King County Housing Authority (KCHA), an independent municipal organization, is a high performing nationally recognized leader in affordable housing. We are currently recruiting for a talented and experienced Weatherization Auditor Inspector to fill a Long Term Temporary position located at our central office in Tukwila, WA. The first review of applications is scheduled to conclude on Wednesday, May 11. It is in an applicant's best interest to apply as soon as possible. KCHA administers the Low-Income Weatherization Assistance Program (LIWAP) in King County outside of Seattle. This program receives funding from the State Department of Commerce and Puget Sound Energy. The individual selected for this role will support this program and will perform technical work in energy auditing and construction management for energy conservation projects in multifamily properties. Potential projects in the future may include single family, mobile home, and multifamily properties as well, which may be owned by private individuals, or non-profit organizations. Properties that receive assistance must house income eligible residents. Energy audits will be conducted in compliance with procedures and processes of the LIWAP to determine energy conservation opportunities. This role will be responsible for evaluating the cost-effectiveness of identified opportunities and will develop scopes of work. Other work will include: Preparing contracts or work orders for contractors to implement work scopes Overseeing work, and conducting inspections Serving as a technical liaison between the contractor, the owner/landlord and the Authority. May be responsible for the preparation of contract documents and the procurement of contracted services.

2 Page 2 of 5 This person will represent the Authority on a daily basis in making decisions to troubleshoot issues and unforeseen construction complications on site. ESSENTIAL FUNCTIONS: This section serves to illustrate the more typical aspects of the work indicative of the classification. The primary functions of the classification are not to be considered a detailed description of every duty of each position allocated to the classification. The responsibilities and essential duties typically performed by positions allocated to this classification on a frequent and recurring basis include: 1. Conducts energy audits of multifamily buildings that are less than three stories, and include both properties with in-unit heat and hot water, as well as those with central systems. Energy audits include a comprehensive inspection of the property for structural integrity, health and safety issues, HVAC, plumbing and electrical systems and/or the presence of lead, asbestos and mold. 2. Develops scopes of work based on the energy audit and in compliance with the Guidelines for Home Energy Professionals Standard Work Specifications (SWS) and the Washington State Weatherization Field Guide. Understands and utilizes utility consumption data and as-built plans, drawings and computer based energy modeling software. 3. Develops and issues work orders based on unit price contracts, or develops bid documents and oversees the procurement of specialty contractors. Prepares advertisements and invitations to bid, conducts pre-bid walk through and bid openings,and develops contract documents. 4. Works with contractor field representatives to ensure that work performed is in compliance with the construction documents and the SWS, and is accurate and of specified quality. 5. Conducts in-progress and final inspections. Identifies deficiencies and works with contractors to take corrective action when appropriate. 6. Approves contractor invoices based on final inspection of work. 7. May conduct pre-bid meetings, pre-construction meetings, site based progress meetings, and project close-out meetings. 8. May prepare documents and manage Request for Proposal (RFP) processes. ACCOUNTABILITIES AND DISTINGUISHING FEATURES OF THE CLASSIFICATION This position will work under the general supervision of a construction project manager or a department director. May work independently on several projects with periodic oversight, or may assist more senior staff on construction, remodeling or repair projects. Supervisor reviews work for accuracy. Higher costs, poor quality of finished products and excessive time extensions may result if work is not performed properly. QUALIFICATIONS AND COMPETENCIES: The qualifications and competencies required to perform the duties and responsibilities of this classification are: Work requires the ability to: Demonstrate understanding of energy issues and the audit techniques necessary to identify cost effective energy conservation work in multifamily properties; Assess electric base load (water heaters, refrigerators, light bulbs, lighting fixtures, and space heaters), air leakage, mechanical ventilation, indoor air quality, energy-related health & safety measures, and applicable weatherization-related repairs; Utilize diagnostic equipment such as a blower door, pressure pan, moisture meter, and infrared thermography to measure existing conditions;

3 Page 3 of 5 Demonstrate knowledge and ability to operate the relevant diagnostic equipment to test both pre- and post-weatherization building conditions and to interpret the results both as they relate to developing work scopes and to inspection of completed work; Accurately read, understand, and interpret construction plans; accurately observe the status of work in the field and determine if contracts and specifications are being followed; Organize work, set priorities and exercise sound professional judgment; Exercise tact and diplomacy when conducting on-site inspections is required. Work will require: Experience working in federal, state, or utility-funded weatherization assistance programs that target low-income residents is preferred, as is experience with the Targeted Residential Energy Analysis Tools (TREAT) software, or an equivalent. Experience with proper construction inspection techniques; construction scheduling and the kinds of conditions which may cause delays in construction; Effective methods of communication and interpersonal relations; Certification as a Building Performance Institute (BPI) Building Analyst for either single family or multifamily building is preferred. If not certified at the time of hire, the incumbent will be required to obtain the Certification within 90 days. A typical way to obtain the qualifications and competencies is: Associate's degree with three to five years experience in one or more of the following: home performance analysis/contracting; energy conservation auditing/contracting; residential construction, construction management, contracting, and remodeling, or an equivalent combination of education and experience. Valid Washington State Driver License and acceptable driving record at time of appointment and throughout employment are required in this position. Ideal qualifications include: Additional training and certifications in hazardous material assessments such as lead risk and asbestos, combustion safety, and Department of Energy Quality Control Inspector. WORK ENVIRONMENT: Incumbent(s) must be able to meet the physical requirements of the classification and have mobility, balance, coordination, vision, hearing and dexterity levels appropriate to the functions performed. Work is performed primarily outdoors in a variety of weather conditions and is likely to encounter unsanitary and/or unsafe conditions at the construction site. Safety equipment such as a hard hat, respirator, safety vest, and goggles, are worn. Often crawls into and out of confined spaces such as attics and crawlspaces. Frequently uses a ladder to access construction areas off of the ground. Drives a vehicle to and from work sites in a variety of weather conditions.
