7 Introduction This report covers the sixth year of project implementation, from October 200 through September Because the project completion report will be submitted in December 2011, which will provide final cumulative data for the life of the project, in consultation with USAID it was decided that this annual report will be brief; it will focus on reporting data on project implementation during Year 6 of the project. Annual Report Year 6 provides a summary of project performance against major targets set in the Workplan for the period October 2010 December Project implementation data is reported for the period October 2010 September 2011 and cumulative data through September The report also reviews various studies and reports completed during Year 6 including Task Order Deliverables and various monitoring and evaluation reports. This report begins with overview of contract negotiations and modifications that took place in Year 6 and their impact of project implementation performance; the report concludes with plan of activities for the final months of the project including formal closeout plans. Task Order Modifications Two major modifications were made to the DBE1 Task Order during Year 6. Modification #16 to 497-M was signed November 11, It increased the ceiling price of the contract by $2,000 ($43,728,532 to $45,728,532) and extended the completion date to June 30, Modifications in the Scope of Work were minor, and there were some revisions in Contract Deliverables. Modification #19 was signed April 26, This increased ceiling price by $3,700,000 to $48,228,532 and extended the contract end date to December 31, Some modifications were made to DBE1 s SOW, but there no revisions or additions to the list of Contract Deliverables established in Modification # 16. A Technical Direction dated April 21, 2011 mandated DBE1 to assist UNICEF in implementing several DBE1 tools in Papua and West Papua under a USAID grant to UNICEF for this purpose. In November 2010 DBE1submitted its Workplan for the period October 2010 December At the time the workplan was being produced, informal indications were that the DBE projects would be extended until December 2011 through future contract modifications. Thus, in consultation with USAID it was agreed that the November 2010 version would cover activities through December 2011 with the understanding that the plan would be updated by early mid 2011 once final decisions regarding project termination dates were concluded. This workplan responded to SOW and Contract Deliverables detailed in Modification #16. After Modification #19 became official in April 2011, the Workplan was revised and approved by USAID in May This final Workplan edition covers all the SOW activities and Contract Deliverables described in Modification #16 as well as SOW modifications and additions listed in the SOW for Modification #19. 8 activities to support UNICEF in Papua and West Papua as mandated by Technical Direction April Project Implementation Performance Achievements in Reaching Year 6 Targets Table 1 below summarizes the extent to which targets set in Workplan May 2010 edition have been met as of September 30, Some targets had not been reached for a number of reasons. First, about February 2011, DBE1 field operations budget was becoming low; hence in order to avoid potentially running over budget some field activities such as major workshops were delayed until the final contract modification, which was to add $3 million to the budget, was officially approved in June Further during this period DBE1 was developing a new tool called PBPSA to assist districts to calculate costs for school operations, meeting minimum service standards, and achieving full basic education access. USAID mandated DBE1 implement this tool in 50 districts be the end of the project. (Analysis of the data produced in the 50 districts is to be used for inputs for national level policy and planning.) After Modification 19 became official DBE1 next had to train its own staff in the use of the tool as well as other partners such as Sedia project in Aceh who would also implement the tool in a few districts to assist DBE1 in reaching its target. Once full implementation began, the fasting season occurred during which time activities tend to decrease. Total District Facilitator trained since beginning of project = 526 Special Activities With Partner Projects For the past two years DBE1 has been working with the AusAID funded SEDIA project in Aceh. Deliverable 24 in Modification #16 required DBE to report on agreements made with the SEDIA project in Aceh for collaboration on district and provincial level management and governance. This report was submitted in January 2011 (See Appendix 2). Collaboration with SEDIA has bee very good. Upon USAID suggestion, the project has recruited a number of former DBE1 staff so that SEDIA can continue to use and build up DBE1 experience in Management and governance. In agreement between USAID and SEDIA, SEDIA has taken on the task to assist six districts to complete a medium term strategic plan. DBE1 has been and will continue to provide technical assistance as necessary. SEDIA has updated school unit cost analysis in all districts. This data has been shared with DBE1in order to complete DBE1 s mandate to implement PBPSA in 50 districts BOSP is part of PBPSA. 10 In addition to SEDIA, DBE1 has had collaboration with UNICEF in Aceh. The purpose of the collaboration is complete PBPSA in all 23 districts in accordance with request by provincial government. As of September 30, 2011 UNICEF had started and intended to complete PBPSA in three districts and LOGICA2 in two districts. DBE1 has provided training to staff from both projects. A number of district governments in Central and East Java have used funds provided through the World Bank managed BEC-TF project. In Central Java five districts (Wonosobo, Wonogiri, Sragen, Banjarnegara, Blora) as well as Provincial Education Office (Dinas Pendidikan) have used BEC funds to implement the following DBE1 district level programs: Asset Management, Strategic Planning (Renstra), PBPSA. Sragen, Demak, Blora, Wonosobo, Demak, Wonogiri used the funds to implement various school-level programs. In East Java, Nganjuk: Bojonegoro, Bangkalan, and Sampang have implemented various DBE school and district level programs. After a number of preparation meetings with UNICEF to plan DBE1 assistance to UNICEF to implement various DBE1 programs in Papua and West Papua provinces (in accordance with USAID Technical Direction April 2011, DBE1 began providing the assistance at a meeting in Jayapura in may 2011 to review UNICEF workplan. Ms. Mimy Santika and three DBE staff attended. This was followed up by technical assistance from DBE1 staff in the areas of education finance and district performance monitoring (LAKIP). UNICEF staff also attended a special training for university Service Providers on use of updated DBE1 tools in July DBE1 will continue to respond to requests for assistance through November Special Activities With Provincial Governments DBE1 mandate has been to focus on decentralized education management and governance at the district level. However, for the past two-three years has been intensively working with the Aceh and East Java provincial governments based on specific requests for DBE1 assistance. In Aceh, DBE1 has been officially and regularly involved in various working groups related to education planning and finance. Upon request of the provincial government DBE1 has helped establish a province-wide data base populated with data from district level databases from all 23 districts in the province. This is the first of its type in the country. Provincial staff have presented results to national level GOI and donor audiences. The provincial government has asked other donors to use DBE1 tools when doing similar types of work. DBE1 was asked by the provincial Bappeda in East Java to work with them and the provincial education office and Dewan Pendidikan to draft an innovative education policy for the province. Toward this end DBE1 has taken to lead to (i) facilitate data analysis on literacy and piloting of illiteracy eradication programs; (ii) map and analyze the linkage between targets and indicators at the national, provincial and district levels in order to more accurately report on East Java s performance in reaching targets set by the national government; (iii) development of tools and concept for Total Education Delivery System (TEDS) which incorporates public and private schools, skills courses, and religious instruction classes. 11 paying to education their children within both the formal and informal/non-formal system. The research for the most part has been funded by Bappeda whereas DBE1 has provided technical assistance and costs associated with DBE1 staff travel. Reports on the three activities were being finalized as of September 30, Bappeda has asked DBE1 to send a letter to the governor summarizing the results of the research in order to provide inputs in formulating the 2012 provincial budget. DBE1 will present results to Bappeda, Dinas Pendidikan and dewan pendidikan in November 2012 and then provide back up support to Bappeda when making a formal presentation to the governor by mid November Sustainability Efforts DBE1 is aware that in many cases implementation of DBE1 program by district governments and governance organizations is not fully sustainable because of the frequent turn over of staff who receive technical training through provision of technical assistance. Further, many district education staff are not educators but general administrators; hence, many do not understand well concepts of education quality. Thus, DBE strategy for sustainability is to develop capacity of individuals and institutions who are likely to remain in present positions to provide technical assistance to schools and local governments to implement DBE1 programs and tools in the future. At the school level DBE1 has developed and implement a number of School Based Management (SBM) tools and programs. Since the very beginning of the project DBE1 has been intensively training a core of District Facilitators who are able to assist and train schools in implementing DBE1 SBM materials. The majority of District Facilitators are subdistrict level school supervisors; however, some school principals and university staff have also been trained. Although over 3,000 such persons have received some training through DBE1, we have focused our efforts on providing intensive training (both classroom and onthe-job training) to a core of about 400 persons whom will be certified by DBE1 (see Table 1). MONE s School Based Management Secretariat and DBE1 have developed a set of quantitative and Qualitative criteria for certification. DBE1 has been training university staff from four universities 1, LPMP in six provinces and Dinas Pendidikan/Provinsi West Java as Service Providers who will be able to provide technical assistance to district governments in implementing DBE1 tools and programs. Each person concentrates on a particular set of education management and governance skills according to his/her experience, but in a few cases an individual may be certified in more than one skill set depending upon interest and experience (see Table 1). The education skills sets include: finance, data and planning, personnel management and asset management. The first set of Service Providers was recruited from three universities and trained in early After an evaluation in early 2011, additional individuals from these institutions were recruited and an additional university (Universitas Negeri Malang) joined the program in LPMP and Dinas Pendidikan West Java-- focusing on personnel management and asset management, respectively--also joined the program in In July 2011 DBE1 manuals were updated and used in an intensive week-long training program for Service Providers. 1 Universitas Pendidikan Indonesia (Bandung), Universitas Negeri Makassar, Universitas Negeri Malang, Universitas Muhammadiyah (Solo). 12 This has been followed up with on-the-job training and apprenticeship training. About 50 different persons from these institutions (including universities, LPMP, and provincial officials) have been receiving training, and the majority is expected to receive DBE1 certification before the project ends. In addition to the persons and institutions described above, DBE1 staff who meet criteria will also be included in the roster of persons who are certified to assist schools and local governments implement DBE1 programs. Thus, by the end of the project over 600 persons will have been certified to help sustain the implementation of programs and the use education management and governance tools developed by DBE1. The final activity will be to publicize the District Facilitator and Service Provider programs in the period November December Information about the programs will be provided in provincial closeout workshops in October Once certification is complete DBE1 will compile lists of certified persons including names, contact information, and areas of expertise. These lists will be publicized as follows: (i) handed out at final DBE1 policy dialogue workshop for high level GOI officials and international organizations in December 2011; (ii) posted on DBE web site; (iii) delivered in CD ROM to all participating DBE district and provincial education offices; (iv) coordination with USAID Kinerja project; and (iv) explore listing on MONE website and included in MONE s Pelangi newsletter. Monitoring& Evaluation Data, Deliverables and s In September 2010 DBE1 submitted its final Monitoring Progress Report on DBE1 project implementation performance. The project had been expected to end in 2010; thus, the M&E staff were terminated including termination in June 2010 of DBE1 District Coordinators who were responsible for monitoring and collecting data. The District Coordinators were also responsible for providing up-to-date information for the Project Data Monitoring System (PDMS); therefore since mid-2010 data at school and district levels was collected by DBE1 provincial specialists with the result that data collection has been somewhat limited compared with the first years of the project. A number of special reports related to meeting Contract Deliverables and activities specified in the #16 and #19 Task Order Modifications (see above) were produced during Year 6. These reports are listed in Appendix 1. USAID has been very professional and helpful to the project in terms of careful review and feedback on drafts of these reports. The original Task Order had a set of 16 Contract Deliverables. All of those had been met prior to Year 6. New Deliverables were added in subsequent Modifications, and in some cases Deliverables were modified from one contract moficattion to another. Because the Contract Deliverables are legally binding requirements, DBE1 has been tracking submission to USAID and updating the status of the deliverables in quarterly reports. Appendix 2 of this report provides the status of contract deliverables as of September 30, DBE1 fully expects to complete the remaining Deliverables by November In June 2010 DBE1 completed a major impact evaluation of its School based management programs. Subsequently in Year 6, three DBE1 staff published and article about the 6 Decentralized Education Management and Governance - October 2010 to September 2011

13 evaluation in Journal of Development Effectiveness and RTI also published a policy brief on the evaluation. In 2010 two RTI staff began work on analyzing DBE1 data a type of Meta-analysis based on data from over 30 districts in order to produce inputs for GOI national education policy. A draft report was completed by December However, at that time DBE1 was asked by the Deputy Minister of Education to expand its tool for calculating school operational costs to also calculate costs for meeting Minimum Service Standards and full basic education access (PBPSA). Because the data expected from this expanded tool was to be of great value to the Meta-analysis, it was put on hold until data from the new PBPSA became available. USAID has approved travel for one member of the Meta-analysis team to return to Indonesia in October and December 2011 to complete the study. DBE1 has planned to present the results of the analysis to high level GOI and International education partners at a workshop in December Nation-Wide BOS Training MONE received a grant of AUD 20 million to train all schools in the country to manage and report on the use of BOS funds. Informally MONE has referred to this as the BOS training program. DBE1 was asked to join as a member of the team from the very beginning of the planning of the program in spring As the preparation of training materials proceeded additional emphasis was place on school level planning and the data to be supplied for the planning though a tool called School self Evaluation. Based on DBE1 s assessment of the training package, time training schools in the highly technical BOS reporting procedures would not be sufficient. Although DBE1 had critical doubts about the quality and feasibility of the program, we continued to take an active part including raising our concerns wit the BOS raining team management both on and off the record. Training program implementation began in the July-September quarter. DBE has been officially tasked by MONE to monitor the training. Initial monitoring results indicate that the program is not effective in meeting its stated objectives. DBE1 submitted an initial report on the program to USAID in January 2011 and will submit a final report in November 2011 (see Appendix 1 and 2). The final report will focus on inputs for USAID to provide follow up support to schools and districts in future projects.
