Teague OGB Chief Executive Officer The Office of Group Benefits is pleased to announce Annual Enrollment 2007: For You For Your Family For Your Health. For You... For Your Family... For Your Health Office of Group Benefits Annual Enrollment 2007 This year OGB is re-evaluating and re-bidding all our medical, prescription drug, mental health, disease management and other programs, because it s legally required and because state employees, retirees and their families deserve the best possible value for their health care dollars. We planned to begin this enormous task last year, but two ladies named Katrina and Rita blew our plans away. We are now putting the finishing touches on the programs we will be offering in plan year The best way to find out about your choices is to attend one of the more than 400 meetings we are holding around the state, including many specifically for retirees. Please check our list of meetings in this newsletter. We are particularly excited about several new programs for our retirees, and about a significant increase in the lifetime maximum amount of benefits our plans will pay, effective July 1, We urge you to visit our website to learn about plan benefits, as well as participating doctors, hospitals and other providers. We have updated our website and made it easier to use. It s open 24 hours a day, 365 days a year. Come see us online at Please note that we will no longer be printing paper provider directories. Because providers are always joining or leaving our program, a printed book is outdated before it comes off the press. Like many other health benefit organizations, OGB considers printed directories to be an unwise use of your health care dollars. Our online provider lists are updated daily and are the most accurate information available. If you are unable to access our website, you can always call or visit your local customer service office, listed on the back of this newsletter. OGB is also mailing a special How Do I Choose? brochure to all plan members. 3 PLANS OGB Plans and Benefits for OGB will offer three health care plans in all areas of the state, effective July 1, 2007: the PPO (preferred provider organization) the EPO (exclusive provider organization) the HMO (health maintenance organization) You will receive a pamphlet that compares the three plans and the premiums for each. We are mailing the pamphlet to plan members homes later this month. This information will also be covered in our Annual Enrollment meetings across the state during April. Effective July 1, 2007, the PPO, EPO and HMO plans will all have the same prescription drug program. Plan members will be pleased to know that there is no longer any lifetime maximum limit for drug costs. There is only one total lifetime maximum limit for all health care costs, and that limit has been substantially increased to $5 million. There are no other changes to the drug program. Generic Drugs Can Save You Money The Congressional Budget Office estimates that generic drugs save consumers $8 to $10 billion each year at retail pharmacies. The chart below compares costs for a 30-day supply of frequently prescribed brand-name drugs and generic alternatives. 4 RETIREE CHOICES Special Choices for Special Retirees As a retiree, you will have more choices than ever, effective July 1, You can join the PPO, EPO or HMO, or you may be eligible to voluntarily join one of these plans: Tricare/ASI available to those who have retired from the military. Medicare Advantage Private Fee for Service (PFFS) available statewide to those who are enrolled in Medicare A and B and all of whose dependents are enrolled in Medicare A and B. A PFFS is a type of Medicare Advantage plan that works like original Medicare, except that the Medicare Advantage insurance company pays for covered services, not the federal government. Those with the PFFS plan can see any doctor, hospital or other provider that accepts Medicare and agrees to accept the plan s payment terms. Medicare Advantage HMO available to plan members who live in Baton Rouge, New Orleans and Shreveport and are enrolled in Medicare A and B and all of whose dependents are enrolled in Medicare A and B. Both of the Medicare Advantage plans will be offered by Humana, who will be sending information to eligible retiree plan members. These plans may be attractive to eligible retirees, because these plan members will pay less in premiums and may save out-of-pocket expenses. In addition, Medicare Advantage participants will receive value-added services such as free health club memberships and other new fitness programs, and Active Outlook magazine, which features fun and other helpful programs and information.
