2 CUMBERLAND COUNTY PLANNING COMMISSION Minutes of the Meeting October 20, 2016 The monthly meeting of the Cumberland County Planning Commission was held Thursday October 20, 2016 at 7:30 a.m. at 310 Allen Road, Carlisle, PA. Roll Call CCPC Members: Absent: CCPD Staff: Other Staff Applicants / Representatives: Guests / Residents: Press: Bob Fisher, James Ross, Rick Trynoski, John Epley, Raj Jain, Gary Eichelberger (Commissioner Liaison) and Hunter Fenk, Shippensburg University Barb Wilson, Chris Knarr, Jack Showley and Ra Kligge, Kirk Stoner, Jeff Kelly, Stephanie Williams, and BarbaraSue Hershey Carl Goshorn, Jared McIntire and Brady Seeley, Conservation District; Justin Smith, GIS None None None Rick Trynoski called the meeting to order at 7:30 am. Minutes A motion to approve the September 15, 2016 meeting minutes was made by Bob Fisher, seconded by John Epley. The vote was unanimous. Public Comment None. New Business Ordinance Amendments (Information): The following amendments were reviewed by staff and comments forwarded to the municipalities. Upper Allen Subdivision Ordinance Amendment Fire hydrant standards. Staff recommended approval. The change was recommended by the local fire chief. Agricultural Security Areas (Action) Penn Township. C. Richard Kutz and Janet L. Kutz (71.02 acres) Mt. Rock Road. Stephanie Williams reviewed the property to be approved for the Ag Security Area (ASA). The County s Future Land Use map designates the tract as Agriculture/Prime Farmland. More than 50% of the soils are Class 1-4 and the parcel is zoned Agriculture. Township comp plan also shows it as Agricultural. Action John Epley made a motion to approve, seconded by Bob Fisher. The vote was unanimous.
3 Subdivision and Land Development Plans (Information): Jeff Kelly noted that there were 18 plans reviewed in the month. Jeff Kelly referred to a few larger plans: Silver Spring Township, Danbury Glen-Phase 2 Silver Spring Township, Glendale Drive; open space conservation subdivision plan, preserving 45 acres of the 91 Silver Spring Township, Home2 Suites Hotel Silver Spring Township, Jaguar/Land Rover Dealership South Middleton, Microtel Inn & Suites; includes 83 rooms Cumberland County Conservation District Agricultural inspection/enforcement process Carl Goshorn, Jared McIntire and Brady Seeley of the Conservation District provided and reviewed handouts (see attachments) discussed conservation practices for farms; requirements, inspections and enforcing; as noted below: Farming Conservation Practices: Nutrient Management Plan Manure Management Plan (MMP) Concentration Animal Feeding Operation (CAFO), regulated by Federal and State levels Concentrated Animal Operation (CAO), Pennsylvania regulates (2 animal units per acre) Animal density Animal Concentration Areas (ACA) Animal Equivalent Unit (AEU) = 1,000 lbs. of animal per year on a farm Ag Erosion and Sediment Control Plan (Ag E&S Plan) Best Management Practices Buffers, setback near streams, roadways and swales Fencing out streams and providing stabilized crossings Increasing animal population (especially poultry) within Cumberland County Bay Reboot Program: Twenty-eight conservation districts including Cumberland County, are participating by performing compliance inspections. Nine conservation districts have opted not to participant; DEP will be performing the inspections within those counties. Inspections: to be completed within 5 years; starting in October. Requirement is to perform 15 inspections per year. The purpose of the inspections is to see if farmers have the required Manure Management Plan and Ag Erosion and Sediment Control Plan. Financial Assistance for AG E&S Plans Educating farmers regarding the Chesapeake Bay program Committees Comprehensive Plan committee Information/Discussion Kirk Stoner reported the Future Land Use map (FLU) is complete. He also had a meeting with Shippensburg University Center for Land Use to discuss the county survey.
4 2016 Planning Program update: Kirk Stoner reviewed the department Work Program/Progress Dashboard, noting the following highlights: MS4 Municipalities workgroup met with PennDOT WCF Model Ordinance gave a presentation to the State Planning Association at a conference in Allentown. Infrastructure Coordination Council moving forward with PennDOT, GIS and municipalities Recycling Strategy Developing a strategy for the county to have its own convenient center Other Business Kirk Stoner informed the Board that there will be two vacancies for the Planning Commission next year; it has been advertised via Press Release and Social Media. Jack Showley has indicted that he wishes to resign and Raj Jain has served his two terms. The next regular meeting of the Commission will be held on Thursday November 17, 2016 at 7:30 am at 310 Allen Road, Carlisle.
