1 Assignment: Videographer, to develop original narrative video shorts (i.e. human interest, creative) for U-Report Malaysia Employer: UNICEF Malaysia Location: Malaysia (potential for remote in-country work upon agreement) Start-date: March 20, 2017 Duration: 5 weeks (deliverables-based) BACKGROUND U-Report is a real-time mobile messaging program designed to give young people a chance to voice their opinions on issues that they care about. In collaboration with youth organizations, civil society, the media and public decision-makers U-Report provides a platform for strengthening communication and dialogue with communities around core development issues. It s a social messaging tool for enabling young people to speak out on issues that affect them. Through different channels young people can report on what s happening in their communities, receive valuable information, engage on issues that are important to them, and be part of a global community of positive agents of change. Young people (aged 15-30) can voluntarily opt-in to become U-Reporters to receive important information and weekly poll questions on important issues affecting them. Results of polls will then be used by UNICEF and project partners to strengthen programming and advocacy efforts around issues that matter to U-Reporters. U-Report works via different channels; in Malaysia, U-Report can be accessed via Twitter, Facebook, Line, U-Report App and SMS (coming soon!). Since being launched in May 2011, there are over 2.7 million U-reporters globally. As the number of U-Reporters grows in a country, young people s voices become louder - transforming U-Report into a powerful advocacy platform for positive social change. 1. OBJECTIVES To produce 3 brief videos (3 minutes each), each with a unique narrative/human interest angle, to: a) Highlight social issues of importance to young people b) Demonstrate how U-Report might be used to create change around these issues The videos should find creative and compelling means to showcase young people s aspirations for development - positioning young people as agents of positive social change and send the clear message that their Voice Matters. Accordingly, the style should be creative, energetic and youthfriendly, reflecting the enthusiasm, talent, diversity and optimism of young people in Malaysia. Activities a) Audience Public, focusing on young people in Malaysia (15 30 years old). b) Distribution 1

2 U-Report will approach the following types of media companies and platforms to sponsor the airtime to broadcast the videos: Local TV stations English Digital billboard owners YouTube The videos will also be featured on the U-Report Malaysia and UNICEF Malaysia websites and social media platforms for local and international dissemination The videos will also be shared with project partners to host and disseminate via their own on- and offline platforms. c) Desired Outcome To increase the number of active, registered U-Reporters in Malaysia by raising public awareness around the functions and potential of the platform To demonstrate how U-Report can help young people create positive change through the creative use of narrative story-telling 2. TANGIBLE / MEASURABLE OUTPUTS BASED ON ASSIGNMENT (END PRODUCT) Videos: Three (3) Original Short videos highlighting potential for young people in Malaysia to create positive social change around issues they care about (3 Minutes) Produce, shoot and edit three (3), creative 3-minute videos that introduce the U-Report platform through the lens of social issues that resonate with youth in Malaysia Pre-production scoping out of project, select characters, conduct interviews, develop compelling storyline and best method of conveying it Responsible for arranging and managing all shooting sites, including seeking permission for filming PRODUCTS/DELIVERABLES DATES Original, stylistically unique storyboards for each of the 3 videos 31 March 2017 Original video 1 3 minutes English (2 versions) Version 1a: English (with English subtitles) Version 1b: English (with Malay subtitles) Original Video 2 3 minutes English (2 versions) Version 2a: English (with English subtitles) Version 2b: English (with Malay subtitles) Original Video 3 3 minutes English (2 versions) Version 3a: English (with English subtitles) 2

SERVICES Conceptualisation Scriptwriting Translation, English to Malay language Storyboard Production Music Rights Post Production 6. STYLE & TONE & MANDATORIES The three videos should incorporate unique, compelling and creative story-telling approaches. The tone must be youth-friendly and feature the diversity of young people in Malaysia. Use music and language that resonates with young people in Malaysia The videos should be upbeat and optimistic highlighting the power of young people to create positive change in their own communities Each video should also briefly introduce the U Report Malaysia platform and inform young people how and why they should register Use U-Report Malaysia branding. The end of each video should feature a clear call to action (Become a U-Report now. Your voice matters.) and the U-Report Malaysia logo and short code. 7. RIGHTS 3

4 UNICEF Malaysia is the exclusive owner of all materials produced. 8. QUALIFICATIONS OR SPECIALISED KNOWLEDGE/EXPERIENCE REQUIRED: Professional filmmaker with experience in developing and producing original short films. 9.PAYMENT/ AGREED FEE Agreed fee will be payable within 30 days receipt of products accepted by UNICEF. Invoice/ receipt must be included with the product. Payment will only be made in two installments only for work satisfactorily completed and accepted by UNICEF: o First payment (30% of the total value of the contract) due upon satisfactory delivery of storyboard and treatment. 10. HOW TO APPLY: o Second payment (70% of the total value of the contract) upon satisfactory delivery and acceptance of the agreed-upon deliverables a) STRUCTURE OF THE PROPOSAL (MANDATORY DOCUMENT REQUIREMENTS) The proposal shall include the following components: 1. Three past work samples (videos) such as web links and/or reels which demonstrate style, capacity, creativity and versatility (if possible, please include an original work developed for a youth audience) 2. Individual or Corporate profile of the organization, detailing experience and expertise providing similar services, organizational structure, organogram and bios of proposed project staff (if/as applicable) 3. Proposed timeline and milestones (please provide work plan showing the detailed activity sequence and timeline) 4. Financial proposal (proposed budget) d) EVALUATION PROCESS AND METHODS Each proposal will be assessed first on its technical merits and subsequently on its price with a maximum possible total score of 70 points. The proposal obtaining the highest score after adding the scores for the technical and financial proposal is the proposal that offers best value for money and will be recommended for award of the contract. e) EVALUATION OF THE PROPOSAL The evaluation panel will first review the technical aspect of the proposal, followed by the review of the financial proposal of the technically compliant proposals. (i) Technical Proposal: 40 points The technical proposal should address all aspects and criteria outlined in this RFPS. The total amount of points allocated for the technical component is 40. 4

5 Technical proposals will be evaluated against the following criteria: Criteria #1: Timeline - The proposed work plan and timeline. Only individuals/companies that are able to meet the timelines outlined in this TORs will be considered for technical evaluation. (10 points) Criteria #2: Creativity - The creativity and novelty of the individual/company is reflected in provided work samples (10 points) Criteria #3: Experience - Prior experience and demonstrated successes in providing similar services. (10 points) Criteria #4: Capacity - Ability of individual/company to demonstrate allocation of sufficient human resources to this project (10 points) Only proposals that receive a minimum of 25 points will be considered technically compliant and will be assessed for further financial evaluation. (ii) Financial Proposal: The total amount of points allocated for the financial component is 30. The price should be broken down for each component of the proposed work. f) SUBMISSION OF THE PROPOSAL Your bid must be submitted in a SEALED ENVELOPE by before 5:00 pm, Friday, 24 February There should be 1 envelope for the Technical Proposal and 1 envelope for the Financial Proposal.
