2 OPEN LETTER OF CHAIRMAN OF HA GIANG PEOPLE'S COMMITTE Dear valued investors, PART A: RECOMMENDED PRIORITY INVESTMENT PROJECTS Ha Giang is a mountainous province in the North of Vietnam, 320 km from Hanoi. The road transport system consists of national highways (NH2, NH4, NH34, NH279, NH18, NH17), which have been completely upgraded, especially the key routes favorable for socio-economic development. FINANCE Mặt bằng hiện trạng dự án: LOCATION DESCRIPTION: The project area is located in the tourist development area of Bac Quang District, the rst Southern gateway of Ha Giang province, 60 km North of Ha Giang city and 260 km South of Ha Noi, convenient for transportation (1.5 km from National Highway). The land is mainly forest land, located at 1,200m above sea level. The climate is cool all year round with diverse natural forest ecosystems, rich in precious medicinal plants. Waterfall (4 cascades) creates a stream of water owing throughout the year, during the four seasons. The project area is famous for Thien An pagoda with beautiful architecture, large scale with ancient designs and is associated with the pure name of Dao ethnic people who are known for long history of residence and the traditional culture still uniquely intact. OBJECTIVES: To develop spiritual cultural tourism in combination with eco-tourism, explore the natural landscape and experience the local culture. Thien Son Resort will become a tourist center in the South of Ha Giang, thus creating more jobs and contributing to socio-economic development in the region. Chieu Lau Peak, being the second highest mountain in Ha Giang, is 2,402 m above sea level in Tay Con Linh Range. The land is mainly agricultural and forestland with diverse natural forest ecosystem, majestic natural scenery, near the national terraces Hoang Su Phi. OBJECTIVES: To build infrastructure for tourist resorts, service works associated with the development of cultural, spiritual and ecological tourism in the Chieu Lau Thi mountain area, Hoang Su Phi District; create attractive tourism products for domestic and international visitors to explore the natural landscape of the tourism development area West of Ha Giang province. AREA 5 hectares SCALE - Design capacity: 50 tons of raw material per day - Scale of construction architecture: system of workshops, packing house, storage and waste treatment system PROJECT CAPITAL 50 billion VND. FINANCE capital and 100% LOCATION DESCRIPTION: Tan Bac Industrial Complex is in Tan Bac Commune, Quang Binh District. It is located along National Highway 279 linking Lao Cai and Bac Quang District, 12 km from Quang Binh District and Bac Quang District, near the raw material resources for production. The land has been cleared to make space for the industrial complex construction. OBJECTIVES: To build feed processing plants (cattle, poultry and waterfowl) with capacity of 50 tons of raw materials per day, to supply the market inside and outside the province as well as to export to other countries in the region; create output market for local agricultural products; generate stable jobs, improve people's lives, contribute to poverty reduction and local economic development. LOCATION DESCRIPTION: The project is located in Bac Quang District, the Southern gateway of Ha Giang province, about 80 km North of Ha Giang city, 240 km South of Hanoi. The status of the land is the fruit market of Vinh Tuy town (clean land managed by the state), with convenient transportation (along Highway 2 with the length of 82.5m, depth of about 45m.) The project is located in the raw materials area of Ha Giang province with an area of 8,850 hectares and output of about 48,000 tons per year. OBJECTIVES: To build a processing plant and cold storage for orange products to make use of available high-quality raw materials, thus contributing to the expansion of oranges and tangerines area, creating stable incomes for farmers and promote local economic and social development. PROJECT BACKGROUND: - Decision No.1552/QD-UBND dated 09 August 2012 of Ha Giang People's Committee approving the master plan on socio-economic development in Bac Quang District. - Decision No.3233/QD-UBND dated 26 December 2016 of Ha Giang People's Committee approving the plan on development of Ha Giang industry to 2020 and vision to PROJECT CAPITAL 50 billion VND. FINANCE

20 INVESTMENT PREFERENCE POLICIES: Land lease fee preferences: Exemption from land lease fee during the basic construction period of up to 3 years from the date of the decision on land lease; Exemption of land lease fee for 11 years after completion of construction. Corporate income tax incentives: Tax exemption for 4 years after taxable income is generated; 50% reduction of tax payable for the next 9 years; Apply a tax rate of 10% within 15 years from the commencement of business operations. Import tax incentives: The project is exempted from import duties on goods imported to create xed assets for the project. Provincial investment preference policies: Land clearance: Ha Giang province is committed to resolving the procedures for land acquisition, compensation for ground clearance and resettlement to create clean land fund for the project. Investment support for establishment of factories and processing plants: - Support 100% loan interest within 36 months for Orange storage projects. - Support for trade-mark registration. Administrative procedures: To settle administrative procedures under the "onestop shop" mechanism, investors submit application and receive results at Ha Giang Public Administrative Center.
