CALL TO ORDER TBAC meeting was called to order at 9:40 AM in the Windsor Conference Room on the 15 th floor of METRO headquarters at One Gateway Plaza in Los Angeles, California II. 3 III. IV. PROFESSIONAL SERVICES REPORT CARLOS MORGNER On the 405 Freeway Project: Speaker John Doidge from Metro gave an update of where the project is currently at. JOHN DOIDGE-METRO-SPEAKING ON THE 405 FREEWAY PROJECT Senior Contract Administrator on the I-405 project: Right now (as of this second) bids are due February 6, However, extension is being sent out for February 20, Two bidders have been pre-qualified already: Sepulveda Pass Constructors Joint Venture Kiewit Pacific Company Project is from the Freeway 10 to the 101 and mostly northbound, however some are southbound. CALTRANS has revised 100 drawings. QUESTIONS: JACK OCHOA - LBA. QUESTION: Budget cuts were made 2 weeks ago. Projects were put on hold and the 405 was listed. How is this project being affected? ANSWER: As of right now, they are still proceeding. They have federal funds as well as state funds. QUESTION: Design/Build Contract - What opportunities do small businesses have on this contract? ANSWER: There shouldn t be any difference. QUESTION: Bonding: Smaller contractors do they have any problems with the bonding issues? ANSWER: LINDA WRIGHT: Prime contractors are supposed to work as diligently as they can to remove all barriers and they are supposed to work with small businesses. The project is broken into 2 different segements to work better for small businesses. QUESTION: Is the design team put together yet? ANSWER: Have yet to find out. QUESTION: They have a lot or primes but they never use them. What s to hold these companies accountable to find out if they are actually using these primes? ANSWER: LINDA WRIGHT: METRO moritors the contractors report to make sure they use those they have put down and they cannot substitute without a formal request for a substitute COMMENT: BERNARD JOHNSON: Has heard a lot of concerns from small businesses such as on the design projects the successful contractor will be both the designer and build the project (so they typically have their teams already). 49CFR makes sure that small business get 2
4 opportunities to work on these small projects. 49CFR is not being met. Primes should be able to name contractors with the Primes so the services are identified right upfront. So that way you can find out how much money is being spent with small businesses. The thing we want to see is that 49CFR is being met. ANSWER: Race neutral project: There are regulations, however, they don t have goals on the 405. They monitor the commitment they come in with. Signed a Memorandum with Caltrans for this project. COMMENT: 49CFR talks about race neutral DB program. Caltrans goal for the I-405 project is 13.5%. The I-405 project is 5% design and 20% construction. V. APPROVAL OF MINUTES. All said AYE - None said NAY - MOTION IS APPROVED VI. VII. VIII. IX. CHAIRS REPORT- NO CHAIR REPORT. Thank you for coming next time we will hopefully have more of an update on the I-405 project. BILL DOUGLAS-SPEAKER-RISK MANAGEMENT RISK - is the possibility for suffering harm or loss, danger. RISK MANAGEMENT - The continuing process to identify and evaluate and treat loss exposure to reverse the effects of loss. (POWERPOINT PRESENTATION). METRO CONTRACTING OPPORTUNITIES. Current solicitations and contract opportunities. Market research bench on Look-Ahead. Graphic Design-Look Ahead Change to 09 Current Solicitations-METRO RAIL-says 08. Will check if it s staying the same. NEW COMMITTEE CHAIRS WERE ANNOUNCED AS FOLLOWS: LEGISLATIVE AFFAIRS - ZEKE PATTEN COMMODITY - MARIA SOLANO PROFESSIONAL SERVICES - CARLOS MORGNER CONSTRUCTION - ALICE WIGGINS-TOLBERT MEMEBERSHIP - LYNN CHEN BYLAWS - SANDI SINICROPE X. LEGISLATIVE- Will have report next month. XI. COMMODITY- Request from METRO a speaker from the Procurement (a manager and buyer) who can explain the process of how they select vendors. 3
5 XII. XIII. XIV. PROFESSIONAL SERVICES On the Current Solicitation Green Sheet public/private partnership consulting services due 2/20/09. It was cancelled and now brought back. Important project for small businesses. Encourage teams to look at this. CONSTRUCTION - ALICE WIGGINS-TOLBERT (ABSENT) MEMBERSHIP- LYNN CHEN US Women s Chamber of Commerce would like to join TBAC. Also the National Association of Women in Construction (NAWIC) in San Gabriel Valley Sandi Sinicrope and Lynn are talking about strategy for this year. If you are affiliated with any group, we will send out a packet for you to join. Cannot hand out Procurement packets because they are METRO property, however, information will be put on the Metro Website so anyone can research for the information. BUSINESS/ACTION ITEMS I. Meeting with Director Katz We are still waiting to hear when the meeting will be set up. We will know by next meeting. II. Meet the Primes Event January 29, 2009 III. MEASURE R There will be a speaker, however, we don t know who it is yet. IV. DISPARITY STUDY- Legal s position is that we cannot have a consultant report on a project that is in progress (for legal reasons). We have the project plan and METRO can ask any questions you have on it. V. DIRECTION KATZ is speaking at the LA Chamber on the 15 th on Measure R. VI. MEET THE BUYERS - doesn t have a date yet.
