3 I. Introduction The Houston/Rolla/Cedar Creek (HRCC) Ranger District of the Mark Twain National Forest is initiating a public scoping period for the proposed construction of a new Helibase facility on the Mark Twain National Forest. All lands involved are National Forest System lands and it will be considered an administrative site. We have named this management undertaking the Helibase Development Project. This scoping document summarizes the Helibase project proposal with the intent to inform interested and affected parties and to solicit written comments. Scoping is an integral part of environmental analysis that is intended to refine the proposed action, identify preliminary issues, explore possible alternatives and probable environmental effects, and identify interested and affected persons. A final decision is tentatively scheduled for October, Individuals and organizations (Interested parties) that respond with written comments during the scoping period or otherwise indicate an interest will be added to the project mailing list and receive further mailings. For those individuals and organizations that do not respond prior to the end of the scoping period, your name and address will be removed from the project mailing list. For those interested parties remaining on the mailing list, another opportunity to comment on this project will occur during the official 30-day comment period tentatively scheduled for May, II. Project Location The Helibase Development Project is situated solely on National Forest System lands on the Houston/Rolla/Cedar Creek Ranger District on the west side of Highway 63 in Phelps County, Missouri. The legal description is Township 35N, Range 8W, Sections 5 & 6 and Township 36N, Range 8W Section 32, Fifth Principle Meridian. The site consists of 140 acres, of which approximately 15 acres are proposed for use for buildings, infrastructure, and helipads. The proposed Helibase and project area are identified on the Vicinity Map on the following page. III. Project Development Since 2001, the Mark Twain National Forest has hosted an Exclusive Use Type 3 helicopter from early February through May each year. Although, we have used a type 3 helicopter exclusively in the past, a larger Type 2 could utilize the site. This helicopter is used to assist firefighters in wildfire suppression actions, and to provide aviation support to hazardous fuels projects, and other resource projects on the Forest. The original Helibase (facility from which the helicopter operates) was at the privately owned Rolla Downtown Airport under a lease with the airport owner. Through the years, that facility deteriorated until a mobile trailer was moved on site to house the helicopter crew. This trailer did not meet many of the required elements for a Helibase serving this size crew and aircraft. In 2014, this facility deteriorated to the point that it no longer met the needs of the contracted helicopter and Interagency Helicopter Crew. The lease was allowed to expire and a new lease was entered into with the City of Rolla for space at the Rolla National Airport. A new modular building was placed on the site and is in use now. This building comes much closer to meeting the requirements for a Helibase, but is further from the National Forest lands that it serves. It was intended to house the crew temporarily while a new facility is constructed on National Forest lands closer to the bulk of the Mark Twain National Forest. Page 3

Purpose and Need for Action The Forest Service anticipates a continued need to use the helicopter for hazardous fuel and other resource projects; and to continue its use as a wildfire suppression asset. With more homes and communities building closer to the Forest, we anticipate an increasing need for structure protection during wildfires, which the helicopter can provide in a way that no ground forces can. In the long term, housing the aircraft and crew at a base on National Forest lands would ensure the crew has the place and resources to maintain required equipment, train and provide experience for a professional helitack crew, maintain readiness to deploy quickly when the need arises, and minimize travel time to wildfires within the Mark Twain National Forest boundaries. V. Proposed Action The proposed action is to construct a Helibase facility on National Forest Lands. The Helibase site consists of 140 acres total. Fifteen acres are proposed for the location and construction of buildings and infrastructure to support aviation operations on the Mark Twain National Forest. The following activities are included as part of the proposed action: There is currently a non-system road that comes off Highway 63 and runs through the proposed area. This road would become a System road and placed on the forest road inventory. It could be rerouted if needed and constructed to the specifications of a Level 4 Forest System road. Coordination with MODOT would occur for proper permits and easements for the road. Total length of the road is approximately 2400 ft. Approximately 15 acres would have the timber removed and sold and the area would be cleared of vegetation to construct the buildings, the helipads, provide safe ingress/egress of the aircraft for proposed flight path and the infrastructure of the facility (see Helibase Project Area Map on page 6). This project may potentially affect the navigable air space within 5000 feet of the project. Two helipads would be constructed within the 15 acres of cleared land. The desired area is shown on the Helibase Map as Helipad Area. This area would be approximately ¾ acre. The pads would be constructed of concrete and be 20 square. The pads should be surrounded by 10 feet of gravel for dust abatement. Each pad would have a water spigot for maintaining the aircraft. A shed would be placed in the area for storage and crash/rescue equipment. For site security a fence would be constructed around the 15 acre area (approximately 4200 feet long). All landscaping around the buildings and facility would be with native plants and grasses. A Helibase building and a warehouse building would be constructed on the proposed site. Where possible green technology measures would be incorporated in the design and construction to be environmentally friendly. A well would be drilled on site as well as a septic system to accommodate the facilities. Electric supply and telecommunications would be run underground to the buildings on site. Page 5

Comments received in response to this solicitation, including names and addresses of those who comment, will be considered part of the public record of this proposed action and will be available for public inspection. Comments submitted anonymously will be accepted and considered; however, those who submit anonymous comments will not have standing to file an objection under 36 CFR 218, subparts A and B. Additionally, pursuant to 7 CFR 1.27 (d), any person may request the agency to withhold a submission from the public record but under the Freedom of Information Act (FOIA), confidentiality may be granted in only very limited circumstances, such as to protect trade secrets. The Forest Service will inform the requester of the agency's decision regarding the request for confidentiality, and if the request is denied, the agency will return the submission and notify the requester that the comments may be resubmitted with or without name and address. VII. Public Involvement Once comments are received at the Ranger District after the first phase of Public Involvement, the Interdisciplinary Team (ID Team) will evaluate these comments to identify issues and if necessary will develop alternatives to the Helibase Proposed Action. The ID Team will then conduct an environmental analysis to determine the effects on forest resources as a result of implementing the proposed actions. The second phase of public involvement will include a document called Proposed Action and

8 Preliminary Alternatives for 30-day Comment Period. This document will describe the Proposed Action and any additional alternatives (developed in detail from scoping comments) and include the environmental effects of implementing the actions on the forest resources. The accompanying letter to this document (sent to Interested Parties) will request written comments once again during the only official 30-day comment period. All Public Involvement documents will be made available on the Mark Twain National Forest web site. Prior to making a final decision on this project, the public will be provided an opportunity to review the complete Helibase Environmental Assessment and Draft Decision Notice during the 45-day objection period. After review of both documents, the public has the right to file an objection to this decision during this period. This proposed project is subject to a pre-decisional objection process described in 36 CFR 218, subparts A and B. Only those individuals or entities who submitted timely, specific written comments regarding this proposal during the scoping period or the official 30 day comment period for this project may file an objection. VIII. Decision To Be Made Kimberly Bittle, District Ranger of the Houston/Rolla/Cedar Creek Ranger District, is the Responsible Official for making project-level decisions for the Helibase Project. Given the purpose and need, the deciding official reviews the proposed action, the other alternatives, and the environmental consequences in order to make the following decisions: Whether the proposed activities and alternatives are responsive to the issues, accomplish Forest Plan direction, and meet the purpose and need as defined for the Helibase Development Project, Which actions or alternative to approve and implement, Whether the information in this analysis is sufficient to implement the proposed activities, and If the activities can be implemented in a timely manner. If an action alternative is selected, the decision may include specific mitigation measures. The decision is not one of land allocation, nor is the analysis intended to look at every possible combination of activities. The scope of the decision will be confined to a reasonable range of alternatives that will meet the project's purpose and need.
