FUNDING TIMELINE

WHY TWO ROUNDS?

FUNDING OPPORTUNITITES Funding Opportunity 1: CES Q5 Extension Funding Funding Opportunity 2: Countywide, Centralized CES Supports Funding Opportunity 3: Rapid Rehousing, City of Pasadena Funding Opportunity 4: Improving CES/City Integration Funding Opportunity 5: Moving-On PSH to Affordable Housing Funding Opportunity 6: Accelerating PSH New Portfolio Funding Opportunity 7: Enterprise Section 4 Funding PSH Portfolio Enhancement

#2 COUNTYWIDE, CENTRALIZED CES SUPPORTS Funding for countywide supports to build community capacity and relieve individual regions of responsibilities that may be efficiently and effectively centralized Funding Amount: Up to $300,000 per proposal Grant Term: Up to 1 year Potential Uses: Training academy; fiscal intermediary; hiring services; centralized processing; other substantiated uses Burning Questions: - Does one organization have to do all of these things? - What types of organizations will apply for this type of funding? - Will you accept collaborative proposals? - We only serve a single region right now, can we apply? - If no organization from our region applies can we still benefit from the project? - How can I get a letter of collaboration from every region?

#3 - RAPID REHOUSING, CITY OF PASADENA Funding for an organization providing comprehensive housing services and supports for chronically homeless families in the City of Pasadena Funding Amount: Up to $25,000 to match Emergency Solutions Grant resources for a total of $50,000 invested through public and private commitments Grant Term: July 1, 2016-June 30, 2017 Competitive: Housing first practices; use of the HFSS to prioritize clients; effective landlord relationships to identify housing; robust retention services; staffing and capacity to meet goals/outcomes Burning Questions: - Do we need a letter of Collaboration with the local HFSS? - If we got a $25,000 ESG grant from City of Pasadena, does that guarantee us a match at the same level?

#4 IMPROVING CES/CITY INTEGRATION Competitive match opportunity for cities in L.A. County willing to invest new local resources to build or enhance coordination and services with CES Regional Collaboratives Funding Amount: Up to 40% match on every newly committed dollar. Up to $100,000 may be requested per region/city. Collaborative applications welcome. Grant Term: July 1, 2016-June 30, 2017 Competitive: Integration and participation with CES Regional Collaboratives; Leverage of locally administered Federal housing vouchers in CES; Taking advantage of County s RRH Match Program Burning Questions: - Can cities directly apply? - We aren t ready yet we just started building a relationship; we are still in the City budgeting process; we don t have final City approvals; we haven t contracted with a nonprofit yet - What do you mean by new dollars? - Will the match then free up some of our locally committed resources for other uses? - How can I connect with my local CES Regional Collaborative to build my proposal?

#5 MOVING-ON PSH TO AFFORDABLE Funding to facilitate movement of clients who are ready to move-on from PSH to less service intensive housing, and allow space to house another chronically homeless client Funding Amount: Transitional Supportive Services: Up to $35,000 (Max $1,000/person); Move- In Assistance: Up to $40,000 (Max $2,000/person) Grant Term: July 1, 2016-June 30, 2017 Competitive: Coordinate with CES Regional Collaborative to move-on and backfill units with chronically homeless individuals through regional CES; Special consideration for SPAs 1, 3, 6, 7 and 8 Burning Questions: - We are not located in the SPAs with special consideration, should we apply? - Do the clients moved on/backfilled have to be chronically homeless? - What are eligible uses of this funding? - Does the person have to move on to affordable housing opportunities if ready? Final Approval by CSH Board.

#6 ACCELERATING PSH NEW PORTFOLIO Support for nonprofit housing developers in expanding organizational capacity to increase permanent housing through acquisition or construction Funding Amount: Up to $150,000 (Year 1); Renewal potential Up to $75,000 (Year 2), Up to $50,000 (Year 3) Grant Term: July 1, 2016-June 30, 2017 (Year 1) Competitive: Experienced housing developers; Actively participating in CES Regional Collaborative; Commitment to fill future units through CES; Willingness to meet as cohort with awarded partners Burning Questions: - What are eligible uses of this funding? - Are there thresholds that we have to meet to qualify for funding in this area? - Can I use my entire housing portfolio to demonstrate experience and expertise? - Does it have to be newly constructed, or can it be conversion of existing property into PSH? Final Approval by CCF Board.

#7 ENTERPRISE SECTION 4 FUNDING - PSH PORTFOLIO ENHANCEMENT Support for nonprofit housing developers in expanding organizational capacity to manage existing housing portfolio more effectively and efficiently Funding Amount: Between $20,000-$40,000 to reimburse Grant Term: One year, expected to start no earlier than 09/01/2016 Eligibility: Experienced PSH developers (5 yrs /300+ units); Participating in CES Regional Collaborative; Successful history with chronically homeless persons; Burning Questions: - How do I know if I qualify as a CDC or CHDO? - Are there thresholds that we have to meet to qualify for funding in this area? - What do you mean by a 3:1 match and what can qualify to meet this requirement? - What are eligible uses of this funding? - How is this funding opportunity different from Funding Opportunity #6?
