1 CHIEF DEVELOPMENT OFFICER CHIEF DEVELOPMENT OFFICER Non-Union Exempt FULL TIME THE ORGANIZATION Mission Episcopal Community Services of San Francisco helps homeless and very low-income people every day and every night obtain the housing, jobs, shelter, and essential services each person needs to prevent and end homelessness. Overview Founded in 1983 in the basement of Grace Cathedral in response to the emerging issue of homelessness in San Francisco, Episcopal Community Services of San Francisco (ECS) is the largest nonprofit providing homeless services in San Francisco. It leads with innovative strategies to shorten the time people are homeless on the streets and in the shelters of San Francisco. ECS accomplishes its goals by providing permanent supportive housing and the services necessary to retain housing; partnering with corporate, interfaith, and community volunteers to maximize services for clients; meeting people where they are in their lives and working with them to provide the stability necessary for them to address their needs; and empowering individuals with programs that develop life skills such as healthy living, money management, and literacy. ECS impact speaks volumes about the efficacy and breadth of its services. In 2017, 96% of ECS formerly homeless residents retained permanent, supportive housing -- 1,375 formerly homeless men, women, and children were housed. Additionally, 300,000 meals were served at ECS sites. ECS served 7,000 low-income, homeless, and formerly homeless individuals in San Francisco in ECS lines of service include shelter (Next Door, Sanctuary, the Interfaith Winter Shelter, and two Navigation Centers), housing (1,400 formerly homeless people housed at 12 sites), senior services (Canon Kip Senior Center), as well as education and employment (Adult Education Center, CHEFS culinary training, and employment counseling). Recent/Upcoming Initiatives and Programs The Auburn: The Auburn, opened in 2017, is a newly renovated, permanent supportive housing site with 70 units outfitted with beds, microwaves, refrigerators, and televisions and designated for military veterans experiencing chronic homelessness. The Auburn is part of the City s efforts to end chronic veterans homelessness in San Francisco. All support services and case management at the Auburn are provided by ECS, with property management provided by our partners from Delivering Innovation in Supportive Housing (DISH).
2 Minna Lee: The Minna Lee, another freshly renovated, permanent supportive housing site on the 6 th Street corridor, welcomed its first homeless residents in June The Minna Lee is a permanent supportive housing site with 50 units of housing for adults experiencing chronic homelessness and a spacious community room. All support services and case management at the Minna Lee are provided by ECS, with property management provided by Delivering Innovation in Supportive Housing (DISH). 5 th & Bryant Navigation Center: ECS is the lead agency for the newest Navigation Center at 5 th & Bryant Streets, estimated to open August The City s Department of Public works has broken ground at this site, which will be the third Navigation Center in ECS s portfolio of emergency housing for people directly exiting street homelessness. Over 80 beds are planned with 30 specially earmarked for women. Navigation Centers bridge high-need homeless adults to permanent housing and other exits from homelessness via low-threshold, service-rich programs that include Harm Reduction Therapy (HRT). Moving On Landscape Analysis: In partnership with the Corporation for Supportive Housing (CSH), ECS is embarking on a Moving On Landscape Analysis to identify elements of an economic mobility program at ECS. Through the consulting relationship, CSH will develop a supportive housing employment plan, which will detail an approach for expanding the range of training and employment opportunities for tenants living in supportive housing and expanding their employment outcomes. CSH will also conduct a brief landscape summary to determine the initial feasibility of using Pay for Success as a tool in efforts to scale and implement Moving On in supportive Housing. Coordinated Entry: San Francisco s Department of Homelessness and Supportive Housing (HSH) has named ECS as the sole operator of the City s Coordinated Entry system for single adults. Through this contract award, ECS will provide five localized points of access points for adults experiencing homelessness, offering coordinated Assessment, Problem Solving and Matching and Referral services as well as at temporary satellite locations to meet single adults needs. For single adults prioritized for housing, ECS will provide Housing Navigation services at its Housing Coordinated Entry hub or other location convenient to the client, as well as 1 2 years of Housing & Tenancy Stabilization services at the individual s housing site, Housing Coordinated Entry hub, or other location convenient to the individual Mission Street: ECS has been selected to build and operate San Francisco s largest ever permanent supportive housing development, in partnership with Mercy Housing. The two-building development will provide permanent homes for up to 265 adult households experiencing chronic homelessness, with 100 of these new units earmarked for formerly homeless seniors, age 62 or older. The completed site will also become the new home to the Department of Public Health s Tom Waddell Urgent Care clinic, including dental services and a specialized Street Medicine program, as well as the Department of Homelessness and Supportive Housing s Homeless Outreach Team. Additional commercial space within the senior building with Mission Street frontage will be built out to house ECS s CHEFS (Conquering Homelessness through Employment Services) program and social enterprise. By combining housing, healthcare, supportive services, and workforce development, residents at Mission Street will have the opportunity to live, work, and receive services in the most integrated setting possible. Operations ECS is governed by a 22-member Board of Directors comprised of professionals in technology, financial services, real estate, legal, and the public sector. The Board meets a minimum of bi-monthly. The organization has a staff of nearly 350 employees and 1,400 volunteers. The following Directors Team reports directly to the Executive Director:
3 Associate Director Executive Administrative Assistant Chief Financial Officer Chief Development Officer Director of Programs Director of Workforce Development/Social Enterprise ECS has an annual operating budget of $40 million of which approximately $2 million is for general operations. Funding for the organization comes from rental income as well as government grants and contracts. The remainder is generated by private fundraising activities. The organization receives strong financial support from the Bay Area corporate and philanthropic community including George H. Sandy Foundation, Crescent Porter Hale Foundation, and Zendesk Neighbor Foundation. For more information on Episcopal Community Services of San Francisco please see THE POSITION The Chief Development Officer ( CDO ) will develop, implement, and lead all fundraising efforts for ECS in conjunction with the Executive Director and the Board of Directors. ECS is a fast-growing organization with an annual budget of $40 million, including approximately $2 million in contributed revenue. The CDO will be responsible for developing the organization s overarching, multi-year contributed revenue development plan and carrying out a variety of fundraising strategies to ensure this budget is met, and that the organization is set up to successfully meet its short and long-term growth goals. Over the next three years, the organization envisions increasing the annual contributed revenue to $4 million. In addition, the CDO will help establish a culture of philanthropy across the entire organization, and at all levels, as well as work to build systems and improve the day-to-day operations of a newly formed and expanded Development department. This includes working closely with the Board to transition from an operational Board to a fundraising Board. There exists a shared commitment with the Executive Director, that will help them move in a direction of fundraising. In addition, ECS is in the early stages of launching a $4 million campaign to fund the building of Mission Street. The CDO will play a lead role in this capital campaign. The Opportunity This position is an exciting leadership opportunity to build the Development function of an organization that is at the nexus of solving homelessness in San Francisco. ECS is seeking a smart, ambitious, independent, best-in-class development leader and manager, with a marketer s mind-set, to build the Development function into an established, state-of-the-art operation that will sustain and enable ECS to reach its growth goals for years to come. This professional will possess vision, the strategic thinking and tactical expertise to bring the vision to life, and an ownership mindset that values accountability. S/he will build trust with internal colleagues and external stakeholders. S/he will be proactive, thoughtful, and deliberate, creating opportunities for donors and funders to support ECS. Areas of Responsibilities Strategy/Planning Partner with the Executive Director and Board to:
4 Develop and implement a comprehensive, multi-year fundraising strategy to grow contributed revenue from $2 million to $4 million over the next three years to support Episcopal Community Services strategic goals; Strategize, engage, and support the Executive Director in development activities, serving as a thought partner to the ED in all matters involving revenue to Episcopal Community Services, including government grants/revenue; Partner with the Chair of the Board Development Committee to energize and inspire board members in building a culture of philanthropy; support the board members in their fundraising efforts; and Support ECS staff in development activities, as appropriate. Direct Fundraising Cultivate, solicit and steward major and minor gift prospects, including foundations, corporate sponsors, and individuals; Develop and execute annual appeals, matching gift opportunities, and other giving vehicles; and Plan and execute all major and minor fundraising, cultivation activities and events. Development Communications Work with the Communication Manager to develop content for website, publications, newsletters, invitations, and other communications as it relates to fundraising; Oversee the research, writing and preparation of government and private grant applications, corporate sponsorship solicitations, and funder reports; Prepare prospect briefings, compelling proposals, appeals, and other correspondence and presentations for prospects, donors, the ED, and the Board of Directors; and Represent ECS with external constituency groups such as funders, program partners, elected officials, community members, and others as needed. Development Operations Support Oversee a prospect tracking system and donor database, ensuring efficient tracking of donor information and timely acknowledgement of gifts; Work closely with the ED and CFO in annual planning, budgeting and goal setting; and Oversee the measurement and tracking of progress against the department s budget and goals. Staff Management Supervise, professionally develop, and retain a largely newly-formed team of six staff;
5 Model a management style that is collaborative, supportive, and encouraging to staff, treating team members as respected colleagues; and Implement development best practices to enhance and continuously improve the day-to-day activities of an effective, efficient Development department and its staff. CANDIDATE QUALIFICATIONS/EXPERIENCE Experience: Minimum five years of experience in fundraising in a senior leadership position. A proven track record of soliciting and securing six- and seven-figure gifts is strongly desired. Education: Bachelor s degree is required. A SKILLS/EXPERIENCE The successful candidate will have the following professional skills and experience: Thorough and specific knowledge of effective fundraising strategies and tactical execution of major gift fundraising, corporate support, foundation funding, and mass annual giving; Experience building and managing a high performing and motivated development team and developing fundraising systems, processes and strategies; Experience with strategic relationships with local, state, and national donors, foundations, corporations, and partners, where existing relationships with these entities are preferred; will possess a track record of successful cultivation, solicitation, and stewardship of donors and funders; Experience with leveraging resources, such as executive team members and consultants, to create a highly effective fundraising process, refining and adapting it based on ongoing learning; An aptitude for inspiring and persuading board members and the Board Development Committee in ways to contribute to effective fundraising on behalf of the organization; and Demonstrat ed track record of successfully working cross functionally with Program staff for effective fundraising. COMPETENCIES/ATTRIBUTES The successful professional will have: Commitment to and passion for the health of individuals and families; Ability to articulate ECS vision and programs to make a compelling, inspirational case for financial support;
6 Experience in fast-paced, complex and ever-changing environment, or related experience; Demonstrated ability to effectively manage up in order to lead, organize and thought-partner with the ED and Board of Directors to successfully execute their fundraising responsibilities; Results-driven approach to fundraising with the ability to set concrete goals and achieve them; Ability to simultaneously manage and effectively prioritize a large number of fundraising activities; Excellent oral and written communication as a passionate communicator; and Knowledge of supportive housing and homelessness and poverty alleviation, preferred. The successful professional will be: Highly skilled at the nuances of working with sophisticated board members; Strong problem solver and solutions seeker; Willing to take risks and to address complex issues creatively and effectively; and Culturally competent with ability to get along with diverse individuals.
