2 CUMBERLAND COUNTY PLANNING COMMISSION Minutes of the Meeting June 21, 2018 The monthly meeting of the Cumberland County Planning Commission was held Thursday June 21, 2018 at 7:30 a.m. at 310 Allen Road, Carlisle, PA. Roll Call CCPC Members: Barb Wilson, Jack Showley, Rick Trynoski, James Ross, Heather Sweitzer, RJ Fisher, and Chris Knarr Absent: CCPD Staff: Other Staff Applicants / Representatives: Guests / Residents: Press: John Epley and Commissioner Gary Eichelberger Kirk Stoner, Jeff Kelly and Steve Hoffman Kim Falvey, Conservation District. Charlie Suhr, Stevens and Lee; Bill Gladstone, NAI CIR. Barb Gertzen, East Pennsboro Township resident. None 1. Call to Order: Pledge of Allegiance/ Moment of Silent Reflection Jim Ross called the meeting to order at 7:30 am. 2. Minutes: May 17, 2018 Jack Showley requested the May minutes be updated to indicate that he would have voted no on the East Pennsboro Township zoning text amendment. He needed to leave the meeting prior to a vote being taken. Rick Trynoski made a motion to approve the May 19, 2018 minutes contingent upon the requested change. Heather Sweitzer seconded the motion and the vote was unanimous. Barb Wilson abstained. 3. Public Comment None. 4. New Business A. Ordinance Amendments (Action) 1. Hampden - Zoning Map change Apartment-Office-Limited to Commercial-General, Trindle Rd and St. Johns Church Rd., 6.37 acres Charlie Suhr provided an overview of the proposed zoning change that would change the zoning from AOL to CG on 3 properties comprising 6.37 acres of land on Trindle Road and St. Johns Church Road in Hampden Township. Charlie noted that he is representing 3 properties; however, the entire request includes other properties that he is not representing. The township has included the other surrounding properties in this request. The zoning change provides more commercial options to the property owners as the area is not conducive to apartment development. The proposal is consistent with both the county and municipal comprehensive plans. 1

3 Action: Chris Knarr made a motion to recommend approval of the change. RJ Fisher seconded the motion and the vote was unanimous. Jim Ross abstained from the vote as he has a business relationship with the applicant. B. Ordinance Amendments (Information) 1. East Pennsboro Zoning text change Medical Marijuana regulations East Pennsboro Township developed regulations for medical marijuana dispensaries. Staff reviewed the amendment and offered comments consistent with the state enabling legislation. Township and county staff are working together to refine the ordinance. 2. East Pennsboro Zoning text change Sign regulations East Pennsboro Township is updating its entire sign ordinance to include a variety of different types of signs. Staff provided comments back to the township to improve the consistency and clarity of the ordinance. 3. Hampden Zoning text change - Industrial Business Center signs Hampden Township made a minor change to the regulations for signs in the Industrial Business Center that would allow an entrance sign listing the businesses included in a business park. Staff recommended approval. 4. Middlesex Zoning text change - CH zone frontage and height requirements for warehouses/distribution centers Middlesex Township is proposing changes to the frontage and height requirements for warehousing and distribution facilities. Staff provided comments to the township focusing on the purpose of the frontage reduction requirement. C. Subdivision and Land Development Plans (Information) Jeff Kelly reviewed the highlights of the 18 subdivision and land development plans received in June. The plans are summarized on the attached summary list. D. Sewage Modules Two sewage modules were reviewed in June and comments were sent to the appropriate township. The sewage modules reviewed included: Lower Frankford Jeffrey & Tina Weyant, 1 commercial use, McClures Gap Rd (holding tank) Upper Allen Canterbury Estates trunk sewer replacement, 8 line to 12 line (public) E. Commissioners Liaison Report (Information) No report. F Planning Program (Information) Kirk Stoner provided an overview of the Planning Program Report. Municipal comprehensive plan/zoning ordinances, recent training sessions, and a forthcoming grant opportunity on housing affordability with the Greater Harrisburg Association of Realtors were highlighted. G. Other Business 1. DEP Phase III Watershed Improvement Facility (WIP) Kirk Stoner provided an overview of DEP s Phase III Watershed Improvement Plan. The plan will develop countywide pollution reduction goals. Local planning groups will be formed to identify 2

4 pollution sources and best management practices that would address those sources to improve water quality. DEP indicated that counties and municipalities will not be required to achieve the countywide targets but will be encouraged to participate in the local planning group formation. RJ Fisher believes that efforts should focus on agriculture best management practices which are more cost effective than sewer plant upgrades or MS4 requirements. Heather Sweitzer suggested that more information is needed from DEP as the initial outreach efforts lack clarity and detail on county roles, especially if counties will not be responsible for achieving the reduction targets. Barb Wilson agrees that more information is needed. She suggested that farmers do not have the funding to implement expensive best management practices. DEP should provide resources to farmers to achieve the necessary reductions. Jim Ross indicated that the county should further explore its Phase III responsibilities with DEP. There may be opportunities to take a leadership role on the issue and secure resources for our municipalities and farmers to implement efficient best management practices. The CCPC members directed staff to further explore the Phase III WIP with DEP and the Conservation District and report back at the July meeting. 5. Adjournment To: On a motion by Jack Showley and seconded by Chris Knarr, the meeting was adjourned at 8:22 am. A course identifying municipal uses for drones was held 5/21/2018. Drone class included a demonstration. A recycling class was held on 6/28/2018. A detailed Subdivision and Land Development Review class is scheduled for July 19, 26 and August 2. Countywide Historic Plan Partner with CCHS to update their strategic plan Attended committee meeting 6/21/18. Assessing status of nominations for Cumberland County Preservation Opportunities Watch List of threatened historic resources. Exit 48/49 Study improvement and safety options for Final study completed interchanges Drones Examine potential to use drones for county functions Conducted training session on 5/21. Meeting with other county departments to gauge interest.
