7 This report summarizes activities under U.S. Agency for International Development (USAID) Contract Number 497-M for the period January March, Executive Summary The major events of the January March 2007 quarter included final selection of Cohort 2 districts in Aceh, signing MOUs with nearly all Cohort 2 districts, preparation for Cohort School Development Planning (RPS), the beginning of training and technical assistance to districts to produce Capacity Development/ Plans (RPK), drafting reporting on results District Education Finance Analysis (DEFA) in Cohort 1 districts, due diligence on ICT grants applications, and progress in forming Private-Public Alliances (PPA) to support replication and expansion of DBE1 activities. Phase 2 District Selection Cohort 2 district selection was completed with the addition of three new districts in Aceh and expansion of the program in Aceh Besar. MOUs with district heads were signed in all districts outside of Aceh. District Coordinators were hired in several new districts, and District Facilitators to assist in implementing DBE1 program were appointed by district authorities. District Planning and Management During January district teams for the preparation of Capacity Development Plan for District Education Office (Rencana Pengembangan Kapasitas (RPK) Dinas Pendidikan) were established. Training began in 13 districts in the quarter. To help the teams perform their tasks effectively, DBE1 provided three days of training. The manual for strategic planning for the education sector was updated during the reporting period. To ensure that the DBE methodology and approach conform to the Ministry of Home Affairs (MoHA) s guidelines, Directorate of Regional Development Planning of Directorate General of Guiding Regional Development (Ditjen Bina Bangda) have agreed to establish a joint working group for manual review. Consultations with Directorate of Technical and Vocational Education of MoNE continued during the reporting period. A one-day workshop was organized in Bogor on February 8, bringing together members of the Directorate s ICT Team and DBE1 advisors, to investigate the feasibility of enriching the School Mapping 2005 application on the basis of DBE1 data analysis needs. The ICT Team concluded that this was possible but that first agreement had to be reached between Directorate of PSMK and DBE1 management before any design work could commence. 8 School Development Plans (RPS) Three RPS related programs are in progress or will begin in the next quarter: Training of Trainers (TOT) and school/cluster level training for Cohort 2, TOT and training for updating Cohort 1 RPS, and replication of RPS in non-target schools funded by district governments. The first of two rounds of TOT for Cohort 2 was carried out in four provinces during the quarter. Training at the cluster level followed by technical assistance at each school began in South Sulawesi. In all cases RPS training for Cohort 2 was proceeded by comparative study visits to Cohort 1 reference schools (Sekolah Acuan). In most provinces the study visit was conducted jointly by DBE 1 and 2. Prior to the study visit DBE 12 presented an overview of the DBE program while DBE2 conducted initial training on active learning. DBE1 completed second edition of the RPS manual (Edition 2007). The Deputy of the Coordinating Ministry for Social Welfare (MenkoKesra) wrote a preface to the manual. A new manual for training junior secondary schools was drafted during the quarter by a team comprised of DBE1 and MONE, MORA and MenkoKesra officials. Support and coordination with the counterparts was excellent. The manual will be pilot tested in the next quarter. School Committee Training DBE1 undertook various activities including Training of trainers (TOT) for school committee trainers, training of committees at the school level, leadership training for school principals, and preparation for training and technical assistance for district stakeholders to promote better governance of education. The school committee training package consists of a set of compulsory modules and elective modules. Training focused on the first module in the training package which entails a self assessment of training needs (Mawas Diri). As a result of the self assessment committees can plan which of the modules they wish to focus on in the future. DBE1 continued developing its capacity building program for district stakeholders to promote better education governance. Key stakeholders have been identified as members of the district legislature (DPRD), District Education Board (Dewan Pendidikan), and media and NGO representatives. Program preparation included extensive discussions and coordination with LGSP. Education Finance District Education Finance Analysis (DEFA) was completed in one further district. The DEFA Manual and a Status Report were completed in late March. In February 2007, DBE1 responded to a request from USAID for an analysis of major findings related to Aceh in the World Bank s Indonesia Public Expenditure Review The analysis demonstrated changes in projected revenue in Aceh and highlighted how DFEA could be used to provide other sources of data that will be useful in working with the provincial and district governments in the coming months. 9 Replication Throughout 2006, DBE1 supported school development planning (RPS) and training for school committees in 538 primary schools (441 SD and 97 MI). One measure of DBE1 success is commitments from local governments in 20 districts to support replication using approximately Rp. 1,709 million from APBD Local government commitments will support replication of RPS in 551 schools more schools than in Cohort 1. Successful replication should encourage these districts to extend RPS to more schools in later years. Data and Information Management A third draft of the DBE1 EMIS Assessment and Recommendations report was reviewed by DBE specialists. Inputs and comments are being incorporated in to the final report. Project Data Management System (PDMS) Users Manual for all program modules (software) was completed. The modules contain data and analysis for DBE1 management needs Monitoring and Evaluation results, school and district profile data, and Geographic Information System (GIS) data consisting of maps of DBE locations (province, district, sub-district, village, school) with links to profile data for each location. Information and Communication Technology (ICT) Grants Work continued on finalizing the ICT grants and applications. The review was focused on South Sulawesi and East Java proposals since their responses were most complete compared to proposals from other provinces. During the process USAID requested that a Grant Summary be added to the application documents because each grant application is about 50 pages in length; therefore, a summary would be a handy reference for sharing information about the grant. Public-Private Alliances During the quarter DBE1 was engaged in preparing and implementing four alliances for activities in the provinces of Aceh, Central Java, Yogyakarta and West Papua (Papua Barat, formerly Irian Jaya Barat). As of March 31, 2007 DBE1 had leveraged $1,250,000 from the private sector. Two more PPAs valued at $300,000 will be formalized in the next quarter. 11 Ringkasan Eksekutif Peristiwa utama dalam triwulan Januari Maret 2007 adalah seleksi akhir kabupaten/kota Kohot 2 di Aceh, penanda-tangan MOU dengan hampir semua kabupaten/kota Kohot 2, persiapan Rencana Pengembangan Sekolah (RPS) bagi Sekolah Kohot 2, permulaan pelatihan dan pemberian bantuan teknis untuk menghasilkan Rencana Pengembangan Kapasitas (RPK), menyusun draf laporan hasilhasil Analisis Keuangan Pendidikan Kabupaten (AKPK/DEFA) Kabupaten Kohot 1, kaji kepatutan kinerja terhadap aplikasi hibah ICT, dan kemajuan yang dicapai dalam pembentukan APP/PPA (Aliansi Privat dan Publik/Private-Public Alliances) untuk mendukung replikasi dan perluasan kegiatan-kegiatan DBE1. Seleksi Kabupaten/Kota Tahap 2 Seleksi kabupaten/kota Kohot 2 telah rampung dengan tambahan tiga kabupaten baru di Aceh dan perluasan program di Aceh Besar. MOU dengan kepala pemerintahan kabupaten/kota telah ditanda-tangani di semua kabupaten/kota yang berada di luar Aceh. Koordinator Kabupaten telah diangkat dan dikontrak di beberapa kabupaten baru dan Fasilitator Kabupaten, untuk membantu implementasi program DBE1, telah ditunjuk oleh otoritas kabupaten. Perencanaan dan Manajemen Kabupaten Selama Januari, Tim kabupaten untuk persiapan Rencana Pengembangan Kapasitas bagi Kantor Dinas Pendidikan Kabupaten (Rencana Pengembangan Kapasitas (RPK) Dinas Pendidikan) telah terbentuk. Pelatihan telah dimulai di 13 kabupaten selama triwulan ini. Untuk membantu tim dalam melaksanakan tugas mereka secara efektif, DBE1 telah memberikan tiga hari pelatihan. Panduan untuk perencanaan strategis bagi sektor pendidikan telah dimutakhirkan selama periode pelaporan ini. Untuk menjamin agar metodologi dan pendekatan DBE sesuai dengan pedoman Departemen Dalam Negeri (Mendagri), Direktorat Perencanaan Pengembangan Daerah Direktorat Jenderal Pembinaan Pengembangan Daerah (Ditjen Bina Bangda) telah sepakat untuk membentuk sebuah kelompok kerja gabungan untuk mereviu panduan tersebut. Konsultasi-konsultasi dengan Direktorat Pendidikan Teknik dan Kejuruan, Depdiknas terus berlangsung selama periode pelaporan ini. Lokakarya sehari telah diselenggarakan di Bogor pada tanggal 8 Februari, dengan mengikut-sertakan para anggota Tim ICT Direktorat dan penasehat/advisor DBE1, untuk mengkaji fisibilitas aplikasi pengayaan Mapping Sekolah 2005 berdasarkan kebutuhan analisis data DBE1. Tim ICT menyimpulkan bahwa hal ini dimungkinkan, namun terlebih dahulu perlu ada kesepakatan antara Direktorat PSMK dan manajemen DBE1 sebelum rancangan kerja dapat dimulai. 12 Rencana Pengembangan Sekolah (RPS) Tiga program yang berkaitan dengan RPS pada saat ini sedang berjalan atau akan mulai pada triwulan berikutnya yaitu: (1) Pelatihan bagi Pelatih (TOT) dan pelatihan pada tingkat sekolah/gugus untuk Kohot 2; (2) TOT dan pelatihan untuk pemutakhiran RPS Kohot1; dan (3) replikasi RPS bagi sekolah non-target yang didanai oleh pemerintah kabupaten. Putaran pertama dari dua putaran TOT bagi Kohot 2 telah dilaksanakan di empat provinsi selama triwulan ini. Pelatihan pada tingkat gugus yang disertai dengan bantuan teknis di setiap sekolah telah dimulai di Sulawesi Selatan. Semua pelatihan RPS bagi Kohot 2, disertai dengan studi kunjung ke Sekolah Acuan Kohot 1. Di hampir semua provinsi studi kunjung itu dilakukan bersama oleh DBE1 dan DBE2. Sebelum studi kunjung dilakukan, DBE1,2 memberikan pengantar dan pengenalan terhadap program DBE, sedangkan DBE2 melakukan pelatihan awal mengenai pembelajaran aktif. DBE1 telah merampungkan edisi ke dua panduan RPS (Edisi 2007). Kata pengantar untuk panduan itu ditulis oleh Deputy MenkoKesra. Draf panduan yang baru bagi SMP/Mts telah disusun selama triwulan ini oleh sebuah tim yang terdiri atas staf DBE1 dan pejabat Depdiknas, Depag dan Menkokesra. Dukungan yang diberikan oleh dan koordinasi dengan mitrakerja bagus sekali. Panduan ini akan diuji-cobakan pada triwulan berikutnya. Pelatihan Komite Sekolah DBE1 menyelenggarakan berbagai kegiatan termasuk TOT bagi pelatih komite sekolah, pelatihan komite pada tingkat sekolah, pelatihan kepemimpinan bagi kepala sekolah dan bantuan tenis bagi pemangku kepentingan kabupaten guna mempromosikan tatakelola pendidikan yang lebih baik. Paket pelatihan komite sekolah terdiri atas seperangkat modul-modul wajib dan modul-modul elektif. Pelatihan berfokus pada paket pelatihan modul pertama (modul wajib) yang mengangkat pentingnya asesmen kebutuhan training (Mawas Diri). Sebagai hasil asesmen mawas diri ini, para komite dapat merencanakan modul yang manakah, yang akan datang, yang akan menjadi fokus mereka. DBE1 melanjutkan program pengembangan kapasitas bagi pemangku kepentingan kabupaten guna mempromosikan tata kelola pendidikan yang lebih baik. Pemangku kepentingan kunci telah diidentifikasi yaitu anggota DPRD kabupaten, Dewan Pendidikan, media dan perwakilan LSM. Persiapan program termasuk diskusi dan koordinasi yang ekstensif dengan LGSP, juga telah dilaksanakan. Keuangan Pendidikan Analisis Keuangan Pendidikan Kabupaten (AKPK/DEFA) telah dirampungkan lebih jauh di sebuah kabupaten. Panduan AKPK/DEFA dan Laporan Status telah dirampungkan pada penghujung bulan Maret. 13 telah memberikan responnya terhadap permohonan USAID yaitu agar DBE1 memberikan analisis terhadap temuan penting yang berkaitan dengan Aceh sebagaimana tercantum dalam World Bank s Indonesia Public Expenditure Review Analisis tersebut menunjukkan adanya perubahan dalam proyeksi revenu (penerimaan) di Aceh dan menunjukkan bagaimana AKPK/DEFA dapat dimanfaatkan sebagai sumber data yang berguna dalam bekerjasama dengan pemerintahan tingkat kabupaten dan provinsi di bulan-bulan mendatang. Replikasi Selama tahun 2006, DBE1 memberikan dukungan terhadap RPS (Rencana Pengembangan Sekolah) dan pelatihan bagi komite sekolah di 538 sekolah (441 SD dan 97 MI). Satu ukuran keberhasilan DBE1 adalah adanya komitmen dari pemerintahan setempat di 20 kabupaten untuk mendukung replikasi RPS dengan dana sekitar Rp juta (Rp. 1,709 milyar) dari APBD Pemerintahan setempat akan memberikan dukungan dalam mereplikasi RPS di 551 sekolah lebih banyak daripada jumlah sekolah yang ikut-serta dalam Kohot1. Replikasi yang berhasil hendaknya mendorong kabupaten-kabupaten ini untuk memperluas RPS ke sekolahsekolah yang lebih banyak lagi dalam tahun-tahun pendatang. Manajemen Data dan Informasi Draf ke tiga laporan Asesmen dan Rekomendasi EMIS DBE1 telah direviu oleh spesialis DBE. Masukan dan komentar sedang diinkorporasikan ke dalam laporan akhir. Panduan bagi Pengguna Sistim Manajemen Data Proyek/Project Data Management System (PDMS) untuk semua modul program (software) sudah dirampungkan. Modul-modul itu berisikan data dan analisis bagi kebutuhan manajemen DBE1, hasil Monitoring dan Evaluasi, data profil kabupaten dan sekolah, dan data Sistim Informasi Geografik/ Geographic Information System (GIS) yang terdiri atas peta lokasi DBE (provinsi, kabupaten, kecamatan, desa, sekolah) yang terhubung dengan data profil untuk setiap lokasi. Hibah Teknologi Komunikasi dan Informasi (TKI/ICT) Pekerjaan masíh berlanjut dengan finalisasi aplikasi dan hibah ICT. Reviu difokuskan pada proposal Sulawesi Selatan dan Jawa Timur karena tanggapan mereka yang hampir seluruhnya lengkap dibandingkan dengan proposal dari provinsi lainnya. Selama proses itu USAID meminta agar Ringkasan Hibah ditambahkan pada dokumen aplikasi, karena setiap aplikasi hibah tebalnya hampir 50 halaman; karena itulah, sebuah ringkasan akan menjadi referensi yang praktis untuk berbagi informasi mengenai hibah tersebut. 14 Aliansi Publik-Swasta/Public-Private Alliances (APS/PPA) Selama triwulan ini, DBE1 terlibat dalam menyiapkan dan mengimplementasikan empat aliansi bagi kegiatan-kegiatan di provinsi Aceh, Jawa Tengah, Yogyakarta dan Papua Barat (dahulu bernama Irian Jaya Barat). Per 31 Maret 2007, DBE1 ditopang dengan dana sebesar $1,250,000 dari sektor swasta. Dua PPA lagi akan diformalisasikan pada triwulan berikutnya dengan nilai sebesar $300,000. 17 II. Progress in implementing Tasks and Activities 1 1. District Selection District selection was completed in Aceh. Three new districts were added to the program and a two new sub districts were added to Aceh Besar district. Through March MOUs with district governments were signed in all provinces except Aceh. Aceh MOUs will be signed in April. DBE1 provincial staffs have been cooperating with DBE2 in selecting elementary schools. DBE1 provincial teams have met with all new district representatives to inaugurate the program, review plans, select DBE1 District Facilitators (normally MONE inspectors who receive DBE1 training and assist DBE1 specialists in implementing training for schools), and form district coordination teams. A final report on district selection will be submitted to USAID in April Anticipated Next Steps Meeting between DBE1 and district counterparts to select District Coordinators, Central Java, February 2007 Sign MOUs in Aceh in April Finalize forming district advisory and technical teams in Cohort 2 districts. 2. District Coordinators Nearly all District Coordinators have been contracted and have received initial training by DBE1 provincial staff. In additional to contracting new District Coordinators, Assistants also are being hired for Cohort 1 districts where new sub districts have been added for Cohort 2. We have endeavored to hire as many former MBE staff as possible for these positions because of their relevant experience. In all cases District Coordinators contracted by DBE1 have been selected with full consultation and agreement of district counterparts. Our counterparts have deeply appreciated such consultation. This selection process has been described as a best practice in the DBE website 2. Table 3 provides a summary of the status as of March 31, This section follows the organization of Part III, D. Two provinces carried out training for Cohort 1 District Facilitators to prepare them to work with Cohort 1 schools to update last year s RPS and produce next year s annual budget. The updating will take place in the next quarter. No provinces reported training for replication; such training is expected to being in the next quarter. In all cases RPS training for Cohort 2 was preceded by comparative study visits to Cohort 1 reference schools (Sekolah Acuan). In most provinces the study visit was conducted jointly by DBE 1 and 2 prior to the study visit DBE 12 presented an overview of the DBE program while DBE2 conducted initial training on active learning. DBE1 funded 2 persons from each Cohort 2 school, usually the principal and a school committee member; and DBE2 funded on average two teachers to participate. DBE12 jointly funded inspectors and other key district staff. Following the study visit, consolidation and planning sessions were held. The teams completed their work in the previous quarter. The second edition of the RPS manual (Edition 2007) was finalized and distributed to the provincial teams. The manual was drafted by a team comprised of DBE1 and MONE, MORA and MenkoKesra officials. Support and coordination with the counterparts was excellent. The manual will be pilot tested in the next quarter. Full role out to all Cohort 1 and 2 schools will begin in July. Anticipated Next Steps Workshop to draft junior high school RPS with MONE and other stakeholders, March 2007 DBE1 will hold focus group discussions with end users (teachers and principals) and finalize the draft for testing. Pilot testing will take place in four districts in West Java and Banten from April June, District Planning and Management Capacity Development Plan (RPK) Preparation During January district teams for the preparation of Capacity Development Plan for District Education Office (Rencana Pengembangan Kapasitas (RPK) Dinas Pendidikan) were established. In all districts the RPK preparation team has ten members but team composition varies among districts with some districts including representatives from non-district Education Office (Dinas Pendidikan offices) (e.g. District Development Planning Board (Bappeda) or District Education Board (Dewan Pendidikan)) and other districts limiting membership to Dinas Pendidikan staff only. Differences are also found in member status as some districts include officials at the echelon III level (Head of Sub- Dinas) and other districts only include staff at the echelon IV and lower levels. 6 Decentralized Education Management and Governance: Quarterly Report January - March, 2007

21 Under the DBE1 approach, the RPK preparation process is an integral part of the capacity development process and the RPK preparation teams are expected to play a central role in RPK preparation. Training began in 13 districts in the quarter. To help the teams perform their tasks effectively, DBE1 provided three days of training. See the following table for training implementation. South Sulawesi Pare-pare 27 Feb-1 March Kab Enrekang, Kab Sopppeng, Kota Palopo During January and February 2007, DBE1 provincial specialists assisted in conducting three preparatory surveys, i.e., (i) a district performance review on the basis of education key indicators; (ii) a public image survey of the education sector on the basis of newspaper review; and (iii) a customer satisfaction survey through a Focus Group Discussion with selected school principals. The survey results were presented in a one-day workshop and helped education key stakeholders identify education management key functions requiring strengthening. The workshop was followed by a series of working sessions, each of which focusing on performance in a specific management area. Participants in the different sessions were selected on the basis of their expertise. For instance, in a number of districts the working session on education planning included, besides participants from the planning section of Dinas Pendidikan, also participants from Bappeda and Dewan Pendidikan, and the working session on Human Resource Development included participants from District Personnel Office (Badan Kepegawaian Daerah). In a number of districts officials from District Finance and Asset Control Board (Badan Pengelolaan Keuangan dan Aset Daerah) and District Inspectorate (Bawasda) participated in some working sessions. Progress in RPK preparation has been satisfactory, as the greater part of the 13 districts included in the first group of districts to be supported for RPK preparation have identified the key management functions to be improved and are currently conducting working sessions to identify corrective actions to remedy education management performance deficiencies. Although the RPK preparation process has not yet been completed, it is already possible to draw some initial lessons. In almost all districts there is a strong support for capacity development, as a substantial number of local government officials are well aware of the fact that there is still ample room for performance improvement in a number of management areas. Their commitment is clearly demonstrated by active participation of the RPK team in the different RPK preparation activities. In a number of districts, the team members stated that this was the first time that Dinas Pendidikan staff coming from Decentralized Education Management and Governance: Quarterly Report January - March,

22 different sub offices had an opportunity to work together in an open and constructive way. In some other districts it became apparent that there is often still a gap between knowing and proposing what should be done as the latter may conflict with current management practices. For instance in human resource management, in particular in staff recruitment and selection, there is still a wide discrepancy between theory and actual practice on the ground. A noteworthy development took place in the Province of South Sulawesi where the DBE- 1 team supporting RPK preparation has been strengthened with two lecturers from University Negeri Makassar. Basically, it is a kind of internship during which they have an opportunity to become familiar with DBE1 approaches and methodologies. It is expected that they will be able to provide RPK preparation assistance independently in the future. This is one of the first initiatives undertaken by DBE1 to build up the supply side of service providers and DBE1 intends to promote the same approach in the other DBE1 supported provinces. Strategic Plan Preparation for Education Office The manual for strategic planning for the education sector was updated during the reporting period. To ensure that the DBE methodology and approach are conform Ministry of Home Affairs (MoHA) s guidelines 3, Directorate of Regional Development Planning of Directorate General of Guiding Regional Development (Ditjen Bina Bangda) was approached. Directorate officials were pleased with the DBE initiative to develop a sector-specific manual on the basis of MoHA guidelines and it was agreed to establish a joint working group for manual review. Consultations with Directorate of Technical and Vocational Education of MoNE continued during the reporting period. A one-day workshop was organized in Bogor on February 8, bringing together members of the Directorate s ICT Team and DBE1 advisors, to investigate the feasibility of enriching the School Mapping 2005 application on the basis of DBE1 data analysis needs. The ICT Team concluded that this was possible but that first agreement had to be reached between Directorate of PSMK and DBE1 management before any design work could commence. In late 2006 elections were held in almost all districts in NAD Province to elect new Bupati/ Walikota. Under Law No. 32 of 2004 re. Regional Government, a district is required to prepare its five-year strategic development plan (Rencana Pembangunan Jangka Menengah - RPJMD) within three months after the swearing in of the newly elected Bupati/ Walikota. RPJMD preparation also requires the preparation of strategic plans outlining the way in which the different local government offices plan to support achievement of RPJMD objectives. As to DBE1, this concerns the preparation of a strategic plan for the Education Office (Renstra Dinas Pendidikan). 23 DBE-supported districts in NAD (Kotamadya Banda Aceh, Kab Aceh Besar, Kab Pidie, Kab Bireuen and Kab Aceh Tengah). A three-day training program on how to prepare a strategic plan for Dinas Pendidikan was prepared during the second half of March and training was implemented from 2 to 4 April The planning teams (10 persons/team) of Kotamadya Banda Aceh, Kab Aceh Besar and Kab Pidie participated in the program. Anticipated Next Steps Finalization of the RPK for the first group of 13 districts. This will entail providing assistance for the conduct of working sessions to identify corrective actions to remedy management deficiencies, implementation of a workshop for stakeholder consultations on the draft capacity development plan, and plan finalization. Continued support for the preparation of Renstra Dinas Pendidikan for five districts in Aceh Province. It is expected that the plans for the first group of three districts will be completed by the end of the second quarter. The planning process for the second group of two districts is scheduled to start by June Consultations with Directorate of Regional Development Planning of MoHA will continue and should ideally result in endorsement of DBE1 planning approach and methodology by the Directorate. It is expected that agreement will be reached with Directorate of Technical and Vocational Education of MoNE during April and that design work for application modification will commence in early May Piloting is scheduled to be completed by June Aceh Province Strategic Education Plan From June, 2006 until the present, DBE 1 Aceh has given assistance to the Aceh Education Council (MPD) in its effort to produce a Strategic Education Plan for Aceh Province (NADESP). This effort was initiated by the previous governor in an effort to utilize the assets of the many donors contributing to education in Aceh. This effort was undertaken in collaboration with other donors, in particular AusAID, UNICEF, gtz, and the World Bank. To assist this process, DBE 1 Aceh identified a local consultant who has worked with the Strategic Planning team since the previous reported quarter. During the current quarter, he has continued to contribute to the efforts. In particular, he contributed to planning and carrying out the Donor Round Table in January, 2006, at which the Aceh Strategic Education Plan was unveiled. He has worked throughout the quarter with the group of Dinas and MPD staff handling this process, and has taken part in the many Steering Committee meetings. In February, he was appointed as a member of the Working Group which will carry forward the process of implementation. Identifying strategic goals which must be prioritized this year and facilitating efforts aimed at achieving those priority goals. It is anticipated that, with the DBE 1 support, the MPD and the Dinas Pendidikan Decentralized Education Management and Governance: Quarterly Report January - March,

24 will be in a position to make further headway in this ground-breaking planning process. It is further anticipated that this Strategic Education Plan will be officially endorsed and promulgated within the next quarter. Other DBE 1 staffs have also contributed from time to time to the Aceh Strategic Education Plan, including the Budget and Finance Specialist (chiefly in the previous reported quarter) and the Provincial Coordinator (as facilitator of the Governance Task Group). Discussions will be held with USAID to consider DBE1 assistance to the provincial government in implementing the plan. 3.4 Education Finance District Education Finance Analysis: During quarter, education finance activities included completion of one further district in Central Java (Boyolali), with Jepara and Klaten still outstanding from Cohort 1. They will be completed in early April. The DEFA Manual and a Status Report were completed in late March for submission to USAID. The Manual will be included in the agenda for the next meeting of GOI officials who participated in the Education Finance and Decentralization Course in China in May DEFA provides DBE districts with measures of education sector share of APBD, and whether increased transfers from the center to the district contributes to performance against the requirement in Law 20/2003 the districts comit 20% of the district budget (APBD) to education (excluding slaries). In FY2006, districts received a 64% increase in DAU from Rp.88.8 trillion in FY2005 to Rp trillion. DEFA will be an important instrument for districts and the piblic to know how this increase in national funds to the district were spent on education. 10 Decentralized Education Management and Governance: Quarterly Report January - March, 2007

25 During the quarter DBE1 used DEFA data to make an initial analysis for DBE Cohort 1 districts to determine education share of APBD. The anlysis (see Table 5) shows that education share in a sample of Cohort1 districts declined from 39.6 in 2005 to 38.5% in 2006, but performance against the Law 20/2003 requirement had increased from 10.2% in 2005 to 13.0% in DEFA further reports expenditure excluding teacher salaries increased by 64.5% while teacher salary expenditure increased by 12.0%. One DEFA outcome is the opportunity to link school enrollment to APBD ependiture by level of education. Data for 9 DBE districts was analyzed to compare public elementary schools (SDN) and and public junior secondary schools (SMPN) differences as well as to demonstrate differences from year to year. Such analysis will be useful for districts to compare their performance against others. DBE1 has also began to display DEFA analysis in the form of easy to understand graphs. Figure 1 is an example of DFEA data displayed in graph format to demonstrate differences in funding for elementary schools (SD) in sample DBE districts from 2005 to From the graph it is easy to see, for example, a large change in SD expenditure in Aceh Besar. From the graph it is evident that elementary school funding increased from Rp.43 billion to Rp.68 billion while reported enrollment declined from 28,751 to 25,628. Examining such anomalies may result in a correction to reported data or to a better understanding of local education issues. Analysis of World Bank Data: During the quarter DBE1 undertook an analysis of the World Bank s Indonesia Public Expenditure Review The first draft of the report was made available in November 2006; DBE1 participated in a conference in February 2007 to review the final draft. DBE1 s analysis concluded that the World Bank analysis combined data for kabupaten and kota, and that this combined date set obscures the fact that kabupaten dominate the poorest quintiles while kota dominate the least poor quintile. By aggregating kabupaten and kota, most analyses of district education finance overlook important poverty differences. Consolidating GOI Expenditure and other data sets: During the quarter DBE1 began to develop a methodology to consolidate education expenditures reported by various government agencies in order to better link expenditures to education performance. In addition to Ministry of Finance data on total APBD and reported education sector expenditure by kabupaten/kota in FY2004 and FY2005, and untied DAU and tied DAK transfers from APBN, DBE1 drew upon other GOI data sets on population (MOHA 2004), poverty (SUSENAS 2005), and schools data (Bappenas 2003/04). The resulting data set demonstrates the links between poverty, national expendiutres, and school enrolments, test scores, and progression from elementary to junior secondary (see Table 6). Data presented in this form clearly shows, for example, Kota and Q5 districts report higher average school enrollment which in turn could contribute to lower fixed costs per student and higher variable costs on improving quality and outcomes. Unit Cost per Student: The East Java Provincial Budget and Finance Specialist continued his work with stakeholders in Kabupaten Sidoarjo, with a workshop for 20+ participants on January 3, Participants included 5 SD principals, 3 each from SMP, SMA and SMK and 6 district officials (Dinas, Depag, Bappeda). Ibu Fajarini from Balitbang (MoNE) presented a keynote address on unit cost per student. A draft manual on unit cost analysis was prepared during the quarter. Increased Community Participation in the Provision of Education: School Committee Training From January to March 2007 DBE1 undertook various activities including Training of trainers (TOT) for school committee trainers, training of committees at the school level, leadership training for school principals, and preparation for training and technical assistance for district stakeholders to promote better governance of education. These are discussed separately below Decentralized Education Management and Governance: Quarterly Report January - March,

28 TOT for School Committee Capacity Building: TOT for District Facilitators from both Cohort 1 and 2 districts to become school committee trainers was conducted in North Sumatra and South Sulawesi during the quarter. 40 facilitators (M=29 and F=11) were trained in North Sumatra and 36 (F = 8, M= 28) in South Sulawesi for an average of four facilitators per district. DBE1 provincial teams and District Coordinators conducted the TOT. Training was very much hands-on. Trainees reviewed DBE1 s school committee training modules, practiced how they would deliver the training with immediate feedback on performance by the trainers, and planned how they would roll out the training program in DBE schools. Training on Role and function of School Committee: School committee training was implemented in West Java and East Java during the quarter, since these provinces had completed TOT for the facilitators earlier. Training was conducted at either individual schools or for small groups of schools; training last 1 day. A total of 1,418 persons were trained from 191 Cohort 1 schools in the two provinces. West Java East Java Total ,418 The school committee training package consists of a set of compulsory modules and elective modules. Training focused on the first module in the training package which entails a self assessment of training needs (Mawas Diri). As a result of the self assessment committees can plan which of the modules they wish to focus on in the future. After completing the self-assessment, most committees in East Java chose to receive future training School Committee Formation and Representation and School Committee Organization because these two modules reflect their current situation; i.e., many school committees have not yet been elected in democratic way nor have they yet adopted by-laws as required by MONE regulations. Most East Java schools did not choose the sessions on Gender and Sensitivity Towards Vulnerable Groups ; however, several schools in West Java choose future training on gender. Leadership Training for Principals: DBE1 began leadership training for principals in South Sulawesi during the quarter. 153 principals (67 females and 86 males) from Cohort 1 and 2 schools participated in this one-day training event. 14 Decentralized Education Management and Governance: Quarterly Report January - March, 2007

29 School Committee training in Sliyeg cluster, Indramayu, West Java Governance of Education Program Development: DBE1 continued developing its capacity building program for district stakeholders to promote better education governance. Key stakeholders have been identified as members of the district legislature (DPRD), District Education Board (Dewan Pendidikan), and media and NGO representatives. Program preparation included extensive discussions and coordination with LGSP. DBE1 staff received a great deal of information by attending three LGSP sponsored events during the quarter: (1) the discussion on advocacy budget with gender perspective modules (see section 10, below), (2) training on legal drafting, and participation in a workshop for improving monitoring skills of NGOs and media in Bangkalan, East Java. An important milestone reached during the quarter was the selection and contracting of five province-based Governance Specialists. (This position will be filled temporarily by a Media and Outreach Specialist in Aceh). A preparatory workshop with the new specialists was held in March in Bandung, West Java. DBE1 provincial Community Participation Specialists also attended the workshop. The workshop was conducted by DBE1 central team. Resource persons attended from MenkoKesra, Department of Home Affairs (MoHA), MoRA and from LGSP as well as West Java representatives from NGOs, Education Board, and the Chief Editor of a local newspaper. The workshop included in-depth discussion on decentralization laws and procedures, Minimum Services Standards, experience in promoting good governance in other sectors, as well as DBE1 s vision for the governance program and review of the Governance Specialists scope of work. The output of this workshop was an action plan for the following three months and outlines of a technical assistance and training manual for governance. Replication of Local Governments Best Practices Throughout 2006, DBE1 supported school development planning (RPS) and training for school committees in 538 primary schools (441 SD and 97 MI). One measure of DBE1 success is commitments from local governments in 20 districts to support replication using approximately Rp. 1,709 million from APBD Local government commitments will support replication of RPS in 551 schools more schools than in Cohort 1 (see Table 9). The analysis also shows that few Madrasah are replicating RPS as most Madrasah do not receive funds from the local budget. DBE1 provincial teams will assist in monitoring replication in non target schools. Already we have found that replication varies from place to place. Some districts fully fund and role out the DBE1 model; however, other districts attempt to modify the process to complete the program more quickly and for less cost. DBE1 has no control over the implementation by districts but does attempt to persuade them to use the DBE1 model because although it is more costly, it results in a higher quality product. DBE1 intends to conduct its first impact evaluation of RPS produced last year in Cohort 1. In the future we intend to compare these results with RPS produced under the replication program. Data and Information Management 6.1 EMIS A third draft of the DBE1 EMIS Assessment and Recommendations report was reviewed by DBE specialists. Inputs and comments are being incorporated in to the final report. The report is expected to be submitted to USAID in April Preliminary results have strengthened DBE1 s strategy for assisting districts to develop a district based information system for planning as discussed in Section 3.2 above. 18 Decentralized Education Management and Governance: Quarterly Report January - March, 2007

33 DBE1 continued to monitor progress of entering data online into MoNE s Education Statistics Center (PSP) new web based EMIS system called PADATIWEB 4 (Pangkalan Data dan Informasi berbasis WEB). Difficulties in initiating the system were noted. We anticipate that findings and recommendations from DBE1 s EMIS assessment will prove useful for MONE in implementing its new system. Anticipated Next Steps Final draft of the EMIS report will be submitted to USAID in May 2007 A workshop with national stakeholders will be held in June 2007 to review the report s conclusions and recommendations and agree upon follow up actions. 6.2 PDMS During the quarter the PDMS Users Manual for all program modules (software) was completed. The modules contain data and analysis for DBE1 management needs Monitoring and Evaluation results, school and district profile data, and Geographic Information System (GIS) data consisting of maps of DBE locations (province, district, sub-district, village, school) with links to profile data for each location. Modules that had been drafted earlier were also improved during the quarter, particularly the Training Activities and Education Planning and Management (EPM) modules, based on evaluation and feedback from DBE1 provincial ICT specialists. Further progress was made in finalizing the GIS component. To date certain profile data is provided for all Cohort 1 and 2 districts. While basic school profile data such as number of students and teachers had been entered for Cohort 1 schools in the previous quarter, data for Cohort 2 schools began in the January March quarter. Such data is being supplied by DBE 2 and 3. A great deal of additional data for Cohort 1 schools including data required for USAID Standard Indicators-- has already been inputted into PDMS, but this has not yet been entered into the GIS module. Once the basic data for Cohort 2 schools is entered in the GIS module, we intend to add more data to GIS school profiles such as status of classrooms and planning priorities. This allows for certain designated DBE1 staff to input and modify data in restricted areas of the system. It also allows for designated users to view (but not modify) data on-line. 35 In the January March 2007 period an improved layout menu for users with viewer status was also completed. The viewer 5 menu will enable designated users to view all modules available within PDMS. Figure 5: Scene Shot of PDMS DBE1 was asked to collaborate with DBE2 whose consultant is leading an effort to develop a School Report Card a medium where the school reports to the parents and community on school performance. DBE1 was asked to collaborate in this effort since it links directly to monitoring of School Development Plans and School Committee performance DBE1 concerns. When completed, schools will enter data in PDMS online and then PDMS will produce a report for the school in the formatted depicted below. DBE1 staff have worked closely with DBE2 team during the quarter on initial designs including pilot testing in Banten and East Java. The report card will be rolled out in stages beginning with simple printing and proceeding to web based application in the coming months. Initial products appear to be very good as has been DBE2 and DBE1 collaboration. Information and Communication Technologies (ICT) Work continued on finalizing the ICT grants and applications. The review was focused on South Sulawesi and East Java proposals since their responses were most complete compared to proposals from other provinces. During the process USAID requested that a Grant Summary be added to the application documents because each grant application is about 50 pages in length; therefore, a summary would be a handy reference for sharing information about the grant. An analysis of four grants from South Sulawesi shows the comparative size of the four grants including the cost share by the grantees (see Figure 8 below). Feasibility study for an ICT program in Aceh will be carried out in the next quarter. 8. Public-Private Alliances During the quarter DBE1 was engaged in preparing and implementing four alliances for activities in the provinces of Aceh, Central Java, Yogyakarta and West Papua (Papua Barat, formerly Irian Jaya Barat) Chevron Alliance: Aceh LPM Unsyiah Lembaga Pengabdian Kepada Masyarakat, Universitas Syiah Kuala, submitted the second Impact Report on outcomes for the 300 of 346 participants who completed the USAID-Chevron Vocational Scholarships program and will present it to USAID and Chevron in early April Results indicate that overall employment rates improved from 72% after 6 months to 75% after 12 months. Female employment rates improved significantly from 33.3% after 6 months to 62.3% after 12 months. Females experienced more income increments than males. Before the training they were less skill and having low paid, however; through the skills learnt during the training, they are able to get better paid Aceh Polytechnic DBE1 appointed a consultant to work as Program Assistant for supporting the USAID- Chevron alliance in the development of the new polytechnic in Banda Aceh. His task is to maintain relationships with key government stakeholders and support the land acquisition for the main plot of approximately 4 hectares of land in Ulee Kareng neighborhood for the Aceh Polytechnic project. BP Alliance: Papua Barat DBE1 Papua Barat Local Coordinator began a full time assignment in January, Her assignment is expected to last until the end of the current period of the alliance in September During the quarter she has become acquainted with key stakeholders in the three districts where alliance activities will take place: Sorong, South Sorong, and Manokwari. She liaised with LGSP for co-sharing an office in Sorong. During the quarter MOUs were signed between DBE1 and the three district governments. The MOUs were approved and witnessed by the governor of Papua. Baseline data was collected by an independent consultant in March. Papua Barat Governor, Mr. Atururi, signed the MOU witnessed by Ka. 41 Apprenticeship in East Java Fifteen government staff from Papua Barat - 5 from each district - engaged in an internship in Probolinggo and Mojokerto, East Java from 4 to 10 March West Papua trainees included head of Dinas Pendidikan, Head of Bappeda, MORA office heads and other local government officials. Purpose of the internship was to visit and learn about the concept, procedure, and perception of School-Based Management in several primary schools, and learn about strategic planning for improving the quality of education through meeting with district officials. In addition to visiting schools, the team had interactive dialogue sessions with the Heads of Dinas Pendidikan, the Chairmen of the Dewan Pendidikan, the Komisi D members of DPRD, several teachers, and several community leaders in Probolinggo and Mojokerto. They received introductory training in developing district strategic education plans and education budgeting at the policy making level from DBE1 East Java staff. Overall, the team members learned that quality education could be produced by implementing good governance executed by the government and participation of the community. 42 8.3. BP Migas Alliance: Central Java DBE1 continues to assist the school reconstruction committee of the two schools (SDN 01/02 Gondangan and SDN 01 Bero) being reconstructed with BP Migas funds. The sources of the funds are from three international oil companies: ConocoPhilips, BP, and Chevron; the funds are channeled through BP Migas. DBE1 has been negotiating a PPA with BP Migas for several months. However; in February, BP Migas decided that they would not sign an MOU with USAID/DBE1 for this purpose. DBE1 understood that the MOU would not be forthcoming; we informed BP Migas and the three companies that DBE1 would have to stop our assistance for the construction of the two schools without an MOU or other form of agreement. Representatives of the three companies said that they very much require our assistance, and therefore are continuing discussions with DBE1 on the possibility of exchanging letters of commitment that will serve the foundation of a PPA between BP Migas and DBE1. It is anticipated that a PPA will be finalized in April SDN 01/02 Gondangan (March 2007) SDN 01 Bero (March 2007) 8.4. ConocoPhillips Alliance: Central Java and Yogyakarta On January 19, 2007, USAID and ConocoPhillips formed a public-private alliance, the Education Response Alliance. The alliance is based on the mutual interest of USAID and ConocoPhillips to support basic education in communities affected by the May 2006 earthquake in Central Java and Yogyakarta. ConocoPhillips is contributing US$1 million to USAID to restore critical education facilities in Klaten district, Central Java and Sleman and Bantul districts in Yogyakarta. The contribution will be made to USAID which will transfer the funds to DBE1 to disburse in the form of grants to over 30 schools for reconstruction. DBE 2 and 3 are participating in the alliance by providing guidance in procuring books and teaching aids and by producing training manuals to engage youth in rehabilitation activities. As part of the Education Response Alliance, the USAID Decentralized Basic Education Program will provide training to members of the community, school committees and local government to effectively and transparently manage the school reconstruction and rehabilitation process as well as necessary temporary school structures. 43 will also provide equipment, furnishings and teaching/learning materials to allow these schools to operate. US Ambassador, B. School Assessment An assessment of schools that will receive support from USAID-ConocoPhillips Alliance was conducted from 5 February to 6 March The DBE1 assessment team was comprised of Jakarta-based staff, the DBE1 Klaten District Coordinator, and a consultant. The Team visited Klaten district in Central Java as well as Sleman and Bantul districts in Yogyakarta. The Team also met with provincial stakeholders from Central Java and Yogyakarta and with officials from District Government, Dinas Pendidikan, and Kandepag from the three districts to introduce the program and discuss the school selection criteria. As a result of information gained in the initial assessment and as a result of consultation with stakeholders described above, the following criteria were agreed upon for selecting schools/nfe centers to receive reconstruction and rehabilitation assistance: 1. SD/MI, SMP/MTS, PKBM: public/private and directly affected by the earthquake with a minimum 60 students. 2. Only schools/nfe centers with following degrees of damage will receive assistance: 3. Reconstruction = total/heavy damage, classified as 80% damage 4. Rehabilitation = medium damage, classified as 50% damage. 5. Land ownership: school/madrasah, education office, local government or education foundation has clear title to the land. 6. High level of acceptance from community and local officials. 7. Gender In March 2007 DBE1 staff attended a Focus Group Discussion organized by National Human Rights Commission (Komnasham) in cooperation with Indonesia Australia Legal Development Facility (IALDF) on the topic of poverty and education from the gender perspective. This was part of a series focused on three topics: basic education, non formal education and, poverty and education from gender perspective. As reported last quarter, gender is the topic in a module of a series of modules prepared for DBE1 s school committee training program. The program contains a set of modules that are compulsory for committees that receive DBE1 training and a set of optional materials. To date some school committees being trained have selected the gender module for their training program. Anticipated Next Steps Monitor the number of school committee that choose gender module for further study. 10. Conflict and Post-Conflict Post conflict issues were duly considered in selecting new districts for cohort 2 (see Section 1, above.) Three of the five districts currently in the DBE Aceh program are post conflict areas: Aceh Besar, Bireun and Pidie. DBE1 has already established collaboration with the USAID Support for Peaceful Democratization project (SPD). DBE will work in a number of schools in Bireun where SDP has already provided support. As DBE1 increases its effort to establish private public alliances in Aceh, full consideration will be given to support DBE interventions in post conflict areas. 46 III. Training for Project Beneficiaries Training was carried out in all provinces during the quarter. A total of 4,016 persons were trained of whom 35% were women. Except for a few instances of internal DBE1 internal training the great majority of the training was provided for project beneficiaries. Training covered a range of topics such as RPS for Cohort 2, district educational capacity development workshops, training for principals and school committees, and workshops on education finance. Training varied considerably from province to province because of a number of factors such as the scheduling of national level staff to support training in the provinces, local government priorities, number of new districts, and travel and logistical differences among provinces. 50 V. Monitoring and Evaluation During the quarter, data was collected to measure school/community level indicators (Measure 2) for Cohort 1. The data will be analyzed and measurements will be made against the baseline data that was collected in December 2005 and also compared with the results of Measure 1 that was carried out in June During the quarter the data was also collected for the first measure of some district level indicators for Cohort 1. (School community level data in Cohort 1 will be collected every six months while district level data will be collected annually.) (Certain of the Cohort 1 district level indicators were not collected earlier in the project because the precise nature of the inputs was not finalized until recently.) As of now all Cohort 1 and 2 baseline data has been completed. Performance Monitoring Plan (PMP): DBE1 submitted the first draft of the PMP in July The final draft of the plan will be submitted in the next quarter. Now that the baseline data for Cohort 1 and 2 has been completed and inserted in the PMP, the final step to complete the PMP is to set targets for each Project Performance Indicator. DBE1 proposes to set the targets collaboratively with USAID and MenkoKesra at a workshop in May. RPS Impact Evaluation: DBE1 plans to conduct an impact evaluation as a special study beginning in July DBE1 Project Performance Indicators are set up to measure achievement of DBE1 project inputs and interventions in terms of meeting targets of performance. However, the indicators were not intended to measure impact as a measure of DBE1 performance because there are variables that affect impact that are beyond the control of DBE1. Therefore, it was envisioned that the broader impact of DBE1 interventions would be measured through special studies. Collaboration with Government The major area of collaboration in the January-March quarter was the signing of MOUs with 21 new Cohort 2 districts and amended MOUs with the six Cohort 1 districts where DBE has expanded into additional sub-districts. DBE1 and USAID participated in 3 formal ceremonies with provincial and district stakeholders. Provincial signing ceremonies in Medan, Makassar, and Surabaya demonstrated the commitment of the Governors and provincial officials to consolidating and extending the benefits achieved during This was reinforced by other meetings with Provinces: On January 10, 2007 DBE123 Central Java met Vice Governor of Central Java, Mr. Ali Mufiz, to report on the progress during the first year of DBE implementation. On February 14, 2007 DBE1 team met with Vice Chairman Komisi E, of Aceh Provincial DPRD to discus various issues including Renstra. Other major areas of collaboration included: 1. National Steering Committee (NSC) for DBE123 & MBE: The NSC met on January 24, DBE1 presented its progress, challenges, and major activities planned for DBE13 met with the Director of Junior Secondary Schools, MONE and Director of Madrasah, MORA. As a result of the meeting it was agreed to replicate the school planning from primary to junior secondary schools. Similar meetings took place with the Head of Dinas Pendidikan Banten who gave a strong support to the development of planning at junior secondary schools in Lebak, Cilegon and Tangerang. 3. A team of Menko Kesra visited South Sulawesi and met with various stakeholders from provincial, district and school levels. DBE1 assisted USAID in a number of activities in relation to reconstruction and recovery from last year s earthquake in Yogyakarta and Central Java: The visit of Mr. Heffren, Deputy Chief of the Mission to schools in Klaten; The USAID ConocoPhillips Education Response Alliance Program signed the MOU to assist the recovery of schools in Kabupaten Klaten (Central Java) and Kabupaten Bantul and Sleman (Yogyakarta). Ms. Kimberly Rosen, USAID Washington and Mr. Jim Hope, Director, USAID Indonesia, visited schools and stakeholders in Klaten. 55 The signing of MOU with Kabupaten Sorong Selatan, Kabupaten Manokwari and Kota Sorong, as part of the USAID-BP alliance in Irian Jaya Barat Province on February 26, The signing of MOU between USAID and ConocoPhillips for a partnership program with the US$1 million grants from ConocoPhillips through RTI for Yogyakarta and Central Java Education Recovery Program on January 19, As part of ICT Grants preparation, the DBE1 District Coordinator, Dewan Pendidikan, Bappeda and Dinas Pendidikan Kabupaten Pangkep discussed the development of a floating library (perpustakaan terapung) for the remote island communities. On a local level, as part of the 2007 school development program, SDN Kepandean 2, Kabupaten Indramayu, developed a partnership program with PDAM (state water enterprise) and Bank Negara Indonesia (BNI) to build an auditorium, cafeteria, and computer laboratory. Collaboration with other Projects included: On January 11, 2007, under USAID coordination, DBE12 and MBE met to discus smooth transfer of the MBE activities into the DBE2 program in Aceh. DBE1 participated in a joint event with LGSP to improve the monitoring skills of NGO and media in Bangkalan, East Java. DBE1, MBE and LGSP discussed and shared experiences in governance and agreed to continue for cross-support and learning. DBE1 in cooperation with GTZ, AusAID, Dinas Pendidikan Aceh Province, Education Board, and Aceh Province discussed Aceh Education Strategic Plan (Renstra) and formed a working group. DBE1 participated in the National Conference organized by the World Bank in Jakarta on February 12, on Spending for Development: Making the Most of Indonesia s New Development Opportunities. 56 Annex 1: Provincial Reports ACEH DBE1 Activity January-March 2007 Engaging District, Province stakeholders RPS Implementation in Cohort I & II Schools Training School Committees District Education Planning and Capacity Assessment Communication and outreach Specialist formulated draft MOUs for three new Districts and discussed these with the Badan Hukum in each new Kabupaten in preparation for Cohort 2 MOU signing. Pre-assessment to determine the most suitable new Districts for Cohort 2 was completed in the previous quarter. Following upon that, visits were made in the reported quarter by both DBE 1 & 2 together to Pidie, Bireun and Aceh Tengah Districts in order to introduce the DBE program and determine specific school clusters in which DBE would be active. Letters of commitment were given by the District Heads in all new Districts, which will be followed by official MOUs in the next quarter. The Communication and Outreach Specialist completed a draft Media Mapping Manual for all DBE provinces. This Manual will assist Governance Specialists to determine the role of media in communicating education issues at the Kabupaten / Kota level. Candidate District Coordinators were interviewed by both DBE 1 and Dinas personnel, and were selected for Cohort 2 Districts, Bireun, Pidie and Aceh Tengah. Hiring of these DCs is still awaited. By the end of the reported quarter, only 2 schools remained in Banda Aceh without promulgation of their RPS. All 16 schools in Aceh Besar District with their school communities were prepared to promulgate their RPS. This totals 38 schools (restructured) which had completed this landmark event in school planning. In addition, both Clusters in Aceh Besar and 1 Cluster in Banda Aceh had carried out promulgation of RPS at the School Cluster level. Meetings were held with Dinas Pendidikan and Department of Religious Affairs in Banda Aceh to determine whether or not replication was desired. The outcome of these meetings is that two new Clusters will be added in Banda Aceh at their own expense. In addition, the 6 remaining Madrasah Ibtidayah (MIN) in Banda Aceh will also receive replication RPS training, with funding for the training to come from the Department of Religious Affairs Actual training for Replication of RPS will not take place until May, 2007 at the earliest, and may experience further delays, because of the nature of the GOI funding cycle. Further training of Komite Sekolah awaits selection of new DCs for Cohort 2 so that TOT can be carried out as part of the training. Planning was completed for carrying out Renstra SKPD training for Banda Aceh, Aceh Besar and Pidie to be undertaken very early in the next quarter. 57 DBE1 Activity January-March 2007 District Education Finance Analysis (DEFA) ICT/Hotspots and Grants DEFA was carried out in the previous quarter for Banda Aceh and Aceh Besar. By the end of the reported quarter, DEFA was nearly complete for Pidie (completed April 2) in preparation for the forthcoming Renstra SKPD training. None have so far been planned in Aceh. The Jakarta DBE1 office in still in the process of identifying possible consultants to study the feasibility of awarding ICT grants in Aceh. Monitoring & Evaluation Public Private Partnerships Collaboration with DBE23; USAID projects; Other Education projects Other Collaboration Other activities not in Workplan The Institute for Community Service (LPM) at Syiah Kuala University, as arranged by the DBE1 Communication and Outreach Officer, issued Impact Report no. 3 regarding an ongoing evaluation of Caltex Polytechnic trained tsunami survivors. Results of the report, dated March, 2007, indicate a significant increase in levels of employment for both phase 3 and phases 4 trainees. DBE1 joined with DBE2 to carry out visits to three new Cohort 2 Districts, Pidie, Bireun and Aceh Tengah. Gugus were determined with input from DBE 1. The USAID SPD project furnished data on school activities in Bireun District. DBE will be locating in one cluster of schools in Juli Subdistrict in which SPD has been active in giving school grants. NCBA in Takengon offers possibilities of collaboration, and a Coffee Ecosystem manual was given to them by the DBE1 PC as a possible basis for collaboration with DBE 2 in School-based Curriculum Development. LGSP will collaborate in the future Renstra SKPD training, particularly in carrying out the multi-sectoral forum (SKPD) segment of the activity in Banda Aceh and Aceh Besar Districts. Collaboration with the NAD Majelis Pendidikan Daerah (Regional Educational Council for Aceh), UNICEF, AusAID and gtz in producing the NAD provincial Education Strategic Plan (see above). Monitoring land acquisition of the plots of land to be donated by Kota Banda Aceh to the Chevron-USAID Polytechnic Institute in Ulee Kareng, Banda Aceh. This activity was requested by USAID in order to facilitate the process of land preparation, anticipating the signing of the MOU among all parties for the commencement of the Polytechnic project. Assisting and supporting production of the NAD provincial Education Strategic Plan (NADESP) in collaboration with AusAID, UNICEF, gtz, and other donors. This activity includes ongoing support of one consultant who works with the NADESP planning group. In addition. The PC has worked as a member of the Steering Committee and the Governance Task Force. In January a Donor Round Table was convened with attendance of both outgoing and incoming governors in order to promulgate this Strategic Plan among donors. 59 NORTH SUMATRA DBE1 Activity January March 2007 Engaging District, Province, National Stakeholders RPS Implementation in Cohort I & II Schools On the February 2007, Ibu Detty Rosita (Assistant Deputy IV Menko Kesra) visited Medan and Binjai to monitor the progress of the DBE program. Ibu Detty indicated that she was impressed with what she saw during her short visit to Binjai and during her consultative meetings with the Dinas Pendidikan Propinsi North Sumatera. The support of the provincial government stakeholder team was especially appreciated during the Cohort II MOU signing ceremony held on the 9 January 2007 in Medan. The Provincial Dinas Pendidikan acted as hosts for this public event, with Bappeda, DPRD Komisi Pendidikan and Dewan Pendidikan representatives also in attendance. This event concluded the Cohort II district selection process for DBE, of which the provincial stakeholder team played a significant role. In an effort to keep the momentum of this working relationship, DBE1 has concluded that these provincial stakeholders convene a meeting every quarter to present a presentation on the progress of DBE implementation across the province. RPS revisions and updating are being conducted in all 100 SD/MI DBEsupported Cohort I schools across the province. In Tebing Tinggi, an additional Rp. 108 million (USD 10,000) has been allocated to support RPS implementation through a creation of a competitive, block grant based funding mechanism (see attached Case Study). This is an extremely interesting development that provides strong evidence that the Dinas Pendidikan Tebing Tinggi is beginning to realize the value of the RPS as a mechanism to provide proposal-based quality improvement services to schools while at the same time ensuring that school plans personify the priorities outlined the Dinas Pendidikan mid-term strategic plan for action (Renstra SKPD). Consultations with district stakeholders are on-going on the subject of RPS replication, leading to a firm commitment in several district budgets (APBD) to both continue supporting RPS implementation in the 20 DBE supported SD/MI and initiate replication in other non-dbe supported schools. To date, DBE1 has received the following confirmed outlines of district government commitment to support and replicate the DBE1 RPS model: Tapanuli Utara 20 schools, over 6 municipalities, full DBE12 replication with a total commitment of Rp.430 million. Part of these funds will be earmarked directly for the monitoring and on-going operational expenses of the Tim Teknis and Tim Pengarah as well. Tebing Tinggi 9 schools, over one municipality, DBE1 RPS replication with a total commitment of Rp. 49 million. Another additional Rp. 10 million has been set aside to support the training and transportation fees of DF and the operational expenses of the Tim Teknis. RPS training in Cohort II schools will be kicked off in early April 2007 with a RPS TOT for the District Facilitator (DF) and District Coordinator (DC) teams. 60 DBE1 Activity January March 2007 Training School Committees District Education Planning and Capacity Assessment During the quarter, the DBE1 team has completed a detailed school mapping initiative that aimed to better understand the inner dynamics of the Komite Sekolah in DBE programming schools across the province, including the key problems that may need to be addressed in future orientated program. The study found that in 83% of DBE programming schools, the existing period of service for school committee members had expired with no re-election activities undertaken, leaving most school committees in a state of legal limbo. Recommendations of the school mapping report included the provision of technical backstopping to initiate re-election of school committee members as well as more intensive lobbying of the Dewan Pendidikan to have an active role in monitoring and guiding this process. Based on these outcomes, the Komite Sekolah support program for 2007 was designed for both Cohort I and II districts. The cluster level training activities for school and school committee members was preceded by a TOT for District Facilitators (DF) from all 8 Cohort I & II programming districts. This activity was conducted on the 5-9 March 2007, and proved successful in many respects. The cluster level training activities that followed however suffered from a lack of preparation on the part of the DC and DF team in many of the districts who have begun implementation. As of 31 March 2007, 3 of the 5 Cohort I districts have completed the first round of cluster based training activities (Binjai, Tapanuli Utara, Sibolga). Observation of the training process at the cluster level by provincial team representatives has uncovered a lack of preparation on the part of the DC and DF teams. Generally speaking, many DF have not adequately read and understood the training modules and appear to not have prepared a facilitation strategy for the event. There is also an indication that many DC/DF teams are trying to cover too many materials/modules during one training session. The DBE1 provincial team recommended that not more than 3 programming modules be attempted in one training session, but the reality at the field level is that all districts were attempting between 4-5 modules within one training session. DBE1 will recruit several DF that have shown a high quality standard of preparation and implementation of cluster based trainings to help monitor and support weaker DF teams in other districts. In addition, those DC who have exhibited higher order management capacity and awareness of this type of training will also spend more time traveling to districts with weaker DC (both in Cohort I and II) to provide extended monitoring support for these activities. DBE1 expects that the Phase 1 training exercises will be completed in all Cohort I & II districts by early May, with the Phase II training series set to begin in late June. 61 DBE1 Activity January March 2007 District Education Finance Analysis (DEFA) ICT/Hotspots and Grants No recorded activities during the quarter. The Preliminary outcomes of the assessment of RFA submitted to the national level ICT and Hotspots Grant Committee indicate that North Sumatra was successful in moving onto the next stage of selection with one of it s Tier-2 grant RFA s and 5 Tier-1 RFA s. However, the relatively complicated nature of the compliance and oversight mechanism for the private sector partners has proven challenging. Some of the private sector partners have indicated that they are no longer interesting in continuing their existing working relationship with local governments to pursue the DBE1 ICT/Hotspot Grants as the process is too complicated and the procedural bureaucracy significantly outweighs the benefit they expect to gain from participation in this grants program. One option that should be considered is a review of the grants proposal process and seeking out ways to simplify the proposal, oversight and compliance protocol to enhance the attractiveness of the program to potential private sector counterparts. Monitoring & Evaluation Public Private Partnerships Collaboration with DBE23; USAID projects; Other Education projects Local PPA is being encouraged between school and local industry on an ad-hoc basis. Collaboration with DBE2 and DBE3 continues to be a feature of the DBE1 program in North Sumatra. Successful joint activity and planning in this quarter included the process of selecting Cohort 2 districts, clusters and schools collaboratively together with consultations and activities to support replication of the program including the Sekolah Acuan ( Reference School ) program. Regular monthly progress reports to the Tim Teknis and end-of-quarter coordination meetings with the Tim Pengarah remain a key aspect of routine collaboration with other DBE components. ESP and DBE1 continue to take the lead on organizing once quarterly USAID contractors meetings that allow for all USAID contractors to share information about the development of each organizations program. This activity has culminated in the agreement to work collaboratively in the upcoming events: National Hand washing Day with Soap (6 May 2007); National Education Day (2 May 2007). 62 WEST JAVA/BANTEN DBE1 Activity January March 2007 Engaging District, Province, National Stakeholders RPS Implementation in Cohort I & II Schools District Education Planning and Capacity Assessment Preceding MOU signing with new districts of cohort 2, MOU drafts were jointly reviewed by representatives of 3 districts (Subang, Garut and Kota Bogor) as well as province stakeholders in January It was agreed then that the draft need to be discussed further with law department at each district and then the final one should be sent to the province. MOU signing with kabupaten Subang was held on the January 29, 2007; kota Bogor on February 6, 2007; and kabupaten Garut on February 9, District Coordinators of cohort 2 districts were selected during February Interviews were conducted by a selection panel consisting of the DBE1 provincial staff and representatives of Kantor Dinas Pendidikan, Kantor Departemen Agama, and Bappeda. RPS program for Cohort2 began with study visits to sekolah acuan in Cohort 1 districts. The study visits were highly successful in motivating school and district representatives to support the RPS program After RPS and RAPBS were developed and implemented by individual schools, it was found that some schools find difficulty in planning unit cost. In addition, many school committees lack capability in administering and analyzing budget report. In this case, BFS from West Java is conducting a mini program for conducting activity on Pengkajian Sistem Pelaporan Keuangan Sekolah (PSPKS). The purpose is to develop budget report system in schools setting. In this case, it was hoped school committee as well as head teachers and KKRPS have more capability in developing report and analyzing it from budget perspectives. Prior to beginning capacity assessment at district, visits were made to meet with Kepala Dinas Pendidikan in Karawang, Sukabumi, Cilegon, and Indramayu. Most of Kepala Dinas in Jabar and Banten agreed on what we are going to do with CDP, except in Lebak were not decided yet, because when we were there Kepala Dinas were in the middle of a meeting with all supervisors of the kabupaten. The confirmation visit was then followed by Focus Group Discussion (FGD) with representatives of principals of SD/MI and SMP/MTs in Cilegon, Karawang and Sukabumi in February to get their opinion on services given by Dinas Pendidikan. Data were recorded in writing for use on the next step of the development of CDP. The next step was CDP training held for District Education Development Planning (DEDP) teams from Cilegon, Karawang and Sukabumi February 12 to February 15, During the training, 27 participants were supplied with information and practice on data collecting, recording and summation needed for CDP. Participants were expected to refine and finalize the data to be presented on a workshop at each own district. Workshop 1 for CDP Team was first planned to be carried out soon after the training. Then the Jakarta Advisory team decided that the development of CDP in Kota Cilegon and kabupaten Sukabumi would postponed until the one in kabupaten Karawang would be fully completed to serve as model for the other districts. Training School Committees District Education Finance Analysis (DEFA) ICT/Hotspots Grant Proposals Monitoring and Evaluation Public Private Partnerships After TOT for school committee training that was carried out in province beginning of March 2007, DBE1 conducted training in self assessment in all clusters in 6 districts in Cohort persons from each school were trained for a total of 1,110 persons. Each training was conducted by district facilitators. Some school committees have carried out the program in supporting school programs. In SD Tanjungpura 3 Karawang, for instance, the school committee took the lead to redevelop and revitalize the function of school library. In SD Cisolok Sukabumi, committees took the initiative to rehabilitate school classroom. In SD Simpang Tiga Kota Cilegon, committees took the initiative to develop the role of school parents in supporting classroom activities based on RAPBS and RPS they have planned. All districts in cohort 1 have finished developing District Education Finance Analyses (DEFA). The stakeholders in district level are willingly to develop it for the purpose of developing finance system analyses in future time. In addition, DEFA were presented to district stakeholders so that they have more appreciation on budget in education compared with other sectors in APBD. Four remaining ICT grant proposal were sent to RTI for final submission to USAID. The four proposals were from Karawang (2), Sukabumi (1) and Tangerang (1). The applications are now in the final stages. Collection of baseline data for remaining indicators related to district level planning in Cohort 1 was finalized. Baseline for Cohort 2 districts was still on going at the end of the quarter. Before beginning data collection for Cohort 2, DBE1 conducted three days ME workshop for facilitating district stakeholders in participating collecting data for cohort 2. The spirit of collaboration with the private sector through PPA was growing in district and school level, although the private sector here means small scale enterprises with local and limited budget. For instance, in SDN Pajagan at Kecamatan Cisolok is located in a poor fishing community; the school was in very poor condition. School Committee sought cooperation with a company in Jakarta. Through its Corporate Social Responsibility program, PT Kalbe Farma made available Rp 30 million to reconstruct the school. The company contribution was matched by an Rp 30 million contribution by the Bupati, an additional Rp 5 million by the Dinas Pendidikan Kabupaten Sukabumi, and community contributions bring the total to more than Rp 75 million. In preparation for Cohort 2 study visits, DBE2 conducted training on active learning and DBE1 provided orientation to the RPS and other programs. At the provincial level, DBE1 and LGSP in West Java took initiative to conduct a one day collaborative workshop on 7 USAID funded with provincial stakeholders. It was held in Kantor Bappeda province in Bandung on January The participants were from a number of relevant provincial government offices. The USAID projects discussed were: DBE123, Senada, ESP, LGSP, and HSP. The purpose was to achieve more synergy among USAID programs with provincial program lead by BAPEDA. 65 CENTRAL JAVA DBE1 Activity January-March 2007 Engaging District, Province stakeholders RPS Implementation in Cohort I & II Schools Training School Committees District Education Planning and Capacity Assessment All Bupati of Blora, Grobogan, Demak, and Purworejo have now signed the MOU for Cohort 2. Bupati Jepara and Boyolali have signed MoU Amendment for Cohort 1 extension. A Meeting with Kepala Dinas Pendidikan Propinsi Jateng was held on 10 March 2007 to develop Coordination Board and Technical Team for DBE Central Java. A meeting with Vice Governor Central Java and provincial stakeholders was conducted on 10 January 2007 to report DBE123 progress and 2007 activities plan. DBE1 Central Java was asked by Dinas P&K Klaten to facilitate 21 schools that received Central Government funds (DAK) in Klaten for rehabilitation and reconstruction of the schools after being hit by the 2006 earthquake. DC Klaten has conducted monitoring the process of the schools rehabilitation and reconstruction. This is a follow up of the self-management of rehabilitation and reconstruction training facilitated by DBE 1 held last year. DBE 1 has involved District Stakeholders such as DPRD, Bappeda, Dewan Pendidikan, Depag, and Dinas Pendidikan in selecting DBE 1 district coordinators and facilitators at each respective district. This collaboration will improve understanding between DBE 1 and district stakeholders. TOT RPS Update Training for DF Cohort 1 is planned for April This will be followed by training of Update RPS for KKRPS at gugus scheduled for May RPS Update implementation in each school will be held on May to July RPS for Cohort 2 schools will begin in the next quarter. RPS replication has begun in 267 schools: 77 schools of 2 sub-districts in Kudus, all 72 core schools (sekolah inti) in Karanganyar, 50 schools of 2 sub-districts in Boyolali, 46 schools in Jepara, 22 schools in Klaten. A Workshop to prepare Sekolah Acuan was held on January 2007 and followed by 5 times facilitation each school. Sekolah Acuan visits by schools of Cohort 2 on the Introduction for DBE Program as preparation for RPS were conducted during the quarter. School Committees training for DC and DF in Cohort 1-2 districts is planned for April Training and Facilitation as follow up will be completed by early September District Capacity Development Plan (Rencana Pengembangan Kapasitas- RPK) was conducted for Jepara and Kudus districts. Training for RPK Team Jepara and Kudus was held on February Jepara has completed Workshop 1 and plans to continue for Working Session and Decentralized Education Management and Governance: Quarterly Report January - March,

Focus Group Discussion as source for District Capacity Development Plan has just been started in Boyolali. Further training for Boyolali, Klaten, and Karanganyar districts will be completed in the next. Analysis of District Education Finance (DEFA) ICT/Hotspots and Grants Monitoring and Evaluation Public Private Partnerships Collaboration with DBE23; USAID projects; Other Education Projects Other collaboration DEFA Cohort 1 has been accomplished for Districts of Boyolali, Karanganyar, and Kudus while that of Jepara and Klaten is still in progress. DEFA for Cohort 2 have not started yet. Three districts of Klaten, Boyolali and Karanganyar are now in finalization of ICT Grant RFA (request for application). PT Indonesia Mandiri-leading company of Klaten RFA tier 2 is now in completion of review 3 of the final RFA, while PT Media Informatika-leading company of Boyolali RFA tier 1 is in progress of review 2. However, PT Smartlink of Karanganyar which has applied for tier 1 and 2 grants has been slow in responding to review 1 of the application and may drop out from the competition. All leading companies have complained about the meticulous RFA review process which consumes a lot of company resources both timely and financially. This has not been anticipated from the start. Although Kudus and Jepara have not won the ICT grant, these two districts have now applied hotspot (wireless internet) at their respective Dinas Pendidikan (MONE) offices. Training of DC and district officials to collect baseline data for schools of cohort 2 was conducted on 30 March district staffs from Dinas Pendidikan, Depag and Bappeda and five district coordinators of cohort 2 were trained. As part of the ConocoPhilips PPA, DBE1 Central Java-DC Klaten has carried out assessment for schools to receive grants for rehabilitation and reconstruction. There are 15 schools in Klaten, 15 schools in Sleman, and 7 schools in Bantul that has received the grants. Progress Report of DBE 123 programs was presented to Bupati Boyolali on 13 February 2007 together with other donors. DBE 1 collaborated with DBE 2 and 3 to develop an integrated presentation of DBE 123 programs for the meeting. The presentation will be used in future gatherings. DBE1 and 2 jointly conducted study visits for Cohort 2 schools DBE 1 and 3 were involved in cluster (gugus) selection led by DBE 2. DBE Schools in Kudus were visited by MBE Evaluation Team on 2 February The team led by David P. Evans then discussed the visit results with PCs of DBE 123 and shared best practices from MBE to be implemented by DBE. Discussions began with the Community Based Education (CBE) organization in Klaten who intend to replicate the DBE program in 66 schools in 3 sub-districts. 68 EAST JAVA DBE1 Activity January-March 2007 Engaging District, Province stakeholders RPS Implementation in Cohort I & II Schools Year 2 DBE1 project activity was begun with selection of 4 new districts, namely: Bojonegoro District, Nganjuk District, Pasuruan District, and Sampang District. DBE1 was engaged in several discussions with province and districts governments to arrange for MOU signing. After completing the preparation, DBE conducted MOU signing with the 4 new districts in February Head of Provincial Education Office represented the Governor of East Java, Ms Claire Pierangelo, US Console General, and Mr. Dan Moulton, COP DBE1 actively participated in the meeting. DBE1 collaborated with several district stakeholders to select new DBE1 District Coordinators and government staff to serve as District facilitators. Prior to selection in each district provincial level meetings were held with Provincial Education Office, District Education Offices, District Religious Affairs Offices, Provincial/District Development Planning Board (BAPPEDA) and District Education Council to discuss the procedure and criteria of selection and to form a task force in each district to conduct the selection. DBE1 conducted a number of meetings with district stakeholders to discuss education governance. The meetings were attended by DPR komisi D, Dewan Pendidikan, LSM Pendidikan, Press, Dinas Pendidikan, Depag, and Bappeda in each district. The objectives of the meeting were to improve participants understanding about education governance, to identify a number of issues that need to be addressed through DBE1 s governance program. DBE1 District Facilitators began assisting Cohort 1 schools to update the RPS they produced last year and begin preparation of next year s school budget. Part of the RPS updating consisted of evaluation of RPS implementation over the past year. As a strategy to support replication, it has been agreed to develop a number of primary schools/islamic Primary Schools from the first cohort as reference schools. There were three stages for preparing the reference schools: preparation workshop of reference school, selection of reference school, and mentoring the program of reference school. Reference school preparation workshop was held in each DBE district in January Each district held the workshop for two days. About 250 school representatives participated in the workshops. DBE1 conducted introductory training on management and goverance for Cohort 2 schools in january. Part of the training was to prepare the schools for study visits. Study vists are to be carried out in March April Since 2006 DBE1has been assisting Mojokerto City to implement the RPS program in 51 schools (including 11 madrasah). During the quarter plans were made with Sidoarjo, Tuban, and Bangkalan Districts to replicate the program in For replication, the districts will provide the costs for training and materials, whereas DBE1 will provide technical support. 54 Decentralized Education Management and Governance: Quarterly Report January - March, 2007

69 Training School Committees District Education Planning and Capacity Assessment District Education Finance Analysis (DEFA) ICT/Hotspots and Grants Monitoring & Evaluation To improve the quality of school committee members, DBE1 conducted training on self evaluation (Mawas Diri) for school committee members and Paguyuban kelas on January 2007 in each Cohort 1 school. About 10 school committee members and teachers were trained in each school. DBE1 District Facilitators conducted the training. DBE1 will assist 5 Cohort 1 District Education Offices to develop Capacity Development Plan (RPK). However, in the first stage, DBE1- East Java is trying out to assist 2 districts, Kota Mojokerto and Kabupaten Tuban until June, After that, DBE1 will assist the other districts. In the first districts initial meetings were held with Head and staff of District Education Offices to socialize the RPK program and to prepare RPK team in Mojokerto and Tuban. This was followed by Focus Group Discussion (FGD) with primary, junior and senior secondary school principals principals participated in FGD in each district. Results of the FGD were discussed in training workshops for more than 20 RPK development team members (various local government representatives) from the two districts. DBE1 conducted DEFA updating in Cohort 1 districts by using the instrument developed by Central Team of DBE1 and BFS. Supplementary to DEFA is the ongoing work to develop a methodology to define unit costs for various levels of schooling. This is being carried out in Sidoarjo and began with a direct request to DBE1 by the bupati to help him precisely prepare district budgets for schools. A workshop on unit cost was held in Sidoarjo on January 3, Nearly 30 persons attended to draft a manual for calculating unit cost. Ibu Fajarini from Balitbang Depdiknas took apart in the workshop. She presented keynote address in the workshop. Consensus on a final methodology could not be reached although DBE1 E. java team tried to facilitate consensus. E. Java intends to request assistance of a national level consultant to complete the manual in the next quarter. The initial private sector firm of a consortium from Surabaya was replaced by ITS (Institut Teknologi Surabaya). The consortium which includes District Education Office of Surabaya is applying for both TIER1 and TIER 2 grants Replacement of the private sector entry requires revision of the original application. Application revision began in march and is expected to be completed by May DBE1 conducted training on Baseline Data for District Education Office Staffs and DCs on March in Mojokerto. Those who were trained began to collect baseline data for Cohort 2 schools and communities. As part of RPK preparation in East Java baseline data on existing RPK and Renstra was collected in all targeted districts using an instrument prepared by DBE1. 70 Collaboration with DBE23; USAID projects; Other Education Projects DBE123 collaborated on a number of activities including: cluster selection, MOU signing, and training on management and governance as preparation for study visits to reference schools. Similarly, DBE1 collaborated with other USAID projects including: workshop on RENSTRA with MBE in Kediri on January 17-18, 2007, training on PERDA formulation with LGSP in Surabaya, and meeting with Kimberly Rosen (Desk Officer of USAID) at HSP Surabaya office on February 16, 2007 to discuss about the progress report of USAID programs in East Java. 71 SOUTH SULAWESI DBE1 Activity January-March 2007 Engaging District, Province Stakeholders Mobilization, School Selection, Recruitment of District Coordinators & Selection of District Facilitators in Cohort 2 Joint consultative meetings and workshops were held with DBE123 in Makassar, Pinrang, Sidrap and Luwu districts. The workshops, attended by representatives of Technical Teams, potential target schools and clusters and pengawas (supervisors), including a joint socialization presentation to introduce the project, a joint process to transparently select schools/gugus from the candidates invited and interviews to select District Coordinators. These workshops were followed up with joint DBE1-2 visits to selected schools to verify the selection and begin collection of baseline data. Follow-up interviews and consultative meetings were also held to select District Facilitators. The process of jointly selecting District Coordinators with district stakeholders provided a number of positive, tangible outcomes for DBE. District Coordinators were selected on merit, resulting in quality appointments. The process: Provided a model of transparent merit-based selection to counterparts and an opportunity for capacity building in this context Developed good working relationships with key stakeholders Demonstrated the seriousness and commitment of both the DBE team and participating districts Resulted in local ownership of the decisions taken. A round of introductory meetings involved the Provincial Coordinator, newly appointed District Coordinators and District Facilitators, Education Office Heads (Kadis) and key personnel in each district. Newly appointed Cohort 2 District Coordinators established offices in either Dinas Pendidikan or Bappeda. In all Cohort 2 districts, District Facilitators (DF) was jointly selected by provincial DBE personnel and local stakeholders according to agreed criteria. Steering Committees and Technical teams: Cohort 2 District Steering Committee and Technical teams were officially formed and plans put in place for initial meetings in April to align the program with district objectives. Ongoing consultations with Technical Teams in Cohort 1 districts continued this quarter with the focus on preparation for and commencement of district level activity (Capacity Development Planning) and study tours. Coordination of Study Tours In Cohort 1 district stakeholders were very active in both the preparation and conduct of study tours in the role of host-district. This included coordination meetings between the DBE1-2 Specialist team, District Coordinators, Senior Officials (including Bupati, Wakil Bupati, and Dinas Heads etc), sub-district officials (KCD) pengawas (including District Facilitators), MTTs (DBE2) and school level persons (School Heads, Decentralized Education Management and Governance: Quarterly Report January - March,

72 teachers and community). Other District-Level Engagement DBE1 personnel were actively involved in a range of district activities this quarter including workshops held by Education Boards (Dewan Pendidikan) in a number of districts for School Committees, a seminar in Pangkep district on Language and Culture, Annual anniversary celebrations for district founding in several districts. In Jeneponto, consultations took place with the Bupati in relation to the study tours and replication of School Development Planning. Also in Jeneponto on Saturday 17th March, DBE1 personnel took part in an Education Board (Dewan Pendidikan) workshop to discuss School Development Planning using the DBE1 model. Also in Pangkep, DBE1 hosted a visit from Makassar schools interested in sharing the experience of developing the role of School Committees in Pangkep. Provincial Engagement On Monday 12th March, a ceremony was held in the Governor's Official Residence to involve the Governor in handing the MOUs from USAID (represented by Mark Heyward as Provincial Coordinator) to the District Heads from Cohort 2 districts. The ceremony was attended by Elizabeth Sunindyo from USAID, COPs from DBE1 and DBE2, Deputy COP from DBE3 and Provincial Coordinators from DBE1, 2 and 3. Districts were represented by Assistants to District Heads and Head of Education Office. The ceremony was led by the Head of Bappeda and attended also by Head of the Provincial Education Office, Head of the Provincial Education Board and a representative of the Religious Affairs Office. The project continues to engage the province on an ongoing basis. For example, representatives of the provincial Education and Religious Affairs offices attended the School Development Planning training: Ibu Kartini, Head of the Professional Development Section, Basic Education, attended from Dinas Pendidikan and Bpk. Rappe from Depag. These links are important as the Provincial Education Office, working with UNM, has also promoted an approach to School Development Planning in target districts. RPS Implementation in Cohort I & II Schools RPS implementation in Cohort 1 In Cohort 1 districts, work continued throughout the quarter on school development. This included intensive mentoring for sekolah acuan (reference schools) in preparation for the study tours. This activity was collaboration between DBE1 and DBE2 personnel. Additional school level activity included: (1) mentoring visits to schools earmarked for replication of RPS (school development planning), and (2) visits to existing target schools to monitor and support implementation of RPS. Study Tours (Cohort 1 and 2) The study tour, held in March involved all districts from Cohort 1 and 2 together with all DCs, MTTs and most DBE1-2 specialists, was, by all accounts, a big success. The study tour aimed to encourage replication and provide a strong basis for the commencement of activity in Cohort 2 - including School Development Planning (RPS). All schools in the four new districts sent four representatives; the school head, head of the school 58 Decentralized Education Management and Governance: Quarterly Report January - March, 2007

73 committee and two teachers. In addition, DBE1 District Facilitators, school supervisors and representatives of District Technical Teams (from Dewan Pendidikan, Dinas Pendidikan, Bappeda and Depag) participated. Approximately 336 participants from Cohort 2 schools/districts took part, along with approximately 150 from host schools and districts in Cohort 1. The activity was jointly funded and managed by DBE1 and DBE2. The enthusiasm and momentum for change that was generated through the study tour was very evident - both during the actual school visits and evening discussions, and on the final day when the groups met to compare their experiences. Significant comments included the following: 'We no longer have to go outside the province to see good examples of schooling' and 'What was impressive is that the school we visited was an ordinary village school. There was no extra funding yet in just one year with USAID - DBE the school had reformed its program.' In Enrekang, the Vice Regent (Wakil Bupati) also visited the schools and provided a direct grant of Rp50 million for infrastructure improvements along with Rp2.3 million for stationary and teaching equipment to the two reference school (from APBD). RPS Training of Trainers (TOT) for Cohort 1 & 2 All District Coordinators (Cohort 1 and 2) gathered in Pare-Pare in March for training in the revised School Development Planning (RPS) manual and approach. In this round of training, selected District Coordinators (DC) from Cohort 1 was given the opportunity to take a lead in presenting, with back-up support from the provincial specialist team. A total of 30 District Facilitators attended from all districts. In the case of Cohort 2 districts, two DF from each cluster attended, whilst two DF newly appointed by districts attended from Cohort 1 Districts. This latter group will lead the process of replication for School Development Planning being funded by districts in Cohort 1. RPS Preparation at school level in Cohort 2 In Cohort 2 districts consultations were held in March at district, subdistrict and school level with communities to select School Development Planning Working Group members (KKRPS). Selection of participants for the study tour also took place. For the most part, these were the same persons who attended DBE2 initial training and formed the School Development Planning Working Group (KKRPS). RPS Replication in Cohort 1 Four of the five Cohort 1 districts have committed APBD funds to replication of RPS. In the fifth district, Soppeng, funds were allocated in late 2006 and the DPRD hopes to see outcomes reported before committing further funds. Intensive consultations have taken place between the project and district stakeholders to help define the replication process and new district facilitators (DF) have been trained in all districts in preparation for delivering the RPS training and mentoring at cluster and school levels. It is expected that this replication will commence in the coming quarter. Meanwhile a range of informal activities have been occurring which suggest an unplanned replication process is underway. This has included unplanned visits from non-targeted schools to DBE reference schools (within and across districts). 74 School Leadership Training in Cohort 1 & 2 Training in Leadership for School Heads (Principals) was conducted in eight districts this quarter. A total of 181 participants attended - principals along with supervisors and sub-district officials gathered in each district from all target schools (SD and MI) with local school supervisors and subdistrict education officials (KCD) for these one-day training sessions. The workshops aimed to improve understandings and capacity of principals and educational leaders in participative management. Training School Committees District Education Planning and Capacity Assessment School Committee Training of Trainers (TOT) Cohort 1 & 2 In March the provincial specialist team gathered together in Pare-Pare with district coordinators (DC) and district facilitators (DF) from all nine districts, Cohort 1 and Cohort 2. The occasion was a week-long workshop to prepare the district teams to deliver training for school committees. The workshop also covered facilitation for implementation and updating of school development plans (RPS) for Cohort 1 schools and a focus on gender in school development. School Committee Training in Cohort 1 & 2 Initial one-day training for School Committees commenced took place at school level in all Cohort 2 districts. The focus was on evaluating the role of the School Committee to date and learning about basic roles and responsibilities. A total of 814 persons attended including school heads, school committee members, teachers and school supervisors (as facilitators). Capacity Development Planning (RPK) Cluster workshop: In March, teams from the Education Offices of Palopo, Enrekang and Soppeng districts met for a three-day workshop in Pare- Pare to commence the process of preparing Capacity Development Plans for education offices. District teams worked on analysis of performance indicators and public image surveys to determine capacity development needs. The workshop was facilitated by Frank Hijmans and Prof. Darmawan (Educational Planning and Management Specialist). 27 participants attended. Focus Group Discussions: In the following weeks, a specialist team from the province conducted Focus Group Discussions with District Coordinators and sample groups of school principals in Enrekang, Soppeng and Palopo districts (30 principals participated). Principals discussed their experience of working with their district education office (Dinas Pendidikan). Data was compiled to create a picture of the level of satisfaction, as users of the system, among principals. District Workshops: In Enrekang, Soppeng and Palopo districts, the provincial team of DBE1 specialists and 'service providers' from UNM assisted Education Office (Dinas) staff in compiling data collected previously: performance indicators, public image survey and user satisfaction survey. The team ran a series of workshops and provided assistance with key personnel from the Dinas together with other stakeholders to analyze the data sets and determine tentative priorities for capacity development for the District Office (Dinas). (75 participants were involved.) Working Sessions: Follow-up working group sessions to develop Capacity 60 Decentralized Education Management and Governance: Quarterly Report January - March, 2007

75 Development Plans were facilitated by Provincial Specialists, 'Service Providers' (from UNM, Makassar) and District Coordinators in Enrekang, Soppeng and Palopo Districts over several days involving a total of 28 local stakeholders - predominately Education Office personnel. District Education Finance Analysis (DEFA) ICT/Hotspots and Grants Work commenced late in this quarter on updating of DEFA for all Cohort 1 districts. This work involved preliminary consultations with district personnel to access data which will be completed next quarter and followed up with data-entry and analysis by the Budget and Finance Specialist working with District Coordinators and local Dinas personnel. ICT innovation grant proposals were finalized this quarter in Pangkep, Soppeng and Enrekang. This involved some intensive mentoring and onthe-job training for representatives of both the private and public sectors. (The proposal from Jeneponto District was approved in December 2006.) Monitoring and Evaluation Public Private Partnerships Collaboration with DBE23; USAID Projects; Other Education Projects In Pangkep District intensive discussions continued on the development of a proposal for a PPA (public private alliance) to provide a floating library to serve the remote island communities within the district. In Enrekang District DBE1 also participated in school/gugus level workshops on effective learning. The Dewan Pendidikan will hold a self-funded seminar with local business and government partners to further develop the plan. Collaboration with DBE2 and DBE3 continues to be a feature of the DBE1 program in South Sulawesi. Significant examples of successful joint activity and planning in this quarter include the process of selecting Cohort 2 schools, coordination with the province, the districts and visiting groups from the center, and consultations and activities to support replication including the study tour program. Commencement of activity in Cohort 2 districts followed a strategic coordinated approach involving (1) introductory training in active learning for all schools (DBE1), (2) one-day training for school heads (3) one-day training for school committees, and (4) joint DBE1-2 study tour in preparation for RPS training due to commence in the first week of the next quarter. This collaborative approach is designed to strengthen both DBE2 and DBE1 activity and outcomes (particularly RPS). As the first activity, DBE2 held initial training for participants from all Cohort 2 schools at cluster level in March. These workshops introduced participants to the DBE program and to the basics of active learning. Approximately 300 teachers, school heads and school committee representatives attended. DBE1 District Coordinators also attended some sessions and participated in opening activities. In Makassar, Elizabeth Sunindyo, USAID, CTO, Chiefs of Party from DBE1 and DBE2 and Deputy COP from DBE3 visited a DBE2 training session to observe the activity along with Provincial Coordinators. Liaison has continued with LGSP throughout this quarter. In Pangkep District, DBE1 participated in a consultative development planning workshop run by LGSP. 76 Other Collaboration Other Activities not in Workplan Two service providers (SP) were appointed and attended an initial orientation program, following completion of a search process and negotiation with the institution (UNM) this week. The two SP then accompanied provincial specialists and assisted in the process of implementing district level activity (RPK, Renstra and governance activities). This process is intended to strengthen the capacity of the province - specifically UNM as the primary provider of teacher training and educational consultancy - and is a strategy to increase sustainability. In the context of cross-donor coordination, DBE1 PC met with representatives of a new JICA project, which will include some activity in the education sector. AusAID will also expand its Learning Assistance Program for Islamic Schools (LAPIS) into Bone District in South Sulawesi, focusing on professional development for English language teachers (MI and MTs levels) and building an integrated MI/MTs (satu atap). Activity is scheduled to commence in June of this year following initial survey and consultations. A delegation from a National Education Office project review team visited SD Bonto-Bonto, a DBE target school in Pangkep District, in March. The District Coordinator and District Facilitators supported the visit, coordinated through DBE2. National Coordination In February a team from MenkoKesra visited South Sulawesi and met with key members of the DBE123 team together with stakeholders from provincial, district and school levels. The PCs from DBE123 gave a combined presentation, which was well received and followed by a question-answer session. The meeting was judged to be an effective means of informing national counterparts of the successful aspects of the program - and particularly cross-component coordination. A number of ongoing challenges were also highlighted, most notably that of the geographical spread of districts and coordination between components and with provincial counterparts. Successful strategies to meet these challenges based on the South Sulawesi experience together with avenues to further improve coordination were discussed. Data Collection and Data Entry Workshop Baseline data was collected from all Cohort 2 schools early in this quarter. On Friday 30th March, District Coordinators together with the staff member responsible for data management in the Education Office (Dinas Pendidikan) met together for a one-day workshop in Palopo City with the Data & Information Specialist to enter final data for the Cohort 2 baseline. 77 Annex 2: Success Stories A Case Study in Participation and Capacity Building through Project Management DBE1 District Coordinator Selection By: Dr. Mark Heywood, PhD, DBE1 Provincial Coordinator, South Sulawesi How can participative project management help build the capacity of counterpart organizations and individuals? This case study provides one answer. The recruitment process for DBE1 District Coordinators produced a number of positive, tangible outcomes. Firstly, District Coordinators were selected on merit, resulting in quality appointments. Secondly, the process: Provided a model of transparent merit-based selection to local stakeholders and an opportunity for capacity building in this context Developed good working relationships with key stakeholders Demonstrated the seriousness and commitment of both the DBE team and participating districts Resulted in local ownership of the decisions taken. The process, whilst broadly common to all provinces, varied slightly from one to another. The following describes the process recently completed in South Sulawesi.
