6 Overview of JMHCP JMHCP supports cross-system collaboration to improve responses and outcomes for individuals with mental illnesses or co-occurring mental health and & substance use disorders who come into contact with the justice system. Authorized by the Mentally III Offender Treatment and Crime Reduction ACT (PL ) and the Mentally III Offender Treatment and Crime Reduction Reauthorized and Improvement ACT (PL ), reauthorized by the 21 st Century CURES Act in December The Council of State Governments Justice Center 6

19 PMHC Framework The framework is intended to assist local leaders including elected officials, law enforcement and behavioral health agency executives, and their senior personnel who want to begin (or improve the outcomes of) their police-mental health collaborations.
