3 Call to Order Englewood Redevelopment Area (CRA) Advisory Board Meeting Meeting #201 Meeting Minutes of Monday, November 13, 2017, 1:00 p.m. Chair John Davison called to order the regular meeting of the Englewood Community Redevelopment Area (CRA) Advisory Board at 1:00 p.m. on Monday, November 13, 2017, at Lemon Bay Park and Environmental Center, 570 Bay Park Boulevard, Englewood, Florida, Pledge of Allegiance Roll Call Present: Chair John Davison, James Hinck, John Mead, Elaine Miller, Terry Redman and Vice Chairman Todd Tracy. Absent: Mary Ellen Diez Sarasota County Staff Present Debbie Marks, CRA Manager Mary Kruzel, Community Outreach Specialist Virginia Corcoran, Administrative Specialist Approval of Minutes from October 9, 2017 Meeting John Mead made a Motion to approve the October 9, 2017 meeting minutes. Motion: To accept the minutes of October 9, 2017 Action: Approved Moved by: John Mead Seconded by: Elaine Miller Motion passed unanimously. Open to The Public (RE: Comments on Agenda Items) Tom Neils from 32 Harbor Lane asked questions about the Neighborhood Workshop that he attended and several of his questions pertained to codes. Elaine explained that several of his questions require reviewing of all the documents in their entirety and suggested that he come to the CRA office, where the documents can be viewed in detail. Elaine explained that when reviewing codes, you need to understand each layer of the codes (i.e., Main Street Overlay district, goes on top of other codes). 4 New Business Funding Requests: a. Funding Request: Englewood Rotary Fine Arts Festival, March 24 and 25, $1,000.00: Discussion: Esther Horton indicated that the Englewood Rotary Fine Arts Festival is the primary fundraising event for the Rotary Club of Englewood and that the Rotary supports all types of projects locally, nationally and internationally. Todd asked where the Rotary spends the funding monies and Esther indicated that the monies are spent on marketing and promotion of the event, a dinner for the Artists, prizes for the Artists, food-booth setup, etc. Motion: John Mead made a motion to approve the funding for the Englewood Rotary Fine Arts Festival. Action: Approved Moved by: John Mead Seconded by: Terry Redmond. Motion passed unanimously. b. Funding Request: Lemon Bay Sunrise Rotary Evening With Santa, December 15, $1,000.00: Discussion: James Hinck indicated that he is President of the Lemon Bay Sunrise Rotary and on Friday evening, December 15, Santa will visit from 4 p.m. until 7 p.m. and there will be a Christmas movie and it s a free event for the youth of Englewood. The Lemon Bay Sunrise Rotary will give away hot chocolate and Christmas cookies. There will be Christmas Carolers, along with the Lemon Bay High School Band. Several senior high school students will be dressed as Elves. Todd asked who will play Santa and James indicated that they had hired a professional Santa in June. Motion: Elaine Miller made a motion to approve the funding for the Lemon Bay Sunrise Rotary Evening with Santa Action: Approved Moved by: Elaine Miller Seconded by: Todd Tracy Motion passed unanimously. c. Funding Request: Lemon Bay Historical Society Cracker Fair, February 10, $1,000.00: Discussion: Esther spoke on behalf of the Lemon Bay Historical Society and indicated that the Cracker Fair is the culmination of History Week and they request funding, as they need monies to promote the event, along with permitting, tables, chairs, amplifying equipment, Englewood Community Redevelopment Area (CRA) Advisory Board, Minutes of November 21, 2017 Meeting Page 2 of 9
5 etc. Todd asked how many years Englewood has been having the Cracker Fair and Esther responded that they have been having the Cracker Fair for over 100 years. Motion: John Mead made a motion to approve the funding for the Lemon Bay Historical Society Cracker Fair. Action: Approved Moved by: John Mead Seconded by: Todd Tracy Motion passed unanimously. d. Funding Request: Lemon Bay Woman s Club Centennial Exhibit at Englewood Area Historical Museum: Month of January $250.00: Discussion: Barbara spoke on behalf of the Englewood Area Historical Museum and informed the CRA Board that this is the Museums first time asking for monies. They are asking for monies to help with printing costs to promote the event, along with monies needed to print a banner. The Lemons Bay Women s Club is exhibiting for the entire month of January 2018 and Barbara indicates the Museum would appreciate our support and assistance. Terry asked if the Historical Museum is a non-profit 501c3 and Barbara responded that the Museum is a not-for-profit entity. Terry asked about whether the Museum has liability insurance and Barbara responded that the Museum does have liability insurance. Todd clarified that the liability insurance requirement is part of the Funding Application Request process and that the Funding Request would not be on the Agenda, if the CRA office staff hadn t confirmed that the Museum has liability insurance. Motion: Todd Tracy made a motion to approve the funding for the Lemon Bay Woman s Club Centennial Exhibit at the Englewood Area Historical Museum. Action: Approved Moved by: Todd Tracy Seconded by: Terry Redman Motion passed unanimously. 5. Old Business: a) Update Historic Green Street Church: Debbie Marks indicated that on Thursday, November 16 at 5 p.m. at the R.L. Anderson Building in Venice, the Special Exception is being heard by the Planning Commission. This meeting is the first public hearing on the Special Exception. Debbie indicated that the Staff report is positive and she doesn t see any red flags. The next presentation (if the Planning Commission approves) will be in front of the Board of County Commissioners - - we already have our approval from the Sarasota County Historical Commission. 6 Discussion: Elaine asked what was the estimated time-frame of moving the church and Debbie responded that the Church needs to be moved by July of 2018, when their lease expires. Debbie indicated that site work at the new site (Lemon Bay Cemetery) still must occur and that we would like to see ground-breaking in February b) Update Town Center Plan Amendment Process: Debbie indicated that the CRA office staff has been receiving input from neighbors, both pro and con and that we received a petition signed by eight (8) of the residents on Cocoanut, regarding the change from Arts and Overlay to Commercial. Debbie explained to the CRA Board that when we go to the Planning Commission on January 18, 2018 she will include, as part of her presentation, the feedback from the Cocoanut Street residents. Debbie suggested that the CRA Advisory Board may wish to reconsider their recommendation regarding Cocoanut. Elaine asked if the CRA Board could see a copy of the petition and Debbie will a copy to all CRA Board members. Debbie cautioned the CRA Board Members to NOT discuss via and that they please discuss at our next CRA Board Meeting on December 11, Discussion: Debbie further explained that the neighbors do not want Commercial along their section of Cocoanut and that the neighbors do not even want Arts & Overlay on Cocoanut. Todd mentioned that there is Commercial on the next street and that the Cocoanut Street residents are sandwiched between Commercial and Residential. John Mead asked for clarification about the block we are discussing and Debbie clarified we are discussing the block behind the Elsie Quirk Library. Elaine asked Debbie if she could clarify what the zoning is North of the property and asked is it commercial. Debbie explained that the corner property is on McCall, as well as Cocoanut, and while there is commercial property directly across on McCall, the CRA Advisory Board previously recommended that the entire street of Cocoanut be commercial. Debbie indicated she will the CRA Board the original map and what the CRA Board proposed. Todd said that he recalled that we did recommend filling in the entire corner and making it all commercial. c) Update 800 W. Perry Street Property: Debbie indicated that a Realtor has had the 800 W. Perry Street property listed since October 15 and that the Realtor has shown the property three (3) times. d) Update Plaza Property: Debbie indicated that the Sarasota County Engineer is behind schedule -- both his parents passed away recently. Debbie provided handouts for the Board and the Audience regarding the vision for the proposed band shell on the Plaza property. 7 Discussion: Debbie indicated that acoustically the open design is supposed to help with what neighbors will hear and that the location of the band shell is right in the center of the property, facing Dearborn Street. Debbie further explained that the building shown in the drawing will have restrooms at one end and on the other end of the band shell, there will be a room for audio equipment. John clarified for the audience that the Plaza Property is where we currently have our weekly Farmers Market and that the band shell is a welcome addition and will help the Plaza Property become a gathering place for the community. Todd indicated that the band shell will be nice, because it is shaded and that there is grass seating or bring your own lawn chairs. Todd asked if the center of the Plaza Property lot was chosen because of the paver walkway. Elaine commented that there are currently some issues with the decibel rating at events in Englewood and that FAME recently had an issue and some neighbors complained that the bass was too loud. The CRA staff is going to add a paragraph to the CRA Request for Funding Application, that all Events must abide by the Sarasota County Rules and Regulations. Debbie noted that if a neighbor had a concern about the noise from FAME, they should call the Sarasota County Sheriff and initiate a noise complaint. The Sheriff will come out and investigate. Elaine asked if we were encouraging louder decibel ratings with a band shell that is open on both sides. Debbie commented that the size of the band shell will not allow for a large music event and that the CRA staff goes through the Temporary Use Permit process, so we have some control over Events. Elaine made the comment that some neighbors to the South might have issues with the noise from the band shell and perhaps we should consider a solid back on the band shell to direct the noise to the North. Debbie indicated that Staff was told the proposed design was the best acoustically for the music and surrounding neighbors. Todd mentioned that base sound waves travel in every direction where higher and mid-range frequencies are more directional and controllable. Elaine mentioned that perhaps we could put up a temporary screen and Debbie indicated that she will further discuss with the Sarasota County Engineer and Architect. e) 2018 CRA Board Meeting Calendar Debbie brought up to the CRA Advisory Board that the meeting of November 12, 2018 needs to be moved to either November 5 or November 19, 2018 as November 12, 2018 is a Sarasota County Holiday. Discussion: Elaine suggested that because of Waterfest on November 16, 17, 18, 2018, we should have the November 2018 CRA Board Meeting on the first Monday, which is November 5, 2018 and the CRA Board were all in agreement. CRA Officers John asked if our CRA Advisory Board meeting today was supposed to be the month that they vote for their Officers and Debbie indicated we will put the item on our Agenda for the December 11 Meeting. 6. Upcoming Events: a. November 10+11: FAME occurred this past weekend. b. November 14+15: Paddlefest occurred this past weekend. c. November 17: Waterfest Dearborn Street Block Party d. November 18+19: Waterfest Racing between 11 AM 4 PM d. December 2: Fish N For Heroes, Chili Cook-Off e. December 2+3: OEVA Winter Fine Arts Festival f. December 7: Pearl Harbor Ceremony at Veterans Memorial g. December 15: Lemon Bay Sunrise Rotary Evening with Santa 7. Sub-Committee Updates: a) Museum Committee: Barbara Sharpe indicated that there will be a Christmas Open House at the Museum on Saturday, December 1, 2017 from 1 to 4 p.m. and that Santa will be there for photos. The Museum will close on December 24 th for the holidays and will re-open on January 4, 2018, featuring the Lemon Bay Women s Club Exhibit for the month of January Barbara indicated that the Veterans Day program on November 10, was very well attended with over 35 guests in attendance at the Museum and that American Legion 113 of Rotunda purchased flags and poles for the museum and that the museum is very appreciative. b) SCAT/Transportation Update: Elaine indicated that we hope to soon have SCAT schedules to distribute and that there are SCAT temporary bus stop signs located throughout Englewood and that SCAT will put up permanent signs, once SCAT has completed testing of the bus routes. The time-frame for bus runs is daily from 10:45 AM until 8:30 PM. Elaine indicated that we have been negotiating the schedule and we are trying to work the schedule around lunch-time and dinner times and trips to the beach and trying to facilitate the businesses on Dearborn. Elaine mentioned that we would have preferred longer day schedules, but that requires two (2) SCAT drivers and a much bigger expense. Elaine encouraged people to use SCAT to go out to the beach and see the sunset and that the loop from Dearborn Street to the Beach is about 30-minutes. Elaine also encouraged everyone to promote the idea of riding SCAT and that we could bring in bus riders from the beach to Dearborn Street to shop and eat and then they could take the bus back to the beach. Thus far, there are only two (2) or three (3) stops along the way and they are called time stops. Elaine mentioned that within the next month, we will work with the Englewood Chamber of Commerce and the Englewood Sun to help get the word out and to promote SCAT ridership and we will publish a map, which we will Englewood Community Redevelopment Area (CRA) Advisory Board, Minutes of November 21, 2017 Meeting Page 6 of 9
9 distribute to Real Estate offices. Elaine commented that if Englewood residents don t use the bus, then we will lose the service due to lack of interest and Elaine thanked Debbie for all her work with SCAT. 8. Open to The Public Betty Nugent spoke and let the audience know that the Sarasota County Historical and Preservation Coalition has opened nominations for the 2017 Sarasota County Heritage Awards and that this year there are seven (7) categories. The Coalition recognizes individuals and organizations that have made outstanding contributions to the preservation and understanding of Sarasota County historical resources and Betty encouraged audience members to go online to the web site to download the application and make nominations. Betty indicated that beginning November 21, 2017, every Tuesday and Thursday, there will be a Historic Tour around the north side of Englewood and that the tour takes about one-and-a-half hours and sign up is at the Old Florida Outdoor Center and Gallery and the tour is free. Rick Cagna introduced himself and shared his disappointment that Englewood did not have a Veterans Day Event at the Veterans Memorial. Debbie responded that we had hoped to have an event, but that the VFW had four (4) other events on Veterans Day and they couldn t fit another event into their schedule. Englewood doesn t have any other Veterans organizations to organize an event. Debbie mentioned that the CRA does what it can to help with the Veterans Memorial, but the CRA will not be in existence forever and suggested perhaps some other organization in town can coordinate with the Veterans Memorial Volunteer Committee to organize an annual Veterans Day event. John Mead mentioned that the Veterans Memorial Volunteer Committee does purchase all the flags at the Veterans Memorial and that the flags are replaced when they become deteriorated from the weather. Elaine suggested that we contact the local Veterans organizations now, far in advance, so Veterans Day 2018 doesn t go unrecognized at the Englewood Veterans Memorial. Barbara Sharp suggested that next year the Englewood Area Historical Museum could move their Veterans Day event from the Museum to the Veterans Memorial. 9. Advisory Board Comments Terry Redman: Terry spoke with the Sarasota County Master Gardeners and the Veterans Memorial can apply for a $600 grant to help cover the cost of plantings and topsoil, which will help eliminate some of the soil erosion. Terry asked that the CRA apply for the grant and Debbie indicated that the Veterans Volunteer Committee should be the applicant. Terry indicates that the Veterans Memorial Volunteer Committee has Englewood Community Redevelopment Area (CRA) Advisory Board, Minutes of November 21, 2017 Meeting Page 7 of 9
10 over $3,000 in their fund and that they are looking forward to the involvement of the Master Gardeners and their advice. Todd asked Terry to provide additional information and Terry indicated that the plan is to put in many plants to create a barrier and to help with the erosion and the leaves and roots will be salt tolerant. Elaine commented that we ve had a great deal of flooding this year and we aren t going to overcome the erosion issue, because the Veterans Memorial site is so low, but if we can plant salt-tolerant plants that will help stabilize the soil, then we are taking a step in the right direction. Terry reminded the audience that he has a sign-up sheet for anyone who wants to volunteer to help at the Veterans Memorial. Terry informed the board and the audience that he attended the Age-Friendly Festival in Sarasota and that he has numerous brochures available and, if people are interested, to see him after the meeting (the brochures are about Farmer s Markets, Parks and Preserve Maps, Where to Canoe, the Legacy Trail, Plants, etc.). Elaine Miller: Elaine thanked everyone for attending the meeting and said that when you look at our CRA Agenda and see the number of events we have here in Englewood, it really reinforces why we all live here. John Mead: John commented that there is so much going on in Englewood and before the CRA, there used to be only a handful of events and he said that so many of the Englewood Events are fund-raising events, for very good causes, and what a great community we have here in Englewood. James Hinck: James mentioned that he serves as President of the Lemon Bay Rotary and the Rotary members volunteered at the Englewood Cemetery on Saturday cleaning 113 headstones of Veterans. James shared that on December 2, the Lemon Bay Rotary is doing a meal-packing event at Englewood Sky Academy and the goal is to pack 100,000 meals for the five (5) foodbanks in Englewood and suggested that anyone who would like to help, is welcome as a volunteer for the two (2) hour event. Rotary members will wear Santa Claus Hats and deliver the food packaged to the food pantries. The food will stay in Englewood for Englewood families and the volunteer event is from 9 a.m. until 11 a.m. and they hope to have 250 volunteers. 11 John Davison: John informed the audience that Mary Ellen Diez s husband, Charlie Diez, passed away last week and that he was a wonderful asset to the Englewood community, as is Mary Ellen. They both have done a great deal for Englewood. Charlie always helped establish 501c3 organizations at no charge and we lost a good friend when we lost Charlie. John thanked the audience for being here today and mentioned that he appreciates hearing the comments about Veterans Day and how we can improve on organizing a Veterans Day event and that we do a good job of ensuring we always have fresh flags and thanked Rick Cagna for expressing his concerns.
