Thursday, Oct. 20 3:30 5 p.m. Much attention has been placed on academic standards, state assessments, teacher training and effective leadership in schools. All are vital to preparing students for college and careers. But if there is no avenue to get students to higher education and no structure or means to assist students, many will end up in lowwage jobs for life. This interactive session will address how public/ private partnerships and legislative strategies can serve as the catalyst for a culture change that will ensure students reach their goal of college completion and degree attainment. Looking for Medicaid Relief in All the Right Places Thursday, Oct. 20 3:30 5 p.m. For years, states have been looking for ways to cut the costs of their Medicaid programs. The pressure is exacerbated by recent increased enrollment, decreased state revenues and the loss of enhanced federal matching funds as all states face mandated program expansion in 2014 under recent federal health reform. While the federal government offers some suggestions for relief, many states are already tackling cost cutting in aggressive and innovative ways. This session will explore where federal Medicaid flexibility starts and stops for states, discuss states successes in instituting cost-saving measures and examine various federal proposals working to dramatically reshape Medicaid for states. If You Build it, Will They Come? A North American Perspective on Electrical Transmission Line Siting Friday, Oct :30 a.m. As demand for energy continues to grow especially electricity generated from renewable sources so, too, does the need to efficiently move energy across state lines and boost the ability to move resources across international borders. But state, national and international interests often do not align. This lack of a cohesive plan is leading to underdeveloped markets and an overstressed transmission system. This session will explore effective tools used in Canada and Mexico, as well as potential domestic policy solutions, all designed to more efficiently move power from where it is generated to where it is needed. talking frack... Tapping Transborder Oil Reserves Friday, Oct. 21 Oil obtained through traditional permitted drilling is reaching the bottom of the barrel. Alternative oil production options are becoming increasingly visible across the U.S. and Canada in particular efforts to tap oil sands in Canada which supplies the U.S. with more than 20 percent of its oil. Along the U.S.- Canada border, shale oil is emphasized as the next untapped resource, though methods of obtaining shale oil primarily hydro-fracturing or fracking are controversial. Learn what s next in accessing North America s oil, and how Canada, Mexico and the U.S. are learning from each other and working cooperatively to safely bring resources to market. Saturday, Oct. 22 CSG Policy Task Force Business Meetings CSG s Policy Task Force meetings will resume in Bellevue with dedicated business sessions in four key policy areas: Energy & Environment, Education, Health and Transportation. During these business sessions, members will consider proposed policy resolutions; learn about new policy initiatives underway across the broader CSG organization; discuss pressing issues and potential solutions in their states; and weigh in on Suggested State Legislation. All attendees are welcome to attend these breakfast sessions and participate in the vibrant discussions. Future of North American Infrastructure Saturday, Oct :30 a.m. The transportation systems of Canada, the U.S. and Mexico are tied together in myriad ways and support hundreds of billions of dollars in commerce. Yet each nation faces its own unique challenges in the years ahead to ensure those systems continue to allow each nation to remain competitive in the global economy. This session will examine how each country addressing those challenges and what innovative ideas to improve transportation are worth examining elsewhere in North America. Anthony DePalma Author & the First Foreign Correspondent for The New York Times to Serve as Bureau Chief in both Mexico and Canada Thursday, Oct. 20 friday, Oct. 21 Lessons Learned from Japan s Earthquake and Tsunami Friday, Oct :30 a.m. The tsunami that followed a devastating earthquake in Japan in March threatened to impact the U.S. Pacific Coast, causing emergency management officials to issue tsunami warnings, make evacuation decisions and implement emergency operations plans. While states were able to handle the event, a larger tsunami could have required international mutual aid assistance. The Pacific Northwest and Canada already have an agreement in place to provide resources and assistance. This session will explore lessons learned from the tragedy in Japan and ways the U.S. might respond to such a catastrophic disaster. Managing Western Water in Evolving Climate Conditions Friday, Oct. 21 The West is running out of water well, almost. Northwestern and Northcentral Western states are seeing an increase in precipitation and the Southwestern and Southcentral areas are, as expected, experiencing decreased rain. Add to this a temperature increase of five to seven degrees Fahrenheit in key river basins, a lower-than-predicted snowpack a key feeder of Western water and you end up with the perfect mixture of short-term events and long-term impacts that are likely to decrease Western stream flow up to 20 percent across several river basins. This session will focus on the critical issue of Western water, how states can work and are working together, and what the federal government is doing to assist.

Host City for CSG s 2011 National Conference City Collaborations Focus on Technology, International Trade By Mayor Don Davidson Bellevue, Washington Bellevue is delighted to be the host city for The Council of State Governments 2011 National Conference and North American Summit in October. It s a great fit. Two of the city s largest employers, Microsoft and Boeing, both possess corporate characteristics that Bellevue has worked hard to cultivate in its effort to attract and retain great companies: their focus on technology and their focus on international trade. Boeing and Microsoft, however, are not the only innovative companies with a major presence in Bellevue. Our city is also the corporate headquarters for Expedia, Paccar, Esterline Technologies, Symetra Financial and Puget Sound Energy. These companies find Bellevue an excellent place to locate for several reasons, starting with our spectacular Pacific Northwest location, nestled between Lake Washington and Lake Sammamish, and surrounded by mountain views. Also, the city s crime rate is among the lowest in the nation for cities of comparable size; Bellevue has a great education system and perennially places high schools on Newsweek s annual list of the nation s top 100 public schools. And Bellevue is known as A City in a Park because of its outstanding network of parks, trails and open space. Some 30 percent of Bellevue residents were foreign born, 35 percent speak a language other than English at home, and racially diverse groups make up more than 40 percent of our population. Future economic growth in Bellevue will likely hinge on trade, foreign investment and an emphasis on recruiting technology companies that play to our city s strengths: mobile communications, life sciences research, clean tech systems, cloud computing, space technology research and advanced materials. Bellevue is a leader in collaborating at the regional and state levels. One example of state-local collaboration is a project under way to recruit foreign investment and promote technology exports. Bellevue is designing and building a multilingual marketing website that will use the latest ideas from local technology companies; the website work is being funded through a grant from the state Department of Commerce. Bellevue also has led the formation of regional partnerships to provide local services, and it has worked collaboratively to identify and fund infrastructure improvements that support existing businesses and attract new ones. Forming partnerships with regional, state and national organizations is a key component in expanding Bellevue s role as a center for technology and international trade.
