1 LICENSE COMMITTEE MINUTES May 20, 2008 De Pere City Hall A regular meeting of the License Committee of the City of De Pere was held at 6:19 pm. ITEM 1. Committee members present on a roll call were Alderpersons Carl Castelic, Bob Heuvelmans and Bob Wilmet. Others present: Adam Singleton, Cheryl Detrick, Janice Jennings, Dave Landwehr, Corey Kroll, Jacob Anderson, Alderperson Dan Robinson, Clerk-Treasurer Char Peterson and City Attorney Judy Schmidt-Lehman. ITEM 2. Alderperson Heuvelmans moved, seconded by Alderperson Wilmet, to approve the minutes of the May 6, 2008 License Committee meeting. Upon vote, the minutes were approved on a unanimous vote. ITEM 3. The Committee discussed the Farmer s Market for the De Pere Chamber of Commerce. Alderperson Castelic moved, seconded by Alderperson Heuvelmans, to open the meeting. Upon Cheryl Detrick and Janice Jennings, from the Chamber of Commerce, addressed the Committee stating they were approached by businesses on the west side to coordinate a Farmer s Market like the one on the east side in the Seroogy s parking lot. They discussed doing an evening one from 4 to 7 pm with a family atmosphere including food vendors, crafters and produce. The intent is to keep the residents in De Pere. They met with the Health Department regarding having food vendors and the noise variance. They would also like to have some wine and beer. The Farmer s Market would be located in the alleyway between Main and Reid and Fourth and Fifth Streets. The three businesses interested are Baba Louie s, Honey Hole II, and Knights on Main and their parking lots go to the alley. It was noted these three businesses would need to complete a Premise Description Change Form for the seventeen weeks of the Farmer s Market, which would include the time/dates and physical description of the location. They should keep in mind underage people cannot go into the area where liquor is being sold. They only need to add the location where the liquor will be sold. The Chamber of Commerce will also need to submit a written request to the License Committee, who in turn will make a recommendation to the Council, for a Special Use Permit (Section De Pere Municipal Code) for consumption on streets; they will need to contact the Public Works Department for a Street Closure Permit ; and contact Police and Fire for approval. The would like to start on July 10 th so it was noted the applications for the License Committee would need to be in the Clerk s office no later than Tuesday, June 24. ITEM 4. The Committee discussed guidelines for operator licenses. Past practice has been to deny an application if there has been alcohol or drug violations within the past year. They also look at whether the applicant is a habitual offender and address those on a case-by-case situation. If there is missing information on the application, the committee will table the matter until the information has been completed. City Attorney Judy Schmidt-Lehman stated years ago the Police Department provided a report on citations to the License Committee. This could be a helpful indicator in showing trouble spots. The Committee would like to have the Police Chief attend the next License Committee meeting to discuss this report. ITEM 11. Public Comment Period and Other Announcements: None. ITEM 12. Alderperson Wilmet moved, seconded by Alderperson Heuvelmans, to adjourn the meeting at 7:05 pm. Motion carried unanimously. The next License Committee meeting will be held on Tuesday, June 3.
