2 Englewood Redevelopment Area (CRA) Advisory Board Meeting #204 Meeting Minutes of Monday, February 12, 2018 at 1:00 p.m. Call to Order Chair John Davison called to order the regular meeting of the Englewood Community Redevelopment Area (CRA) Advisory Board at 1:01 p.m. on Monday, February 12, 2018, at Lemon Bay Park and Environmental Center, 570 Bay Park Blvd., Englewood, FL Roll Call Present: Chair John Davison, Vice Chair Todd Tracy, Terry Redman, Elaine Miller, Mary Ellen Diez, John Mead, Jim Hinck Absent: N/A Sarasota County Staff Present Debbie Marks, CRA Manager Mary Kruzel, Community Outreach Specialist Virginia Corcoran, Part-Time Admin Specialist Approval of Minutes from January 8, 2018 Meeting Motion: To accept the Minutes of January 8, Action: Approved Moved by: Elaine Miller Seconded by: Terry Redman Open to the Public No cards for discussion of Agenda items were submitted. New Business Funding Requests: a. Englewood Sunrise Rotary Nautical Boat Show & Flea Market: David Flower spoke about the Englewood Sunrise Rotary Nautical Boat Show & Flea Market which will be held at the Englewood Elks Lodge on Saturday, April 7 (9 a.m. 5 p.m.) and Sunday (9 a.m. 4 p.m.) on April 8, Approximately 30 different vendors and boat retailers will be on-site. Kiss Country radio station will broadcast live for three hours and leading up to the event will air over 125 advertisements and promote on their web site. The Rotary wants to showcase Englewood and will use the funding to help with permits, port-a-lets rentals, flyers and, if required, EMT s. The Sunrise Rotary donates all monies made with the event back into the Englewood community. Motion: To approve the $1,000 Funding Request. 3 b. Mango Bistro 10 th Anniversary Fundraiser: Beth Harrison spoke about the fund raiser to be held on March 13, 2018, at the Mango Bistro to benefit the Englewood Community Care Clinic. The funding request is to assist with permitting, tent rental and promoting their event. The CRA Board asked that Mango Bistro ensure they communicate with La Stanza and make La Stanza aware of the street closure that affects the La Stanza parking lot. Motion: To approve the $1,000 Funding Request. Action: Approved Moved by: John Mead Seconded by: Terry Redman c. Leadership Englewood Family Movie Night Under the Stars: Kristen Conti and Brandon Dignam of Leadership Englewood spoke regarding their family focused fun Movie Night event which will be held on March 24, 2018 at 4D Acres Ranch located off Crestwood Road. Proceeds will go towards a fund for the Englewood Boys & Girls Club. The movie they will show is Ferdinand the Bull. Their gates will open 5 p.m. with games and attendees are encouraged to bring their own chairs, blankets and sleeping bags. The movie will start at 7:30 p.m. Their funding request is to assist with promoting their event and port-a-let rentals. Motion: To approve the $1,000 Funding Request. Action: Approved Moved by: Terry Redman Seconded by: Mary Ellen Diez d. Discussion RE: Funding for Events: Debbie Marks provided Board Members with a summary of the various unexpected maintenance costs incurred by the CRA. Because of the unexpected costs in this fiscal year, the CRA had to move $25,000 in funds out of the Marketing budget and into the Maintenance budget. The unanticipated costs include removal of 16+ large dead trees, repairs to parking lot solar lights and additional mulching at the Plaza. Debbie suggested to the CRA Board that we implement changes regarding funding requests beginning October 1, The suggestion is that the CRA will assist with funding events for one year to get an event kick-started and, after the first year, events will be responsible for their expenses. Debbie suggests that beginning FY2019, any Funding Requests to the CRA will be limited to expenses for Permits, the five-unit Restroom Trailer, Sheriff Deputies, Electricity and the Stage. The board also discussed possibly reducing Event funding from $1,000 to $500. Debbie further discussed that in FY2019, the CRA will provide the bandshell, the pervious concrete walkways, lighting, a dumpster, restrooms, restroom cleanings and electricity. Debbie indicated that the budget timeframe has been escalated to the first of March. Debbie suggested that any new event should meet with the OEVA board and then OEVA can present to the CRA Board whether they support the event and the individual funding requests. This change will ensure that all Merchants are kept in the loop regarding events and possible road closures and will also help the transition from the CRA to the Merchants in 2029, when the CRA no longer exists. 4 Old Business a). Update Historic Green Street Church Everything is in the hands of the contractor and the Historic Green Street Church has everything they need from the CRA to move forward. The timeline for physically moving the Church is before July of b). Update Town Center Plan Amendment Process: Debbie reminded everyone that the Planning Commission Meeting is Thursday, February 15 at 5 PM at the R.L. Anderson Building in Venice and we are item #6 on their Agenda. c). Update 800 W. Perry Street Property: Debbie shared that she understands the property has been shown to prospective buyers and the potential is that we might receive multiple offers. Any money received from the sale of the property, will return to the CRA fund balance. d). Update Plaza Property: Debbie indicated she has a meeting with the Sarasota County Engineer on 02/15/18 and will share any updates at the next CRA Board Meeting. e). Post Event Reports. Debbie indicated that Post Event Reports are included with the Agenda Packet. In addition, both Mr. Swindle s and OEVA provided in-person verbal reports and both Events were very thankful for the support of their events. 7. Upcoming Events: a. March 24 and 25, 2018 Spring Fine Arts Festival (Dearborn closed) b. April 7, 2018 SHORE Community Picnic (NOT confirmed) Sub-Committee Updates o Museum Committee: Don Musilli is on the Museum Board and shared that Barbara Sharpe has resigned from the Museum. Don said there is a possibility the Museum will move to Dearborn Street and he is working on a business plan with the owners of the old gas station building located at 395 Dearborn. o SCAT/Transportation Update: Elaine Miller shared that the bus is up and running and that we are hoping to have a bus day for the community and to promote the riding of the bus. Open to the Public Angela Snyder from Downtown Jewelers shared her concerns regarding the parking issues every Thursday, when we have the Farmer s Market. Chris Phelps spoke regarding the Cracker Fair and thanked everyone for their support. Kathy Hague asked some questions about future projects on McCall and Debbie shared that we are awaiting the selection of an architect and once we have a plan, the dialogue with the Englewood community can begin. 5 Advisory Board Comments Terry Redman spoke about the Friends of Sarasota County and encouraged participation. Elaine thanked everyone for their input to the meeting and that this is the forum where we can all work together and that we all care about Englewood. John Mead thanked everyone for attending and their participation. Todd shared that he appreciated the relaxed and engaging format of the meeting. Todd reminded attendees that comment cards are available throughout every meeting. Mary Ellen thanked everyone for coming to the meeting. Jim Hinck reminded attendees of the upcoming Big Green Egg event and thanked everyone for attending. John Davison thanked everyone for the discussion and for attending the meeting.
