1 POLICY AND EVIDENCE UPTAKE OFFICER Terms of Reference BACKGROUND 3ie is an international grant-making NGO promoting evidence-informed development policies and programmes. We are the global leader in funding and producing high-quality evidence of what works, how, why and at what cost. We believe that better and policy-relevant evidence will make development more effective and improve people s lives. 3ie was founding in 2008 to address the lack of high-quality evidence about what works in international development programmes and policies. 3ie funds impact evaluations using experimental and quasi-experimental designs which are based on a thorough analysis of an intervention s theory of change. 3ie also funds the production of systematic reviews of evidence and a range of other synthesised evidence products. 3ie produces in-house impact evaluations, evidence reviews and other evidence products. We are building a global community of policymakers, implementers and evaluation experts committed to promoting and supporting the production and use of high-quality evidence to strengthen development. 3ie is registered as a non-governmental organisation in the United States of America. It has three offices in Delhi, London and Washington, DC. The largest office is in Delhi, which houses the Policy Advocacy and Communications Office (PACO), the Evaluation Office, the Programme Office and the Finance and Administration Office. We have a highly qualified and diverse international staff and management totalling approximately 50 staff across the three offices. 3ie is governed by a board of eminent policymakers, development funding agencies, foundations and evaluation experts. 3ie seeks a Policy and evidence uptake officer to serve in Delhi, India who will report to the Deputy director, PACO. The primary description of work and duties and responsibilities are listed below: DESCRIPTION OF WORK 3ie is looking for a dynamic, and experienced policy and evidence uptake officer to ensure that 3ie s funded evaluations and reviews are policy relevant, that researchers engage with stakeholders to promote study uptake and use and that 3ie promotes evidence uptake into policy and programming effectively through high-quality research and reporting on the impact of

2 3ie grants and on 3ie s contribution to the knowledge base on research communication and evidence uptake into policy and programming DUTIES AND RESPONSIBILITIES Main areas of work: Monitor and extract narrative data on policy and programming influencing and evidence uptake and use in 3ie grants based on reports, secondary sources and interviews Undertake effective, efficient and methodologically sound analysis of policy relevance, influence and evidence uptake in 3ie grant-making for use in PACO evidence use knowledge products Support the ongoing improvement in research and analytical tools, processes and outputs that strengthen the effectiveness of 3ie s value added in funding policy-relevant studies that have uptake Provide technical inputs on policy-relevant design, engagement and uptake in 3ie grantmaking and in-house studies and reviews throughout the grant cycle Support grantee policy engagement and evidence uptake advice and guidance throughout the 3ie grant cycle Provide technical and editorial inputs to the review, finalisation and publication of 3iefunded study reports Coordinate PACO technical support for grant call launches as assigned Contribute to the production of timely and effective reports, briefs and other products and messages about 3ie-funded policy engagement and evidence uptake Represent 3ie externally Other duties as assigned Specific responsibilities: Grants management policy influencing and evidence uptake and use Monitor ongoing 3ie grants for policy and programming influencing and evidence uptake and use, extract data from reports, follow up interviews and other sources as required Analyse closed 3ie studies for policy and programming influencing and evidence uptake and use Analyse ongoing grants for potential for research and learning about evidence uptake Contribute to research and writing about evidence uptake and use Provide validated quarterly quantitative and qualitative reporting on policy and programming influencing and change from 3ie-funded studies Provide policy-related technical inputs for assigned grants and projects, including interactions with grantees, adaptation and review of policy engagement plans, feedback to grantees and reviews of grant application documents, progress and study reports Coordinate 3ie grant call launches as assigned, including ensuring the development of specialised dissemination lists and plans, copy-editing requests for qualifications or proposals, FAQs and other call documents Page 2 of 5

3 Contribute to the regular updating of information management tools and process guidance to ensure 3ie has an efficient and effective grant development and management process and internal monitoring relevant to PACO work Research communication and evidence uptake knowledge products Support the production of 3ie learning and knowledge products in policy engagement and uptake Contribute to the production of research case studies, stories of change, policy briefs, features or other knowledge products about evidence uptake and use in 3ie-funded studies and reviews Communication Ensure the high-quality and timely production of 3ie-funded study reports and papers as assigned, including editing or copy-editing of 3ie reports and coordinating production with the managing editor Monitor and ensure effective regular updating and expansion 3ie s policy-related resources on the 3ie website In coordination with other specialists working on in-house studies and projects, produce and implement research communication and engagement plans to ensure the effective uptake of 3ie-produced studies and reviews Help organise and/or participate in events related to 3ie-funded studies Contribute to 3ie s integrated communication strategy implementation as required, including the production of multimedia products, events, social media, website, media or other channels External representation Represent 3ie in external events, project collaboration, grant management workshops and contribute to increasing 3ie s networking and relationships and external branding Administrative Carry out administrative duties related to this position or as needed for the smooth running of PACO as assigned Monitoring and Evaluation Support producing, maintaining and improving the monitoring tools, processes and reporting of policy-relevant data and outcomes from 3ie-funded studies and reviews Contribute to the development of evaluation and learning mechanisms for the uptake of evidence into policy and programming in 3id-funded studies and reviews. Contribute to PACO M&E and reporting and annual donor reviews as required Gender Contribute to ensuring that 3ie communication is unbiased and gender sensitive Page 3 of 5

4 SKILLS, EXPERIENCE AND QUALIFICATIONS Education and training-essential A minimum of a MA or MSc in a field relevant to international development Education or training in policy analysis Education or training in relevant research methods Education and training- Desirable Previous exposure to evaluation in international development Training or education in impact or other recognised evaluation methods and/or systematic review methods Training in NVivo or other qualitative data software Knowledge-Essential Demonstrated knowledge of the international development sector, major actors and how the sector works through education and work experience, with at least one specialism that is relevant to 3ie s core work Experience-Essential Three or more years of technical work experience in a development sector relevant to 3ie s work, with at least three years in a developing country context Three or more years of work related to research communication and uptake into use, with some of that direct experience advocating for policy change in a developing country context Experience monitoring and evaluating evidence-informed policy change Experience researching, analysing and writing knowledge products about evidenceinformed policy and programming change in international development Experience writing or editing research studies, especially policy-relevant reports and briefs for policy and programming audiences Experience writing and editing briefs, blogs, guides and other relevant communication and programme documents Experience-Desirable Work with a development agency or large NGO on policy change Experience in the evaluation of development projects Experience advocating for policy change at national, regional or global levels Skills-Essential Exceptional English-language writing and editing skills Strong presentation and external representation skills Page 4 of 5

5 Strong qualitative research methods in researching, extracting, analysing and reporting on narrative data from reports and other secondary sources and interviews Advanced knowledge of all MS Office 2010 or 2013 applications, particularly Word, Excel and PowerPoint Proven team communication skills Proven ability to multi-task, support multiple team members working to different deadlines Proven ability to self-start, use sound judgment and work in a fast-paced, deadlineoriented team People skills Must be able to work well in a fast-paced, multi-cultural, cross team, multi-demand work environment with a minimum of supervision across three offices on three continents Must like to take the initiative and problem solve Must be a team player who is committed to working together for common, as well as individual, goals TERMS OF EMPLOYMENT 3ie offers competitive remuneration based on experience and qualifications.
