1 Feb. 25, 2014 Japan Society of Civil Engineers International Activities Center IAC News No st Report on Typhoon Haiyan Disaster From Dec. 12 to 16, 2013, JSCE and PICE collaboratively carried out the joint field survey on storm surge disaster caused by Typhoon Haiyan, known as Yolanda in Philippines. Primary aims of this joint survey are to capture the overall characteristics of the storm surge disaster caused by Yolanda and to extend the obtained findings to future planning of disaster protection and mitigation measures both in Japan and Philippines. After discussion on 11th among members of PICE and JSCE including Mr. Momo and Dr. Pacheco, a president and a former president of PICE, respectively, we discussed detailed field survey plans in east coast of Leyte including most damaged Tacloban city and Eastern Samar. The first JSCE survey team members were four coastal and one hydraulic engineers whereas the PICE team were one coastal (Prof. Cruz, a team leader), two wind, one structural and environmental engineers. Field survey was efficiently carried out thanks to excellent support by DPWH. Prof. Yoshimitsu Tajima JSCE Team Leader, JSCE-PICE Joint Disaster Assessment Team on Typhoon Haiyan (The Univ. of Tokyo) A typhoon-hit coastal community in Eastern Samar Severe structural damages due to strong wind and flood due to heavy precipitation after the event made it difficult to detect clear watermarks of inundation. On the other hand many residents stayed around the inundated area and witnessed the event. Through the interviews with translations by PICE members, the survey team successfully obtained various essential characteristics of the storm surge and stormy waves. For example, we found that stormy waves had significant impacts on surprisingly high inundation and runup heights observed both on the east coast of Leyte and along the Pacific coast of Eastern Samar. These findings are essential for future planning of disaster mitigation and protection measures. All the results of the first joint survey are shared among JSCE and PICE and are open to public through the home page of the Coastal Engineering Committee of JSCE and through a technical paper published in Coastal Engineering Journal, JSCE. We will keep this collaborative survey and analysis of this catastrophic event.

JSCE-PICE Joint Disaster Assessment Team Members 2013 Japan-Korea Joint Seminar on Highway Bridge Maintenance and Management JSCE IAC Korea Gr. has hosted seminars, workshops and discussions sessions to encourage Japanese and Korea civil engineer to build network, technical exchange and collaborations in the construction field since With the efforts of Dr. Kyung-Boo Park (a former JSCE Korea Section president) and Prof. Dong-Uk Lee (the incumbent president of the Section), Japan-Korea Joint Seminar on Highway Bridge Maintenance and Management was held at the auditorium in Korean Society of Civil Engineers (KSCE) Headquarter on December 23, 2013, co-hosted by JSCE IAC and KSCE, sponsored by Korea Kazuya EGAMI, Dr. ICC Korea Gr. Leader Expressway Corporation and Korea Institute of Construction Technology. The joint seminar focused on the maintenance and management of highway bridges, which was the International Panel Discussion held in the 2013 JSCE Annual Meeting last September. Prof. Masahiko Isobe the JSCE President-Elect paid a courtesy visit to Prof. Myung-Pil Shim the KSCE President-Elect (started his tenure this January) on December 21, and to Prof. Jong-Sung Sim the KSCE President right before the joint JSCE and KSCE s seminar, and exchanged opinions and views on the development of President-Elects shake hands technical exchange and cooperation between the two societies. Prof. Isobe also invited them to participate and work with JSCE in holding its 100th Anniversary Celebration this November, and they kindly aaccepted the invitation. The Joint Seminar began with opening speeches by Prof. Jong-sung Sim and Prof. Masahiko Isobe. Both of them emphasized on the importance of technical and cultural communication and cooperation, increasing international competitiveness, and building information exchange in various fields between the two countries. Then, Mr. Hiroshi Watanebe (Public Works Research Institute) and Prof. Yoshiaki Okui (Saitama University) from and Mr. Jung Hae Mun (Korea Express Way Corp.) and Mr. Park Kyung-Hun from Korea delivered presentations from their professional viewpoint. Prof. Okui delivers a presentation.
3 In that seminar, Mr. Hiroshi Tanaka and three other experts discussed their viewpoints and experiences in highway bridge maintenance and managements with the other participants, moderated by Dr. Kyung-Boo Park. The participants animatedly shared their views and opinions on latest technical innovations and knowledge developed in Japan and Korea. Mr. Tanaka played a coordinator role between the two countries while attending as a KSCE representative, who works for Samsung C&T Corporation the biggest construction company in Seminar participants smile for Korea and has a good knowledge of Korean construction technology. the camera. Mr. Jea-Man Park (Executive Director of Jiseng Co., Ltd.) played an interpreter in the discussion. Mr. Park used to study soil mechanics and geotechnical engineering at Waseda University, and is taking a leading figure in those fields in Korea. Among the participants, there were many Japanese civil engineers who were working in Korea, and Korea ones who used to study at Japanese universities and research institutes. Their participations indicated the close relationship built through technical exchanges between the two countries. Various opportunities to make technical exchange have been provided between the two countries up to the present. In this year, an international conference in the coastal engineering filed will be held in Seoul in June, JSCE Korea Section-KSCE and CICHE* Joint Seminar will be in Pusan in August. Furthermore, World Water Forum will be taken place in Daegu, Korea in April The joint seminar will lead to developing technical exchanges in various fields, and that will support engineers to network with each other and further contribute to the development and internationalization of Japanese construction industry. *CICHE= Chinese Institute of Civil & Hydraulic Engineering Last, but not least, I would like to convey my heartfelt thanks to Prof. Myung-Pil Shim, KSCE members, K-Water, Dr. Kyung-Boo Park, Prof. Dong-Uk Lee who offered extensive support, generous assistance and kind cooperation with us to make this joint seminar happen. Message from JSCE Indonesia Section It is a pleasure for us to update and being updated as part of the international sections and programs that JSCE s headquarters have for some countries. Indonesia as one of the international chapters exists to bridge the possible and potential cooperation between Indonesia s scholars in Civil Engineering and Japanese counterparts, as well as other international chapters. The chapter was established through communication and joint work with Prof Masanori HAMADA as of 2007 JSCE President at the moment, and our local Japanese partner in Jakarta named Mr. Tomoji SUZUKI. I was the vice president of the University of Indonesia. Establishment of the chapter was then followed by book stand placement at the Civil Engineering Department at the university, aims at sharing information on Civil Engineering issues to students, lecturers, researchers and professors. Though most of the books were in Japanese but there were interests of the community. JSCE Indonesia s chapter, in its existence, also works on how to strengthen the community through research, studies and other applied activities. It seems necessary to reach outlook of practices and academia, and update current issues for civil engineers in Indonesia to learn a lot more from the experiences of Japanese
4 counterparts. Cooperation was also followed by some activities with local professionals and their association such as issue on disasters. Memberships are expected not only from Indonesia engineers graduate from Japanese universities but also from others. Funding and financing is, of course, an issue to maintain any professional associations, and it is not easy to expect such funding schemed from membership fee. So company s membership and sponsors are resources to be sought. It is of great expectation to that JSCE s headquarters may play more important role to keep this existence. Fresh money is not the only funding we may scheme but creativities of academic and professional activities may become a light. JSCE Indonesia s chapter looks further for better and challenging cooperation in the future since we learn that Indonesia is now still in the phase of developing their civil infrastructures. National Policy of promoting the master plan for accelerating economic development in Indonesia has urged to expedite connectivity throughout the country. This connectivity suggests six (6) economic corridors including infrastructure development of cities and their logistics to support national economic growth. Indonesia s economic growth has shown promising rate of over 6% per annum, year on year. Despite the global economic crises this economic growth seems stable and secure. Jakarta as the capital is now in the phase of constructing the mass rapid transit (MRT) with cooperation of JICA, and some other urban infrastructures to maintain and secure such economic growth and provide amenities to those living in. So it is of my great concern that JSCE Indonesia s chapter takes important roles to contribute such long term development in the country. And I believe through strong cooperation with JSCE s headquarters the efforts will not be difficult and may pay back the contribution to the benefits of academia and professionals in their professions towards sustainable and environmentally friendly infrastructures for the future. IAC Current News by Kotaro Hashimoto the 101 st JSCE President It has been two years since the IAC opened. To further develop its international activity, the IAC has been working with Int l Strategy Committee. I would like to touch on four core groups in the IAC. One is Information Networking Group, the publisher of monthly IAC News. This Group should and will increase its capacity to collect and disseminate information in and outside the country. Another, International Communication and Cooperation Group has to maintain and improve communication with JSCE s Agreement of Cooperation (AOC) societies by strengthening the coordination and cooperation between the International Sections and ICC s working groups set up by region. Also the Group is expected to support pivotal persons to take a leadership role in information collection and communication with their counterparts in the countries where ICC has not set up groups to directly work with yet. Another, Professional Development & Education Group holds three series of International Symposium with the theme International Competitiveness of Construction Industry and Business Strategy on February 12, March 17 and April 22. The other, International Student Network Group organizes a Joint Company Information Session in Civil Engineering for International Students, which was held last year, in this May again. As their regular events, they host the 16th International Summer Symposium and International Workshop for Young Engineers as part of JSCE 100th Anniversary Celebration events during 2014 JSCE Annual Meeting in September.
5 I also would like to share latest updates. A Typhoon Haiyan (local name: Yolanda) briefing session was held in Tokyo on December 25, Then, UPD-ICE* Forum on Structural Resilience with Earthquake and Typhoons through Sustainable Civil Engineering, co-organized by Philippines Institute of Civil Engineers (PICE) and JSCE in Manila on January 30. *UPD= University of the Philippines Diliman College of Engineering, Institute of Civil Engineering) As to JSCE s international communication, the JSCE HQ had two notable visits. One was the visit of Dr Le Van Thanh the National University of Civil Engineering President on January 9, and the other was the one of Professor Emeritus Zeki Hasgur of Istanbul Technical University, the JSCE Turkey Section President on February 10. Their visits were brief yet useful for us to build mutual communication and cooperation. Moreover, two meetings will get an attention on the IAC s event calendar. Joint Seminar on Japan and Indonesia Civil Engineering is going to be held at the JSCE HQ on March 12, in which Dr. Hermanto Dardak, Vice Minister of Public Works Indonesia will deliver a speech. And a symposium on Bosporus Strait Bridge Project will on April 3, to be hosted by the aforesaid Professional Development & Education Group. Meanwhile, ACECC Executive Council Meeting is going to be held in Hawaii for three days from March 7. JSCE representatives will be doing a follow-up on the invitation to the JSCE100th Anniversary Celebration and be announcing JSCE s intention to take part in ASCE s celebration of Panama Canal 100th Anniversary. The above activities will give an indication of IAC s year I expect that IAC will use the one-year period usefully and wisely so as to bring in more positive results for the members, friends, and colleagues at home and overseas.
