1 Request for Letters of Interest for EDITOR of The Journal of Public Affairs Education (JPAE) Deadline for Letters is July 1, 2017 The Network of Schools of Public Policy, Affairs, and Administration (NASPAA) is soliciting letters of interest from an individual (or individuals) interested in editing the Journal of Public Affairs Education (JPAE) for the three-year period beginning January 1, There is also the desire that the editorial team overlap with the current editors on the final issue of 2017, and phasing in responsibility for the first issue of the 2018 volume. The journal occupies a vital niche in public affairs scholarship focused on teaching, curriculum, and learning, as well as the enterprise of public affairs education the challenge of running programs and schools of public affairs in this fast-changing environment. JPAE provides the most important source of scholarship and research for professors and practitioners engaged in preparing the next generation for professional public service. JPAE has benefited from a history of outstanding editors, most recently David Schultz and Marieka Klawitter, and prior to them, Kristin Norman-Major and Heather Campbell. The journal has enjoyed tremendous goodwill among its editorial board and contributing authors. All issues from are available in archived PDF format online. All back issues are available on JSTOR. NASPAA s goal with JPAE is to reach every instructor, professor and program administrator with an interest in advancing public affairs education, anywhere in the world, and at reasonable cost. We measure the success of the journal in these terms: 1. Advancing teaching and learning in public affairs. 2. Advancing the enterprise of public affairs education. 3. Growing the number of downloads, subscriptions, etc. to maximize impact of the journal. 4. Making this important research and information universally available for free to all NASPAA member schools and faculty/students, and at reasonable cost to everyone else who can benefit from it. In late 2017, the journal will enter a new era, characterized by a soon-to-be implemented partnership with Taylor and Francis Group, who will be providing editorial support, production,
2 marketing, and distribution. The JPAE Editor will use their manuscript management facility. Through their distribution channels, the journal will be available online and in hard copy. Journal access will also be provided free to NASPAA member schools. Under this arrangement, the Editor s workload will be extremely manageable (historically, about 100 articles have been submitted per year), with a workload of hrs/week. NASPAA also encourages an openness to innovation, and to cooperating with social networking, blogs, and other public affairs/policy/administration journals to bring articles to the attention of our field, the public, and to the policymaking world. Any Letter of Interest should address this commitment to innovation. The key qualifications for JPAE Editor (including co-editors, editor with sub or section editors) are as follows: Deep commitment to advancing teaching and learning in our field globally, and in furthering the enterprise of public affairs education. Excellent organization skills, with a keen conceptual grasp of the task of editing a teaching and learning-focused academic journal. Knowledge of cutting-edge research and scholarship in the field; and awareness of trends and developments in the field. Commitment to producing a high quality journal with care and attention to working with the production editor and marketing staff (supplied by Taylor and Francis). Interest in enthusiastically representing the journal in public affairs circles, and being a visible advocate for improving teaching and learning in public affairs education. Knowledge of scholars in the field in order to nominate half the editorial board and work successfully with the board in setting JPAE editorial policies. PROPOSALS TO EDIT JPAE The first stage of the JPAE proposal process will consist of a Letter of Interest, not to exceed 3-4 pages, submitted to mcfarland@naspaa.org no later than July 1, It should include: A statement of vision for the journal, including how it will advance teaching, learning, and the business of public affairs education. Specific ideas or plans are welcome (symposia, new sections of the journal, global features), but should be brief. A brief statement from any proposed Editor(s) and/or sub-editors, providing any relevant editing experience, and a brief description of the Editor s management style and plan. A few sentences about the home institution of the Editor, and whether they are in support of the time required for the Editor to perform this role for JPAE. Because of current
3 publishing arrangements, institutional sponsorship is no longer required by the Editor s home university, but institutional recognition of the time involved for the editorship is appreciated. The Production Editor will be supplied by Taylor and Francis, and will deal with the production of the hard copy and online versions. Administrative Support will also be provided by Taylor and Francis. The editor will use their manuscript management facility. In collaboration with the Editor(s), and Taylor & Francis, NASPAA will establish a set of performance measures, including journal publication deadlines and turnaround times for reviews, and these measures will be incorporated into an agreement between NASPAA and the editor. The editor will supply an annual report to the JPAE oversight committee of the NASPAA Executive Council demonstrating achievement of those performance measures. At the JPAE Oversight Committee s discretion, the editor may be selected at the end of the Letter of Interest stage, or the Committee may proceed to a second stage: submission of Editor Proposals. They will inform all submitters of Letters of Interest of that decision in a timely fashion If the process advances to a proposal stage, the proposal should include: 1. A fully articulated statement of vision for the journal, not to exceed five pages, including how the journal will advance teaching, learning, and the business of public affairs education. 2. A complete description of the management structure of the Editorial team (if there is more than a single Editor proposed) and how the journal will be managed. 3. A description of the Editor s home institution support for the Editor s time. 4. The name and background of the proposed editorial team, including CVs, and highlighting editorial experience. The proposal should not exceed 10 pages (excluding CVs), although it is in the JPAE Oversight Committee s discretion to request less or more material at that time. Current JPAE editors have also volunteered to speak with any interested prospective editors.
4 TIMETABLE 1. In March 2017, the JPAE Oversight Subcommittee of NASPAA s Executive Council, chaired by Ed Jennings (University of Kentucky) and Paul Teske (University of Colorado Denver), was charged by NASPAA President David Birdsell to conduct a selection process, and to make a final recommendation to the Council. 2. If you intend to submit a Letter of Interest, please advise NASPAA as soon as possible. Please contact Laurel McFarland at mcfarland@naspaa.org or x Your Letter of Interest should be received no later than July 1, Please send an electronic version of it to Laurel McFarland, NASPAA Executive Director at mcfarland@naspaa.org, using the subject heading JPAE Letter of Interest. 4. The JPAE Oversight Committee will make its decision regarding whether to proceed to proposals by July 15, 2017, and will notify all submitters of Letters of Interest of their decision by that date. If it chooses to select the Editor(s) at that time, NASPAA will immediately proceed with developing an agreement with the Editor, and the editors will begin their overlap period in the fall of If the Committee elects to proceed to a formal proposal stage, all proposals will be due by August 15, Please send your proposal to mcfarland@naspaa.org, with subject heading JPAE Editor Proposal. The JPAE Oversight Committee will render its decision by September 15, 2017, and NASPAA will immediately proceed with developing an agreement with the Editor. Information about the Network of Schools of Public Policy, Affairs, and Administration The Network of Schools of Public Policy, Affairs, and Administration (NASPAA), founded in 1970, serves as a national and international resource for the promotion of excellence in education and training for public service. Its global institutional membership includes more than 300 university-based programs in public affairs, public policy, public administration, and public management. NASPAA accomplishes its purposes through direct services to its member institutions and by: Developing and operating a professional accreditation process for masters programs in public administration, public policy, and public affairs; Representing to governments and other institutions the objectives and needs of education for public affairs and administration; Encouraging curriculum development and innovation and providing a forum for publication and discussion of education scholarship, practices, and issues; Operating an annual Global Student Simulation Competition, with opportunities afterward to disseminate the simulation via JPAE; Undertaking surveys that provide members and the public with information on key educational issues;
5 Meeting with employers to promote internship opportunities for students and employment for graduates; Undertaking joint educational projects with practitioner professional organizations; and Collaborating with institutes and schools of public administration in other countries through conferences, consortia, and joint projects. Information about JPAE NASPAA owns the Journal of Public Affairs Education (JPAE). JPAE began publication in 1995, and NASPAA assumed ownership and publication in It is transitioning to Taylor & Francis as publisher and marketer in late The JPAE Editor and Editorial Board, representing NASPAA, will retain total editorial control of the journal and its contents. JPAE is published quarterly (Winter, Spring, Summer, Fall). Historically, the volume has consisted of 5-7 articles per issue, with 650 pages per annual volume. POSTED June 5, 2017
