4 COAR Minimum Match Requirements Both FAA and non-faa eligible projects: the level of sponsor/owner grant matching requirements are based upon category of airport as defined in the Oregon Aviation Plan. Category 1a Commercial Primary: 50% Category 1b Other Commercial Non- Primary (less than 10k enplanements): 35% Category 2 Business: 25% Category 3 Regional: 10% Category 4 Community: 10% Category 5 Low Activity: 5%

10 ACT Review Statutory Considerations - The reviewing ACTs must take into consideration the following statutory considerations, as per ORS : a) Whether a proposed transportation project reduces transportation costs for Oregon businesses or improves access to jobs and sources of labor. b) Whether a proposed transportation project results in an economic benefit to this state.
11 ACT Review Cont. c) Whether a proposed transportation project is a critical link connecting elements of Oregon s transportation system that will measurably improve utilization and efficiency of the system. d) How much of the cost of a proposed transportation project can be borne by the applicant.
12 ACT Review Cont. e) Whether a proposed transportation project is ready for construction. f) Whether a proposed transportation project has a useful life expectancy that offers maximum benefit to the state.
13 ACT Review Cont. Based on the application materials, ACTs shall determine whether a project thoroughly meets each of the considerations. To thoroughly meet a consideration, a project shall demonstrate through application responses that the project will accomplish the intent.

18 Frequently Asked Questions Does the ACT rank projects? o The ACT s role in the COAR grant process is to review applications for airports within their ACT and complete one review sheet per project application, based upon the applicant s responses. o The application scoring is formulated based upon the selections made on the review forms. o It will be at the discretion of each ACT to review the collective list of statewide projects and provide their preferences to their member serving on the ARC, but ultimately it will be the ARC that will rank and recommend projects to the State Aviation Board.
19 Next Steps Combine project lists from ACTs and convene the Aviation Review Committee (ARC) Provide recommendations from the ARC to the State Aviation Board
20 Lessons Learned So Far Still a lot to learn, both from the sponsors and ODA Staff outreach has been extremely helpful. We called all public use airports in Oregon and talked to almost all of them at least once. There is not a one size fits all solution to the ORP at this point. Staff recommends a study to identify the resiliency needs of the state. Help ODA continue to tell the story. Get applications in early!
