Surveys on states-of-the-art and practice are being conducted under a framework of technology assessment and disaster culture, where "implementation strategy" is a key concept of their technical integration. On this basis, DRH-Asia comprises a set of implementation technologies (implementation oriented technology (IOT), process technology (PT), and transferable indigenous knowledge (TIK)) that will be based on Asian regional context and will be useful for disaster reduction practice. The DRH web system was opened on 14 December 2007, and DRH Contents are being compiled. 3 Progress Report on APEC Projects Status/Progress and Problems Current status of project: On schedule (Yes) Within budget (Yes/No) Objectives How do results of the project thus far (if any) compare with its expected results? Include your results thus far (if any) relative to quantitative measures you proposed in paragraph 1 (and 25) of the project design proposal. The DRH Contents proposals (forty) are being discussed on DRH Forum. Three of them finished discussion and now registered in the DRH Database. Other proposals will be treated in the same way as they finish discussion procedure. This situation is satisfactory in quality as well as quantitatively. Linkages, Methodology, Budget Describe any problems which have arisen and how they were resolved, including changes in schedule or revised dates, budget changes, changes in participation, or additions or deletions of activities. This is a self funded project. There are no problems about budget execution. Gender Considerations Provide a brief description of the impact of the project on women to date. Provide details to show how women have been consulted on the delivery of the project. What kind of sex-disaggregated data has been collected and used for the project? NA Progress since last report : DRH web system has taken its definite shape. The DRH concept has now been substantiated. 4 Disaster Reduction Hyperbase - Asian Application (DRH-Asia) MEXT-NIED Project on Special Coordination Fund, Japanese Government (Project period: July March 2009) 1. Purpose The major purpose of the project is to develop an information platform "Disaster Reduction Hyperbase - Asian Application (DRH-Asia)" to accommodate appropriate disaster reduction technology and knowledge in order to aid disaster reduction policy enhancements in Asian countries. Surveys on states-of-the-art and practice are conducted under a framework of technology assessment and disaster culture, where "implementation strategies" is a key concept of their technical integration. On this basis, DRH-Asia comprises a set of implementation technologies (implementation oriented technology (IOT), process technology (PT), and transferable indigenous knowledge (TIK)) that are based on Asian regional context and will be useful for disaster reduction practice. It is emphasized that the purpose of the project includes promoting wider international and interregional collaboration for realizing DRH-Global. 2. Policy Issues This project has the following important policy aspects in international collaboration for disaster reduction. (1) Implementation of HFA : The DRH-Asia Project is recognized as a substantial implementation of the Hyogo Framework for Action (HFA) adopted in the UN World Conference on Disaster Reduction (WCDR), Hyogo-Kobe, January It will be a major component of "Portfolios for Disaster Reduction", a common vehicle for sharing information proposed by the Japanese Government at WCDR. (2) Asian emphasis with a global perspective: The DRH-Asia Project will place emphasis on the Asian context as an area that Japanese contributions should be due oriented. But it will collaborate with partners who will make developments for other regions of the world. Under the coordination by UN/ISDR Secretariat and with a league of champions who endorse the significance of the activities, we will all together form an alliance of "DRH-Global." The DRH-Asia Project will contribute to promotion of the alliance. 3. A roadway from EqTAP to DRH Project (implication to APEC) Motivation to the DRH-Asia project plan goes back to the EqTAP project * which was conducted as a self-funded project carried out by the ISTWG (project No. 20.B.3.03). A series of discussion at ISTWG in the aftermath of the 1995 Kobe Earthquake Disaster led to this multilateral five year initiative (April March 2004) funded by the Japanese Government (Special Coordination Funds for Promoting Science and Technology). The objectives of the EqTAP project were: (i) Developing individual disaster reduction technologies reflecting Asia-Pacific regional characteristics in collaboration with counterpart researchers, and (ii) Integrating individual research outputs through risk-management framework to clarify their implementation strategy and stakeholder involvements. "Implementation Strategy" was the key principle in the course of the EqTAP project. *EqTAP stands for "Development of Earthquake and Tsunami Disaster Mitigation Technologies and Their Integration for the Asia-Pacific Region."

5 The EqTAP project was completed with major outputs: 1) EqTAP Case Studies, 2) EqTAP Website (Digital City / Tool Box), and 3) EqTAP Risk Management Framework (accessible at On this basis, the APEC-EqTAP Seminar was proposed by Japan as an urgent OA funded project The proposal was accepted and the Seminar was held in Jakarta, Indonesia on September 2005 under cooperation of Ministry of Education, Culture, Sports, Science and Technology (MEXT), Japanese Government, National Research Institute for Earth Science and Disaster Prevention (NIED), Japan, and the Ministry of Research and Technology (RISTEK), Government of Indonesia as well as with those APEC economies under the threat of earthquake and tsunami risk. The spirit of EqTAP Project, "implementation strategy in R&D for disaster reduction" was proposed to the world at the Panel Cluster 3 "knowledge, innovation and education" at the WCDR. From discussion at the conference, the concept of DRH evolved. This motivated Japanese Government fund the on-going multilateral project DRH-Asia. 4. Organizational Framework The project is funded by the Japanese Government under the framework of MEXT Special Coordination Fund for Promotion of Science and Technology. There was DRH Project Phase I (project period: April 2005-March 2006), and the currently on-going project DRH-Asia is its Phase II (project period: July 2006-March 2009). Contents of DRH-Asia The contents to be compiled in DRH-Asia are Implementation Technology that consists of: +Implementation oriented technology (IOT): Products from modern research and development that are practiced under clear implementation strategies +Process technology (PT): Know-how for implementation and practice, capacity building and social development for knowledge ownership +Transferable indigenous knowledge (TIK): Traditional art of disaster reduction that is indigenous to specific region (s) but having potential to be applied to other regions and having time-tested reliability Besides generic features, specific criteria for each of the three components implementation technology are defined as follows. Criteria for Implementation Oriented Technology (IOT) Technically or scientifically acceptable Problem identification and methodology development practiced in direct communication with stakeholders and end-users to create incentive for their participation and ownership Regional characteristics properly incorporated in terms of local context including available materials, cost, and workmanship Most advanced research methodologies mobilized to generate high-quality products and meet the actual demands of the region Criteria for Process Technology (PT) With emphasis on practical use of research A tested methodology with social, cultural, economic, ecological, and technical feasibilities, developed through an implementation / testing process ensuring results in disaster reduction Demonstrated stakeholders participation and enhanced ownership of the process of results and lessons Amenable / adaptable to local context, and with institutionalization potential In-depth knowledge and insight gained through experience with disasters and mitigation Criteria for Transferable Indigenous Knowledge (TIK)

7 Originated within communities, based on local needs, and specific to culture and context (environment and economy) Provides core knowledge with flexibility for local adaptation for implementation Uses local knowledge and skills, and materials based on local ecology Has been proven to be time tested and useful in disasters Is applied or applicable in other communities or generations The DRH-Asia website, the vehicle for DRH contents, consists of three major elements: DRH Database, DRH Forum, and DRH Links. They are featured in the following manner. Proposed DRH Attributes: Open and Interactive access and participation Access to tested implementation technology database, such as implementation oriented technology, process technology, transferable indigenous knowledge (DRH Database) Forum for facilitating collation, testing and dissemination of mitigation models (DRH Forum) Link with relevant initiatives (DRH Links) The first version of the DRH web-site was opened on 14 December Progress (2007FY) Progress in the DRH-Asia project in the Japanese 2007FY (April 2007-March 2008): (1) DRH Template was fixed (ver.6) (2) DRH Criteria were finalized (3) Proceedings of the DRH Contents Meeting was published (4) DRH Links were developed (5) DRH-Asia ver.1 was opened (6) DRH contents development made significant progress (7) Publicity and dissemination were practiced (8) DRH Consortium was endorsed by DRH members Beijing Resolution 2008: Proposed frame to make DRH more LIVELY and USEFUL are: (1) Strategy: + Contribution to Asian disaster reduction database initiative + Actions and development to reduce (close) gaps between knowledge and field + Value adding to DRH to realize the strategy (2) Value-added DRH development: + Monitoring and practice by field practitioners on DRH contents: co-works by stakeholders and DRH providers (pilot activities and case studies) + Feed-back to system enhancement development + Development of 2nd generation DRH: a software platform based on "spatial-temporal database* " (resource available) that enables the DRH information be handled with regional clarities and with flexible interface managements + New generation promotion through linkage with field-based academic community On this basis, the "Beijing Resolution 2008" was adopted in the Second DRH-Asia Annual Workshop, Beijing, February *Resolution of the 2nd Annual Workshop on Disaster Reduction Hyperbase - Asian Application (DRH- Asia) (Beijing Resolution 2008) The participants of the 2nd Annual Workshop on DRH-Asia, based on presentations, reports and discussion in plenary sessions as well as group discussions, adopted the following Resolutions: Website Needs to be attractive, easy to understand, and user friendly Expert help is required to make the website user friendly through meeting and discussion Expert group meeting is required along with facilitator meeting to make website user friendly Contents Needs to be enriched with wider application to other areas, not restricted to Asia Process technology part needs to be emphasized and needs more clarity Some guidance for writing DRH Template Management and Future

8 Country level DRH should be emphasized with local context specific Specific language focus, following the same criteria One or more national focal point(s) to reach out the maximum end users Link to other existing country networks for promotion, contents development and use of DRH database DRH Consortium Establish DRH consortium for the promotion and sustainability of future activities of DRH DRH charter is formulated and approved, and will remain valid till March Progress and perspective (2008FY) DRH-Asia project in the Japanese 2008FY (April 2008-March 2009) is spending its final funded year. The progress during the first five months (April - Augus,t 2008): (1) Enhancement of DRH-Asia website progressing (May. 1: ver.1.1 / September 1: ver.2) (2) Facilitation discussion on proposed DRH Contents began using the DRH Forum (3) DRH Template ver.7.1 was finalized and incorporated in the DRH web system. (4) DRH Project page was renewed to be more systematic and accountable.
