1 International Labour Organization Social Dialogue and Industrial Relations (SDIR) Project Terms of Reference For procuring printing materials for a Project Launching Event 1. Introduction The Ready-Made Garment (RMG hereinafter) sector in Bangladesh has grown rapidly since the 1980 s. It currently employs an estimated four million workers, of which 80 per cent are women who are illiterate or semi-literate and poor. This leaves them with little bargaining power and exposed with a gender specific challenges in the RMG sector. This fast paced growth has not been accompanied by similar developments in labour market institutions, resulting in significant challenges in working conditions and labour rights, which require urgent attention. In this regard, one of the major initiatives is Sweden and Demark Governments funded five years project titled Promoting Social Dialogue and Harmonious Industrial Relations (SDIR) in Bangladesh which is the first Global Deal project initiated the by Swedish Prime Minister. Therefore the SDIR project builds upon the results being achieved by the ILO technical cooperation programme to improve safety, working conditions and right at work in the RMG sector in Bangladesh. The proposed project will focus on three specific outcomes, namely; (1) the development of dialogue mechanisms and relations between employers and workers, particularly at the workplace level, as a means for preventing disputes; and, (2) the development of the conciliation and arbitration mechanisms into a more credible, trusted and transparent system. In achieving these two outcomes, the project will focus intensively on (3) building the capacity of workers and employers to engage in social dialogue and collective bargaining at the workplace, and sector level and to make effective use of the dispute prevention and resolution mechanisms. Given the large presence of women workers in the lower ranks of the occupational hierarchy; inclusive strategies, non-discrimination and gender mainstreaming will be emphasized to ensure gender balance in the direct beneficiaries as well as full representation of women s workers interests and requirements. The project will be initially piloted in the RMG sector in Dhaka District with gradual scaling up within the sector. However, the impact of the project and particularly that of the dispute resolution mechanism will go beyond the sector and cover all other sectors. The SDIR project is initially piloted in the RMG sector in Dhaka district with gradual scaling up within the sector and expected to contribute to decent work in the RMG sector through the further development of existing national-level tripartite conciliation and arbitration mechanisms and workplace-level dialogue mechanisms between employers and workers. To better raise awareness of the project, SDIR would like to hire a company to provide communication materials of SDIR project for a large scale project launching ceremony in Dhaka. 1 P a g e

Overview and purpose of the project launch event The project is tentatively planning to host a half day project launching event on 11 December 2016 at a suitable venue, mostly likely the Pan Pacific Sonargoan Hotel. It is anticipated that approximately 150 participants will be invited to attend this event. Participants will include leaders and representatives of employers, unions, Government, Brands, international development partners, the ILO Director-General, Ministers etc. The event is envisaged to be high profile, particularly given the seniority of participants. The main purpose of the event would be to: Formally launch the SDIR project, as the first Global Deal project internationally. Create wider awareness of the project. Assist to build commitment among the tripartite constituent in order to facilitate implementation of the project. 3. Vendor s responsibilities and deliverables The vendor s responsibilities will include: Venue Decoration: Design and print a standard backdrop, and which suitably serve the best interest of this high profile event; Printing Materials: Design Print & Supply of 1000 nos. Top/Side Reinforced Right Pocket Folder (Paper: 350 gsm Swedish board, Size: 13.25'' x 21.5'' and 20.5'' x 12.5'', Print: 4 color print, Logo and Text will be supplied by ILO); Supply 1000 nos. Promotional Gel pen (Promotional Gel Pen Color: Black, With ILO logo & remarks prints); Design Print & Supply of 250 nos. Invitation Card with envelope (Monogram & Text will be provided by ILO) i. Invitation card 200 GSM art card with matt lamination & 4 color print; ii. announcement type envelop 120 GSM art paper with 4 color print; Arrange speedy delivery of the invitation cards to the invitees (list will be provided by ILO). Design and supply of 10 velvet MoU folder lamination size. Print and supply of 1,000 copies of project factsheet following below specs (as per design provided by ILO) - Size A4 - Four color both sides - Paper 130gsm C) Documentation of the Event: Still photography of the event; Record the programme in video format through appropriate videography technology, and submit a copy of the video recording of the programme in DVD format; 2 P a g e

ILO s responsibilities The ILO shall: a) Provide the necessary text, logo and document of the project for printing materials includes backdrop, project factsheets, pen and folders. b) Provide an invitation list with names, positions and contact details. 5. Schedule and Reporting: The time period of the assignment will be for a 20 days. However, the vendor will maintain regular contact with project staff to provide progress updates, from the date on which they sign the contract. The contract will be awarded through a competitive process. 6. Completion criteria Submission and acceptance by ILO of all deliverables as listed in Section 3 above. 7. Special terms and conditions All materials and content will remain the property/copyright of the ILO. All products are to be in line with ILO style and editorial guidelines, including correct use of ILO branding and logo[s]. The materials will also include the logos of the Swedish and Danish governments. 8. Submission of quotation and selection process: The ILO invites Request for Quotations from qualified firms having relevant experience in delivering similar services as mentioned in this Terms of Reference (TOR). Only a single technically responsive and financially viable vendor/ service provider will be selected following ILO procurement rules/procedure on evaluation by an ILO team of professionals, and awarded with the contract for the expected deliverables and outputs as per the TOR. Eligibility Criteria: The vendors/service providers should submit the following: 1. Successful services provider must have overall minimum 5 years of experience of carrying out similar services for private sector/public sector/international organizations or UN agencies 2. Having experience of successful completion of minimum 2 similar type of assignment within the last two years through single work order minimum valued BDT 150,000.00; Documents must be submitted: Valid business registration certificate; Updated VAT and Tax certificate; Demonstrate evidence of having overall minimum 5 years of experience of carrying out similar events for private sector/public sector/international organizations or UN agencies Demonstrate evidence of having experience of successful completion of minimum 2 similar type of assignment within the last two years through single work order minimum valued BDT 150,000.00; Sample design of flyer, note pad, pen, folder and invitation card. 4 Evaluation Criteria: Proposals will be evaluated based on the creative design, concept and quality of the products. Technically compliant & lowest cost proposal; Acceptance of the ILO General Terms and Conditions for contract for services; 9. Deadline for quotations Quotations should be submitted by 29 October 2016, at 12.30pm. 10. Submission of Quotation: The proposal shall be submitted in either hard copy or soft copy.
