Specifically, an educational game-based approach is being sought that will analyze game-play across thousands of players to determine the best approaches for teaching

Purpose: The objective of this research opportunity is to develop the principles for cyber-enabled manufacturing systems (CeMS) with the goal of tightly combining and coordinating computational (model-based) processes with physical (materials) processes. CeMS seeks to incorporate real-time feedback controls relating sensing and actuation with computational models of materials processing at all length scales. This program takes a multi-disciplinary approach that seeks to integrate computational processes in cyber physical systems with novel manufacturing processes that will enable entirely new production capabilities. Hence, the approach has joint manufacturing and cyber components. Proposed research should investigate innovative thermal management approaches that enable revolutionary advances in science, devices, or systems. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice. 2

3 Basic Research in Novel Polymeric Compounds Containing Magnesium Solicitation No. CRNBAA CFDA No Due Date: 14 March Purpose: Naval Surface Warfare Center, Crane Division is interested in receiving proposals for the development of novel polymeric compounds of highly fluorinated materials such as Teflon and Viton which contain magnesium. Magnesium Teflon Viton (MTV) formulations are often used in countermeasure flares, igniters, and primers. Past history of MTV formulations has shown that there have been persistent problems with the degradation of these formulations during long term storage. These problems include ignition delays, hydrogen gas generation, and general performance degradation, which have been linked to the oxidation of magnesium. Magnesium is a highly reactive metal that easily oxidizes when exposed to moisture, even at low levels. NSWC Crane is interested in proposals that investigate novel compounds to mitigate oxidative nature of magnesium or provide a mechanism to stabilize the magnesium while at the same time retaining the highly exothermic reactivity with fluorine, ease of ignitability, and safe handling characteristics. This new material shall be characterized to understand its elemental, polymeric, and reactivity properties. The materials are ultimately intended for high energy applications such as igniters, primers and decoy flare expendables. Scientific Discovery through Advanced Computing Institutes Solicitation No. DE-FOA CFDA No. Due Date: 2 May Purpose: The Office of Advanced Scientific Computing Research (ASCR) of the Office of Science (SC), U.S. Department of Energy (DOE), hereby announces its interest in receiving grant applications to the Scientific Discovery through Advanced Computing (SciDAC) program for SciDAC Institutes. A companion Program Announcement to DOE Laboratories (LAB ) will be posted on the Office of Science Grants and Contracts web site at The mission of the SciDAC Institutes is to provide intellectual resources in applied mathematics and computer science, expertise in algorithms and methods, and scientific software tools to advance scientific discovery through modeling and simulation in areas of strategic importance to the Office of Science and the National Nuclear Security Administration (NNSA). Funding opportunities for SciDAC science domains will be announced through several forthcoming Funding Opportunity Announcements (FOAs) and Program Announcements. These Announcements, issued by ASCRs SciDAC partners, could include opportunities for linking applied mathematics and/or computer science research to science-domain specific challenges through science application partnerships. 5 Purpose: SPECIAL NOTICE - DRAFT FUNDING OPPORTUNITY ANNOUNCEMENT U. S. - INDIA JOINT CLEAN ENERGY RESEARCH AND DEVELOPMENT CENTER U. S. DEPARTMENT OF ENERGY, OFFICE OF POLICY AND INTERNATIONAL AFFAIRS On November 4, 2010, the U. S. Department of Energy (DOE) and the Government of India entered into an Agreement establishing the U. S. - India Joint Clean Energy Research and Development Center. The Center will facilitate joint research and development on clean energy by teams of scientists and engineers from India and the United States, and related joint activities, needed to deploy clean energy technologies rapidly with the greatest impact. To begin implementation of the Agreement, DOE and the Government of India are launching cooperation in three initial priority areas: (1) Energy Efficiency of Buildings, (2) Second-Generation Biofuels, and (3) Solar Energy. The U. S. Department of Energy's Office of Policy and International Affairs has the mission of facilitating this initiative to generate technological advancement in the areas of building efficiency, biofuels and solar energy. As a result, a competitive Funding Opportunity Announcement (FOA) will be released for prospective applicant s interested in forming a consortium of knowledgeable and experienced researchers from the public and private sectors companies, national laboratories, universities and other research, analytic and non-profit organization to undertake the objectives outlined in the above priority areas. DEPARTMENT OF HEALTH AND HUMAN SERVICES (DHHS) INCLUDES NIH Medication Initiative for Tobacco Dependence (MITD): A New Product Development Partnership (PDP)(UH2/UH3) Solicitation No. RFA-DA CFDA No Due Date: Letter of Intent: 26 March 2011 Application: 26 April Purpose: The National Institute on Drug Abuse (NIDA) invites cooperative agreement applications from qualified non-profit, private and academic researchers/organizations to participate in the planning and execution of a new public-private partnership (PPP). The purpose of a one-year planning phase (UH2) is to provide support for the systematic study directed toward fuller scientific understanding of the opportunities in the area of drug discovery and development for tobacco dependence, with the ultimate goal of establishing a PPP, specifically, a Product Development Partnership (PDP). The mission of the PDP is to develop safe and effective medications for the treatment of tobacco dependence, including aids for smoking cessation. Phase two (UH3) funding will be utilized to support the implementation and execution phase of the PDP, with one selected cooperative agreement recipient assuming the role of the PDPs Managing Partner. In this subsequent phase, the PDP will conduct a wide array of research and development (R&D) projects aimed at the fulfillment of regulatory requirements for approval for marketing in the US. Family and Interpersonal Relationships in an Aging Context (R01) Solicitation No. PA CFDA No

6 Due Date: 5 June 2011; 5 October Purpose: The National Institute on Aging invites researchers to submit innovative R01 research grant applications on aging and the family. The objective of this research program is to expand understanding of the role of families and interpersonal relationships in the health and wellbeing of older people. This will be accomplished through increasing scientific knowledge on the effects of family and interpersonal relationships on behavioral and social processes of relevance to aging; and on how these processes change over the life course and across cohorts. A broad range of methods and approaches are encouraged. Complex Technologies and Therapeutics Development for Mental Health Research and Practice (R43/R44) Solicitation No. PA CFDA No Due Date: 5 August 2011; 5 December Purpose: The overarching goal of the SBIR program at the National Institute of Mental Health (NIMH) is to support small businesses to develop technologies that can advance the mission of the Institute, including in basic neuroscience research relevant to mental disorders, translational and clinical research of mental disorders, clinical diagnosis or treatment of mental disorders, and dissemination of evidence-based mental health care. This FOA encourages SBIR applications for support of research and development of particular types of complex technologies that require funding levels and durations beyond those reflected in the standard SBIR guidelines. Lab to Marketplace: Tools for Brain and Behavioral Research (SBIR [R43/R44]) Solicitation No. PA CFDA No. Multiple Due Date: 5 August 2011; 5 December Purpose: The NIH Blueprint for Neuroscience Research is a framework to enhance cooperative activities among the NIH Office of the Director and 15 NIH Institutes and Centers that support research on the nervous system. This Funding Opportunity Announcement (FOA) is released in affiliation with the Neuroscience Blueprint, with Institutes and Centers participating independently, and with participation by Institutes and Centers that are not part of the Blueprint. This FOA encourages the translation of technologies for brain or behavioral research from academic and other non-small business research sectors to the marketplace. Encouraged from Small Business Concerns (SBCs) are Small Business Innovation Research (SBIR) grant applications that propose to further develop, make more robust, and make more user-friendly such technologies in preparation for commercial dissemination. It is expected that this activity will require partnerships and close collaboration between the original developers of these technologies and SBCs, which may be accomplished in any of a number of ways, including the use of multiple principle investigators. 7 Purpose: Purpose. With this Funding Opportunity Announcement (FOA), the National Cancer Institute (NCI) encourages new collaborative projects between investigators associated with the Integrative Cancer Biology Program (ICBP) or Tumor Microenvironment Network (TMEN) and researchers who are not involved with the program with which they propose to collaborate. This FOA is designed to facilitate new projects in integrative cancer biology and/or tumor microenvironment research and to extend current research conducted in the ICBP and TMEN programs through collaborations with a broader research community. Research projects proposed in response to this FOA should be collaborative and aligned with the missions of the ICBP or TMEN programs. In addition to proposing new research, these projects should leverage the resources and expertise currently available within the ICBP and TMEN communities, in order to extend and enhance the programs with new ideas, methods, expertise, and resources. Quantitative Imaging for Evaluation of Responses to Cancer Therapies (U01) Solicitation No. PAR CFDA No , , Due Date: Extended to 8 May Purpose: This funding opportunity announcement (FOA) is designed to promote research on quantitative imaging of tumor response to cancer therapies in clinical trial settings, with the overall goal of facilitating clinical decision making. Proposed projects should include the appropriate development and adaptation/implementation of quantitative imaging methods, protocols and software solutions/tools (using existing commercial imaging platforms and instrumentation), and their application in current and planned Phase 1-2 clinical therapy trials. No support for the clinical trials, as such, will be provided under this FOA. The proposed projects must focus on imaging-derived quantitative measurements of responses to drugs and/or radiation therapy, and/or image-guided interventions. It is anticipated that these research goals will require multidisciplinary efforts. Therefore, this FOA solicits applications from multidisciplinary teams to include oncologists as well as clinical and basic imaging scientists. The SCORE Program is a developmental program designed to increase the research competitiveness of faculty at the minority-serving institutions (MSIs), and the research capabilities of MSIs. To achieve these objectives, three funding opportunities exist for individual investigator-initiated research awards according to their developmental level. 8 Purpose: The purpose of this Funding Opportunity Announcement (FOA) is to encourage applications to pursue translational and pilot clinical studies for neural prosthetics. The program will utilize the cooperative agreement mechanism to enable support for milestone-driven projects for the design, development, and demonstration of clinically-useful neural prosthetic devices. Activities supported in this program include implementation of clinical prototype devices, preclinical safety and efficacy testing, design verification and validation activities, pursuit of regulatory approval for clinical study, and proof-of-concept or pilot clinical studies. Basic Cancer Research in Cancer Health Disparities (U01) Solicitation No. PAR CFDA No , , Due Date: 8 May Purpose: Through this Funding Opportunity Announcement (FOA), the Center to Reduce Cancer Health Disparities (CRCHD) and the Division of Cancer Biology (DCB), at the National Cancer Institute (NCI), invite cooperative agreement research (U01) grant applications from investigators interested in conducting basic research studies into the causes and mechanisms of cancer health disparities. These awards will support pilot and feasibility studies, development and testing of new methodologies, secondary data analyses, and innovative mechanistic studies that investigate biological/genetic bases of cancer health disparities. This FOA is also designed to aid and facilitate the growth of a nationwide cohort of scientists with a high level of basic research expertise in cancer health disparities research who can develop resources and tools, such as biospecimens, cell lines and methods that are necessary to conduct basic research in cancer health disparities. High-Throughput-Enabled Structural Biology Research (U01) Solicitation No. PAR CFDA No Due Date: 7 May Purpose: This FOA encourages applications to establish partnerships between researchers interested in a biological problem of significant scope and researchers providing high-throughput structure determination capabilities through the NIGMS PSI:Biology network. Applicants to this FOA should propose work to solve a substantial biological problem for which the determination of many protein structures is necessary. The proteins should be amenable to high-throughput structure determination and/or should provide suitable targets to motivate new technology development. Awardee principal investigators will become part of the PSI:Biology Network Steering Committee and will work jointly with other investigators and NIH staff to manage the overall PSI:Biology initiative. 10 BJA FY 11 Encouraging Innovation: Field-Initiated Programs Solicitation No. BJA CFDA No Due Date: 21 April Purpose: BJA is seeking proposals from eligible organizations to develop and implement new and innovative strategies that better enable local criminal justice systems to prevent and respond to emerging and chronic crime problems that affect many communities in the United States. Proposals must aim to address a gap in the current base of knowledge about responding to and preventing crime and be developed or implemented in a way that allows other communities or organizations to learn from and potentially replicate the approach. For a proposal to be considered innovative, it must: propose a strategy or response that has not been implemented previously yet is supported by research, data or evidence; propose a new modification to an existing strategy or response that has not been implemented previously yet is supported by research, data, or evidence; or propose a new approach to delivering evidence-based strategies or responses that has not been implemented previously and has the potential to reduce costs and increase efficiencies within an agency or system (including organizational developments and changes that may make the approach more effective or provide greater potential for sustainability of the approach in the long term). This program is funded under both the Edward Byrne Memorial Competitive Grant Program (Byrne Competitive Program) and the Edward Byrne Memorial Justice Assistance Grant (JAG) Program (42 U.S.C. 3751(a)) set-aside provision for training and technical assistance. The Byrne Competitive Program helps local communities improve the capacity of state and local justice systems and provides for national support efforts including training and technical assistance programs strategically targeted to address local needs. Under the JAG Program, there is a 3 percent set-aside for training and technical assistance programs. Additionally, funds may be used from other existing appropriations to fund applications under this solicitation. DEPARTMENT OF STATE (DOS) Undergraduate Student Exchanges for Students from Serbia and Montenegro Solicitation No. EEA-EURP CFDA No Due Date: 10 March Purpose: The FORECAST program is a one year undergraduate student exchange program to promote leadership in Serb and Montenegrin youth. NATIONAL ENDOWMENT FOR THE HUMANITIES (NEH) Preservation and Access Research and Development Grants Solicitation No PR CFDA No Due Date: 19 May Purpose: Preservation and Access Research and Development grants support projects that address major challenges in preserving or providing access to humanities collections and resources. These challenges include the need to find better ways to preserve materials of critical importance to the nation s cultural heritage from fragile artifacts and manuscripts to analog recordings and digital assets subject to technological obsolescence and to develop advanced modes of searching, discovering, and using such materials. Applicants should define a specific problem, devise procedures and potential solutions, and explain how they would evaluate their projects and disseminate their findings. Project results must serve the needs of a significant segment of humanists. Eligible projects include the development of technical standards, best practices, and tools for preserving and creating access to humanities collections; the exploration of more effective scientific and technical methods of preserving humanities collections; the 11

12 development of automated procedures and computational tools to integrate, analyze, and repurpose humanities data in disparate online resources; and the investigation and testing of new ways of providing digital access to humanities materials that are not easily digitized using current methods. NEH especially encourages applications that address the following topics: Digital Preservation: how to preserve digital humanities materials, including born-digital materials, for which there is no analog counterpart; Recorded Sound and Moving Image Collections: how to preserve and increase access to the record of the twentieth century contained in these formats; and Preventive Conservation: how to protect and slow the deterioration of humanities collections through the use of sustainable preservation strategies. NATIONAL SCIENCE FOUNDATION (NSF) Robert Noyce Teacher Scholarship Program Solicitation No. NSF Due Date: 23 March Purpose: The Robert Noyce Teacher Scholarship Program seeks to encourage talented science, technology, engineering, and mathematics majors and professionals to become K-12 mathematics and science teachers. The Noyce Scholarship Track provides funds to institutions of higher education to support scholarships, stipends, and academic programs for undergraduate STEM majors and post-baccalaureate students holding STEM degrees who earn a teaching credential and commit to teaching in high-need K-12 school districts. The NSF Teaching Fellowship/Master Teaching Fellowship Track supports STEM professionals who enroll as NSF Teaching Fellows in master's degree programs leading to teacher certification by providing academic courses, professional development, and salary supplements while they are fulfilling a four-year teaching commitment in a high need school district. This track also supports the development of NSF Master Teaching Fellows by providing professional development and salary supplements for exemplary mathematics and science teachers to become Master Teachers in high need school districts. Each track supports Capacity Building Projects to develop the capacity for institutions to provide innovative teacher preparation programs to enable increasing numbers of STEM majors and STEM professionals to become effective K-12 mathematics and science teachers and to develop the capacity to prepare Master science and mathematics teachers. Joint Domestic Nuclear Detection Office-National Science Foundation: Academic Research Initiative Solicitation No. NSF CFDA No. Multiple Due Date: 23 May Purpose: The ARI is a joint Domestic Nuclear Detection Office (DNDO) and National Science Foundation (NSF) program seeking novel cross-cutting research that will enable the nation's ability to prevent and respond to nuclear or radiological threats. This continuing program intends to expand its scope this year to include research in response and recovery from nuclear or radiological attack, with emphasis on multidisciplinary approaches. This year's solicitation topics will encompass two broad areas. First are investigations in new technologies, concepts or approaches to enhance the Global Nuclear Detection Architecture (GNDA) that in turn will lead to improved capabilities for the detection and interdiction of nuclear or radiological threat 12

Second are investigations to aid in the effective response and recovery from nuclear or radiological events at the local, state and Federal level, to include investigations in nuclear forensics. Primary objectives of ARI include advancing fundamental knowledge in the above areas and developing intellectual capacity in fields relevant to long-term advances in these areas. Proposals outside of the scope described in this solicitation will be returned without review. Research proposals on detection of biological, chemical, and conventional weapons are specifically excluded from the scope of this solicitation. University Radio Observatories Program Solicitation No. NSF CFDA No Due Date: 23 May Purpose: The URO program provides support for operations, technical enhancements, scientific investigations, and student training at university-based radio facilities. A primary function of funded University Radio Observatories is to provide focused research environments that foster hands-on student involvement in state-of-the-art radio astronomy instrumentation. UROs also serve the general astronomical community by providing open access to a substantial fraction of available telescope time. UNITED STATES DEPARTMENT OF AGRICULTURE (USDA) Distance Learning and Telemedicine Grant Solicitation No. RDUP DLT CFDA No Due Date: 25 April Purpose: The Rural Utilities Service (RUS), an agency of the United States Department of Agriculture (USDA), announces its Distance Learning and Telemedicine (DLT) grant program application window for Fiscal Year (FY) 2011 subject to the availability of funding. This notice is being issued prior to passage of a final appropriations act to allow potential applicants time to submit proposals and give the Agency time to process applications within the current fiscal year. RUS will publish a subsequent notice identifying the amount received in the final appropriations act, if any. Expenses incurred in developing applications will be at the applicant's risk. For FY 2010, Congress appropriated approximately $30 million. 17 Dear Colleague Letter: Potential Expanded Scope of Academic Research Initiative (ARI) of Domestic Nuclear Detection Office and National Science Foundation (NSF ) The Domestic Nuclear Detection Office of the Department of Homeland Security and the National Science Foundation have announced their intent to re-issue the joint Academic Research Initiative (ARI) solicitation as early as possible in 2011, and with the consideration of an expanded scope. The topic areas emphasize fundamental research that supports the detection of nuclear and radiological materials, but also includes a revised third topic that encompasses research supporting effective response and recovery following a nuclear or radiological terrorist event. The solicitation is intended to capture the benefits of cross-disciplinary approaches to the challenges posed by these difficult missions. A final announcement will be made by early March as to whether proposals addressing response and recovery research will be considered as part of this year s solicitation. The Dear Colleague Letter provides more details, including information on the Wiki site that NSF established to encourage new ideas and cross-cutting partnerships.
