2 APSCO Founded in Beijing on 16 th December 2008 The Convention of the Asia-Pacifi Space Cooperation Organization is registered to the United Nations. Inter-Governmental Organization, an independent non-profit agency.

3 History Initialization stage of APSCO In 1992, the first Asia-Pacific Workshop on Multilateral Cooperation in Space Technology and Applications (AP- MCSTA) was held in Beijing. China, Pakistan and Thailand suggested that this workshop should become institutionalized.

4 History The establishment of Secretariat of AP-MCSTA In 2001, the Secretariat of AP-MCSTA was formally established in Beijing according to the recommendations of the Sixth Conference of AP- MCSTA. The mandate of the Secretariat was to facilitate programs of multilateral space cooperation in the Asia-Pacific Region and to promote the institutionalization of AP-MCSTA

5 History Signing of APSCO Convention In 2005,the Signing Ceremony of the Convention of APSCO was held at the Great Hall of the People in Beijing. Representatives from eight Governments signed the Convention, namely Bangladesh, China, Indonesia, Iran, Mongolia, Pakistan, Peru and Thailand.

6 History The government representative of Turkey signed the Convention in Turkey became the ninth Signatory Country of APSCO Convention.

7 History On 16 December 2008,the Inauguration Ceremony of APSCO was held in Beijing; From 17 to 18 December 2008,the accredited ministers/ministerial representatives from the nine Member States and Signatory States of APSCO attended the first meeting of the Coucil of APSCO.

8 Objectives To promote and strengthen the development of collaborative space programs among its Member States; To provide assistance to Member States on space technological research and development, applications and training; To promote cooperation, joint development, and to share achievements among the Member States in space technology and its applications, as well as in space science research; To enhance cooperation among relevant enterprises and institutions of the Member States and to promote the industrialization of space technology and its applications; To contribute to the peaceful uses of outer space in the international cooperative activities in space technology and its applications.

9 Members The Organization is open to all Members of the United Nations in the Asia-Pacific Region; The Member States have full voting rights; A UN member state outside the Asia-Pacific Region may apply for the status of Associate Member. The Associate Member does not have any voting right in the Council meetings, but the Council can decide, by consensus, about its terms and conditions of atteding APSCO's activities; Any UN member state or any international organization involved in space activities may be granted the Observership with the unanimous approval of the Council. The Observer does not have the right to vote in the Council meetings.

10 Members Currently there are nine signatory States; Eight Member States:Bangladesh, China, Iran, Mongolia, Pakistan, Peru, Thailand, Turkey; Indonesia is still in the domestic process of approving the Convention.

11 Organization The Council is the decision-making body of APSCO; The Secretariat is the executive organ, consisting of 4 departments Council Secretariat Dept.of External Relations and Legal Affairs Dept. of Strategic Planning and Program Management Dept. of Education/ Training and Database Management Dept. of Administration and Finance

12 Functional Bodies:the Council of APSCO The Council consists of ministers or ministerial representatives of the national space agencies of the Member States of the Organization. Each Member State shall nominate one minister or ministerial representative for representation at the Council; The Council shall elect a Chairman and two Vice-Chairmen whose term of office shall be two years The first Chairman of APSCO Council: Thaneerat Siriphachana (Thailand) Present Chairman of APSCO Coucil: Khondaker Asaduzaman (Bangladesh) Designated Chairman of APSCO Coucil: Chen Qiufa (China)

14 Functional Bodies:Secretariat The Secretariat consists of the Secretary-General and Secretariat staff members; The Secretary-General will be chief executive officer of APSCO and its legal representative. He/She will have full authority to run the APSCO Secretariat; At present 8 international official,12 local staffs. 15 International Communication APSCO was granted the Permanent Observership to the UN-COPUOS on 12 June 2009.

16 International Communication Permanent Observer to Group on Earth Observations (GEO); Close relations to United Nations Office for Outer Space Affairs (UNOOSA), UN-ESCAP, UN-SPIDER; Maintaining contacts with ROSCOSMOS, NASA, ESA, JAXA, etc.

17 Projects and activities Basic activities and optional activities; Basic activities (All Member States participate in these activities) 1. Establishing plans for space activities and development; 2. Carrying out fundamental research concerning space technology and its applications; 3. Promoting the applications of matured space technology; 4. Conducting educational and training activities on space science and technology and their applications; 5. Managing branch offices and the relevant facilities; 6. Undertaking other activities to achieve the Objectives.

18 Projects and activities Optional activities APSCO recommend and organize suitable space science, technology and their applications programs for joint implementation by its Member States, which voluntarily choose to participate in such programs; Such programs shall be carried out following the principle of return on investment. The return from an optional activity shall be obtained in proportion to their investment by the Member States participating in it.

Research on Atmospheric Effects: Ka-band Rain Attenuation Modeling and Lonospheric Modeling through Study of Radio Wave Propagation and Solar Activity Project (implementing ); 5. Navigation Project and the application of satellite navigation system (implementing); 6. Communications Satellite Application Project (feasibility study ongoing); 7. Small Student Satellite Project (feasibility study ongoing); 8. Establishment of APSCO Education and training center (implementing).

23 Projects and activities Activities to-go 1. Space Development Plan; 2. Education and Training Plan; 3. Feasibility study on Asia-pacific Space Law Research Center.

24 Cooperation with China The 7 singatory countries to the APSCO Convention received the Station of Feng Yun Satellite Data Broadcasting System, offered by China.

25 Cooperation with China Small Muti-Mission Satellite(SMMS) China launched an environmental & disaster-relief satellite in 2008 for APSCO.

26 Cooperation with China Ground Station for Thailand In 2009, under the APSCO framework, China Center for Resources Satellite Data and Application signed an agreement with the Thai Government, to build SMMS Ground Receiving Station in Bankok.

27 Cooperation with China The Asia-Pacific trip of BeiDou In Sep 2012, under the framework of APSCO, China went to Pakistan to carry out the demostration of Bei Dou Satellite Navigation System appication and experiencing activities. It was the first for China to carry out such activities for overseas clients.
