7 DELEGATION TO SMART CITY EXPO 2017, BARCELONA NOVEMBER OVERVIEW The Barcelona Smart City Expo World Congress (SCEWC) is the world s leading event on smart cities a must-attend meeting place for companies, cities and institutions that are fully engaged in their path towards becoming a smarter city. Toronto ranks highly among a handful of global cities on several smart city indices. Events such as the SCEWC provide opportunities to develop targeted connections leading to a smarter and deeper dialogue with like-minded cities such as New York, London, Barcelona, Hong Kong and Singapore to name a few. Strategic dialogue ultimately leads to investment and trade opportunities. OBJECTIVES The main objectives of the mission are to: 1. Promote Toronto s smart cities expertise at a global congress attended by over 126 countries. 2. Establish the opportunity for a Toronto presence at a future smart cities congress. 3. Share best practice with counterparts in Barcelona to establish how Toronto can continue to develop its smart cities sector. DELEGATION OVERVIEW The Web Summit delegation will include: Councillor Michael Thompson, City of Toronto Councillor Michelle Holland, City of Toronto Vickery Bowles, Chief Librarian, Toronto Public Library Andrea Fagundez, Market Activation Program (MAP) Coordinator, World Trade Centre Toronto Rob Meikle, Chief Information Officer, City of Toronto BACKGROUND Barcelona is the capital of Catalonia, one of the richest regions in Southern Europe its GDP ranks between Finland and Denmark. The GDP of Barcelona metropolitan area is 177 billion, more than a quarter of Spain's GDP. Barcelona has a thriving stock exchange and is a major international commercial and financial centre. 34% of Spanish exports come from Catalonia with three-quarters of Catalan industry is concentrated in the Barcelona area. Near the port are a free economic zone and the World Trade Center Barcelona, a business park. Spain is Europe s third country in Europe in implementation of smart city infrastructure (behind the United Kingdom and Italy). The 50 largest cities have a network of smart cities, Red Española de Ciudades Inteligentes (RECI), to share experiences and create market opportunities. Barcelona is one of the most advanced cities in striving for 100% paperless government administration; it has replaced paper-based processes with online procedures, electronic signatures, and almost entirely electronic document processing. 8 Barcelona was named European Innovation Capital in 2014, becoming the first European icapital. From 2012 to 2018 Barcelona hosts the GSMA Mobile World Conference, creating a dynamic professional ecosystem for the mobile phone and its satellite industries. Catalonia is a leading research region with 1.5% of Europe s population, it receives 2.2% of European competitive funds and 3.5% of European Research Council grants. 10 DELEGATION TO SMART CITY EXPO 2017, BARCELONA NOVEMBER DELEGATES COUNCILLOR MICHAEL THOMPSON Chair, Economic Development & Culture Committee, City of Toronto Michael Thompson is a Toronto City Councillor, Chair of Toronto s Economic Development and Culture Committee and Chair of Invest Toronto s Board of Directors. Councillor Thompson is a strong, active and influential leader in Toronto s efforts to build economic development relationships with partner countries around the world. Over his fourteen years at City Hall, he has earned a reputation as a community focused consensus builder and one of Toronto s hardest working Councillors. Michael s strong advocacy for public safety resulted in a City-wide Community Safety Plan, a police task force on guns and gangs and positive programs for young offenders. As Chair of Scarborough Community Council, he led the campaign to create the first ever TTC transit strategy for Scarborough to enhance public transit for residents. He also spearheaded the Taste of Lawrence Festival, which has attracted tens of thousands of people celebrating cultural diversity. Prior to entering politics, Mr. Thompson earned his business credentials as an entrepreneur in the business and financial services sector. He is the recipient of the African Achievement Award for Excellence in Politics, the York University International Award, the Jain Society of Toronto Community Award, the Bob Marley Award, The Bob Marley Lifetime Achievement Award and continues to work with a number of charitable organizations including participation in the LIUNA Local 506 Scholarship Fund. He is a graduate of Concordia University in Montreal. ABOUT THE CITY OF TORONTO The municipal government of Toronto, officially known as the City of Toronto, is a public corporation providing services to Toronto, Ontario, Canada. It is administered by 44 elected councillors (representing around 55,000 people each), who along with the Mayor, John Tory, make up the Toronto City Council. 11 COUNCILLOR MICHELLE HOLLAND, ICD.D Chief Advocate for the Innovation Economy, City of Toronto Councillor Michelle Holland was elected to Toronto City Council in 2010 and re-elected in She serves, and has served, on the most important City Council Committees including Executive Committee, Public Works and Infrastructure Committee, Budget Committee, and Economic Development Committee. Michelle is currently Chair of Scarborough Community Council, Chair of the City s Corporations Nominating Panel where she leads efforts to facilitate gender equality on boards and is Vice Chair of the influential Economic Development Committee. She is a leading voice on the advancement of innovation and technology. In December, 2016 Michelle was appointed by Mayor John Tory to serve as the City s first Advocate for the Innovation Economy. In this capacity she leads the City s efforts to stimulate growth in the sector, promote and protect innovation and technology jobs, champion greater gender diversity and position Toronto as a leader in all aspects of the innovation economy globally. An experienced independent director, she currently serves as Governor of the Art Gallery of Toronto, director of the Design Exchange and Scarborough Arts Council with extensive previous board directorships in her portfolio. Michelle Holland is a graduate of the University of Toronto and the Directors Education Program (ICD.D) of The Institute of Corporate Directors at the Rotman School of Business. VICKERY BOWLES Chief Librarian, Toronto Public Library Vickery Bowles is currently Toronto Public Library's City Librarian, although she was formerly Director of Collections Management and City-Wide Services, overseeing collection development for the Library's print, audiovisual and electronic collections. She has also worked as a public service director for the Library where she worked to meet the needs of Toronto's diverse population. Bowles spearheaded Toronto Public Library's transition to digital collections while continuing to respond to customer demand for traditional books. She is a board member for the Centre for Equitable Library Access, an organization that promotes access to books for Canadians with print disabilities, and is also a member of the Canadian Urban Libraries Council Ebook Task Group. Most recently, Bowles became the chair of the Canadian Library Association Public Library Task Group on Ebooks. 12 ANDREA FAGUNDEZ Market Activation Program (MAP) Coordinator, World Trade Centre Toronto As a Market Activation Program Coordinator at World Trade Centre Toronto, Andrea is responsible for planning and delivering inbound trade missions to Toronto and outbound trade missions abroad to priority markets. Andrea brings over six years of work experience in International Trade, including work at the UK Department of International Trade in Venezuela, where she is originally from. In this role, she successfully organized numerous inbound missions for UK companies interested in doing business in Venezuela in the Oil & Gas sector, and supported Venezuelan businesses growing in the United Kingdom. Following work at City of Toronto as a businesses analyst, Andrea now works at the recently launched World Trade Centre, where she has organised over 15 international trade missions representing priority markets and sectors, and successfully delivered a city-tech trade mission to United Kingdom for City Councillors and 12 businesses. Andrea is an economist from Venezuela, and has completed a course in project management at the School of Continuing Studies of the University of Toronto. She also volunteers as an Information Guide to the Art Gallery of Ontario. Andrea is fluent in Spanish. 13 APPENDIX TOR NTO CASE STUDIES Water Management Automated Meter Reading: The City of Toronto has installed 476,000 automated water meters in every home and business. They provide a more accurate, fair and efficient way to administer water use and help identify water leaks. The online tool MyWaterToronto allows users to access water usage information and helps to encourage water conservation. Start-up Ecosystem Toronto incubators and accelerators: The City of Toronto has a range of business incubators and accelerators that are focused on the technology sector: public sector supported incubators, e.g. MaRS and DMZ, and private sector accelerators, e.g. OneEleven, Sector 75 and Incubes. Many support start-ups focused on Big Data, connected communities and innovation. Social Inclusion City Services Benefit Card: This initiative has transformed the delivery of critical social services to vulnerable Toronto citizens in need of financial assistance. Citizens receive payments directly into their City Services Benefit Card, a discreet way which helps avoid expensive cheque cashing fees. 14 APPENDIX Digital Infrastructure Waterfront Toronto: As one of the world s largest waterfront redevelopment projects, this multi-year long-term initiative is bringing broadband high speed network access to local communities and businesses, delivering a digital infrastructure that is fostering social inclusion and innovation integrated in a significant City building and redevelopment initiative. Supporting Retail Digital Main Street: The initiative helps main street retailers in the City s 81 Business Improvement Areas (BIA) adopt digital technologies. In addition, Digital Main Street is establishing living labs in a number of BIAs that will allow technology companies focused on retail to test their products and services with retailers in a real-world environment. Engaging Businesses Engagement with ICT industry: Smart city projects provide a clear opportunity to foster development in the ICT sector. Industry and City leaders annually gather at Toronto s Technicity Conference to foster industry engagement, discuss innovative technology and foster ICT economic development. Citizen Engagement IdeaSpaceTO: The planning department provides information and collects feedback on new schemes and initiatives via the online tool IdeaSpaceTO. The platform stirs conversation both between citizens and the City and within the community. It also allows residents to offer solutions to some of the city s challenges. Civic Input Better Budget Toronto: Information about the city budget is available online and the civic initiative Better Budget Toronto collected people s opinions on the process of budget setting and gave recommendations on using online tools to provide citizens with the opportunity to input on the budget.
