in the Forest on August 14, Julie worked tirelessly for the advancement of Tribal Transportation both in Alaska and nationwide. Julianne was the President of the Alaska Tribal Transportation Workgroup (ATTWG), as well as the Recorder for the TTPCC. She will be greatly missed by all who knew her. Our condolences to her husband Bruce, the family and Julie s many friends
