1 Monthly News Report April 2012 More award accolades for the Hub and NHS Commercial Alliance As well as winning the coveted GO Procurement Initiative of the Year Award, the Specials Toolkit was also a finalist in a second category in the same awards - the GO/John F McClelland Collaborative Procurement Initiative of the Year. The NHS Commercial Alliance was a finalist in this category for the Topical Negative Pressure project, which the Hub took the lead on. Hub savings forecast up half a million to 10.6m and another award for Specials The Hub is on track to deliver savings in excess of 10.6m for the financial year 2011/2012 which is half a million more than our last forecast of 10.1m. The final figures need to be audited but are substantially more than the 7.6m delivered in FY 2010/2011. In the new financial year we will continue to work on existing projects which have performed well but have the potential to deliver even more. On-going projects will include Analysis and Reconciliation, which has delivered 2.3 million in savings so far, Special Medicines, which has saved 3.4 million and Pharmacy Homecare, which has saved 1.1 million. Other big projects which are coming on stream include Agency Staffing and Estates. We are looking forward to another successful year with excellent savings potential for our members. Specials Toolkit Honoured in National GO Awards 2012 The Hub won the Government Opportunities (GO) Procurement Innovation or Initiative of the Year (Health and Social Care) at the National GO Awards 2012, for its highly acclaimed 'Specials Toolkit' project. The judges said the project was genuinely groundbreaking with the potential to deliver millions in savings for the NHS as well as improving patient care. This is the fourth time in recent months the Hub has been recognised in a national award scheme.
2 Non-Clinical Projects Estates & Facilities Workshop The Hub hosted a successful seminar on 26 th March with good attendance from both members and guests, who included mostly Trust Estates and Facilities leads. The subject was Achieving Cost Reduction in Building and Engineering Maintenance. Temporary Staffing Medical Locums Peterborough and Stamford Hospital NHS Foundation Trust currently spends approximately 3.9million with 22 different medical locum providers. Following a mini competition under the Government Procurement Service national framework, the Trust has consolidated its spend, reducing the number of providers down to one Tier 1 and two Tier 2 providers, resulting in a 462,000 cost saving. The rates negotiated with the Tier 1 provider can also be applied to other Trusts, achieving further immediate savings opportunities across the whole region. For further information on how your Trust can move onto the reduced rates, contact Joanne.barton@eoecph.nhs.uk Temporary Staffing Conference NHS Trusts in the East of England spend around 100 million per annum on agency workers and locums, but there is the potential to make major savings on temporary staff. On 30 th March, the Hub hosted a conference to discuss new ways of working to achieve best value in this field. Over 50 key stakeholders and 22 suppliers on the current framework attended the event at Chilford Hall near Cambridge and the feedback was very positive. For more details contact stephen.evans@eoecph.nhs.uk Analysis & Reconciliation The current Analysis and Reconciliation framework agreement is due to expire on 27th September While we have one further extension available, the Hub feels that there is further scope in the market to drive benefit to Trusts and as such will be re-tendering the framework ready for implementation on 28th September We are meeting with suppliers on the current framework agreement and other key players in the market to gain feedback and input into the specification. 3 Car Leasing Salary Sacrifice Scheme Marketing Event Remanufactured Toners Following the identification of savings by switching current branded printer toners (Hewlett Packard, etc.) to non-branded/ remanufactured products, all relevant Trusts now have details of the savings available. We are working with Trusts towards implementing these switches to start achieving savings. For more details, contact As part of its on-going commitment to marketing the scheme within their client Trusts in the region, NHS Fleet Solutions is holding a fully funded Family Fun Day at Newmarket Racecourse on Saturday 25 th August The event is free of charge to employees of client Trusts who have opted to participate in the event, which will include entertainment for the family, and an opportunity to visit car dealer stands, and view display vehicles available to lease. For more information, please contact ian.hooper@eoecph.nhs.uk Comprehensive Water Management Services Office Supplies Following the identification of potential savings (between 13% and 36%) available through further competition under the GPS Office Supplies framework, the Hub is working towards an aggregated mini competition under this agreement to achieve cash releasing savings. We are now working with Trusts to firm up commitment to the project. For more details, contact Document Archiving Services Following the completion of a successful standstill period, a single service supplier framework award has been made and the effective start date was 1 st March. A separate communication will be circulated to all members giving additional information and background to the full service offering through the framework. 4 Clinical Projects Orthotics Update The next Orthotics Network Group meeting is being scheduled for May and agenda topics include DH Guidelines and Trust procedures. The Orthotics framework has generated a lot of interest from both Acute and Community Health Trusts. Human Albumin Framework The current Human Albumin framework agreement with Baxter is due to expire on 26 th April We have one further extension which will be utilised effective from 27th April. Details of the updated pricing will be distributed to relevant Trusts in due course. For more information, please contact carol.piggott@eoecph.nhs.uk ICD s and Pacemakers This framework was awarded in December The Hub has collected January s and February s purchase spend data from suppliers for each of the participating Trusts. The initial findings show that as a region we are forecasted to save 126k for quarter 4 of 2011/12 and a total forecast analysed saving of over 500k. For details contact carol.piggott@eoecph.nhs.uk Haemodialysis Consumables The next Renal Network Group meeting is scheduled for June and discussion topics will include Supplier KPI s, Home HD and renal pharmacy contracting projects. The framework has moved into its second year and is still generating healthy competition between suppliers, especially for products such as Low to High Flux Dialysers. Some Trusts have already resourced their Dialyser business to benefit from additional savings. The Hub has engaged with a number of Trusts to help identify further benefits under the existing framework and we are working with Trusts and with the suppliers to develop regionwide proposals but tailored to each Trust, delivering additional savings opportunities into year 2 of the contract. 5 Pharmacy Projects Cleanroom Consumables and Laundry Services E-Enablement Update E-Catalogue Portal Live The Hub has completed the evaluation of the Cleanroom Consumables & Laundry Services tender submissions, with the close involvement of our Pharmacy Technical Services Stakeholder Group. We are currently in the standstill period and the framework will be awarded in April. This is the first time this category has been tendered on a regional basis and the framework will deliver savings on an as-is basis with greater savings available through switch options. We are working closely with Trusts to identify potential switch opportunities. The service provides better visibility of the Hub contracts and frameworks available, at item level detail, to each individual member organisation. This enables member Trusts to see more easily and take advantage of the opportunities available to them. Trusts are notified of any changes or updates to the contracts held on the portal on a live basis. Over the coming weeks, we will be concentrating on adding more of our nonclinical projects to the portal.
