5 Critical Incident Review Goals General Incident Review Goals: To provide an unbiased, evidence-based, expert review of the public safety response to an incident. To build a body of knowledge for the field in how to better prepare, respond, and recover from critical incidents. To provide training and technical assistance to agencies preparing to respond to critical incidents, or having recently responded. Broward County MSDHS Incident Review Goals: To serve as a bridge to the various AARs being conducted; To analyze the preparedness of entities responsible for the safety of MSD; To analyze the response to the Event by involved all entities and individuals (including administrative agencies); and To analyze recovery efforts and resiliency following the Event. 5

School safety and emergency plans Crisis communication strategy School resource and security officers Disciplinary and expulsion policies, procedures and processes School response during the incident School post-incident response Response of non-public safety elected and appointed officials Post-incident trauma and mental health services Victims, witnesses and family mental health, assistance and recovery Community mental health services and recovery The extent of inquiry may be limited/defined by federal, state and local laws and ordinances as well as by criminal, administrative or other investigations, prosecution or proceedings. 7

8 Team Format / Roles Teams are tailored to the incident and level of review with consideration to location and project focus. Each team includes Police Foundation staff and carefully selected Subject Matter Experts (SMEs), Consultants and Peer Reviewers who are nationally recognized for their skills, knowledge, and expertise. President > executive oversight PF Project Staff SVP > high level strategy and coordination, liaison between PF and the funder Director, Programs > overall project structure and oversight including team management, project strategy timelines, writing and quality control of reports and other deliverables. Director, Strategic Initiatives > overall project strategy, on-site lead, public safety / law enforcement content management, writing and quality control of reports and other deliverables. Policy Analysts > policy analysis, project support, document writing, review & editing, and technical/mapping support. Project Associates & Assistants > project support, document writing, review & editing. Subject Matter Experts (SMEs) Experts invited to participate in a project to provide law enforcement, fire, EMS, crisis response, or other specialized experience to the project. CIR Consultants are also sometimes assigned to specific areas within a project and/or particular research or study components of a project. Peer Reviewers are experts and/or organizations that provide feedback and additional insight on PF report drafts. 8
