2 Small Business Innovation Research (SBIR) Funding intended to support small business concerns (SBCs) conduct research and development (R&D) Target: Best early-stage innovation ideas that are too high risk for private investors, including venture capital firms Funding takes the form of contracts or grants.

3 Small Business Technology Transfer (STTR) Support public/private sector partnerships between small businesses and nonprofit U.S. research institutions. Small business concerns (SBCs) must have a partnering research institution which must be awarded a minimum of 30% of the total grant funds. Funding takes the form of contracts or grants.
