2 CQC Rating of Sheffield CCG Commissioned Services Governing Body meeting 3 May Introduction / Background 1.1. This report outlines the CQC ratings of Sheffield CCG commissioned providers. When the CQC inspects a provider they look at 5 key lines of enquiry: Is the service safe, effective, caring, responsive and well-led? They award a rating for each question and also award an overall rating for the provider. The data presented in this report is based on the Overall CQC rating of our commissioned providers Sheffield CCG commissioned providers regulated by the CQC include; 3 foundation Trusts, 2 Independent Hospitals. Sheffield CCG also has co-commissioning responsibilities for General practices. Additionally we have providers outside Sheffield which are commissioned to support patient choice. These and other providers whom we commission which are not regulated by the CQC and are not represented in this report. These include pharmacies, optometrists as well as a large portion of the voluntary sector (with whom we have voluntary grant agreements) NHS Sheffield CCG Providers CQC ratings (excluding Providers outside of Sheffield) 2
3 % of providers have an overall inspection rating of Good. All 3 (100%) of our Foundation Trusts have an overall rating of good although it is acknowledged there are core services within the providers with a rating of requires improvement. This supports the findings of the CQC nationwide where they found the majority of care to be good. 1 The figure below demonstrates the performance of the different sectors in Sheffield when it comes to overall CQC rating. Please see figure 1.13 extracted from CQC state of Health & Social Care Report for the national picture. Figure of 1.13 is based on core services nationally where 55% of Acute Hospital Core Services and 68% of mental health services are rated as good. 1 The Foundation Trusts in Sheffield therefore seem to perform better than the national picture when it comes to CQC ratings % General practices in Sheffield have an overall rating of Good.1 of these practices that has an overall rating of Good has a rating of requires improvement for one of the key lines of enquiry. 1(1.25%) of practices have overall rating of Requires and 1 (1.25%) has an overall rating of inadequate. This too seems to be a better performance than the national picture where 89% of GP practice core services are rated as good, 2% inadequate and 6% require improvement Adult social care providers which would make up the majority of CHC providers however seem not to perform as well as other providers nationally. 55.5% of our commissioned providers have an overall rating Good, 32.5% Require and 5% are rated as. The CQC in its State of Care report 2017 found nationally over three-quarters (78%) of adult social care services were rated as good, 19% were rated as requires improvement and 1% (303 locations) were rated as inadequate. 1 Caution should however be observed regarding percentages of the smaller number of providers we have locally as the percentages can easily be skewed. 1 The state of health care and adult social care in England 2016/17 October Available from: 2. 4 1.7. Breakdown of Sheffield based Providers rated inadequate None of our Sheffield based hospitals are rated inadequate and only 1 practice is rated inadequate compared to a national average of 3%. 5 2.3 The Well-led Domain. The Well led domain rating of our providers is associated with overall CQC rating of the organisations. Organisations that are rated as requires improvement in the well led domain are likely to be rated overall as requires improvement. Organisations rated as good or outstanding in the well led domain appear to perform as well in the overall rating of the organisation. From analysis of their inspection reports the CQC explain that 6 themes are associated with a rating of good or outstanding for well led: Leadership A clear vision and set of values A culture of learning and improvement Good Governance Quality Assurance Engagement and involvement. 2.
