3 WELCOME March 16, 2018 Dear President: District 7730 leadership and I are pleased to welcome you to Carolina PETS The next few days are significant in preparing you for your Rotary journey as President of your club. We believe that you will find the time spent here both rewarding and memorable. Our theme this year is "Be the Inspiration." As members of an international organization, we are part of a global network of men and women who have the power to bring change to the world. The work we do to improve the lives of others in both local and global communities makes a difference. To understand our influence one only has to examine our initiative in eradicating polio. With the help of public and private partnerships, we are nearing the end of our fight and the world could possibly become polio free during your year. Now that is inspirational! This weekend you will have a chance to meet your peers and share ideas and best practices. You will also hear from speakers who will inspire and entertain you during the course of this weekend. 13 CLUB PRESIDENT EXPECTATIONS 1. People first! Surround yourself with a capable team 2. Define Rotary as it should exist in your club today 3. Play by the rules - Update and enforce your club by-laws and constitution 4. Formulate/Review an annual budget and long-range plan 5. Prepare an effective weekly meeting agenda and program 6. Create a plan for membership growth 7. Plan effective service projects and fundraisers 8. Support The Rotary Foundation with member contributions 9. Establish an effective public image and awareness campaign 10. Promote attendance at district training opportunities 11. Collaborate with area clubs and utilize your Assistant Governor 12. Make Rotary FUN for you and your club 13. Remember that planning is key, but successful, timely execution is what makes your planning a reality 14. If it is important, you need to communicate multiple times and in multiple formats verbal, written, and social media 15. Never be afraid to delegate you can t know or do everything yourself 16. 16 April Clark, Governor April Clark joined the Jacksonville Rotary Club in August, Like many Rotarians, she joined for professional and business reasons, expecting networking opportunities. Instead, with the urging of her friend and Rotary mentor, Vanessa Ervin, she became involved in service work, chairing the Caring for Kids program, where she found the perfect outlet to devote her enthusiasm for service work. Governor April Clark 69 Pickett Way Swansboro, NC Jacksonville Rotary Club April s vocation has primarily been in the sales arena. She worked for sixteen plus years in the wireless industry for both GTE Mobilenet and US Cellular. She led sales teams in the retail, corporate and reseller distribution channels. Pursuing her passion for the outdoors, travel and yoga, she owned and operated an ecotourism business with a full service yoga/wellness center in Swansboro, North Carolina. April is committed to her service to Rotary, taking two years from the work force to spend in active service. She is engaged in her community and serves on the following boards: Jacksonville-Onslow Sports Commission, Swansboro Historical Preservation Commission, North Carolina Coastal Federation and the Carolina Museum of the Marine. April served as club president in and immediately following her term, became the Assistant Governor for Area 2. She is a Paul Harris Society member and a Rotary Leadership Institute graduate. She has taken part in three National Immunization Days in India to help eradicate polio. April is a long time resident of Onslow County. She graduated from Jacksonville High School, has an undergraduate degree in Business Administration and holds a Master of Arts degree from the University of North Carolina at Wilmington. Currently enrolled in a Leadership and Volunteer Management Certificate Program at North Carolina State University. April is a certified yoga instructor and resides in Swansboro with her husband Jeff. Her daughter, Grace, is a student an UNCW. 16

17 Doug Wolfe, Governor-Elect Governor-Elect Doug Wolfe 248 Shore Rd. Newport, NC Morehead City Noon Rotary Club Doug was born and raised in New England, but lived in the south for more than 30 years. He had a long career in both Retail and Hotel Management. He and his wife Jane owned Dee Gee's Gifts and Books, a landmark business in Morehead City, NC which they operated for nearly 20 years. He was invited to join the Rotary Club of Morehead City, Noon in 1993 and has been an active Rotarian ever since. He served as Club President in , Rotary s Centennial Year and led a delegation of about 30 Club Members & Partners to the Centennial Chicago Convention. Doug also attended conventions in Osaka, Japan, New Orleans, and Atlanta and is registered for Toronto. Doug currently serves as Assistant Governor in Area 1, is a Paul Harris Society Member, multiple Paul Harris Fellow and graduate of RLI. Doug and Jane are the proud parents of two grown sons, one daughterin-law, and 2 granddaughters. Syd, Molly and their girls live in Connecticut where Syd runs a high-end home remodeling business in Manhattan and Molly is an attorney. Andy is in Austin TX running his own tech start up. Doug & Jane were living and working in the British Virgin Islands when they were married in Dawn Rochelle, Governor-Nominee Dawn Rochelle is a community organizer with a passion to see life different for children and families. With over a 30 year career, Dawn has served since 2001 as the Executive Director of the Onslow County Partnership for Children. Dawn has taken the vision of leveraging public and private dollars and created a regional presence not only in the early childhood field, but also in human services, board governance and nonprofit structure.. Governor-Nominee Dawn Rochelle 900 Dennis Road Jacksonville, Nc Dawn.rochelle@onslowkids.org Jacksonville Rotary Club Through her leadership development, Dawn has been an active Rotarian in the Jacksonville Rotary Club since 2004, serving in various Club roles, including President in and in various District roles, including her current role as the District Public Image Chair for District Dawn is a graduate of the Rotary Leadership Institute and a multiple Paul Harris Fellow and member of the Paul Harris Society. Dawn was a member of the National Immunization Day trip to India in 2015 for Zone 33/34 where she experienced the significant impact of the contributions to the Rotary Foundation and the difference that is made in our world through Rotary. Dawn is currently in training to serve as the District Governor for District 7730 in the year Professionally, Dawn is also a Licensed Clinical Social Worker and an Executive Director with the John Maxwell Team to continue her leadership growth. Personally, Dawn and her husband Henry have been married for 27 years and they have a daughter, Taylor, who will graduate from NC State in the Spring of

18 DISTRICT GOVERNOR DUTIES The governor is the officer of RI in the district, functioning under the general control and supervision of the board. The governor is charged with the duty of furthering the Object of Rotary by providing leadership and supervision of the clubs in the district. The governor should work with district and club leaders to encourage participation in a district leadership plan as may be developed by the board. The governor shall provide inspiration and motivation to the clubs in the district. The governor shall also ensure continuity within the district by working with past, current, and incoming district leaders in fostering effective clubs. The governor shall be responsible for the following activities in the district: 1. organizing new clubs; 2. strengthening existing clubs; 3. promoting membership growth by working with district leaders and club presidents to establish realistic membership goals for each club in the district; 4. supporting The Rotary Foundation with respect to program participation and financial contributions; 5. promoting cordial relations among the clubs and between the clubs and RI; 6. planning for and presiding at the district conference and assisting the governor-elect in the planning and preparation for the presidents-elect training seminar and the district training assembly; 7. providing for an official visit meeting individually or in multi-club meetings conducted throughout the year to take place at a time that maximizes the governor s presence for the purpose of: a. focusing attention on important Rotary issues; b. providing special attention to weak and struggling clubs; c. motivating Rotarians to participate in service activities; d. ensuring that the constitution and bylaws of the clubs comply with the constitutional documents, especially following councils on legislation; and e. personally recognizing the outstanding contributions of Rotarians in the district; 8. issuing a monthly letter to each club president and secretary in the district; 9. reporting promptly to RI as may be required by the president or the board; 10. supplying the governor-elect, as soon as possible following his or her election prior to the international assembly, full information as to the condition of clubs with recommended action for strengthening clubs; 11. assuring that district nominations and elections are conducted in accordance with the RI constitution, these bylaws, and the established policies of RI; 12. inquiring on a regular basis about the activities of Rotarian organizations operating in the district (Friendship Exchanges, intercountry committees, Global Networking Groups, etc.); 13. transferring continuing district files to the governor-elect; and 14. performing such other duties as are inherent as the officer of RI. 18

22 DISTRICT GOVERNOR AWARD Directions: Any club in the District who completes the elements as described below is qualified to receive this award. This award complements the Presidential Citation Club Presidents may report progress directly on the District 7730 website through DACdb. Complete all of the following: Attend AG meetings as requested Club President-Elect or designee attends Pre-PETS in February, Club President-Elect or designee attends PETS in March (PETS for another District can be substituted) Any club member becomes a new Rotary Leadership Institute (RLI) Graduate or three other members attend one of the RLI scheduled sessions. District reimburses 50% of registration costs. (go to for more information.) Enter at least three goals in Rotary Club Central (specifically, Membership, Foundation and Polio) Complete two of the following: Participate in the District Leadership Assembly. Develop or update club s Strategic Plan. Recruit and retain at least two new members. Following is financial and administrative information to assist you in making those plans. Annual District Dues are $54.00 per Club member, unchanged from last year. District dues are billed $27/member twice a year, on September 1 and March 1, payable upon receipt. This invoice will come from our District and instructions for payment will be on the invoice. This amount is subject to change. Rotary International Dues are billed twice a year on July 1 and January 1 and are payable by August 1 and February 1. A semi-annual report is ed to club officers from RI in mid-july and mid-january and is also available on your My Rotary section of the Rotary International website. You can view the club invoice and club detail there. You can access your My Rotary at Here you can track your members, report changes, set your rotary goals, track donations, track Presidential Citation, and access your RI invoice. The following officers are allowed to access information: Club President, Secretary, Executive Secretary, Treasurer, Foundation Chair, and Membership Chair. Their access can vary. It is also very important to enter the incoming officers as soon as they are elected since President Elects need to enter their Rotary goals by March of the year preceding the beginning of their term. Individuals can access their own records and track their personal giving. Every member should register on Rotary International. This is one of the requirements for attaining the Presidential Citation. 30

31 DISTRICT 7730 INFORMATION YOU NEED The District maintains a database through DACdb. You can access this database at click on DACdb login. All officers level 4 and above have access to each member s information. Other members have access to their own information and you should encourage each member to update their record when necessary. The updates are automatically sent to Rotary International which means you only need to enter them one time on DACdb. Officers also roll up to Rotary International and positions should be entered in DACdb. When adding a new member, you can add them directly to the District Database and within 15 minutes they will be assigned a RI number if their information was entered correctly. When entering a new member, their current and mailing address must be entered and full date of birth because a Rotarian must be 18 years of age. They receive an automated from the District Governor and Club President with their log-in information. If there is no , they will not receive the information. A new feature is the New Member Form. You can now put a proposed member into the database using their name and address and pmail the new member form to them. They can fill it out online and submit back to you. The information will automatically be uploaded into the database as a proposed member. When they are inducted you just need to change them to an active member and adjust the start date. Club Attendance Reports Attendance must be reported by the 15 th of each month. The secretary should enter the attendance by the 15 th of the following month. You can enter monthly attendance or if you have the weekly attendance module, it is tracked automatically for you. The Weekly Attendance Module is being enhanced to the Engagement Module. You will now be able to track all the volunteer hours your members spend on service projects and grants which is part of the Presidential Citation. 41 PAUL HARRIS SOCIETY OF DISTRICT The Paul Harris Society pledge is for a gift of at least $1000 per year. Club Foundation Points may not be used to fund the PHS pledge. The full $1000 must be paid during the Rotary Year (by June 30), though it need not be done in one payment. You may pay by check or by credit card. It is very easy to pay by credit card online, monthly or quarterly. Please indicate on your commitment pledge form how you will pay. 2. You do not have to be a Paul Harris Fellow in order to become a Paul Harris Society member. If you are not already a Paul Harris Fellow, you will become one as soon as you fully fund your PHS pledge. Reporting Misuse of Grant Funds Club Qualification To participate in Rotary Foundation global and packaged grants, the club must agree to implement the financial and stewardship requirements in this memorandum of understanding (MOU) provided by The Rotary Foundation (TRF) and to send at least one club member to the district s grant management seminar each year. The district may also establish additional requirements for club qualification and/or require its clubs to be qualified in order to participate in Rotary Foundation district grants. By completing these requirements, the club becomes qualified and eligible to participate in the TRF grant program. A. Upon successful completion of the qualification requirements, the club will be qualified for one Rotary year. B. To maintain qualified status, the club must comply with this MOU, any additional district requirements, and all applicable TRF policies. C. The club is responsible for the use of funds for club-sponsored grants, regardless of who controls the funds. D. Qualification may be suspended or revoked for misuse or mismanagement of grant funds involving, but not limited to: fraud; forgery; membership falsification; gross negligence; endangerment of health, welfare, or safety of beneficiaries; ineligible contributions; use of funds for personal gain; undisclosed conflicts of interest; monopolization of grant funds by individuals; report falsification; overpricing; acceptance of payments from beneficiaries; illegal activities; use of grant funds for ineligible purposes. E. The club must cooperate with any financial, grant, or operational audits. Club Officer Responsibilities The club officers hold primary responsibility for club qualification and the proper implementation of TRF grants. 47

48 DISTRICT 7730 MEMORANDUM OF UNDERSTANDING Club officer responsibilities include: A. Appointing at least one club member to implement, manage, and maintain club qualification B. Ensuring that all TRF grants adhere to stewardship measures and proper grant management practices C. Ensuring that all individuals involved in a grant conduct their activities in a way that avoids any actual or perceived conflict of interest Financial Management Plan The club must have a written financial management plan to provide consistent administration of grant funds. The financial management plan must include procedures to A. Maintain a standard set of accounts, which includes a complete record of all receipts and disbursements of grant funds B. Disburse grant funds, as appropriate C. Maintain segregation of duties for handling funds D. Establish an inventory system for equipment and other assets purchased with grant funds, and maintain records for items that are purchased, produced, or distributed through grant activities E. Ensure that all grant activities, including the conversion of funds, comply with local law Bank Account Requirements In order to receive grant funds, the club must have a dedicated bank account that is used solely for receiving and disbursing TRF grant funds. The club bank account must A. Have a minimum of two Rotarian signatories from the club for disbursements B. Be a low- or noninterest-bearing account C. Any interest earned must be documented and used for eligible, approved grant activities, or returned to TRF. D. A separate account should be opened for each club-sponsored grant, and the name of the account should clearly identify its use for grant funds. E. Grant funds may not be deposited in investment accounts including, but not limited to, mutual funds, certificates of deposit, bonds, and stocks. F. Bank statements must be available to support receipt and use of TRF grant funds. G. The club must maintain a written plan for transferring custody of the bank accounts in the event of a change in signatories. Report on Use of Grant Funds The club must adhere to all TRF reporting requirements. Grant reporting is a key aspect of grant management and stewardship, as it informs TRF of the grant s progress and how funds are spent. 48

49 DISTRICT 7730 MEMORANDUM OF UNDERSTANDING Document Retention The club must establish and maintain appropriate recordkeeping systems to preserve important documents related to qualification and TRF grants. Retaining these documents supports transparency in grant management and assists in the preparation for audits or financial assessments. A. Documents that must be maintained include, but are not limited to: 1. Bank information, including copies of past statements 2. Club qualification documents including a copy of the signed club MOU Documented plans and procedures, including: a. Financial management plan b. Procedure for storing documents and archives c. Succession plan for bank account signatories and retention of information and documentation 4. Information related to grants, including receipts and invoices for all purchases B. Club records must be accessible and available to Rotarians in the club and at the request of the district. C. Documents must be maintained for a minimum of five years, or longer if required by local law. Reporting Misuse of Grant Funds The club must report any potential and real misuse or mismanagement of grant funds to the district. This reporting fosters an environment in the club that does not tolerate the misuse of grant funds. Authorization and Agreement This memorandum of understanding is an agreement between the club and the district and acknowledges that the club will undertake measures to ensure the proper implementation of grant activities and proper management of Foundation grant funds. By authorizing this document, the club agrees to comply with all of the conditions and requirements of the MOU. On behalf of the Rotary Club of, the undersigned agree to comply with all of the conditions and requirements of the MOU for Rotary year and will notify Rotary International District 7730 of any changes or revisions to club policies and procedures related to these requirements. Additional D7730 District Grant Qualification/Eligibility Requirements: 2. At least one club member from the club must attend the 2018 Grants Management Seminar. 3. Club President Elect must attend PETS 4. Clubs must meet the August 1, 2018 District Grant Application Submission deadline 5. All grants are dollar for dollar matches. 6. Grant amounts for each club are determined by the sum of the following: As shown in Table 1, 11% of what each club contributed to the Annual Fund during Rotary Year (the year that serves as the basis for District Designated Funds for Rotary Year ), and The amount determined by the per capita giving levels shown below to the Annual Fund during Rotary Year as of 6/30/18 $25-$49 $ 750 $50-$99 $1,000 $100-$199 $2,000 Over $200 $2, Clubs should attempt to submit District Grant Projects within the 6 Areas of Focus 2. The District will pay the grant amount to the Club when Final Reports are submitted and approved. (Hardship cases can appeal this requirement). 3. Final Reports and Projects are to be completed no later than March 31, Final Reports must include photos of the projects as well as active Rotarian involvement photos. 4. Clubs are encouraged to submit multiple District Grant Requests and should prioritize them in the on-line application. The District will evaluate multiple grant requests based on monies available and quality/merit of the grant request. However, all clubs will be eligible for a District Grant before second grants are considered for clubs. 5. All previous Grant Reports must be current. Clubs should add those who will be the signers of the grant. Check on your club s requirements as to how many signatures you will need. Log into the District Database (if you are higher than a level 4, make sure to use your club number when logging in.) Click on the Grants Tab Click on the Club Grants on the left side menu Change Org Year to the year you are applying for. 52

If another club is working on the grant, select them from the list on left and use the arrows to move them to the right. Contacts This is a list of the club members who will be working on preparing the grant and are responsible for collecting receipts, money, closure, etc. The person s name who started the process of the application will automatically appear on the right. To add others select them from the left column and move them over with the right arrows. Keep in mind, automated s will be sent out and if Contacts is selected as recipients all the individuals listed will receive the same . 54

56 DISTRICT ON LINE GRANT APPLICATION Once you click on save, two new tabs will now appear on the top of the page, Budget & Documents. Add your Income Items. Click on Add Income Source A pop-up box will appear Enter Description Once you put DDF Requested Amount or Requested DDF amount put the amount in and make sure you select the Funding Source. So in this case you will select DDF Requested. If your District requires our club to spend an amount equal to your request, enter that amount as additional income enter those items but for the Funding Source click on Other Club Funding Once you have your income added it will look something like this: 56

57 DISTRICT ON LINE GRANT APPLICATION Expenditures should be itemized and include any estimated expenses for the project. Click on Add Expense Enter your description and amount, click on Add Continue to add your estimated expenses until expenses equal income sources. So, your budget should look something like this If you have any letters of commitments, copies of quotes and other documentation, please upload them under the Document Tab. 58 DISTRICT ON LINE GRANT APPLICATION Click on the Documents Tab Add documents by clicking on the upload file or add a folder and then upload files in the folder. You can also use the existing folders Documents and Images if you wish. To have the best results for the Final Report, upload your receipts and images as jpg or png. You can also add pdfs, excel, and word documents. When you name files please do not put in any special characters or you could incur a problem with opening the file. Also note the Grant Application is saved as an html file as your work through the process. Browse your computer for the file and click on add. Do not use any type of special characters or punctuation in the naming of your documents. At this point, SAVE your grant. You can never save too often! 58

59 DISTRICT ON LINE GRANT APPLICATION Once you complete your budget and add documents you will see two additional tabs Activity Log and Signatures. You can click on Activity Log to see what has been completed and Signatures to see where you are in the signing process. Once your grant is approved you will see the Interim Report and the Final Report tabs. In most cases Districts do not require an Interim Report. Your District will advise you. The Final Report button will be used when you complete your project. Double check all your work before you collect the club signatures. You can always delete the grant at this point. SIGNING & SUBMITTING A GRANT The District designates how many signatures from each club are needed. In this example, we are going to use two signatures required. If other clubs are involved with your grant, you need two signatures from each club. The signers must be on the club signature list. Probably the President of your club will click on Admin on left menu bar and then Club Signatures. Select the individuals from the left column and move them over to the right column. Then click on save. 59

Two new buttons appear on the top right. Club: Sign Grant Application and Revert to Draft. Signer number one will now click on Club: Sign Grant Application. 60

61 DISTRICT ON LINE GRANT APPLICATION A new box pops up they will click on sign grant The second signer is now ready to sign the grant application. Click on the edit pencil in front of the grant Click on Club: Sign Grant Application on top right The signature box will pop up, they will see the first signer s name in the box. They now will click on Sign Grant The second signer will now click on the button Submit Grant for District Approval The status of the grant will now say Submitted Grant for District Approval The District will now review the grant. You can no longer make any edits to the application. However, you can add additional documents to the grant and add information to the expense tab. You can also revert back to draft if you need to start over. If the District requires more information, you will receive a note from the District Grant Chair. 61

62 DISTRICT ON LINE GRANT APPLICATION GRANT FINAL REPORT COMPLETING THE FINAL REPORT Some Districts require an Interim Report. If your District requires one follow the same procedure. Once you have completed the project you must complete an on-line Final Report Go to the District Database Click on the Grants Tab Click on Club Grants on left side menu Click on the edit button (pencil) of the grant you wish to complete. The grant status must say Approved Grant otherwise the Final Report will not appear First, click on the budget tab and make sure you replace the information with actual funds and expenses. You must itemize each receipt and copies of the receipts must be uploaded in the documents. 62

63 DISTRICT ON LINE GRANT APPLICATION Scan photos of the project and rotary involvement, all receipts and copies of any checks you may have disbursed and save them as jpg or png files and upload them to the Documents tab. Click on the Final Report Tab Some Districts will only use the Final Report Complete items 2, 4, 5 and 6. Items 1 and 3 are filled in automatically. You cannot leave any of this information blank. Your photos and receipts will automatically appear under the photo and receipt section if you saved them under documents as a jpg or png file. The Final Report must be completed by one of the two individuals in the club who prepared the grant request and can only be signed by the Club Signees. When you are finished with the Final Report, click on the Save Final Report to save your work. The two individuals designated as club signees will need to sign the Final Report After you save the final report the club signees are ready to sign it. The first Club Signer will click on the edit button, click on Final Report and click on Club Collect Final Signatures A new button, Club: Sign Final Report will appear on the top right. Signer will click on the box. 63
