3 Foreword The Board and staff of Sydney Community Foundation (SCF) and its Sydney Womens Fund (SWF), together with our lead implementing partner organisation, Liverpool Neighbourhood Connections, is delighted to share with you our first place-based philanthropy project update for Liverpool, in South Western Sydney. Sydney Community Foundation uses an evidence-based approach when working in communities. We utilise our expertise in placebased philanthropy and social investment. Through this model of collective impact, we bring philanthropists together with corporates, local business, government, service providers, local community leaders and community members to effect real and long-term change from within communities. Our aim is to build the capacity of our community partners to develop education, employment and community building opportunities for citizens, through outreach learning programs, business and social enterprise incubation, small grants for micro businesses, volunteering and part-time employment and mentoring. In Liverpool and Warwick Farm, the progress to date has been made possible by our generous funding partners. In less than 18 months, we have attracted support from Vincent Fairfax Family Foundation, NSW Department of Family and Community Services (FaCS), Adobe, Ebay, CBA - Women in Focus, Barclays, The McLean Foundation, Portland House, Weir-Anderson Foundation, Sherry Hogan Foundation, Barbara Alice Trust, Abel Dunn Foundation, Ian Potter Foundation, First Seeds, Indigo Express and Kids in Philanthropy (KIP) and many other individual donors. Our funding partners are also engaged in community capacity building by providing employment, mentoring, and contributing to the program s governance. The place-based philanthropy project in Liverpool and Warwick Farm, continues to evolve and strengthen and already we are seeing early indications of success through employment, education and new enterprise development. We have come a long way since the first $5,000 grant to Peppers Place Café, but there is still a long way to go. 4 Place-based philanthropy Program update South Western Sydney LIVERPOOL In 2012, a Sydney Women s Fund grant round arising from The Portrait 1 research connected Sydney Community Foundation to the outstanding leadership of Christine Lutterall and Pat Hall at Liverpool Neighbourhood Connections and their many collaborators who were working to create opportunities for women and children in Warwick Farm. Warwick Farm is a small community in the Liverpool area with approximately 4,000 residents. The community, despite the resilience of its women, faces generational unemployment, drugs and crime, homelessness and food insecurity. A $5,000 grant from Sydney Women s Fund employed part-time staff in a new social enterprise café, Peppers Place at the Warwick Farm neighbourhood centre. This small project was the beginning of many conversations with the community. The Sydney Community Foundation Board to resolved to invest further in the remarkable work of the women leaders in Warwick Farm, and in their vision for change in their community. In 2013, Sydney Community Foundation (SCF) through its Sydney Women s Fund significantly scaled-up its place-based philanthropy program in Warwick Farm. Evidence from further research conducted in April 2013 by Sydney Community Foundation 2, clearly showed the lack of philanthropic investment in South Western Sydney. One response to this was the $500,000 Challenge Grant from NSW Department of Family and Community Services to extend the place-based model of philanthropy in Warwick Farm and into two other locations, Fairfield and Campbelltown. 5 My vision for Warwick Farm is to have a diverse united community proud of its achievements. - Pat Hall, Operations Manager Liverpool Neighbourhood Connections The program in Warwick Farm aims to build the capacity of the community through a collective impact approach. In partnership with Liverpool Neighbourhood Connections, a future s workshop was conducted where members of the Warwick Farm community, with Liverpool Council, NSW Police, NSW Health, community organisations, NSW Government and philanthropists came together to map a collective vision for the community s future. Sydney Community Foundation worked with Liverpool Neighbourhood Connections and the Warwick Farm community to develop and fund eight projects initially focused on employment and education. The project is anchored by the participation of more than 150 women through the Doorways to the Future TAFE Outreach program, giving women opportunities to access education and employment that would otherwise be unavailable to them. Building on the programs already underway, and with the help of more than 20 private and corporate donors and supporters, Sydney Community Foundation has invested more than $330,000 in new project funding. This is in addition to the operational funding provided by the $500,000 Challenge Grant that has been matched by key philanthropic and corporate investors. We hope to more than double this over the next three years. The long-term commitment of Sydney Community Foundation to support community initiatives, which change lives has inspired multiple donors to invest in this grass roots work. PAGE 5

What I enjoy the most is that it is only girls, we can have fun, talk about anything and not have to worry about boys or anything. I am glad this group was developed and that all of us have the opportunity to come. - Project participant Strive Strive supports young women and girls in Warwick Farm to stay in school, remain engaged in education, develop a new vision for their own futures and make positive life choices. 7 Strive Engagement, education, connection & positive life choices for young women & girls KEY BENEFITS Strive is a girl space project supporting young women and girls aged 12 to 16 years. Participants enter the program in Year 6 and are consistently supported as they transition into Year 7 and onto Year 10. Its success is driven by the following components: Identification of participants through local schools, police youth liaison and existing programs at Liverpool Neighbourhood Connections; Engaging participants in consistent, preventative, early intervention programs that support key transition points from primary to high school, to pathways to further education and employment; Providing knowledge, social and life-skills to make better life choices about their bodies, health, safety and well-being; Providing foundational knowledge, skills in literacy, numeracy, and financial literacy; Removing barriers preventing access to help and support from police and local services Encouraging parents, family and community to become more confident in supporting their girls and young women; and Providing opportunities for leadership and mentoring. PROJECT UPDATE Strive is being delivered through a number of integrated projects through Liverpool Neighbourhood Connections including the Shazaam Workshop for girls in Year 6; Girl Space for participants in Years 6 to 10; Links to Learning for 50 participants in Years 9 and above; and School to Work and Further Education which provides skills development and targeted work placement opportunities. Two part-time Strive workers are now in place to accommodate different age groups. Anecdotal evidence is emerging that the Year 6 program is helping participants transition to Year 7 with more confidence and less fear. There is clear evidence emerging that the program helps prevent school suspension and involvement in crime. An emphasis on anger management, conflict resolution and mediation in the program is helping participants gain a longer-term perspective on the consequences of their actions. { $30,000 TWO STRIVE WORKERS EMPLOYED 75 PARTICIPANTS ACROSS FIVE PROGRAM AREAS 100% SCHOOL RETENTION IN ITS FIRST YEAR WHAT NEXT? There is a strong partnership with Warwick Farm Primary School however the partnership with Liverpool Girls High School needs developing in order to gather data on attendance and engagement. Based on the learning to date, Girl Space needs to be split into three sessions per week (Year 6, Year 7 and Years 8-10) to run effectively. Currently there are only two sessions per week. This will require additional funding for wages. Additional funding is also required for the 2nd half of 2014 to document the Strive model and includes time for internal resources, studying best practice programs and a qualified resource to document and develop the model. BACKGROUND Since 2011, Sydney Community Foundation through its Sydney Women s Fund (SWF) and Liverpool Neighbourhood Connections (LNC) have been working together to break the cycle of disadvantage, unemployment and lack of opportunity in Warwick Farm in South Western Sydney s. Together they are pioneering a place-based philanthropic model that acknowledges the need for the private, public and non-profit sectors to join forces with the community to effect lasting change. Girls and young women in low socio-economic communities like Miller face challenges like family poverty, intergenerational welfare dependency and limited local work opportunities. Strive works with girls and young women in the community who are at risk of dropping out of school early, limiting their future opportunities. By providing consistent, wrap around support in both education and selfesteem development, young women and girls will be able to stay on the education continuum and be empowered to make informed and positive life choices and access real opportunities for a better future. Strive measures outcomes in three main areas: school retention, positive engagement in the community and eventually employment and further study rates. We are seeing positive early signs that the girls are on track to stay engaged in education and have raised aspirations for their future. PAGE 7
8 Doorways to the Future provides stepping stones to further education and employment in a safe, community space. Access to training and qualifications is facilitated by TAFE Outreach, and delivered by teachers who are trained to work with students who have complex needs including mental health issues, and are often from non-english speaking backgrounds. 9 Doorways to the Future Education & employment pathways KEY BENEFITS Doorways to the Future is central to the Warwick Farm community building and transformation project. Its success is driven by: Teachers who can relate to people from a disadvantaged, diverse community; Additional support provided to students who have complex needs; Courses and curriculum are community needs based; Volunteer experience that earns course credits and prepares students with the skills and work ethos required for paid employment; and Tangible work outcomes for participants. PROJECT UPDATE 19 students completed the Doorways program in Semester 2, Participants have progressed from lower-level TAFE courses to Certificate IV and University level courses. Project funding provided a mental health support worker for the class, which has been critical to the success of Doorways. 13 women participated in the practical work experience at Pepper s Place Cafe. Participants also completed Certificate II and III in retail and six women have found employment. Three are employed by LNC Enterprises and three have external employment, one with our partner CBA. WHAT NEXT? Doorways to the Future, through TAFE Outreach has been confirmed for another sixmonths. Additional funding is required for a mental health outreach worker and for the program to continue beyond June BACKGROUND Doorways to the Future was developed by TAFE Outreach in partnership with Liverpool Neighbourhood Connections and has been running for 5 years. Participants have historically been unable to access mainstream TAFE or other education-training and therefore continue to experience long term and even generational unemployment. Women in Warwick Farm face barriers including lack of schooling, complex issues around long term unemployment, disability, English language skills, mental illness and other challenging life situations. Typically the women are experiencing social and/or economic exclusion and require mental health and emotional support. Major changes to TAFE programs and funding are affecting Doorways to the Future. 11 Pepper s Place Cafe Social enterprise KEY BENEFITS Pepper s Place provides Warwick Farm with a much needed venue for social interaction in a community where there are few safe public spaces. It is also the only food outlet in the community serving healthy, affordable café style food. It is a critical service to residents serving over 300 customers a week. As a further service, computers with internet access are available for use by residents providing valuable access to technology, for homework, writing resumes and job applications, and digital connectedness. Pepper s place provides: Employment with related benefits such as increased economic inclusion and self sufficiency; Employment pathways via work experience opportunities; Safe community space for social interaction; Improved mental health for employees and customers; Reduced social exclusion and isolation for employees and customers; and Healthy affordable meals for the community. PROJECT UPDATE TAFE Outreach and Liverpool Neighbourhood Connections (LNC) have partnered to provide a number of courses to local residents which have provided opportunities for education and pathways to employment, often for the first time. Courses have been run in areas such as food handling and retail. Barista training has been completed and some of these students will be employed by Pepper s Coffee Cart. 13 students have been able to access hands on work experience at Pepper s Place and a number of students have become employees of the Café. The Café is currently providing employment to five women who have completed TAFE courses and work experience to another two. BACKGROUND In 2007 food insecurity and community fear about public safety led to a community driven mapping project and action plan, of which Liverpool Neighbourhood Connections was an integral part. Warwick Farm was represented by typical indicators of disadvantage; high unemployment, low incomes, high rates of single parent families, high rates of housing rented, and a significant proportion of families did not own a vehicle. The mapping project was an extremely positive and empowering exercise for the community. 12 The Beauty & Health Careers Business Incubator enabled pathways to employment for three women from Warwick Farm by providing scholarships for health and beauty courses. PAGE 12
13 Beauty & Health Careers Business incubator KEY BENEFITS Employment related benefits such as increased economic inclusion and self sufficiency, greater confidence and higher self esteem; Employment pathways via education and training; Benefits to the community of health and wellbeing services; Development of female role models from the local community in the areas of education, training and employment; and A dedicated affordable space to provide beauty and health services. PROJECT UPDATE Scholarship recipients completed either Certificate III in Beauty at TAFE or Certificate II at a private nail college. A dedicated beauty treatment room has been outfitted to provide a space to be used by scholarship winners for work experience and to operate their own micro-businesses. The Violet Room provides affordable and much needed services to the community. Remedial massage will also be offered by a previous Doorways program participant. WHAT NEXT? In March, graduates will receive a start-up grant and Business coaching through the Micro-business incubator; An outreach program will commence, providing beauty services to isolated members of the community; and Development of a health and beauty social enterprise operating from the Violet Room. 14 Fashion Enterprise at Miller Technology High School engaged young women aged in an interactive six-month program of practical learning in the fashion, health and beauty industries. Previously at risk of dropping out, the students were exposed to unique experiences, career pathways and female role models. PAGE 14
15 Miller Technology High Fashion enterprise KEY BENEFITS Fashion enterprise Miller was a pilot project which offered opportunities to at-risk young women at Miller Technology High School. The project; Engages young women aged who are not actively participating in learning by offering curriculum areas of interest; Reduces the risk of dropping out of school and provides education and employment pathways; and Builds self-esteem, mental and emotional well-being and provides tools for success. PROJECT UPDATE The students met and learned from leading Australian fashion designers, modelling specialists, and business owners such as June Dally-Watkins, Kate Sutton of UberKate and Andie Halas of Seafolly. The difference in the girls over such a short period was immediately obvious and remarkable. In their end of program fashion parade where they modelled and presented they were happy, confident and radiant. Eight of the ten girls that were selected for the project by Miller High School s Principal successfully completed the six-month course. Already two of the students from the program have enrolled in further study around fashion and beauty. A year 12 graduate has enrolled in Arts Design at University and is putting together a modelling portfolio, another has enrolled in a beauty course at TAFE. One of the students who is now in year 12, is starting her own jewellery making business and will participate in the Business Incubator offered at LNC and Kate Sutton of UberKate has generously agreed to mentor her. Another will participate in the video training program at LNC. WHAT NEXT? Funding has been confirmed for a 2nd year through the Abel Dunn Foundation. The pilot program is being reviewed and adjusted based on the outcomes achieved in 2013 and will run again in Semester 2 of BACKGROUND Girls and young women in low socio-economic communities like Miller face challenges like family poverty, intergenerational welfare dependency and limited local work opportunities. 16 Projects launching in 2014 Farida Yesmin Business Incubator participant Nail Technician Yasmin Osman Business Incubator participant YAZII Jewellery WOMEN S BUSINESS MOBILE MICRO BUSINESS INCUBATOR Women s Business will support financially excluded and marginilised women to develop their own micro-business in Warwick Farm and Heckenberg. The project, now fully funded will provide participants access to professional advice, ongoing business support, and start-up finance. We are excited to announce that Ebay is our funding partner. This funding will employ a dedicated Manager to operate Women s Business. The role will work primarily as a business facilitator for those women starting their own businesses. It will also address specific local barriers such as transport and access to technology. Sydney Community Foundation s expert staff member is drawing on her knowledge and experience in social enterprise development and work with business incubators elsewhere in Australia and Internationally. Liverpool Neighbourhood Connections has identified nine women who have participated in other projects such as Doorways that will benefit from Women s Business. PAGE 16
17 Projects launching in 2014 WARWICK FARM PUBLIC SCHOOL TECHNOLOGY LIBRARY In addition to funding an Inspire Day excursion for 55 students in Year 5 & 6 late in the year, Adobe have also funded a technology library for the Kindergarden children of Warwick Farm Public School. The Principal of the school was concerned at children falling behind their peers in better socio-economic circumstances due to a lack of access to technology at home. With the intention of educating children as early as possible, each child in Kindergarden will be able to take a technology device home from school each night. The library will hold a variety of devices all offering educational programs which it is anticipated will assist the children in confidence, comfort around technology and academic results. PEPPER S COFFEE CART SOCIAL ENTERPRISE Pepper s Place coffee cart has been successfully funded and two women that completed the Doorways to the Future program are currently gaining work experience at Pepper s Place Cafe and within a month will be employed and operating the cart. The cart currently services Liverpool Neighbourhood Connection centres and caters for their 65 groups of 22,000 people annually. Stage Two requires additional funding for a generator that will deliver a truly mobile coffee cart, able to service the wider community. PAGE 17
