3 NCR Application Fees Applicant Organization (AO) has to submit following fees by DD mode to RKCL along-with application form: Fees RS-CIT Only RS-CIT+RS-CFA Center Registration Fees Rs. 40,000/- (Including Rs. 50,000/- (Including service tax) service tax) Refundable Security Rs. 10,000/- Rs. 10,000/- Deposit Processing Fees Rs. 1,000/- (Including Service Tax) Rs. 1,000/- (Including Service Tax) Total Rs. 51,000/- Rs. 61,000/- AO has to draw DD in favor of Rajasthan Knowledge Corporation Ltd. 4 NCR Distance Criteria While submitting the provisional application form the applicant organization should note the following points: a. If the applicant organization falls in one of the district HQ (Negative locations, list available on website) there should not be an ITGK within 1Km from the proposed site of applicant organization. b. If the location falls in one of the Negative Tehsils or blocks or rural market places, there should not be an ITGK within 500 meters from the proposed site of applicant organization. c. If the applicant organization falls in open area district location ( Not in the list of negative locations) there should not be an ITGK within 500 meters from the proposed site of applicant organization d. If the applicant organization falls in open area Tehsil or block or rural market place location (Not in the list of negative locations) there should not be an ITGK within 250 meters from the proposed site of applicant organization. e. The Bank Account should be of the same person whose PAN Card details are being submitted [RKCL NCR Guidelines 2015] Page 3 of 16

5 NCR Application Process 1) RKCL will publish RS-CIT New Center Registration 2015 advertisement in newspaper & Rajasthan State Public Procurement Portal 2) AO will view all the information (Negative Locations, dates, etc.) published on RKCL website Those centers/firms/individuals who have been issued a legal notice by RKCL for any kind of unauthorized activity in past are not eligible to apply for New Center registration. 3) Applicant organization (AO) has to first submit 2 copies of the attached provision application form along with DD of Rs /Rs as the case may be drawn in favor of RKCL payable at Jaipur to one of the PSAs. Selection of PSA has to be done by applicant himself based on his own conscience and research. 4) AO has to take due care that all the information being submitted by him/her is correct. a. If all the information submitted by AO in NCR application is found to be true and application is not approved by RKCL as per NCR policy criteria, the processing fee of Rs. 1000/- will not be refunded and balance Rs. 50,000/Rs. 60,000 as the case may be shall be refunded in the account number as given by me in this application. b. If it is found at any stage that any kind of wrong information has been submitted by AO in this application form, RKCL shall have the right to reject my application and forfeit Rs. 6000/- (including processing fee of Rs. 1000/-) and refund remaining amount of Rs. 45,000/Rs. 55,000 as the case may be in the account number as given by me in this application. 5) PSA will maintain all data of the applications received in Excel sheet. 6) PSA will hand over applications to RKCL (separate file for each application) on 15 th July ) List of the AOs will be displayed on website for raising objections on the basis of the criteria s mentioned. 8) Only those ITGKs who have minimum 30 paid admissions of RS-CIT till June 2015 will be eligible for raising objections regarding the minimum distance or indulgence of applicant organization in unauthorized admissions. 9) ITGK will be required to submit a Demand Draft of Rs. 3000/- along-with objection which will be refunded if objection is found genuine and correct. In case of false objections, ITGKs shall be liable for a penalty of Rs and it will be forfeited. 10) RKCL will check documents of all applications received at RKCL office. Incomplete applications if any will be rejected. 11) In case there is more than 1 application for NCR in URA (Un-represented Areas); all applications will be considered with a Withdrawal option for all AOs. 12) Provisionally Eligible AOs will be required to enter their details online on SOLAR software. 13) Provisionally Eligible AO's will prepare setup at mentioned location; upload following details online for inspection by DLC. In case any PSA disassociate with RKCL, RKCL shall automatically be deemed PSA of the Center. 17) RKCL has reserve the right to slide the PSA of any ITGK any time. 18) Final List of ITGKs will be displayed on RKCL website after submission of PSAs and ITGK Agreement to RKCL. 19) ITGK Address and owner will not be changed till next renewal i.e. 31 st Dec Any ITGK found operating from a different location after ITGK code allotment will be terminated by RKCL. 20) ITGK will be eligible for renewal only if minimum 70 paid admissions are completed by ITGK till 31 st Dec ITGK will have to ensure that at least 20 admissions are done by 31 st Dec 2015 and will also be required to meet Quarterly target as decided and communicated by RKCL time to time. RKCL reserves the righta) To modify the terms and conditions of the Network Partner Registration Process at any time; b) To discontinue/postpone the Network Partner Registration Process at any time (or any part thereof); c) Of granting and/or rejecting authorization to any applicant/s, without assigning any reason/s whatsoever to anyone. 12 Declarations to be made by AO in Application Form We, Applicant Organization (AO) understand and agree that: 1. I have read all terms and conditions of New Center Registration 2015 process available on RKCL website and shall abide by the various Rules, Regulations, Code of Conduct, Guidelines, Communications, Norms issued and specified by RKCL. 2. I have been informed that the Registration fee for IT Gyan Kendra is Rs /- (Including All Taxes) for RS-CIT and Rs. 50,000/- (Including All Taxes) for RS-CIT + RS-CFA, refundable deposit is Rs /- and processing fee is Rs. 1000/- (including all taxes) 3. I have been well informed that RKCL reserves the right to reject my application based on its NCR Policy criteria. I shall have no right to ask the reason of rejection. (a) If all the information produced by me in this application is found to be true and my application is not approved by RKCL as per NCR policy criteria, the processing fee of Rs. 1000/- will not be refunded and balance Rs. 50,000/Rs. 60,000 as the case may be shall be refunded in the account number as given by me in this application. (b) If it is found at any stage that any kind of wrong information has been submitted by me in this application form, RKCL shall have the right to reject my application and forfeit Rs. 6000/- (including processing fee of Rs. 1000/-) and refund remaining amount of Rs. 45,000/Rs. 55,000 as the case may be in the account number as given by me in this application. (c) If I withdraw my application within 3 days of eligible AO list publishing by RKCL on website, Rs. 50,000/- shall be refunded by RKCL in the account number as given by me in this application. 4. I hereby declare that I have deposited my filled application form to my selected PSA M/s I further declare that I have not deposited any other application for the same address to any other PSA. If duplicate applications are found for the same location, RKCL reserves the right to cancel all the submitted applications. I further declare that I have not paid any other amount to the PSA or his representative. 5. I have gone through the various infrastructure & hardware requirements put up on the official website of RKCL i.e. rkcl.in for the new ITGK s. I hereby undertake to fulfill the same at the time of final inspection. 6. I have been well informed that ITGK shall be authorized upto 31 st December 2016 at a time. Further Annual renewal is subject to fulfilling the renewal criteria of RKCL. I further understand that renewal fees as decided by RKCL from time to time shall be payable by me. 7. I will meet out the target norms of admissions set by RKCL. 8. I will not sublet my ITGK to any other person/organization. 9. This paper application is just a part of the sign up process. Online updation of the application & updation of various other information regarding the center after provisional approval by RKCL is also part & parcel of the application process. I shall upload the same as per the guidelines provided to me by the respective PSA & DLC well within time. Non completion of online process before the deadline may result in cancellation of my application. 10. Requirement of PAN card & bank account in the firm name (in proprietor name for proprietorship firm) is must. I shall comply with this requirement at the time of online registration process. 13 11. I will not carry out any marketing activities of any of the RKCL courses before final approval by RKCL and center code allotment. 12. I hereby declare that I (or any of the firms I am / were associated with in any manner) have not received any legal notices from RKCL in past for carrying out any illegal or unauthorized activities. 13. I hereby declare that there is no police complaint or criminal cases registered or pending against me or any of my firms (where I am / were associated with in any manner). 14. The location of the proposed Centre shall be fixed only in the specific Ward as selected by us and the selected location shall not be changed by us anytime during, and subsequent to the 'Network Partner Registration Process, RKCL reserves the right 15. To modify the terms and conditions of the Network Partner Registration Process at any time; 16. To discontinue/postpone the Network Partner Registration Process at any time (or any part thereof); 17. Of granting and/or rejecting authorization to any applicant/s, without assigning any reason/s whatsoever to anyone. 18. In case we are granted authorizationa) we are responsible for maintaining the confidentiality of the password and login account given by RKCL and fully responsible for all activities that occur there under: b) We shall abide by the various Rules, Regulations, Code of Conduct, Guidelines, Communications, Norms issued and specified by RKCL from time to time. 19.
