1 Position: Executive Director MISSION STATEMENT Three Rivers Community Action, Inc., incorporated in 1966, is a nonprofit human service organization with a mission to work with community partners to address basic human needs of people in our service area, thereby improving the quality of life of the individual, family, and community.

2 The Organization Three Rivers Community Action is a nonprofit human service organization created by local citizens. Incorporated in 1966, Three Rivers mission is to work with community partners to address basic human needs of people in our service area, thereby improving the quality of life of the individual, family, and community. Three Rivers Community Action serves primarily low-income families. However, it also serves the community at large by creating a healthier environment for all citizens regardless of economic status. The agency serves people in a variety of ways: homeownership, keeping them warm and sheltered, employing them, healing them, educating them, transporting them, feeding them, and involving them. In the professional community of human services, Three Rivers Community Action plays an important role. Three Rivers advocates for their clients at the local, state, and federal levels. The agency has developed a comprehensive networking system with various human service agencies in order to best serve their clients. These collaborative relationships allow agencies to maximize their resources to serve families and communities. Three Rivers is an agent of change within the community, paving the way for understanding and acceptance. Three Rivers has grown over the past 40+ years from serving 100 clients to over 11,000 clients. The agency s operating budget has increased from the original $60,000 federal grant to over $10 million, including federal, state, local, and private resources. 3 Services Provided Housing Development Three Rivers assists communities, families, and individuals with a wide array of housing development activities including building, preserving, and owning rental housing, assisting people with homeownership needs, and providing homeowners with resources for improving their homes. Support Services Support Services provide a safety net in times of crisis and a road towards self-sufficiency after the crisis has been resolved. Programs connect individuals and families with resources and partner organizations and develop personal relationships through customized and comprehensive services. Transportation Hiawathaland Transit is operated by Three Rivers and is available to everyone for any reason. People of all ages ride the buses to go places like school, work, the grocery store, doctor s office, pharmacy, or library. The buses can transport anyone anywhere within city limits. There are also routes between cities. Head Start Head Start is a comprehensive preschool program focusing on child development and serving 3 and 4 year old children and their families. Head Start establishes relationships that promote growth and development in young children and encourages the self-sufficiency of families.

4 Services Provided Senior Programs Senior programs assist individuals aged 60 and older and their families with information, referrals, and resources that allow persons to remain healthy and independent in their homes and communities. These programs help families of all incomes. A small donation is requested when services are provided. Energy Three Rivers offers ways to assist with household energy usage and utility bills. Energy Assistance provides a starting place for individuals and families looking for various kinds of help. The program offers financial aid, crisis intervention, system repair and replacement, and referrals to the Weatherization program and other human service programs. The Weatherization program aids households in reducing energy costs to become increasingly efficient and provides an energy audit and subsequent energy efficiency upgrades. Continuum of Care The Continuum of Care (CoC) is a community planning group that coordinates services and maximizes resources to reach the goal of preventing and ending homelessness in South Central and Southeastern Minnesota. Three Rivers planning region, or community, includes the area of 20 counties in Southeast and South Central Minnesota. The CoC includes people and organizations from across the region, and meetings are open to anyone who wants to participate.

6 Executive Director Duties Decision Making and Judgement Has wide authority to make decisions, may commit to outside agencies, formulates agency policy, and is limited only by the Board of Directors. Resourcefulness Requires highly original innovation and solutions of extremely complicated problems, independent thinking with visualization of long-range goals, and considerable resourcefulness in human relations. Supervisory Responsibility Is ultimately responsible for all staff. The majority of the staff that the Executive Director directly supervises are management. Staff Responsibility Provides advice and recommendations to the Board of Directors. These recommendations are usually instrumental in establishing policy. Management Planning Is responsible for overall agency planning. Works with a number of diversified, unrelated intangibles. Requires consideration of the agencies overall policies. Responsibility for Funds and Property Has full responsibility of funding and property. Internal Contacts Coordination, cooperation, and joint action are necessary in dealing with the management of programs or individual matters of a difficult or controversial nature. Contact with staff is a major part of the job. External Contacts Frequent contacts with community leaders, consultants, government officials, association, etc. Needs Board knowledge and understanding of trends, conditions, policies, programs, etc.

Facilitate a discussion with the Board pertaining to marketing strategies and the potential impact on the organization. Help continue to position the organization for growth by being ready for changes that may come quickly at times. Respond to crisis situations calmly and with creativity and vigor. Help the organization continue to enhance connections resulting from the changing demographics in Southeastern Minnesota. Help the organization prepare for upcoming changes to the Head Start program. With the Board, develop a vision for organizational growth that does not adversely impact the delivery of core services. Attributes Relates well to people from all walks of life. Have a political aptitude that builds on existing relationships and establishes new relationships that benefit the mission of the organization. Have a commitment to serving others. Possess solid organizational leadership and management skills. Be friendly. Be a team leader but not a micromanager. Be a problem solver. Be actively involved in statewide associations that support the mission of the organization. Have the ability to discern opportunities that arise from other service organizations who are experiencing difficulties.

8 Position: Executive Director The Board of Directors of the Three Rivers Community Action, Inc. seeks an experienced, inspirational, and resourceful Executive Director to provide operational oversight for a $12 million organization. The position requires a BS/BA in a related field with seven years of non-profit experience in a multifaceted program. Other comparable experience will be considered. This includes experience in a senior leadership role with a track record in strategic planning, fundraising, staff and leadership development, program design, development and evaluation. The successful candidate must also have experience supporting a Board of Directors in its legal and fiduciary responsibilities and in partnering with a Board to continually develop its composition and effectiveness. A master s degree is preferred. Salary is negotiable based on experience.
