2 Why did LA target existing building policy? August 2014: LADWP adopted a target to achieve 15% of their energy supply mix through efficiency efforts by 2020; 50% more aggressive and three years earlier than required by the state. October 2014: Mayor Garcetti signed an Executive Directive to reduce per capita potable water use by 20% by 2017 and reduce DWP s purchase of imported potable water by 50% by Statewide program was in progress through AB 758 to reduce energy use in all existing buildings statewide and Governor Brown announced new water mandates. December 2014 City Council adopted Motion which initiated an effort to: convene a stakeholder process to develop a program to improve the energy and water efficiency of existing buildings.

3 Effort was reinforced in the Sustainable City plan

4 During the process there were new state goals and mandates Governor s State of the State committed to a doubling of energy efficiency AB 758 Draft Action Plan released SB 350 was introduced Governor s water mandates continued

5 Other cities were responding with policies to capture these opportunities at the same time

12 Details about annual energy and water benchmarking Annual Requirements Track whole-building electricity, gas, and water data If you are already tracking whole-building data in ESPM, you do not need to request data from LADWP or SoCalGas Enter past calendar year s whole-building data in to Energy Star Portfolio Manager (ESPM) Obtain an Energy Star Score For Your Property through ESPM* Complete a Benchmarking Report from Portfolio Manager Submit Benchmarking Report to the LADBS Public Database Submit report each year by June 1 LA specific requirements Include whole building water consumption Include structured and subterranean parking
