2 EXECUTIVE SUMMARY LCTCS is committed to increasing the opportunities for small businesses in its Act 360 building program. The Corporation has established the Small Business Program in an attempt to provide small businesses with the opportunity to provide goods and/or services as prime contractors or as subcontractors. This program seeks to prevent discrimination by ensuring that small, underutilized, small, disadvantaged businesses are informed and prepared to compete in LCTCS projects. LCTCS has adopted the small, underutilized, small, disadvantaged businesses criteria established by the Louisiana Economic Development s Small and Emerging Business Enterprise Program and the US DOTD DBE Program. Firms that are already registered with the either of these agencies can provide can provide their registration number and/or DBE certificate as proof of meeting the criteria. Small businesses who meet the established standards set forth by the Louisiana Economic Development s Small and Emerging Enterprise Program, can apply with LED through the agency s website: Minority and/or Women owned businesses interested in applying for certification as a DBE by can contact the Louisiana Department of Transportation Disadvantage Business Enterprise Program at
3 EXECUTIVE SUMMARY (CONT.) Registration and/or certification from LED and/or LADOT DBE will qualify that small business with LCTCS and will count toward small business participation. Small businesses using LA DOTD DBE certification for qualification in LCTCS program must be a Louisiana based business. To be counted towards the small business goal established for each Act 360 project, the company must be Owned by a U.S. citizen or legal resident Owner must be a Louisiana resident for at least one year Applicant must have at least a 51% ownership in the business Applicant must have a net worth of no more than $400,000 (excluding residence and retirement) DBE applicants must have a net worth of no more than $1.32 million and be certified by LA UCP. Applicant must spend a minimum of 20 hours a week in the business. Applicant firm must be a lawful business Applicant firm must have its principal office in Louisiana Applicant firm must have a business net worth of no more than $1.5 million Interested businesses are encouraged to contact CSRS, Inc. and Charbonnet & Associates, Planners and Consultants, Inc. for assistance in registering or applying with either agency.

7 OVERALL SMALL BUSINESS PARTICIPATION TO DATE (CONT.) Several projects recently bid and representatives from CSRS, Inc. and Charbonnet & Associates, Planners and Consultants, Inc. attended the pre-bid conferences for each to explain the Small Business Program, convey the desired goal and offer assistance and resources. As a follow-up to these meetings, Notices are also sent to prequalified general contractors or design-build teams emphasizing the commitment of the board to small and local businesses. In that notice, a list of small businesses in the parish where the project is located and adjacent parishes is sent to the prequalified list of general contractors or design build teams. When these projects were in bidding, notices are sent to the small businesses in the project s parish and in adjacent parishes identifying the pre-qualified general contractors or design-build teams, contact information and project information. The small business goals for these projects were calculated and included in construction documents. 12 SMALL BUSINESS CRITERIA IN RFQ PROCESS To ensure respondents to Request for Qualifications (RFQs) are aware of the Small Business Program and the importance of the program to LCTCS & the Facilities Corporation, the following standard language is used during the RFQ process for Architects and General Contractors: LCTCS has committed to increasing the opportunities for local small businesses in its ACT 360 building program. The LCTCS Local Small Business goal for this project is % (INSERT BASED ON CALCULATIONS FROM CAPC) LCTCS defines Local Business as a business that is domiciled within the project s parish or adjacent parishes. An Eligible Small Business is one that is registered with the Louisiana Economic Development s Small and Emerging Business Program or is certified as DBE by the Louisiana Unified Certification Program/ Department of Transportation. See attached Criteria for Local Small Business Participation for more information. Proposer must include in its proposal a comprehensive plan to maximize the use of Local Small
13 SMALL BUSINESS CRITERIA IN RFQ PROCESS (CONT.) Businesses in the services and work to be. This is what you will also use in the RFP should you decide to submit a proposal on the project. Small Business Participation Provide information that documents the following: (1) Provide complete team make up (2) Provide percentage of the overall proposal to be provided by local small business participants Present a plan that will provide opportunities for Local Small Businesses to participate on the Team and/or construction implementation level(s). (1) Show overall goal for capacity building (2) Show a proposed timeline (3) Identify resources that will be used Stated Goal The "stated goal" is those elements of work under this contract performed by qualified Small Business Enterprises for amounts totaling not less than value of the established SB goal. Failure to meet the stated goal at the time of proposal submittal date may render the proposal nonresponsive.
