1 THE KWAJALEIN HOURGLASS Volume 43, Number 58, By April Brown Reporter Despite the threat of an approaching rainstorm, a seven member team traveled by helicopter to five outer islands Saturday morning in an effort to maintain safety and security for USAKA s mission. Representatives from Safety, Environmental, Utilities, Operations, Communications and the Generator Shop did a methodical search of the outer islands to verify that all facilities are in compliance with USAKA regulations. We check the islands that have facilities on them that support the missions, said Bruce Tuttle, KRS Industrial Safety manager. We go out and look at places where people normally go for access to buildings and trailers. Reef sweep searches out safety concerns Officials examine fatal accident By Jim Bennett Editor Kwajalein Police and KRS Safety officials have examined the details surrounding the accidental boating death of a 26-year-old man earlier this month. Jakie Mohang, of Ebeye, died July 11, in a boat collision near Roi-Namur. Mohang leaves a wife, Retini, and three children, Lloyd, 5; Helen, 2; and Simon, 2 months old. Burial services were held on Majuro and a memorial service will be held on Kwajalein at a time and date yet to be determined. We re all deeply concerned and we re reviewing the procedures, but what a tragic loss, said Carmen Spencer, KRS president. Senko and his wife, Editha, and Philip Kabua, RMI chief secretary, joined local residents, representing the Army, DA civilians and contractors, in watching the change of command ceremony. After The Rev. Rick Funk s invocation and the traditional playing of both the RMI and U.S. national anthems, Maj. Gen. John Urias, SMDC deputy commanding general, reminded the audience of the importance of the range and its employees strong teamwork (See KWAJ, page 3) holder and Roi resident, according to KPD Lt. Rubon was driving his fiberglass runabout boat, with a 40hp Yamaha engine along a well-traveled path across the lagoon, following buoys to Roi s Yokohama Pier, Brown said. By 8:30 p.m., the sun had gone down, but he did not have running lights. A rain squall moved through the area with gusts from knots. With light rain, seas swelling and low visibility, the two men in the dinghy had tied off on a buoy to weather the waves. They had been fishing before the waves kicked up and didn t have running lights either, Brown said. As the squall subsided, they left the buoy and headed east-southeast, according to the KRS accident report. That s where the two boats collided. The runabout, turning towards (See BOATING, page 5)

The British in Belfast and Londonderry in Northern Ireland. The urban guerrilla tactics of the IRA of a bomb here and an ambush there. One or two British soldiers killed a day. At the end of a year, that s 300 or 400 men dead. There is a British War Memorial at Edinburgh Castle in Edinburgh, Scotland. In it, there is a special section for British and Scottish soldiers killed in Northern Ireland. The British have tried to keep the peace in Northern Ireland for the last 50 years. They didn t even have to rebuild an entire country or try to establish a new government. They just had to keep the peace between Catholics and Protestants, between those loyal to Britain and those wanting Irish independence. They ve come close a few times, but no cigar. All the while, British soldiers kept getting killed. The British were in the Middle East also. They were in between Jewish immigrants fleeing Hitler and the Palestinians before and after WWII. before Israel became a nation. They left wounded and bleeding after trying for years to keep the peace. How about the Israelis and the Palestinians? A small Israeli Army trying to keep the peace and security over three and a half million people. How long has that been going on? Oh yeah, since When I saw those images on TV and watched movies or read about these things, I thought what a mess it all was and how none of it would ever be solved. Now we see the images of 150,000 American soldiers caught in the same kind of crossfire trying to control a country of millions of people and what seems, at least at the present time, a long term quagmire of lives lost and treasure spent. I see our guys manning checkpoints, patrolling deadly streets and searching houses looking for weapons, explosives or guerilla fighters who attack from ambush. It all looks so familiar but it s always been Israelis and Palestinians. I see American soldiers dying in that part of the world where British, Israelis, Palestinians and other Arabs have died before them. Can America succeed where others have failed? Americans soldiers want to help people. American soldiers have a long,heroic and honorable history as liberators and defenders of freedom. They are the best military in the world. They shouldn t be set up as targets to be killed one or two at a time and have to use police tactics to control an impatient and angry civilian populace. They are being forced to do that in Iraq. I hear some people say it s an all-volunteer military and nobody forced these men and women to join up. As the saying goes, they knew the job was dangerous when they took it. Some World War II veterans look at today s military as complainers. Why, they say, they were gone from home for years and fought the biggest war in history. But they had a clear mission. Defeat Nazi Germany and Japan and thereby literally save the world. Today s military, as the military in the past, signed up to defend America. Whether being in Iraq is defending America is open to individual opinion. It s without doubt that what happens there is critical to our security. Have we enhanced our security? Have we struck a blow against terrorists? Have we made friends in the Arab world or have we just made more enemies? I suppose history will provide the answer. It s easy to see that after 30 years of fear and intimidation, Iraqis are not convinced that the terror of Saddam, his sons and the whole vicious regime isn t really over whether Americans or anybody else say it is. Hopefully, the recent deaths of Saddam s sons will go a long way in convincing Iraqis that while things aren t rosy yet, the terror of Saddam is really finished and it s time to cooperate with Americans to rebuild their country and that Americans mean to make them safer. Perhaps the deaths of these two thugs will result in less attacks on American troops. That s the most important change that could occur in the short term. Our troops can only do so much. It s the Iraqis who will have to root out the remants of Saddam s rule, those who don t want peace and an end to Iraq s woes. In the final analysis, it s the Iraqis who will have to rebuild the country, form a new government and make their nation prosper. There will be extremists, religious or otherwise, who don t want peace and a democratic government just as there are extremists in Palestine and Israel who would see their people suffer rather than compromise on a peace that would end the killing. The Iraqis will have to rise above the extremists and the old hatreds. With American and perhaps international help they may succeed. For their sake and for ours, they have to.

Without the dedicated teamwork that each and every employee has on Kwajalein, there would be a significant piece missing out of the puzzle for the United States Army and the Department of Defense, he said. I just want to acknowledge all you do everyday. Urias said he met Johnson 10 years ago when Johnson returned from Desert Shield and Desert Storm as a combat veteran and has watched him mature and learn in the Army. He has matured into one of our superstars, Urias said. Welcoming Daugherty, Urias said, She is made out of the same mold, I know that. I looked at her bio, I see it in her eyes she is also a combat veteran, one that is caring and compassionate. Urias presented Johnson a Meritorious Service medal and two framed letters, one from Lt. Gen. Joseph Cosumano, U.S. Army Space and Missile Defense commanding general, and one from himself. Urias also awarded Beverly Johnson a certificate of achievement for outstanding dedication and support as part of the command team. After the ceremony, Kabua presented Johnson with a plaque in recognition of the expanding inclusion of the Marshallese on the range during his command. USAKA Commander Col. Jerry Brown s remarks followed the traditional change of command ceremony. In my 25 years in the Army, Lt. Col. Johnson is one of the most talented and gifted officers I have served with, he said. Lt. Col. Johnson has an immense capacity to see the big picture with insight that few have. That big picture includes understanding RTS s national strategic level role, comprehending the major command s scope of operations and how issues worked here affect Washington s decisions, he said. Admitting that there wasn t enough time to list all of Johnson s accomplishments during his command, Brown pointed out a few highlights which improved the Range s ability to support customers and made the Range a model for other Department of Defense ranges. The Kwajalein Modernization and Remoting project and other procedures Johnson put into place are now models for other test ranges in the Department of Defense, he said. During Johnson s tenure, the range planned and executed 17 separate missile defense tests, 7 meteorological rockets and supported 7 NASA space missions. Johnson commanded RTS during the most challenging period in the Range s history, Brown said. The statistics during his tour are impressive with 100 percent ratings in missions, safety and new foreign launch detections. Welcoming Daugherty to her new command, Brown said, I m impressed with her credentials and I think she has the right stuff to lead the Reagan Test Site to the next level. After thanking the community members and guests present, Johnson pointed out how unique USAKA is and how it has been an honor for him to serve for two years. Johnson thanked the community and the school district for supporting his family. He singled out the fire, marine and police departments for supporting RTS and Host Nations for making the closure of the mid-atoll corridor a thing of the past. To the Reagan Test Site, you are a collection of magnificent people, radars, telemetry, instrumentation and communications drawn together to accomplish the nation s most strategic missions, he said. I thank you and salute you. Likening the range s customers to a Bear, Johnson reminded all that the Bear needs to be cuddled, well fed, for he provides strength and protection and he is relentless in his quest for knowledge. Hoping that, under his command, RTS had taken care of the Bear by trying its best to understand him, explain to him, to comfort him, Johnson asked everyone present, that you provide Lt. Col Daugherty with everything on the menu to feed the Bear. Finally the new RTS commander spoke of the past and the future, picking up the gauntlet from her predecessor. Reagan Test Site has a long history of providing the highest quality missile testing and space support, unparalleled really and it has met every challenge it has been given, she said. My intent is to continue that tradition and ensure this range is always ready to meet our customers needs. Urias summed up the day s meaning. So you see it is a great day for Kwajalein, for USAKA and for RTS, because we go from one outstanding leader to another, Urias said. 4 Page 4 Five-island reef sweep returns successful... (From page 1) on their monthly reef sweep Saturday morning. On each island, the group split into teams to inspect their different areas of concern. Once the helicopter landed on Carlos, the first island on the route, the team split up to inspect the status of the active facilities on the island, while Batchelor trekked to the Communications building. I check the power and the fibers coming in, said Batchelor, Communications Voice/Data Electronic technician. When a mission is coming, they need to know that the communication system works. I verify that. In the communications building Batchelor checks everything from light switches to intercom systems. After her walk through, she resets the alarm system and heads back to meet the others at the helicopter. On each island, Batchelor took property accounts to verify what materials she has in each communications building. With a mission approaching, it is important for everyone in her department to know exactly what they are working with, she said. While Batchelor was inside, the rest of the team inspected the outside of the buildings, docks, and the different water and power plants. My main role is to review all of the power plants on the islands and see to the status of them, said Krohn, Utilities manager II. And I see to grounds keeping, I check anything to do with the support of the island. Rugg, KRS Environmental manager, and Venneman, Environmental engineer, braved the downpour on Carlos to inspect the power plant. After they inspected the different storage closets inside the plant, the two questioned the power plant supervisor about a drainage system that leads to an underground storage tank beside the building. We just asked him about the tank and how it s maintained, Venneman said. We have certain regulations about that, and we have to make sure they re followed. When everyone returned, the helicopter took off for Legan, where a similar inspection was done in clearer weather. Tuttle split up from the rest of the group to inspect a dock for any safety concerns. I look to see if things are starting to rust and corrode to see if they are becoming a hazard to people using them, he said. Tuttle joined Rugg and Venneman behind a building as they checked the fuel tanks. The double-walled containers secure fuel tanks in case there is any leakage, Rugg said. If there is a rupture the fuel won t go to the outside environment. Tuttle and Rugg then combed the beach looking for any suspicious items that have washed up before searching the forest area around a building. Jackson, KRS Generator Shop lead, inspected a storage cabinet near the lower pad with Krohn and discovered a possible safety hazard. They re using a cabinet that s not supposed to be used for chemicals and they re storing chemicals together that shouldn t be stored together, Jackson said. Jackson informed Scott, Kwajalein Operations electrical and mechanical supervisor, who photographed the discovery and then spoke with one of the workers so that the cabinet can be cleaned out and reorganized. After that problem was dealt with, the team began the trek up island and inspected active facilities along the way. On the journey up the island, Jackson, Krohn and Scott stopped occasionally to inspect buildings that were used as targets for previous missions. Scott separated from the others as he documented excess materials from former renovations and anything that can be discarded during future trips to the island. I m looking for stuff that needs to come out and stuff that needs to go back [to Kwajalein], he said. If work needs to be done on any of the islands a boat is brought in with a team, usually from Preventative Maintenance, and when they re finished, they take the excess materials with them. From Illeginni the group flew to Gagan. As the helicopter moved above the island, Batchelor pointed out Roi in the distance before the helicopter set down on the landing pad. Unlike Illeginni, which is remotely operated and requires no personnel; Gagan has a group that comes in daily to run the facilities there. Batchelor disappeared inside to do her property accounts while the rest of the team inspected the other buildings. After they inspected the fuel tanks, Rugg and Venneman searched behind the building containing the generator with Tuttle. Jackson disappeared inside the building with Krohn to look for anything out of the ordinary. When all was found secure, the team took off for Meck, the last island on their journey. Unlike the lush environments of the other islands, Meck s industrial atmosphere requires not only a large power plant but a water plant. Krohn and Jackson located the water plant supervisor to go over paperwork and inspection procedures while Tuttle and Rugg inspected the pier and landing pad for corrosion and other hazards. Batchelor went to work on her property accounts in an office with a large combination lock on the door while Scott began his patrol of the outside of the building. With a daily work force on island maintaining the facilities, the inspection on Meck moved much quicker. When the inspection was complete, everyone climbed back in the helicopter for one more trip, back to Kwajalein. A successful sweep wrapped up as the helicopter made its approach across the lagoon and landed safely on Kwajalein. The team split up one last time at the airport to file their reports in their respective offices, until next month.

5 Page 5 Aftermath of boating accident affects entire community... (From page 1) Yokohama Pier collided with the dinghy around 8:30 p.m. The impact knocked Tamaki from the dinghy and injured Mohang. Tamaki swam back to the dinghy and restarted the engine, then drove to the dock security checkpoint at Yokohama Pier, where paramedics responded to the injured man s condition. He was taken to the dispensary where medical officials were unable to save him, Brown said. Meanwhile, the runabout had stalled from the collision, and the driver began to row to Yokohama Pier with one oar, finally returning to the pier around 9:20 p.m., Brown said. The drivers took breathalyzer tests and scored 0.0, meaning alcohol apparently was not involved. Both men, however, were charged under USAKA s water regulations with operating without running lights and failure to file a float plan. Tamaki also was cited for operating without a boat license, and Rubon was ticketed for failure to utilize the buddy system, as he had no other passengers in his boat. Norm Black, Environmental, Safety and Health manager, said his office had investigated the matter with the Marine Department and filed a number of initiatives. Some will take effect immediately, and others will follow in the next three to six months. Whether it s on- or off-the-job, we treat safety with the same conviction, Black said. Over the next three to six months the Marine Department will add running lights on its inflatable utility boats. We uncovered some things we need to do to make sure the vessels are equipped correctly, but also that the people are licensed and know what to do, Black said. Black said he worried that other boats operating on the lagoon, outside (From page 12) DuBois said, created a taxexempt, non-profit organization called the Pentagon Memorial Fund, Inc. to raise funds for the memorial from non-dod employees the greater public, corporations, foundations. But the secretary thought it was important that we gather together as a family, those of us who work for the department and try and jump start this fund-raising opportunity. Now it is only appropriate, as I indicated, he continued, to have those of us closest to this memorial in time, in place and in emotion to demonstrate our connection to this memorial with our contributions. The U.S. Army Corps of Engineers began planning the outdoor memorial immediately after the Sept. 11 attacks. Corps officials selected a winning design from over 1,000 contest entries. The design by Keith Kaseman and Julie Beckman of Kaseman Beckman Amsterdam Studio was selected as the winner. Our initial idea was to dedicate a unique place to each of the individuals that were lost that day, Beckman said. It evolved through many discussions, she said, and the process grew over time. The memorial will be constructed with 184 units, one for each victim. Each unit consists of a cantilevered bench inscribed with the victim s name and a glowing light pool underneath. Units will be arranged according to the age of the victims, from 3 to 71. I think it is peaceful, said Rosemarie Dillard, vice president of the family steering committee, We wanted a place that people could go to, and you could think, and you could relax, and the water does that. Dillard s husband, Eddie, 54, was a passenger on board American Airlines Flight 77 when it was hijacked and crashed into the Pentagon. Rosemarie was a base manager for American Airlines and was in the supervisory chain of the four flight attendants who perished. My husband was a history major. He loved history, Dillard said, and now, for him to be a part of history means an awful lot to me. It also means an awful lot to me that the employees that I was managing at that time will always be honored. It overwhelms me at times. It s hard to talk about, but it s just a good feeling. Another widow, Donna Teepe, whose husband Karl, 57, worked for the Defense Intelligence Agency as a financial resources manager, said she thought this project was a good way to help us remember our loved ones. USAKA and KRS jurisdiction, do not carry running lights. Black said he would form a process improvement team with USAKA, Host Nation Office and KPD to address marine safety issues, particularly enforcement of safety regulations. Black said he expects his office will add a new module to new hire orientation, to include more on boating safety, bicycle safety and pedestrian safety. We ve got so many new people on island, we think they re missing this, Black said. His office will also add more marine issues to Safely Speaking, a weekly newsletter produced by the department. Black concluded that regulations to prevent this kind of accident are already in place, but enforcement is the key. We can t assume, just because we have a process in place it s known, practiced or enforced, Black said. We have to go out and ask the question. Pentagon s planned memorial brings peace to many... Since the attack, she said, people from across the country have helped her get through this difficult time some friends, some strangers. Teepe participated in viewing the finalists in the design competition. She said the one chosen was her favorite. I like the design, she said. It seemed very serene and content and a nice place to visit and to help remember and reflect. I m thrilled with the outcome, said Janice Punches, widow of Navy Capt. Jack D. Punches, who worked at the Pentagon as deputy head of Navy Interagency Support Branch. I think it s a peaceful place that my son and daughter and I can go. It ll be nice to go lay a flower there. 8 Page 8 By April Brown Reporter Rainy weather and a slippery Brandon Field were no obstacles for Elimo Saturday night when the team championed over their adversary The B Team in Kwaj s second annual kickball tournament sponsored by the Community Activities office. Six teams battled over four days for the prized trophy, crafted by Kathy Bates, and free kickball t-shirts. The kickball tournament, organized by Scott Pratt, former CA Athletic supervisor, was a single round robin, with every team playing each other one time. The tournament went great despite the rain we had, Pratt said. The first day of the tournament was cut short with rain storms that forced double headers during the rest of the week. The champions, Elimo, went undefeated, until the final day of the tournament, where they faced an upsetting loss to Amy Hansen s team Rubber Belly. Tensions were high as the teams gathered around the Elimo dominates kickball tournament Community Activities tent prior to the championship game. Elimo, Rubber Belly, and The B Team, were tied for the final match. We had to use total points scored that day since all three teams had had a victory, Pratt said. Elimo beat Rubber Belly by one run and the B Team had 14 runs so they were automatically in. That one run propelled Elimo into the championship game against the B Team from which they emerged victorious. The victory was hard won for Elimo, with players slipping and sliding across the s l i c k ground. The two appeared at the championship game in full costume with wigs in an effort to lighten the mood. Pratt was pleased with the improvements from last year s competition, he said. The skill and number of players was reflected as the tournament expanded to Daly Field in order to accommodate the increase in games. There were more experienced kickball players, they had the strategy down, he said. Michelle Corder had the strategy by pitching really slow and that worked for Elimo.

Pentagon starts memorial campaign By Casie Vinall Special to American Forces Press Service WASHINGTON Family members and defense officials alike intend to ensure that those who died at the Pentagon Sept. 11, 2001, are remembered. Raymond F. DuBois, DoD director of administration and management, today launched a fund-raising campaign to build a memorial for the victims of the terrorist attack. After the 9-11 attacks, family and friends of the victims met in nearby Crystal City at the Family Support Center. How was the Pentagon going to remember the family members that died? Jim Laychak recalled someone asking. I remember thinking, What if five to six years from now, people are driving by, and they can t remember what side was hit? recalled Laychak, president of the Pentagon Memorial Family Steering Committee. That one thought started me down the path to where I am today. We have one chance to do this right, he said, a chance to build a great memorial, a place of remembrance for those who died, a place of comfort for those of us left behind, and a gift for future generations. The Pentagon Me- morial will be built on nearly two acres of land along the path the passenger jet took just before it hit the building. DuBois kicked off the fund-raising campaign to launch the $20 million project, which will span the next two years. He said $10 to 12 million will go toward construction and the rest will be used for maintenance. The fund-raiser, sponsored by the voluntary Defense Department Personnel Pentagon Memorial Organization, begins today and will end Aug. 8. Private contributions will be the sole source of funding for the memorial s construction. With approval from the secretary of defense, the fund-raising effort is directed first at the Pentagon military and civilian personnel in the Washington metropolitan region.
